PUBLIC HEARING— GOLF CARTS

Mayor Matthew Buckley called to order the Public Hearing at 6:35 pm on December 18, 2023, for the Village of Greenwood Lake located at 18 Church Street in Greenwood Lake, NY.

 

The following persons were present:

  • Mayor Mathew Buckley
  • Deputy Mayor Kelli Kelm (via video conference)
  • Trustee Nancy Clifford
  • Trustee Chad Sellier
  • Attorney John Buckheit
  • Attorney Pavlacka
  • Trustee Thomas Howley

The following persons were absent:

  • Deputy Mayor Kelli Kelm
  • Trustee Thomas Howley

 

 

PRESENTATION

The Village of Greenwood Lake is considering a local law to allow golf carts on village streets.

 

DISCUSSION

Trustee Sellier asked Chief Eirand what the permitting and inspection policy would be.

Chief Eirand said that PD would inspect the vehicles and Village Hall would collect all fees. There would be annual inspections.  The proposed fee would be agreed upon by the Village Board.

Attorney Pavlacka added that there would be a 20mph maximum, as is stated in federal law.

Mayor Buckley said that golf carts cannot be driven on state roads but can be crossed.

 

 

PUBLIC COMMENT

Ed Krull, 659 Jersey Avenue, Greenwood Lake, NY, stated that local inspection agencies and local police departments inspect golf carts in South Carolina. He also asked if golf carts had to be electric.  Chief Eirand answered that they can be gas powered or electric.

 

Manny Tirado, 76 Murray Road, Greenwood Lake, NY, asked if the driver would have to have a drivers license.  Chief Eirand responded that each driver would have to be licensed. Mr. Tirado also asked about insurance and liability requirements. The Chief responded that insurance will be required.

 

Jeanne Marron, 5 Brook Court, Greenwood Lake, NY, asked if golf carts would drive on the regular road and if there would be any new signage or striping.  The mayor and chief responded that golf carts would drive on the regular road.  Ms. Marron also asked if the carts would have to be enclosed and if helmets would be required.  Chief Eirand responded the helmets are not necessary but seatbelts are required.

 

 

ADJOURNMENT

Motioned to adjourn the Public Hearing to allow golf carts on village streets to January 17, 2024, by Trustee Clifford at 6:49 pm and seconded by Trustee Sellier. 3 Ayes- Mayor Buckley, Trustee Sellier, Trustee Clifford. Absent- Trustee Howley and Trustee Kelm.
