Mayor Jesse Dwyer called to order the Village Board Workshop Meeting at 7:31pm on November 28, 2022, for the Village of Greenwood Lake located at 18 Church Street in Greenwood Lake, NY.

Visiting Officials’ Reports:  Warwick Town Councilman Floyd DeAngelo had nothing to report.

 

Reports of Boards and Department Heads:

 

Water Department, Phil Landru, report is attachedMayor Dwyer mentioned that the water has cleared up since flushing. Phil reported that flushing more often would be beneficial to keep the water running clear.  Trustee Clifford asked for clarification on measurement units on trihalomethanes.

 

 

 

 

COMMISSION REPORTS:

Trustee Clifford, The Greenwood Lake Chamber of Commerce hosted Small Business Saturday on November 26, 2022.  Their Holiday Mixer will be at the American Legion on December 6th. The cost is $10 for members and guests.  The Chamber will be hosting a street fair on June 10, 2023.  The School Board met on November 14, 2022.  There was a kindergarten data presentation whish was impressive. The report compared Greenwood Lake kindergarteners with kindergarteners at surrounding schools. All seem to be performing at the same level. There will be new security measures put in place. Greenwood Lake has been asked to be involved and highlighted in Fuller Moon Arts Fest in August.  The Food Pantry’s Angel Tree is up at the Post Office.  Youth days will continue to be on Wednesdays and Thursdays.  The Greenwood Lake Library also has many programs available for children and adults. There will be a gift card bingo at the American Legion in December.  PTSA is also hosting bingo on December 2nd.  Santa Paddle will take place on December 3rd.  The Light Up Greenwood Lake decorating contest will take place on Friday, December 16th.

Trustee Howley DPW is getting ready for winter weather and will be prepared for any snow.

Trustee Kelm, The Seniors have been very busy; they were involved with the recent Friend in Need fundraiser and donated a basket.

Trustee Sellier reported that in the month of October the Building Department took in $4,434; 77% was for building permits. THE ZBA met in October to discuss one applicant on Ten Eycke seeking a variance which was granted. Planning Board did not meet in the month of October.

Clerk Holder reported that the village is no longer accepting tax payments.  Any unpaid taxes have been re-levied to Orange County and can be paid only by contacting the county. Water bills can be paid until February.  Outstanding balances will be re-levied onto Village Taxes

 

OLD BUSINESS

Centennial Planning Committee: The village will celebrate 100 years as an incorporated municipality in 2024. We have an active planning committee with the next meeting on December 12, 2022.

17A Sidewalk Project:  The project will be complete by Friday, December 2, 2022, after many obstacles.

TTHMs / Water Status: Covered on the Water Department report.

PEG Grant: We will have to go out for bid for the Audio-Visual Equipment. The gentleman that is helping us with this purchase is taking longer than anticipated to complete this. He is not charging us for his services- Altice is paying him.

Independent Water Quality Analysis: This was completed and we are in receipt of the report. A few small tweaks need to be made before it is made available to residents. The lake water quality report includes eight years of analysis performed by Solitude Lake Management. Testing and sampling sediment of lake bottom and water columns was also performed by Delaware Engineering.  The main reason is to see if the lake can be used as a drinking water source. This is being paid for by the Greenwood Lake Commission.

 

NEW BUSINESS

BANS: BANs are coming due and the board would rather pay off debts rather than renew BANS at the new interest rates of 7%.  Banks are no longer issuing such small loans; our BANs that are not due this year will be paid off instead of incurring more interest at much higher rates. Payments will be made from Fund Balance. The water treatment plant will be paid off this year and as well as the water main repair loan. The village will need to do a borrowing for $2 million to match the $3 million water grant.

ADP Payroll Processing: The Village is in receipt of a quote to automate payroll.  We have had demos and phone meetings with the staff and Chief Eirand and ADP, and we are very impressed and interested in moving forward with this contract.  Payroll will become a streamlined process and will result in a $15,000 annual savings to the village as the fulltime Deputy Clerk has retired and has been replaced by a parttime Deputy Clerk.

Waterstone Road Sidewalk Grant: We have received confirmation that the grant has been awarded in the full amount to pay for the sidewalks on Waterstone Road. The village will go to bid on this project this winter for work to be completed this spring/summer.

Softball and Little League: Little League baseball is independent. They run t-ball and baseball and softball in the fall. Spring softball is run by the village. The opportunities for Little League softball far outweigh the opportunities available through village-run softball.  The board would like to relinquish softball to Little League.

FEMA Funding: For Hurricane IDA damages we have secured $49,000.00: $23k for batting cages (lights and fencing), $4k for the access road near DPW, and $22k for Vista Trail repairs.

Chief of Police Contract: Mayor Dwyer and Trustee Howley are still working with Chief Eirand on finalizing the Chief of Police contract.

Cold Water Swimming: Discussion by the applicant about the methods and benefits of cold-water swimming.

 

PRIVILEGE OF THE FLOOR: Discussion on people not stopping at the stop sign at Windermere Ave. and Murray Road.  There was also discussion about a new sidewalk/pier on East Shore Road for pedestrians and fishing access.  This is town property, not village property.

Motion made by Trustee Kelm and seconded by Trustee Clifford. 5 Ayes- Mayor Dwyer, Trustee Kelm, Trustee Howley, Trustee Sellier, and Trustee Clifford.

 

APPROVAL OF MINUTES

Motion to approve minutes from the October 17, 2022, Board Meeting made by Trustee Howley and seconded by Trustee Sellier. 5 Ayes- Mayor Dwyer, Trustee Kelm, Trustee Howley, Trustee Sellier, and Trustee Clifford.

 

RESOLUTIONS:

 

#23 of 2022/2023 – Holiday Calendar of 2023 which will be posted in the Village Clerks Office, motioned by Trustee Clifford and seconded by Trustee Howley. 5 Ayes- Mayor Dwyer, Trustee Kelm, Trustee Howley, Trustee Sellier, and Trustee Clifford.

 

#24 of 2022/2023 – Authorizes the Village Clerk to pay outstanding one-year BANS due in 2022/2023 from Fund Balance, motioned by Trustee Sellier and seconded by Trustee Clifford. 5 Ayes- Mayor Dwyer, Trustee Kelm, Trustee Howley, Trustee Sellier, and Trustee Clifford.

 

#25 of 2022/2023 – Authorizes the Mayor to contract with ADP in regards to payroll processing, motioned by Trustee Kelm and seconded by Trustee Howley. 5 Ayes- Mayor Dwyer, Trustee Kelm, Trustee Howley, Trustee Sellier, and Trustee Clifford.

 

#26 of 2022/2023 – Authorizes the Mayor to sign the agreement with Orange County Office of the Aging for the Senior Dining Program, motioned by Trustee Howley and seconded by Trustee Clifford. 5 Ayes- Mayor Dwyer, Trustee Kelm, Trustee Howley, Trustee Sellier, and Trustee Clifford.

#27 of 2022/2023 –Authorizes the clerk to make the reduction to half the water charge on water bill 30891 located at 308-9-1, motioned by Trustee Sellier and seconded by Trustee Kelm. 5 Ayes- Mayor Dwyer, Trustee Kelm, Trustee Howley, Trustee Sellier, and Trustee Clifford.

#28 of 2022/2023 –Authorizes the Village Election to take place on Tuesday, March 21, 2022, at the Senior Center located at 132 Windermere Ave, Greenwood Lake, NY for the hours of 12 pm – 9 pm, motioned by Trustee Howley and seconded by Trustee Kelm. 5 Ayes- Mayor Dwyer, Trustee Kelm, Trustee Howley, Trustee Sellier, and Trustee Clifford.

#29 of 2022/2023 – Bond resolution of the Village of Greenwood Lake, New York, adopted November 28, 2022, authorizing  the construction of sidewalk improvements, stating the estimated maximum cost thereof is not to exceed $610,000, appropriating said amount for such purpose, including grant and other funds in the amount of not to exceed $410,000 expected to be received from the United States of America, state of New York and/or other sources to pay a part of said appropriation and authorizing the issuance of bonds in the principal amount of not to exceed $200,000 to finance the balance of said appropriation, motioned by Trustee Sellier and seconded by Trustee Clifford. 5 Ayes- Mayor Dwyer, Trustee Kelm, Trustee Howley, Trustee Sellier, and Trustee Clifford.

 

#30 of 2022/2-23 – Presented by Trustee Howley authorizes the promotion of Officer Dwyer to the rank of Detective effective January 2, 2023, motioned by Trustee Kelm and seconded by Trustee Clifford. 5 Ayes- Mayor Dwyer, Trustee Kelm, Trustee Howley, Trustee Sellier, and Trustee Clifford.

 

#31 of 2022/2-23 – Authorizes the approval of the building permit extensions for 14 Cascade Trail at the original price, motioned by Trustee Howley and seconded by Trustee Sellier. 5 Ayes- Mayor Dwyer, Trustee Kelm, Trustee Howley, Trustee Sellier, and Trustee Clifford.

 

MAYOR’S COMMENTS

The next meeting will be Monday, December 19, 2022, at 7:30pm with a 6:30pm workshop.
