Mayor Jesse Dwyer called to order the Village Board Meeting at 7:39 pm on February 21, 2023, for the Village of Greenwood Lake located at 18 Church Street in Greenwood Lake, NY.

MAYOR’S REPORT

Mayor Dwyer announced that the Enhanced STAR program deadline for enrollment is March 1, 2023.  Property owners with income less than $90,000 a year are eligible for substantial property tax relief.  Enrollment can be verified with the Town of Warwick Tax Assessor’s Office at 845-986-1123.  The village election will be held on Tuesday, March 21st from 12pm to 9 pm at the Greenwood Lake Senior Center located at 132 Windermere Avenue.

CORRESPONDENCE

  • Letter regarding water billing account number 31812673.  The owner is requesting relief for charges incurred from high usage through no fault of the owner.  The cause of the leak has been remediated and proof of the repair has been provided and confirmed by the village’s water operator.
  • Notice from the owner of Freedom Marina that they are applying to the NYS Liquor Authority for a NYS Liquor License.
  • Orange County Department of Planning sent a copy of a proposed IMA giving the village a set of guidelines amending which Planning Board applications need to be sent to Orange County Planning for review.
  • Orange County Resolution #6 of 2023 which changes the sales tax contracts between the county and the cities Middletown, Newburgh, and Port Jervis.
  • NYS Department of Transportation regarding taking over maintenance of ADA sidewalks and ramps in western Orange County.
  • Greenwood Lake American Legion regarding the “Welcome Home Viet Nam Era Veterans” event happening April 1, 2023, from 2-4pm at the Newburgh Amory located at 321 South Williams Street in Newburgh, for veterans and their families.

VISITING OFFICIAL REPORTS: 

Warwick Town Councilman Floyd DeAngelo was present but had no report.

REPORTS OF BOARDS AND DEPARTMENT HEADS

POLICE DEPARTMENT: Police Chief Adam Eirand reported in the month of January 2023, the GWL PD handled: COMPLAINTS 972, ARRESTS 8, TRAFFIC SUMMONSES 119, PARKING SUMMONSES 2, and MOTOR VEHICLE ACCIDENTS 2.

  • Marine Unit Reimbursement Grant – Completed, Audited and verbally approved.
  • DASNY Grant – All paperwork is complete – Awaiting finalization from the State.
  • NYS Accreditation Assessment – Scheduled for early October 2023.
  • Greenwood Lake Little League – Opening day is Saturday, April 22 – Parade slated for 0900 hr start on Windermere Avenue – expect some delays. Registration is open – go to website.
  • Greenwood Lake Fire Department Centennial Parade/Celebration – May 13, 2023 – Expect morning delays due to road closures.
  • New Part – Time Police Officer Academy/MPTC Certification Completion – Michael Hirrel.
  • Recommending and seeking approval – two candidates to police academy – Ryan Smith and Matthew Reynolds. Orange County Police Academy class to begin mid-May 2023.

WATER DEPARTMENT- Phil Landru: For the month of January, the department has remained busy with daily, weekly, and monthly sampling and testing. We are pleased to report that TOC levels seem to be stabilizing at pre drawdown levels and we have recorded two consecutive quarters of THM levels that are well within compliance.

  • Other than utility mark outs, some water shut-offs and meter repairs. Things have been relatively quiet out in the distribution system.
  • Last week’s cold snap brought us an incident at the treatment plant that involved some meters freezing up and some busted plumbing in our polymer station. Everything was thawed and repaired and back in normal operation.
  • The village seems to be having a much better than average winter for water loss due to undetected leaks from busted water lines, meters and plumbing in unoccupied homes.
  • And the county Health Department conducted their annual inspection today. We should have the report sometime next week and will address any and all issues listed in the report. 

COMMISSION REPORTS

Trustee Howley reported that the Police Department is always looking for part time officers.  The beach season is in planning stages. There will be a job fair on March 25, 2023, at Mountain Lakes Park.

Trustee Sellier report is for the month of January. The building department took in $10,094 month of January, including rental registrations, rental inspections, and buildings permits. Planning Board met month of January. There were two applications: 50 Linden Avenue and the Garden Center, which are both continued applications.

Attorney Report – John Buckheit confidential written report submitted.  Mr. Buckheit also discussed new local laws being drafted regarding stop work orders relating to the Building Department, court fees, and Planning Board timelines.

Clerk’s Report- Katheleen Holder:  Village Hall has been busy submitting grant paperwork. Water reads will be happening in the near future and bills will shortly follow. 

OLD BUSINESS

Beach Passes:  2023 season passes are available on the village website.  Early bird discounts are available until June 1, 2023.  Commercial (Airbnb) pass prices have increased but residential rates have remained unchanged.

Orange County Tourism Grant: The Village Board applied for this grant in the amount of $4,999 for our fireworks which will be held on Saturday, July 1, 2023, and for the Centennial Parade in 2024. The grant has been approved.

Dedication of Centennial Park: In honor of the village’s 100th anniversary, the Lions Park complex will be officially named Centennial Park.  Personalized brick pavers will be sold as a fundraiser.

Waterstone Sidewalk:  The village has received a Community Development grant for ADA compliant sidewalks and curbing and will connect the gazebo sidewalk up to the ambulance building.  There will be a meeting with residents along that stretch of road

Benjamin Steakhouse: The project is continuing; they have received Department of Health approval on their septic design.  They will be in front of the Planning Board and then the ZBA as they will need a few small variances.

Marine PD Funding: $37,237 which is 50% of marine police expenses, will be reimbursed to the Greenwood Lake Police Department by New York State.

Street Lights/LED Conversion: the mayor has been authorized to purchase LED streetlights.  All streetlights will be replaced in one year.

Chief of Police Contract:  will be discussed in Executive Session.

 

NEW BUSINESS

Budget Workshop: All department heads have submitted proposed budget for their respective departments.  The board is working on a tentative budget. The Board has been able to secure some grant funding in order to balance the budget as expenses have increased exponentially and are trying to stay under the 2% tax cap.

Centennial Committee Funds: The Committee has requested a $2,500 donation from the Village Board to defray some of the costs incurred in the Centennial celebration planning process.

Willow Point Liquor License Application: The marina has made upgrades and investments and will also be serving alcohol.

Jersey Avenue Sidewalk Upgrades: NYS DOT will be upgrading the sidewalk between Felter Street and Wilson Street.  Crosswalks will be reconfigured village-wide.

Herbicide Mailer: All lakefront residents and residents with lake access will be receiving a mailer from the village outlining the village’s plan for lake/weed management.

Part Time Police Academy: Chief Eirand is recommending two part time officers for the Orange County Police Academy.  The Board will discuss in Executive Session.
