WE HAVE A COUPLE OF PROCLAMATIONS COMING UP.

RED RIBBON WEEK – THIS IS A WEEK TO REMIND EVERYONE TO BE MORE MINDFUL AND DO EVERYTHING THEY CAN TO ELIMINATE ALCOHOL AND DRUG ABUSE WITHIN THE COMMUNITY. WE HAVE A VERY STRONG AND ACTIVE COMMUNITY COALITION AND TAKE PART IN THIS ALONG WITH THE SCHOOL DISTRICT. DETECTIVE SERGEANT EIRAND AND I BOTH TOOK PART IN A MEETING AT THE MIDDLE SCHOOL WITH THE ADMINISTRATION AND COMMUNITY RESIDENTS TO DISCUSS OUR EFFORTS FOR RED RIBBON WEEK.

Red Ribbon Proclamation

Whereas, Alcohol and drug abuse in this nation has reached epidemic stages; and

Whereas, It is imperative that visible, unified prevention education efforts by community members be launched to eliminate the demand for drugs; and

Whereas, The Village of Greenwood Lake is sponsoring the National Red Ribbon Campaign offering citizens the opportunity to demonstrate their commitment to drug-free lifestyles (no use of illegal drugs, no illegal use of legal drugs); and

Whereas, The National Red Ribbon Campaign will be celebrated in every community in America during “Red Ribbon Week” October 23-31; and

Whereas, Business, government, parents, law enforcement, media, medical, religious institutions, schools, senior citizens, service organizations and youth will demonstrate their commitment to healthy, drug-free lifestyles by wearing and displaying Red Ribbons during this week long campaign; and

Whereas, The Village of Greenwood Lake further commits its resources to ensure the success of the Red Ribbon Campaign; along with the Greenwood Lake Coalition.

Now therefore be it resolved,

That the Village of Greenwood Lake does hereby proclaim October 23-31, 2014 as Red Ribbon Campaign Week and encourages its citizens to participate in drug prevention education activities, making a visible statement that we are strongly committed to drug-

MAYOR DWYER SIGNED THE PROCLAMATION AND STATED OCTOBER 21ST THROUGH THE 25TH WILL BE RED RIBBON WEEK AT OUR SCHOOLS WITH EVENTS EVERY DAY. ON THURSDAY STUDENTS AND STAFF WILL BE ENCOURAGED TO WEAR SCHOOL COLORS, GREEN AND WHITE.

MAYOR DWYER STATED WE HAVE ANOTHER PROCLAMATION THAT SUPPORTS ANTI-BULLYING IN THE WORKPLACE. THIS APPLIES NOT ONLY TO BOSSES AND SUBORDINATES BUT ALSO TO COWORKERS.

PROCLAMATION

WHEREAS, The Village of Greenwood Lake County of Orange has an interest in promoting the social and economic well-being of its citizens, employees and employers: and

WHEREAS, that well-being depends upon the existence of healthy and productive employees working in safe and abuse-free work environments; and

WHEREAS, research has documented the stress-related health consequences for individuals caused by exposure to abusive work environments; and

WHEREAS, abusive work environments are costly for employers, with consequences including reduced productivity, absenteeism, turnover, absenteeism and injuries; and

WHEREAS, protection from abusive work environments should apply to every worker and not be limited to legally protected class status based only on race, color, gender, national origin, age, or disability.

NOW, THEREFORE, I/WE, Jesse Dwyer, Mayor and the Village Board of the Village of Greenwood Lake do hereby proclaim October 19-25, 2014 as

FREEDOM FROM WORKPLACE BULLIES WEEK

And commend the Workplace Bullying Institute which raises awareness of the impacts of, and solutions for workplace bullying in the U.S.; and encourage all citizens to recognize this special observance.

TOWN COUNCILMAN FLOYD DEANGELO – WANTED TO CONGRATULATE YOU ON THE CELEBRATION YOU HAD SATURDAY FOR THE 90TH ANNIVERSARY. THANK YOU FOR HELPING THE TOWN WITH THE DEDICATION OF WINSTANLEY PARK.

MAYOR DWYER – WE APPRECIATE THE THOUGHT. I WAS READING AN OLD GWL NEWSPAPER THE NIGHT BEFORE FROM 1974, WHICH WAS THE 50TH CELEBRATION. I NOTICED A SECTION ABOUT THE YOUTH COMMISSION, WHICH AT THAT TIME WAS RUN BY GEN WINSTANLEY. IT IS NICE TO HAVE A PARK NAMED AFTER HER AND BEN.

DEPARTMENT HEAD REPORTS

BUILDING DEPARTMENT REPORTED BY DODY NICHOLAS, BUILDING INSPECTOR

FOR THE MONTH OF SEPTEMBER THE BUILDING DEPARTMENT TOOK IN $5,786.00. WE ISSUED 16 VIOLATIONS, 19 BUILDING PERMITS, 15 CC/CO’S, SENT OUT 26 SEPTIC LETTERS, 18 EXPIRED PERMITS LETTERS, 18 RENTAL INSPECTION LETTERS, 16 FIRE INSPECTION LETTERS, PERFORMED 20 RENTAL INSPECTIONS, 12 COMMERCIAL FIRE INSPECTIONS AND 5 MUNICIPAL SEARCHES. IN ADDITION I APPEARED IN COURT WITH FOUR CASES, ATTENDED THE ZBA AND PLANNING BOARD MEETINGS, WENT TO A HAZARDOUS CONDITION ILLEGAL BURNING ON LAKE DRIVE AND WORKED WITH THE DEC TO RESOLVE THAT ISSUE. I WAS CALLED OUT TO A HAZARDOUS CONDITION ON JERSEY AVENUE AND WORKED WITH HAZMAT AND THE DEC TO HAVE THE CONDITION REMOVED. I WAS ALSO CALLED OUT TO A STRUCTURE FIRE ON GOLDEN AVENUE.

MAYOR DWYER STATED I WAS EXTREMELY PLEASED TO SEE HOW QUICKLY THEY REMOVED THAT STUFF.

DPW REPORTED BY DEPUTY COMMISSIONER BEN ASTORINO

WE REPAIRED A CULVERT PIPE ON SECOND ROAD AND BLACK TOPPED IT. WE WILL BE STARTING AND WILL CONTINUE NEXT WEEK WITH THE CLEANING OUT THE RETROFITS AS THE LEAVES COME DOWN. WE CLEANED A TERRA CLEAN UNIT IN WAH TA WAH AND THE SWALES UP THERE. WE DID SOME ROAD MOWING IN VICTORY ACRES AND HUMPHREY ROAD. WE REDID THE ENTIRE WALKING PATH AT WINSTALEY PARK. THANKS TO THE TOWN BOARD WE PURCHASED A NEW IRRIGATION WHEEL THAT WILL BE UP AND RUNNING NEXT WEEK IF NEEDED OR IF NOT NEXT YEAR AND IT SHOULD DO THE WHOLE FIELD IN ONE PASS. WE FILLED POTHOLES, HELPED WITH THE FIRE HYDRANT ON WINDERMERE AVE AND PUT UP A NEW CURB AND BLACKTOPPED. WE DID VEHICLE MAINTENANCE AS NEEDED AND PREPPED ALL THE EQUIPMENT FOR THE WINTER. WE DID A WATER LINE REPLACEMENT FOR A LINE THAT WAS DUG TOO SHALLOW AND KEPT FREEZING LAST YEAR.

MAYOR DWYER – THAT KIND OF PREVENTATIVE WORK SHOULD SAVE US A LOT, CONSIDERING THE WINTER WE HAD LAST YEAR AND THE FROST LINE.

TRUSTEE HOLDER – THANKS FOR WATERING THE SOCCER FIELD BECAUSE IT MADE A HUGE DIFFERENCE.

BEN ASTORINO – WITHOUT A DOUBT, AND THE NEW REEL WILL DO THE WHOLE FIELD.

POLICE REPORTED BY DETECTIVE SERGEANT ADAM EIRAND

FOR THE MONTH OF SEPTEMBER 2014 THE POLICE DEPARTMENT HANDLED 1522 COMPLAINTS, ISSUED 226 CITATIONS, MADE 19 ARRESTS, INVESTIGATED 7 MOTOR VEHICLE ACCIDENTS, MADE 1 VILLAGE CODE ARREST, INVESTIGATED 38 NAVIGATION COMPLAINTS AND ISSUED 4 NAVIGATION TICKETS. THE CURFEW FOR HALLOWEEN WILL BE 8:OOPM ON OCTOBER 3TH AND 31ST FOR ANYONE UNDER 18 YEARS OF AGE UNLESS ACCOMPANIED BY AN ADULT. THE PBA HALLOWEEN PARTY WAS AT THE ELKS THIS PAST FRIDAY AND WAS A HUGE SUCCESS. WE WOULD LIKE TO THANK THE MEMBERS OF THE GREENWOOD LAKE ELKS FOR HELPING OUT WITH THAT. THE STAIRWAY TO HEROIN PRESENTATION AT THE GREENWOOD LAKE MIDDLE SCHOOL ON NOVEMBER 13TH AT 7:00PM. GUEST SPEAKERS WILL INCLUDE ORANGE COUNTY DISTRICT ATTORNEY, THE EXECUTIVE DIRECTOR OF THE ORANGE COUNTY ALCOHOL AND DRUG ABUSE COUNCIL AND A FATHER THAT LOST HIS SON TO HEROIN. WE ENCOURAGE EVERYONE TO TRY AND MAKE THEIR WAY OUT TO THAT. THE GREENWOOD LAKE COALITON TEEN CENTER IS OPEN EVERY WEDNESDAY FROM 6:30 TO 9:00PM AND IS LOCATED AT THE ELKS LODGE. THERE IS OPEN GYM EVERY MONDAY NIGHT AT THE GREENWOOD LAKE MIDDLE SCHOOL 6-8PM FOR SIXTH TO EIGHTH GRADERS AND 8-10PM FOR NINTH THROUGH TWELTH GRADERS.

JUSTICE COURT REPORTED BY JUDGE NANCY BRENNER DEANGELO

THE COURT OPENED 131 NEW FILES FOR THE MONTH OF SEPTEMBER. THERE WERE VEHICLE AND TRAFFIC MATTERS, DWI, SCOFFLAWS, PARKING, CIVIL, AND VILLAGE CODE VIOLATIONS FOR A TOTAL OF FINES AND SURCHARGES OF $26,353.51. ADDITIONALLY THE GRANT WAS EXTENDED FROM THE 15TH TO THE 22ND AND I DID REQUEST AN ADDITIONAL AMOUNT OF GRANT MONEY FOR THE POSSIBLE REPLACEMENT OF THE AIR CONDITIONING BEFORE WE HAVE ANY PROBLEMS WITH IT. WE ARE GOING WITH DUCTLESS UNITS TO AVOID THE PROBLEMS THAT WE HAVE HAD IN THE PAST. I WAS ASKED TO PRESENT THE AMBULANCE CALLS FOR THE MONTH OF SEPTEMBER. THE AMBULANCE RESPONDED TO 40 CALLS FOR THE MONTH. THAT MAKES 370 SO FAR FOR THE YEAR. NOT A HUGE YEAR, BUT STILL VERY BUSY WITH AN AVERAGE OF MORE THAN 1 CALL A DAY. ADDITIONALLY MUCH THANKS TO EVERYONE INVOLVED IN THE 60TH ANNIVERSARY OF THE AMBULANCE CORP. THANKS TO THE VILLAGE AND THE COUNTY AND ALL OF THE OTHER ORGANIZATIONS THAT HAVE HELPED, INCLUDING THE LIONS, ELKS AND AMERICAN LEGION. WE CAN’T THANK EVRYONE ENOUGH.

SCHOOL BOARD – THERE HAS BEEN A CALENDAR CHANGE AND NOVEMBER 4TH IS NOW A SUPERINTENDENTS CONFERENCE DAY AND NOVEMBER 10TH WILL BE A REGULAR DAY OF SCHOOL. OCTOBER 26TH THE PTSA IS GOING TO BE DOING THEIR ANNUAL TRICK OR TRUNK AT THE MIDDLE SCHOOL AT 3:30PM. AS PART OF RED RIBBON WEEK THE COALTION SENT HOME FLYERS FOR T-SHIRTS THAT THEY ARE SELLING. THE BOARDS NEXT MEETING IS NOVEMBER 19TH AT 6:30 AT THE ELEMENTARY SCHOOL.

LIBRARY – THERE ARE FAMILY MUSEUM, PASSES AVAILABLE. ON DECEMBER 20TH THEY ARE HAVING CHARLES DICKENS A CHRISTMAS CAROL FOR AGES 2-11 AND THEIR FAMILIES. ON DECEMBER 13TH THEY ARE REQUESTING BAGS OF HOLIDAY CANDY FOR THE FOOD PANTRY. THERESA FROM THE COALITION IS LOOKING TO DO ANOTHER KICK IN THE GRASS AT THE FIELD, BASED ON THE HIGH SCHOOL SECTIONAL GAMES.

TRUSTEE HOWLEY REPORT

WATER REPORT – LONG POND WATERWORKS REPLACED FIVE HYDRANTS SO FAR IN THE VILLAGE AND HAVE TWO MORE TO DO. LIKE ANY OLD INFRASTRUCTURE, WHEN YOU OPEN THEM UP, VALVES ARE GOING BAD, PIPES ARE RUSTED, AND IT IS TAKING A LITTLE LONGER BUT THEY ARE HOPING TO FINISH UP BY THE FIRST WEEK OF NOVEMBER, ALONG WITH TURNING OFF SEASONAL WATER FOR THE WINTER. AS MOST OF YOU KNOW THE VILLAGE HAS A CONTRACTOR OUT AND ABOUT REPLACING WATER METER HEADS, SO THAT WE CAN GET A BETTER READING FROM THE STREET. OUT OF THE 1200 PLUS HOMES IN THE VILLAGE, THEY HAVE ABOUT 300 LEFT. IF YOU HAVEN’T HAD YOURS INSTALLED YET, CALL VILLAGE HALL.

DEPUTY MAYOR KELM REPORT

SENIOR CENTER – TODAY THE SENIORS HAD A TRIP TO KUHLS HIGHLAND HOUSE. ON OCTOBER 24TH THERE WILLB E A DIABETES EDUCATION SEMINAR FROM 12:00 TO 1:00. ON NOVEMBE 21ST THE SENIORS ARE HAVING A TRICKY TRAY AT THE ELKS. FOR ANY OTHER INFORMATION CALL SUZANNE AT THE CENTER AT 477-8482.

TRICK OR TREATING ON WINDERMERE AVE WAS A BIG SUCCESS. IT WAS GREAT TO SEE SO MANY CHILDREN OUT. I WAS HANDING OUT CANDY ALL DAY. DECEMBER 7TH WILL BE THE CHRISTMAS TREE LIGHTING AND PICTURES WITH SANTA AT 2:00PM. TENTATIVELY. THE CHAMBER IS WORKING ON POSSIBLY DOING THE ROCKLAND COUNTY SPORTSMEN SHOW IN MARCH. I HAVE ALREADY STARTED PLANNING FOR THE STREET FAIR NEXT YEAR ALONG WITH THE CHAMBER AS WELL. ON DECEMBER 6TH THE GIRL SCOUTS WILL HAVE THEIR ANNUAL BREAKFAST WITH SANTA AT THE AMERICAN LEGION, FROM 8:00 – 12:00NOON. SANTA WILL BE THERE. ON DECEMBER 6TH IS ALSO THE ANNUAL FOOD PANTRY FUNDRAISER AT MURPHYS TAVERN FROM 7:00 – 10:00 PM. ADMISSION IS A MONETARY, FOOD OR HEALTH AND BEAUTY DONATION. THERE WILL BE RAFFLES AND 50/50 TICKETS AVAILABLE THAT NIGHT AS WELL. DECEMBER 7TH IS THE TREE LIGHTING. WHEN WE HAVE THE TIMES ALL IRONED OUT WE WILL POST THEM ON THE WEBSITE AND FB PAGE.

TRUSTEE SELLIER REPORT

IN THE MONTH OF SEPTEMBER THE PLANNING BOARD MET AND HAD TWO APPLICANTS. ONE WAS A HAIR SALON APPLICATION THAT WAS ASKED TO RETURN WITH SOME ADDITIONAL INFORMATION. THE AT&T APPLICATION FOR A CELL TOWER IS ALSO STILL IN FRONT OF THE BOARD AND IS STILL DEEMED INCOMPLETE. IT HASN’T MOVED TO PUBLIC HEARING YET. THEY HAVE TO COME BACK AS WELL. THE ZBA MET TO REVIEW AN APPLICATION FOR A USE VARIANCE FOR A TWO FAMILY HOME IN A SINGLE FAMILY ZONED AREA. THAT APPLICATION WAS LEFT OPEN FOR SOME ADDITIONAL SITE PLAN INFORMATION FOR THE OCTOBER MEETING. THE COMPREHENSIVE PLAN COMMITTEE MET AND PRESENTED INDIVIDUAL REPORTS FOR REVIEW AND COMMENTS. THE INDIVIDUAL TOPICS ARE BEING WORKED INTO THE FIRST DRAFT OF THE MASTERPLAN.

I RESEARCHED A NUMBER OF LEGAL ISSUES FOR THE MAYOR. I COORDINATED FOR THE STATE LIQUOR AUTHORITY PERMIT FOR THE 90TH ANNIVERSARY CELEBRATION.

SAKS PLUMBING IS OUT REPLACING METER CAPS AND THEY ARE DOING A GREAT JOB. THEY LEFT FLYERS ON THE DOOR AND HAVE DONE A MAILING. IF YOU NEED TO CONTACT THEM YOU CAN CALL MY OFFICE. IT TAKES THEM ABOUT 15 MINUTES TO REPLACE THE CAP AND THEY DON’T HAVE TO TURN YOUR WATER OFF. WE GET A LOT OF CALLS ABOUT ELECTRONICS RECYCLING. THE ORANGE COUNTY TRANSFER STATION AT 21 TRAINING CENTER LANE IN NEW HAMPTON WILL TAKE ELECTRONICS, MONDAY THROUGH FRIDAY FROM 8:00AM TO 3:00PM AND SATURDAY FROM 7:00AM TO 12:00PM. YOU CAN CALL THEM AT 291-2640. THE FIRST ITEM IS FREE AND $5 FOR EACH ADDITIONAL ITEM. OLD BUSINESS

AS TRUSTEE HOLDER AND COUNCILMAN DEANGELO MENTIONED WE RECENTLY HAD THE 90TH ANNIVERSARY CELEBRATION ALONG WITH THE HAUNTED TRAIL, FIREMENS PARADE AND TRICK OR TREATING ON WINDERMERE AVENUE. A GREAT DAY FOR CELEBRATING GREENWOOD LAKE CULTURE AND BRINGING FRIENDS AND FAMILY TOGETHER. I CAN’T THANK THE PEOPLE THAT COORDINATED AND BROUGHT ALL OF THIS TOGETHER ENOUGH, THE BUSINESSES THAT PARTICIPATED: THE TOWN OF WARWICK FOR DEDICATING THE PARK AND THE LIONS CLUB FOR DEDICATING THE TRACK AND BENCH THAT ARE NOW OVER AT THE WINSTANLEY MEMORIAL PARK. I WANT TO GIVE SPECIAL RECOGNITION TO TRUSTEE HOLDER AS WELL AS TRUSTEE HOWLEY FOR COORDINATING THE 90TH ANNIVERSARY. THEY LED THE EFFORT WITH A TREMENDOUS AMOUNT OF SUPPORT FROM PAT AND A LOT OF OTHER PEOPLE. IT IS SOMETHING WE SHOULD DO EVERY YEAR TO BRING THE COMMUNITY OUT. IT WAS GREAT TO SEE THE KIDS INTERACTING AND THE PARENTS AS WELL HAVING A GREAT TIME. WE CALLED IT OFF THE FIRST TIME DUE TO RAIN, AND THIS TIME IT ACTUALLY RAINED.

TRUSTEE KELM – I WANT TO THANK KRISTY AND DENISE FOR RUNNING THE HAUNTED TRAIL, IT IS A LOT OF WORK.

MAYOR DWYER – IT DOES TAKE A TREMENDOUS AMOUNT OF WORK.

TRUSTEE KELM – I ALSO WANT TO THANK THE STUDENTS AT GEORGE F BAKER STEM ACADEMY. THIS IS THEIR SECOND YEAR DOING THIS AS PART OF THE STEM PROGRAM, THEY COME UP WITH THE THEME FOR THE TRAIL, THEY COME UP WITH A STORY, WRITE A SCRIPT. THEY HAD PEOPLE COME IN AND TEACH THEM HOW TO APPLY SPECIAL EFFECTS MAKEUP. THEY MAKE ALL THE SCENERY AND SET IT UP AND BREAK IT DOWN. THEY DO THE MAKEUP AND COSTUMES THEMSELVES. A BIG THANK YOU TO THEM FOR DOING THIS FOR US.

WATER METER – TRUSTEE HOWLEY WENT INTO DETAIL ABOUT THIS. IF YOU HAVE ANY QUESTION PLEASE DON’T HESITATE TO CALL VILLAGE HALL. THE JOB IS GOING VERY WELL, WITH ABOUT 300 MORE METER BATTERIES TO REPLACE.

WELLS AND INFRASTRUCTURE – ONE OF THE MOST IMPORTANT JOBS FOR THE VILLAGE BOARD IS TO MAKE SURE EVERYONE HAS SAFE AND CLEAN DRINKING WATER. WE WANT TOHAVE OUR WELLS INSPECTED SO WE ARE GOING TO HAVE SOME ANAYSIS DONE ON THE LIFE OF THE WELLS, HOW TO PRESERVE THEM, ETC. OUR WELLS ARE LOCATED BACK IN VICTORY ACRES BY THE DPW. IT’S JUST AN EFFORT TO INSURE THE LONG TERM SUSTAINABILITY AND LIFE. HOPEFULLY WE WILL HAVE SOME TYPE OF ANALYSIS DONE BY THE NEXT BOARD MEETING. THIS IS PREVENTATIVE MAINTENANCE. WE DON’T EVER WANT TO BE CAUGHT WITH DEPLETED WELLS OR WELLS THAT ARE NOT PRODUCING ENOUGH WATER. THIS YEAR WE DID HAVE AN INSTANCE WHERE WE WEREN’T PRODUCING ENOUGH WATER IN THE SPRING TO FLUSH THE HYDRANTS. OBVIOUSLY WE HAD A VERY DRY SUMMER AND IT STILL DRY. THE LAKE IS ABOUT 8-10 INCHES LOWER THAN IT SHOULD BE.

NEW BUSINESS

BI-STATE LAKE COMMISSION – BOTH NEW YORK AND NEW JERSEY HAVE AN INTEREST IN OUR LAKE. THE BISTATE COMMISSION, WHICH MEETS MONTHLY, ALTERNATING BETWEEN THE SENIOR CENTER IN GREENWOOD LAKE AND WEST MILFORD. ONE OF THE TOPICS OF THEIR LAST MEETING WAS THE DREDGING STUDY THAT WAS DONE AND PRODUCED A DRAFT, WHICH I HAVE AND WILL SHARE WITH THE BOARD. I MADE A RECOMMENDATION TO THE COMMISSION THAT WE TRY TO GET CONGRESSMEN, MALONEY IN NEW YORK AND GARRETT FROM NEW JERSEY, INTO ONE ROOM. PRESENT THEM WITH THE DREDGING STUDIES AND TELL THEM THE MOST IMPORTANT THING WE NEED IS HELP PRESERVING OUR LAKE. THIS IS A MULTI MILLION DOLLAR PROJECT AND IT CANNOT AND WILL NOT BE DONE WITH TAX MONIES. THIS IS A BISTATE LAKE WHICH SHOULD SHARE RESOURCES FROM THE FEDERAL GOVERNMENT. I HAVE BEEN WORKING WITH PAUL ZERILLO ON THIS AND THEY HAVE AGREED TO DO THIS. THE NEXT BISTATE COMMISSION IS THIS WEDNESDAY AT 7:00 AT WEST MILFORD TOWN HALL.

IT IS A LARGE ELECTION AND IMPORTANT TO EXERCISE YOUR RIGHT AS AN AMERICAN CITIZEN TO COME OUT AND VOTE.

RESOLUTION #13 OF 2014/2015

RESOLUTION CALLING FOR ACTION TO HELP STOP THE PERSECUTION OF FALUN GONG IN CHINA:

WHEREAS, Falun Dafa, also known as Falun Gong, is a peaceful spiritual practice based on the principles of Truthfulness, Compassion, and Forbearance for achieving physical and spiritual well being through meditation exercises; and

WHEREAS, Falun Gong has attracted millions of people of all ages and backgrounds in over 114 countries and regions; and

WHEREAS, since July 1999, China’s former president launched the “eradication” campaign against Falun Gong with the policy of Defame Falun Dafa’s reputation, destroy practitioners physically, bankrupt them financially; and

WHEREAS, for 15 long years, Falun Gong practitioners have been systematically detained and tortured for their beliefs by the Chinese communist regime, as documented by the United States Department of State, the US Commission n International Religious Freedom, the European Parliament, Amnesty International, Human Right Watch and many other governmental and third party organizations and

WHEREAS, “Bloody Harvest; Revised report into allegations of organ harvesting of Falun Gong practitioners in China” and independent investigation conducted by former Canadian Secretary of State for Asia Pacific David Kilgiour and the respected human rights lawyer David Matas, concluded that there has been and continues to be large scale organ seizures from unwilling Falun Gong practitioners” and

WHEREAS , European Parliament passed a resolution 2013/2981 (RSP) and currently 201 US congress members co-sponsor H.Res.281, expressing their concern over persistent and credible reports of systematic, state sanctioned organ harvesting from large numbers of Falun Gong practitioners imprisoned for their beliefs; and

WHEREAS , hundreds of residents in Orange County have signed a petition to urge the US Government to take all reasonable steps to bring an end to such a new form of evil in this planet; and

WHEREAS, it is also our responsibility as human beings to raise awareness necessary to stop horrific crimes against our fellow human beings no matter what the cost.

NOW, THEREFORE BE IT RESOLVED that the Village Board of the Village of Greenwood Lake call on the government of the United States to condemn the persecution against Falun Gong and the crime of harvesting organs from Falun Gong practitioners and others involuntary donors in China.
