WE HAVE A LONG-AWAITED PRESENTATION TONIGHT TO RECOGNIZE GREAT SERVICE TO OUR COMMUNITY. WE HAVE HAD A POLICE OFFICER WHO TOOK ON EXTRA RESPONSIBILITY OF SEEING TO A K-NINE OFFICER. WE HAD HIM TO SNIFF OUT DRUGS AND TO DETER PEOPLE FROM COMING INTO OUR COMMUNITY WITH DRUGS. THE CHIEF WOULD LIKE TO MAKE A PRESENTATION.

 

CHIEF HANSEN STATED I WANT TO PRESENT THIS CERTIFICATE TO K-NINE OFFICER VAUGHN AND OFFICER MIKE DUNLOP. ITS BEEN MY PLEASURE TO HAVE THEM WORK HERE TOGETHER. VAUGHN IS GETTING ON IN YEARS AND IS RETIRING. HE MADE A LOT OF DRUG ARRESTS. WE HAD REPORTS THAT DRUG DEALERS WENT AROUND OUR VILLAGE BECAUSE THEY KNEW WE HAD A DRUG DOG. MIKE REALLY WANTED THIS DOG AND ACTUALLY WENT OUT AND DID A LOT OF FUND RAISING BY HIMSELF IN ORDER TO RAISE THE FUNDS FOR THE DOG. HOPEFULLY IN THE FUTURE FUNDS WILL BE AVAILABLE AGAIN. JUST WANT TO PRESENT THEM WITH A CERTIFICATE AND A BAR FOR HIS SHIELD. MIKE HAD TO TAKE CARE OF VAUGHN TWENTY-FOUR HOURS A DAY. CONGRATULATIONS.

 

MAYOR DWYER STATED WE WANTED TO GIVE OFFICER DUNLOP AND VAUGHN A CERTIFICATE FROM THE VILLAGE AS WELL.

 

VISITING ELECTED OFFICIALS

 

TOWN COUNCILMAN FLOYD DEANGELO – GOOD EVENING JUST WANTED TO LET YOU KNOW THAT THE BATHROOMS AT THOMAS MORAHAN PARK ARE NOT FINISHED YET SO WE ARE GOING TO KEEP THE TRAILER THERE UNTIL THEY ARE COMPLETED. THE ROOF IS GOING ON THE BATHROOM BUILDING AT WINSTANLEY PARK TOMORROW.

WE HAVE BEEN BUSY AT BOTH PARKS. WE REDID THE BATHROOM AT THE BEACH AND ARE WAITING ON SOME VENDORS TO FINSISH UP. THE BATHROOM WORK AT WINSTANLEY FIELD IS COMING ALONG. WE DO HAVE TO DECIDE WHERE TO PULL WATER FROM ON WINDERMERE AND THEN HAVE THE ELECTRICIANS AND PLUMBERS TAKE IT FROM THERE.   WE PUT A RISER IN ON ELM STREET, DID SOME TREE WORK FOR STORM DAMAGE WE ARE FILLNG POT HOLES WTH HOT MIXX. WE HAULED SOME ITEM 4 UP TO THE STOCKPILE AND ¾ STONE. WE DID A LOT OF WORK UP IN WAH TA WAH AND HAVE REPAIRS TO BE MADE UP THERE. IT NEEDED TO SETTLE AND WILL BE DONE IN A FEW WEEKS. WE BROUGHT A LOAD OF INFIELD MIX IN TODAY AND WILL GET ANOTHER TOMORROW. ITS RAINED SO MUCH THAT EVERYTHING IS SATURATED.

 

MAYOR DWYER – JUST SO EVERYONE KNOWS, EVERY YEAR WHEN WE TURN ON SUMMER WATER TO WAH TA WAH WE GENERALLY HAVE A FEW LEAKS. WE REPAVED WAH TA WAH THIS YEAR AND THERE ARE A LARGE NUMER OF REPAIRS THAT HAD TO BE DONE. SO, THANK YOU TO ALL INCLUDING PHIL.

 

 

 

 

POLICE             REPORTED BY CHIEF JOHN HANSEN

 

FOR THE MONTH OF APRIL, THE POLICE DEPARTMENT HANDLED 1,737 COMPLAINTS, MADE 23 ARRESTS, ISSUED 148 TRAFFIC TICKETS, 4 PARKING TICKETS AND INVESTIGATED 16 MOTOR VEHICLE ACCIDENTS.

 

WATER             REPORTED BY PHIL LANDRU

 

WE HAVE REPLACED A LOT OF THE WATER LINES IN WAH TA WAH THAT WERE CRUSHED BY ALL THE BIG TRUCKS UP THERE AND EVERYTHING IS NOW UP AND RUNNING. I REPLACED SOME PIPE AND A FAULTY SWITCH AT THE FILTRATION PLANTS AS WELL. I WANT TO THANK THE DPW FOR THEIR HELP UP IN WAH TA WAH. IN THE NEW WELL PROJECT, WE CONTINUE TO MAKE PROGRESS. WE ARE PUMPING 70 GALLONS A MINUTE OF CRYSTAL CLEAR WATER. IT LOOKS LIKE THERE WILL BE AN ABUNDANCE OF WATER ONCE INSTALLED. AQUALOGICS WAS IN TO DO SOME WORK   WE HAVE TO DO ANOTHER ROUND OF WATER SAMPLING BEFORE THE END OF JUNE FOR THE DEPARTMENT OF HEALTH. SAMPLES WILL BE TAKEN TWICE A YEAR UNTIL OUR COPPER LEVELS ARE ALL IN COMPLIANCE AND THEN WE ONLY HAVE TO SAMPLE EVERY THREE YEARS. PAT AND I FINISHED THE ANNUAL WATER QUALITY REPORT AND THERE ARE NO VIOLATIONS AND IT IS AVAILABLE ON THE VILLAGE WEBSITE.

 

TRUSTEE HOLDER REPORT

 

SUMMER CONCERTS ARE BOOKED AND READY TO GO. CONCERT CARDS ARE AVAILABLE AT VILLAGE HALL SO PLEASE PICK ONE UP. WE ADDED CIRCUIT TRAINING TO THE HEALTH AND WELLNESS PORTION ALONG WITH ZUMBA AND YOGA. THE FIRST CONCERT WILL KICK OFF WITH HUDSON BLUE ON JUNE 23RD.

 

THOSE OF YOU INTERESTED IN WARWICK REC PROGRAM, THEY ARE REDOING THE POOL SO THERE IS NO SWIMMING LESSONS AVAILABLE THIS YEAR.

 

SCHOOL – CONGRATS TO THOSE BEING INDUCTED INTO THE NATIONAL JUNIOR HONOR SOCIETY TONIGHT. THE BUDGET WAS PASSED LAST WEEK ALONG WITH FOUR BOARD MEMBER POSITIONS FOR JOHN FINN, TJ OBRIEN, MICHELE KAYSER, AND BARBARA MCINERNEY. THEY ARE GOING TO HAVE AN ARMED GUARD IN THE ELEMENTARY SCHOOL AND THE MIDDLE SCHOOL STARTING NEXT WEEK.

 

LIBRARY – THE SUMMER READING PROGRAM IS GOING TO BE CALLED LIBRARIES ROCK AND SIGN UP IS JUNE 21ST-JUNE 23RD FOR THOSE IN KINDERGARTEN THROUGH SIXTH GRADE

WE HAVE MET WITH THE PART TIME POLICE UNION AND AGREED UPON A NEW THREE-YEAR CONTRACT.

TRUSTEE SELLIER REPORT

 

BUILDING DEPARTMEMT – IN APRIL THEY TOOK IN $4118.00, 36 SEPTIC LETTERS WERE SENT, 14 BUILDING PERMITS ISSUED, 10COS WERE ISSUED.  

 

IN APRIL THE PLANNING BOARD DIDN’T MEET. THE ZBA MET WITH TWO APPLICANTS ON THE DOCKET. THE FIRST WAS VAN ORDEN LANE SEEKING A GARAGE VARIANCE. A NUMBER OF LETTERS WERE RECEIVED AND THEY ARE CONTINUED TO MAY. THE ZBA WANTS THE VILLAGE TO ANSWER SOME QUESTIONS ABOUT VAN ORDEN LANE BEING A PUBLIC VERSUS PRIVATE ROAD. THE SECOND APPLICANT WAS FOR A SIDE YARD VARIANCE TO CONSTRUCT A DECK AND GAZEBO BUT THEY WERE ALSO CONTINUED INTO MAY FOR A SECOND PUBLICATION TO TAKE PLACE. WE ARE STILL LOOKING FOR ALTERNATES FOR BOTH OF THOSE BOARDS,

 

ATTORNEY BUCKHEIT REPORT – I HAVE SUBMITTED A RATHER LENGHY REPORT MOST OF WHICH IS CONFIDENTIAL IN NATURE. I AM READY TO ANSWER ANY QUESITONS. I HAVE SPENT A LOT OF TIME WORKING WITH THE BUILDING INSPECTOR AS HE PROCESSES ALL THE SHORT-TERM RENTAL APPLICATIONS. ITS NICE TO SEE THAT PEOPLE HAVE BEEN APPLYING FOR THEIR PERMITS AND ENCOURAGE EVERYONE TO GET THEM IN AS SOON AS POSSIBLE.

TAX BILLS WILL BE GOING IN THE MAIL ON JUNE 1ST AND ARE DUE BY JULY 1ST WITHOUT PENALTY. IF YOU WANT A COPY OF THE BILL EVEN THOUGH YOU HAVE A MORTGAGE OR HAVE RECENTLY PAID OFF YOUR MORTGAGE JUST CALL VILLAGE HALL AT 477-9215.

LEAF BAGS ARE BEING PICKED UP WEEKLY NOW ON MONDAYS ON THE WEST SIDE OF THE LAKE AND THURSDAYS ON THE EAST SIDE OF THE LAKE.  

 

OLD BUSINESS

 

NEW WELL – COMING ALONG. WE ARE OPTIMISTIC AND EXPECT CONSTRUCTION IN JULY AND AUGUST. THE TWO WELLS WE HAVE NOW WILL HANDLE THE LOAD UNTIL THEN.

 

WINDERMERE AVE SIDEWALKS – THIS YEARS PHASE WENT VERY QUICKLY WITHOUT ANY PROBLEMS. WE PUT IN THE STAMPED CONCRETE BORDER AND PUT CONDUIT RUNNING THROUGH IT IN CASE WE DECIDE TO DECORATE TREES FOR THE HOLIDAY, ETC.

 

SOLAR ON CONTINENTAL – THE STATE IS HOLDING OFF ON THESE PROJECTS FOR NOW. THERE ARE COMMUNITY SHARING PROGRAMS GOING ON AND WE ARE RESEARCHING THEM.

 

HUD GRANT – WE MET WITH THE COMMUNITY DEVELOPMENT BLOCK GRANT PEOPLE AND APPLIED FOR A GRANT TO MAKE AN ADA COMPLIANCE ENTRANCE AND BATHROOM AT VILLAGE HALL. THEY ARE REVIEWING THE PROJECT. WE ARE WAITING FOR THEIR DECISION.

THE SENIOR CENTER AND ELKS PROJECTS WILL BE GOING OUT TO BID SHORTLY.

 

SHORT TERM RENTAL – WE PASSED A LAW THAT TAKES EFFECT JUNE 1ST AND IF YOU ARE FOUND TO BE OPERATING A SHORT-TERM RENTAL WITHOUT A PERMIT, YOU FACE A FINE OF UP TO $1000 A DAY OF OPERATION. WE SENT A LETTER TO EVERY PROPERTY OWNER IN THE VILLAGE, SO THERE IS NO EXCUSE FOR ANYONE TO BE OPERATING WITHOUT THE CORRECT PERMITS. WE HAVE GOTTEN SEVEREAL REGISTRATIONS IN AND IT IS GOING WELL, I LOOK FORWARD TO REPORTING BACK TO THE BOARD NEXT MONTH.  

 

NEW BUSINESS

 

DOT SIDEWALK GRANT – MAYOR DWYER STATED WE RECEIVED A LETTER AWARDING US $50,000 FROM THE STATE DEPT OF TRANSPORTATION AWARDING US A GRANT TO INSTALL A SIDEWALK ON MOUNTAIN LAKES LANE TO CONNECT WHERE THE FIRE DEPARTMENT STOPPED TO BLACK BEAR WINE AND SPIRITS. OUR GOAL IS TO APPLY TO HUD FOR AN ADDITIONAL $50,000 TO CONNECT FROM THERE TO CABLEVISION. SO, IT WOULD BE CONTINUOUS.

 

GWL SKATEPARK GRANT – MAYOR DWYER STATED EVERY YEAR WE GET A LETTER FROM SENATOR BONACICS OFFICE INFORMING ALL MUNICIPALITIES ABOUT GRANT OPPORTUNITIES. WE HAVE GOTTEN A GRANT FROM THAT OFFICEC FOR FOUR CONSECUTIVE YEARS. THIS YEAR WE THOUGHT TO ALLOW THE SKATEPARK COMMUNITY TO APPLY FOR THE GRANT THEMSELVES AND WE WOULD BE THEIR SPONSOR. PRELIMINARY CONVERSATIONS WITH THE SENATOR WERE GOOD. WE WILL BE PASSING A RESOLUTION TO THAT EFFECT.

WE CONSIDER THIS AN EMERGENCY AND HAVE SENT NUMEROUS VIOLATIONS TO THE PPROPERTY OWNER. IT IS BANK OWNED AND THERE IS A PROPERTY MANAGEMENT COMPANY THAT HAS NO RESPLONSIBILITY FOR THE POOL. WE ARE GONG TO DISMANTLE THE POOL AND IF THERE ARE ANY CHARGES WE WILL CHARGE THEM BACK ON THE PROPERTY TAXES. THE VILLAGE ATTORNEY HAS SOME COMMENTS.

 

ATTORNEY BUCKHEIT – AS AN ATTORNEY AND ENGINEER AND LIFETIME MEMBER, THIS IS AN UNSAFE POOL WITH NO MEANS OF EGRESS AND IT CONSITUTES AN IMMEDIATE DANGER AND EMERGENCY AND I STRONGLY RECOMMEND THAT THE BOARD PASS A RESOLUTION TONIGHT TO DISMANTLE THE POOL.

MAYOR DWYER CONTINUED, TRUSTEE HOLDER MENTIONED ARMED SECURITY AT THE SCHOOLS AND I WOULD LIKE TO MENTION THAT WE HAVE PRESENTED TO THE SCHOOL DISTRICT A COST FOR THE VILLAGE TO SUPPLY OUR TRAINED STAFF TO PROVIDE SCHOOL SECURITY AT THE ELEMENTARY SCHOOL. WE’VE GIVEN THEM THE NUMBERS AND THEY WILL HAVE TO DECIDE WHETHER THEY WANT TO PROCEED WITH HIRING A PART TIME POLICE OFFICER TO STAFF THIS.

 

EVENTS

 

HOBOKEN FILM FESTIVAL IS ONGOING. IT STARTED LAST FRIDAY AND WE HAD A LOT OF FUN ON OPENING NIGHT, WITH LOU GOSSETT JR, MARTIN KOVE, ETC. WE HAVE SEEN THEM AT THE BUZZ AND THE MEXICAN ZINGO, AND THE COVE CASTLE WHICH SET UP A THEATER UPSTAIRS. MOVIES ARE BEING SHOWN AT THE PARK AND THE ELKS AS WELL AND THE AWARDS GALA WILL BE THURSDAY NIGHT WITH AN AWARD FOR TIA CARRERE. I HOPE PEOPLE CAN GO DOWN AND CHECK IT OUT AND SEE SOME OF THESE FILMS.

 

MMORIAL DAY SERVICE AT THE AMERICAN LEGION IS GOING TO BE MONDAY MAY 28TH AT 2:00PM. I WOULD ENCOURAGE EVERYONE TO COME DOWN AND PARTICIPATE IN HONORING THOSE THAT LOST THEIR LIVES DEFENDING OUR GREAT NATION.

MAYOR DWYER – IT WAS IN HOBOKEN OUTSIDE ON THE RIVER, BUT SUPERSTORM SANDY WIPED IT OUT OF HOBOKEN, AND THEY HAVE JUST KEPT THE NAME.

 

CHAD – I MET THIS SWEET OLD LADY THE OTHER NIGHT WHO HAD GONE TO HOBOKEN FIRST.   I FELT SO BAD FOR HER.

 

MAYOR DWYER – PERSONALLY THE MARKETING, COULD HAVE BEEN DONE BETTER. THIS YEAR WAS BETTER.

 

TRUSTEE HOWLEY – LAST YEAR THE COMMERCIAL NEVER EVEN SAID IT WAS IN GREENWOOD LAKE. IT BECAME A BRAND ALMOST AND THAT’S WHY THEY KEPT THAT NAME.

 

CHAD – I WENT TO A COUPLE OF THE MOVIES AND THEY WERE ACTUALLY PRETTY GOOD.

 

MAYOR DWYER – THERES A GOOD MOVIE TONIGHT. WE ARE TRYING TO BRING PEOPLE TO THE COMMUNITY AND TRY NEW THINGS.

AUTHORIZES THE MAYOR, PURSUANT TO VILLAGE CODE CHAPTER 40, TO ENTER INTO A CONTRACT FOR OUR DIRECT MUNICIPAL EMPLOYEES TO REMEDY THE UNSAFE CONDITIONS AT 6 URSA AVE INCLUDING BUT NOT LIMITED TO THE UNSAFE POOL.

RESOLUTION # 46 OF 2017/2018

 

AUTHORIZES THE CLERK TREASURER TO TAKE A BAN OUT IF NECESSARY NOT TO EXCEED $20,000 AT THE CURRENT RATE FOR THE PURCHASE OFF FUEL MASTER CARD READER, TANK MONITORING SYSTEM WITH SOTWARE PROGRAM.

INCREASE 3020.000 STATE GRANT COURT BY $4904.79 AND INCREASEE A.1110.201 JUSTICE GRANT EXPENSES TO APPROPRIATE COURT GRANT MONEY RECEIVED TO PAY EXPENSES.
