Mayor Jesse Dwyer called to order the Village Board Meeting at 7:29 pm on January 17, 2023, for the Village of Greenwood Lake located at 18 Church Street in Greenwood Lake, NY.

The following persons were present:

MAYOR’S REPORT
Mayor Dwyer announced that this is the first meeting that is being live-steamed via Facebook as well as through the village’s YouTube channel made possible by a grant from Altice/Optimum. The mayor also announced that Nasim Khan has been named Greenwood Lake’s Citizen of the Year.

VISITING OFFICIAL REPORTS:
Warwick Town Councilman Floyd DeAngelo was present but had no report.

REPORTS OF BOARDS AND DEPARTMENT HEADS
DPW- Bill Roe, Deputy Commissioner: DPW has almost completed the stage at the Waterfront Park; they have also been repairing potholes with cold patch village wide.
WATER DEPARTMENT- Phil Landru: For the month of December, the department would like to report that the plant is easily meeting its production demands without the leaks and busted pipes/meters that have plagued us in previous winters. We now have two operating filters that we are running in tandem to produce optimum water quality exiting the facility. We’d also like to report that Pre & Post TOCs seem to have stabilized at pre-Well G and draw down numbers. And it’s safe to expect our THM numbers to drop accordingly. Our most recent results were back down under exceedance levels at our two sampling locations. And we also took extra samples outside our sampling requirements for informational purposes from our required locations, along with an additional sample at entry point from the plant. Everything seems to be back down within compliance. First quarter of 2023 DBP samples were taken on the 7th of this month and results should be in in the next week. We are just waiting for a few things to be finalized between our engineers, and the control and electrical contractors. And the Lakelands Pump Station VFD installation should be underway. Our electrical contractor is also waiting on some parts and materials to install the necessary equipment and disconnects at the new well site and Lakelands Pump Station to run the new generator at either location. We’d also like to thank the Town DPW for their assistance with a number of service line repairs and a potentially disastrous water main break at the 17A (210) bridge.
POLICE DEPAPTMENT- Adam Eirand: Greenwood Lake PD handled 1,100 complaints, made 6 arrests, wrote 153 traffic tickets, 2 parking tickets, and handled 5 motor vehicle accidents in the month of December 2022. The GWL PD should be receiving $45,000 from New York State I Love Waterways grant. They will also be receiving a $50,000 DASNY grant.

COMMISSION REPORTS
Trustee Clifford stated she has been working with Chamber of Commerce getting the word out about the Centennial meeting on March 13, 2023. February 28, 2023 is the due date for entries for the logo contest. No School Board report as their meeting is happening at the same time as the Village Board meeting. Little League registration is open until February 15, 2023. The Lions will be starting their chocolate bunny sale in March. Grace Lutheran Church will be hosting their annual shredding event May 20, 2023, from 9am-12pm.
Trustee Howley reported that planning for the beach season is underway. There will be a job fair in February.
Trustee Kelm reported that the Greenwood Lake Public Library received $17,000 in Bullet Aid from Senator Skoufis as well as an additional $15,000 slated for Youth and Family Services. The county just restored the Orange Library funding which is $115.000 to be divided amongst the seventeen libraries in the county. Winter and Spring programming will be starting in February. Contact the library to sign up. Jill, the library director, has been training through RCLS to begin switching the landscape design to native plants. The library has also contracted a new digitalization company. Local historical documents will be available electronically in the February. Yoga and bingo is on Tuesdays and Thursdays at the Senior Center and Zumba is on Wednesdays and Fridays. Every Wednesday lunch is served from Office of the Aging. Trustee Sellier report is for the month of December. The building department took in $4,421 month of December. One third of that was for building permits. Planning Board met month of December. There were two applications: the development on Court Avenue which was referred to the ZBA for an interpretation of the structures and for a use variance. The second application was the Garden Center, a continued application.

Clerk’s Report- Katheleen Holder: unpaid water bill notices will be sent out at the end of the week. Any and all unpaid water bill will be re-levied on to village taxes if they are not paid by the end of February. Election petitions are being accepted for the position of Mayor (two-year term), two Trustees (two-year terms), one Trustee (one-year term), and Village Justice (four-year term). All paperwork can be downloaded on the Orange Count Board of Elections website. The election will be held March 21, 2023.

OLD BUSINESS
Centennial Planning Committee: The Committee and subcommittees continue to meet. There are details on the village website and people are encouraged to volunteer. Some of the activities planned are fireworks, a reenactment of the first Village Board meeting including the vote that took place one hundred years ago to establish the Village of Greenwood Lake. It will be a year-long celebration. On March 13, 2023, at the Senior Center there will be a meeting which will include local businesses and organizations.
Sidewalk Project: The 17A project is finally complete. The village has received a grant for $100,000 for new sidewalks on Waterstone Road. NYS DOT has agreed to begin work on marinating sidewalks in downtown Greenwood Lake.
TTHMs / Water Status: Letters went out to all residents concerning TTHMs. There was a short-term increase in the level as many other municipalities experience. A graph providing an explanation will be posted on the village website. The THM levels now are below the standard due the actions that Phil and the board has taken. Our $3,000,000 grant is to be funded in the near future.
Police Vehicles: The Police Chief has been authorized to order a new police vehicle. The police fleet will then be 50% hybrid vehicles.
Street Lights/LED Conversion: the mayor has been authorized to obtain a study to determine if purchasing the village street lights and converting to LED would be cost beneficial. The study should be complete by the next board meeting.
FEMA Funding: The village received approximately $50,000 in damages from Hurricane Ida and mitigation plans.
Chief of Police Contract: will be discussed in Executive Session.
Emergency Response Plan: Chief Eirand has been working on an Emergency Response Plan for over six months. It will be finalized with Trustee Howley and Mayor Dwyer.
First Responder Tax Exemption: By resolution, municipalities can opt into first responder property tax exemption. The Board will research and make a decision at the next meeting.

NEW BUSINESS
Tree Pickup: the Village will be picking up Christmas trees if residents leave them on the street in front of their houses. If your tree has not picked up, please call Village Hall.
Beach Passes 2023: season passes are now on sale on the village website and there will be no increase in cost from last year. Prices will go up after June 1, 2023. The beach will open Memorial Day weekend.
Orange County Tourism Grant: The Village Board will be applying for this grant in 2023 for our fireworks which will be held on Saturday, July 1, 2023, and for the Centennial Parade in 2024.
Equipment Auction: The village has been auctioning off police vehicles as they are put out of service as well as DPW equipment that is beyond repair. Sergeant Jones has been listing these items and maximizing the village’s revenues.

EVENTS:
Men’s Basketball: Friday Nights MS 8 pm – 10 pm
Teen Nights at the Community Center: 2-5th grade Tuesdays 4-6pm; 6-8th graders Wednesdays 6-8pm
Little League Signups: open through February 15, 2023. After that, there will be a fee.

MAYOR’S COMMENTS:

After 10 years serving as the Mayor of the Village of Greenwood Lake, I will not be seeking reelection to the Office of Mayor. In light of Supervisor Mike Sweeton’s plan to retire at the end of his term, I am announcing my candidacy to be Supervisor of the Town of Warwick. I would like to congratulate Supervisor Sweeton on his retirement and thank him for his years of service to our town and the Village of Greenwood Lake. Mike has not only been a dependable colleague and mentor for me, I consider him a friend. Mike has led our town in a manner ensuring a promising future for generations and I am grateful to have had the opportunity to work with him all these years.
Serving as Greenwood Lake’s Mayor has been the honor of a lifetime. When I ran for Mayor 10 years ago, at the age of 27, I set out on a path with a clear agenda and a laser-focus. My primary objective was to create an inclusive administration that represented the will of the residents and businesses while addressing the challenges of the day and preparing us for the future. My time as Mayor has been exciting, challenging and incredibly rewarding. Becoming Mayor of the place where you grew up provides you with a sense of pride and achievement. It also provides you with a sense of direction. Being able to create new public parks with grant funding, open a teen and community center from an old firehouse, cleaning the lake and increasing home values are just some of the many things my team and I have accomplished. Working with other partners in government, my team and I have been able to secure nearly 5 million dollars in grant funding to support our police, EMS, senior citizens, cleaning up the lake, creating parks, building sidewalks, paving roads, upgrading water infrastructure and turning almost all of our public buildings into ADA user-friendly facilities. We created 3 new public parks within the village, including the village’s first and only public access boat launch for canoes and kayaks. All of this was done while keeping taxes low and turning a water fund deficit into a surplus and expanding services for all residents village wide.
I have been incredibly fortunate to work with amazing and talented people on our Village Board and to have had such committed and caring staff working under me in all facets of Village government. Above all else, I would not be where I am today without my loving and supportive wife, Colleen, and our two amazing children Emma and Joseph. I will deeply miss the job as Mayor but I find solace in knowing that if elected Town Supervisor, I can continue representing Greenwood Lake and the broader town of Warwick as we embark in to the next chapter of our town’s history.

RESOLUTIONS:
Resolution #34: The upcoming Village Election will be held at the Greenwood Lake Senior Center located at 132 Windermere Avenue, Greenwood Lake, NY on Tuesday, March 21, 2023, between the hours of 12 pm and 9 pm. The following election inspectors are authorized to work the election: Deirdre Spalthoff, Jennifer El-Rifai, and
Brian Campagna. Motioned by Trustee Sellier and seconded by Trustee Clifford. 5 Ayes- Mayor Dwyer, Trustee Kelm, Trustee Sellier, Trustee Howley, and Trustee Clifford.

BUDGET TRANSFERS AND AMENDMENTS
Mayor Dwyer stated all police related items from one police line item to another police line item. All transfers to take place immediately. Transfer of the cost of AED will take place at next meeting.
