MAYOR DWYER OPENED THE MONTHLY VILLAGE BOARD MEETING WITH THE PLEDGE OF ALLEGIANCE TO THE FLAG.

MAYOR DWYER STATED WITH COVID RESTRICTIONS STILL IN PLACE, WE ARE ALL WEARING MASKS BUT THE MEETING IS OPEN TO THE PUBLIC. 

 

MAYOR DWYER STATED WE HAD A STORM LAST WEEK THAT KNOCKED OUT POWER TO OVER 200 RESIDENTS FOR ABOUT FIVE DAYS.  O &R HAS OFFERED TO REIMBURSE FOR LOST FOOD AND MEDICINE SPOILAGE IF THEY LOST POWER FOR 48 HOURS OR MORE.  YOU HAVE TO FILL OUT A FORM AT ORU.COM AND THEY WILL REIMBURSE YOU.  IF YOU SHOW AN ITEMIZED LIST YOU GET UP TO 235.00 OR IF YOU HAVE RECEIPTS UP TO $540.00 COMMERCIAL BUSINESSES ARE ELIGIBLE UP TO $10,700.00 IF YOU CAN SHOW PROOF.  REQUESTS MUST BE MADE BY SEPTEMBER 8TH.  IT’S A NICE GESTURE, BUT FROM EVERYTHING I’VE READ THEY DIDN’T DO A GREAT JOB ESPECIALLY WITH COMMUNICATIONS.  THEY WERE UNDERSTAFFED FOR THIS STORM.

TOWN COUNCILMAN FLOYD DEANGELO- WE ARE HAVING A 911 REMEMBERENCE AT VETERANS MEMORIAL PARK ON 9/11.  AS A PRIVATE CITIZEN I WOULD LIKE TO SAY THAT I THINK THE QUALITY OF WATER IS EXCELLENT.

VEHICLE MAINTENANCE IS ONGOING AS WELL AS ROAD SIGNAGE.  WE ARE OUT MOWING THE ROADSIDES AND FILLING IN POTHOLES.  WE CLEANED OUT CULVERTS ON CHESTNUT AND VINE BEFORE THE STORM.  WE HAD A LOT OF TREES DOWN DURING THE STORM.  WE SPENT FOUR DAYS ON TREE REMOVAL AFTER THE STORM.  WE ARE PROJECTED TO PAVE ROADS IN THE VILLAGE THE WEEK OF THE 24TH

 

POLICE- REPORTED BY OFFICER GOMAS

 

FOR THE MONTHS OF JUNE AND JULY THERE WERE A TOTAL OF 3,369 COMPLAINTS, 45 ARRESTS, 247 TRAFFIC TICKETS, 13 MOTOR VEHICLE ACCIDENTS, 3 VILLAGE ORDINANCE ARRESTS, 13 NAVIGATION COMPLAINTS AND A TOTAL OF 17 NAVIGATION TICKETS. 

 

MAYOR DWYER STATED DURING COVID THE AMUBLANCE CORP WAS SLOWER THAN USUAL.  THE COST FOR PPE HAS DRASTICALLY INCREASED FOR THE AMBULANCE CORP.  EVERY CALL YOU GO ON YOU HAVE TO WEAR A FULL SUIT, MASK, GLOVES, ETC.

 

VILLAGE CLERK PAT OLSEN – DOES THE COUNTY HAVE ANY MORE PPE?

 

MAYOR DWYER – THEY WERE GIVING OUT STUFF AND THEN THEY BASICALLY SAID YOU NEED TO STOCKPILE ON YOUR OWN.  ITS EXPENSIVE.

TRUSTEE HOLDER – AS FAR AS SCHOOL BOARD IS CONCERNED, THEY SUBMITTED THEIR PLANS FOR OPENING SCHOOL.  WE ARE PROBABLY ONE OF THE ONLY DISTRICTS THAT IS GOING FULL IN, EVERYONE ELSE IS EITHER HYBRID OR ONLINE ONLY.  THE HIGH SCHOOLS THAT WE CONTRACT WITH ARE DOING HYBRID.  THE ELEMENTARY AND MIDDLE SCHOOL ARE BOTH GOING FULL IN EVERY DAY.  PARENTS DO HAVE A CHOICE IF THEY WANT THEIR KIDS TO STAY HOME AND GO FULLY ONLINE, SO SOME DID CHOOSE THAT.

TRUSTEE HOLDER – THEY HAVE BEEN GOING GREAT.  WEVE HAD A LOT OF GREAT COMMENTS ABOUT HOW PEOPLE HAVE BEEN SOCIAL DISTANCING AND USING MASKS AND PEOPLE HAVE BEEN GRATEFUL TO BE ABLE TO GO OUT AND DO SOMETHING. 

 

TRUSTEE HOWLEY REPORT

 

PHIL LANDRU HAS BEEN DOING A GREAT JOB AND IS ON A MUCH-NEEDED VACATION THIS WEEK.  HE GAVE ME HIS REPORT WHICH READS AS FOLLOWS:

 

WITH THE NEW WELL FINALLY IN FULL SERVICE AND ONLINE, WE FINALLY GOT TO DO A LONG OVERDUE SYSTEM FLUSH.  IT HAS BEEN A FEW YEARS SINCE THE SYSTEM HAS BEEN FLUSHED WHICH RESULTED IN SOME SECTIONS THAT TOOK CONSIDERABLE TIME TO FLUSH CLEAN.  A FEW HYDRANTS THAT EITHER WOULDN’T OPEN/CLOSE OR ONES WHERE WE JUST COULDN’T GET THE CAPS OFF AS FOLLOWS:

 

  • 45 WATERSTONE (LEAKING)
  • 1 MEADOW (WOULDN’T OPEN)
  • CORNER OF POLAR/COURT (WONT OPEN)
  • END OF LAKEWOOD DR (WON’T SHUT OFF)
  • CORNER OF WAH TA WAH STERLING (SEIZED CAP)
  • CORNER OF RUMSEY (SEIZED CAP)

 

THE POWER OUTAGE IN LAKELANDS CAUSED A SITUATION THAT NECESSITATED THE USE OF A DIESEL GENERATOR TO RUN THE BOOSTER STATION ON MAIN DR IN ORDER TO MAINTAIN WATER SERVICE THROUGHOUTT THE OUTAGE UNTIL POWER WAS RESTORED.  WITHOUT THE USE OF THE GENERATOR RESIDENTS FROM MOUNTAINVIEW AVE ON DOWN WOULD HAVE BEGUN TO LOSE THEIR WATER SERVICE AS WELL.

 

A FAULTY LOWER DRIVE SPROCKET THAT WAS ON THE BRINK OF FAILURE WHICH OPERATES THE MIXING PADDLES IN THE FLOCCULATOR WAS REPLACED AND IS NOW IN GOOD WORKING ORDER.  WE WILL BE WORKING WITH AQUALOGICS ON THE 24TH OF THIS MONTH TO PROPERLY INTEGRATE THE POWER AND CONTROLS OF THE NEW WELL INTO THE PLC PANEL, SO IT COMMUNICATES WITH THE CONTROL PANEL INSTEAD OF BEING JUMPED OFF OF A RELAY IN WELL E.  WILL BE WORKING WITH THE TOWN DPW THIS WEEK REPLACING THE LEAKY HYDRANT ON WATERSTONE RD AND REPAIRING A BROKEN SERVICE VALVE ON MURRAY ROAD AS WELL. 

 

POICE – WE HIRED ANOTHER FULL TIME OFFICER AND A PART TIME OFFICER.  WE ARE LOOKING TO HIRE ANOTHER PART TIME OFFICER AS WELL.

 

TRUSTEE KELM REPORT

 

SENIOR CENTER – RENOVATIONS HAVE STARTED ON THE SENIOR CENTER AND WILL HOPEFULLY BE DONE SOON. 

 

THE GREENWOOD LAKE LIBRARY OPENED BY APPOINTMENT ONLY ON AUGUST 3RD.  THE OLD YA ROOM IS COMING ALONG NICELY. 

 

MAYOR DWYER – DONNA GARLEY TOLD ME SHE WAS AT SOME MEETING AND THEY SAID THE SENIOR CENTER MIGHT BE OPEN SOMETIME IN LATE SEPTEMBER.   DO YOU KNOW ANYTHING ABOUT THAT?

 

TRUSTEE KELM – I DON’T.  I JUST DON’T THINK ITS SAFE FOR THEM.  WE HAVE A LOT OF OLDER SENIORS IN THEIR 80S AND 90S AND YOUD HAVE TO LIMIT THE CAPACITY.  I HAVE BEEN TALKING TO OTHER SENIOR CENTERS TO SEE WHAT THEY ARE PLANNING TO DO.  I WAS THINKING WE SHOULD AT LEAST WAIT UNTIL KIDS ARE BACK IN SCHOOL FOR A FEW MONTHS AND REASSESS THEN.

 

TRUSTEE SELLIER REPORT

 

FOR THE MONTH OF JULY, THE BUILDING DEPARTMENT TOOK IN $5038.00 HIGHLIGHTED BY 19 BUILDING PERMITS ISSUED, 8 ORDERS TO REMEDY, 3 MUNICIPAL SEARCHES.    THE PLANNING BOARD MET WITH THREE APPLICANTS VIA ZOOM.  THE ZBA DID NOT MEET.  IN AUGUST THE PLANNING BD MET IN PERSON.

 

ATTORNEY BUCKHEIT – I’VE SUBMITTED A RATHER LENGTHY REPORT TO THE BOARD, MOST OF WHICH IS CONFIDENTIAL IN NATURE.  I AM AVAILABLE TO ANSWER ANY QUESTIONS. 

 

VILLAGE CLERK REPORTED BY PATRICIA OLSEN

 

THE ELECTION THAT WAS SUPPOSED TO BE IN MARCH WAS POSTPONED DUE TO COVID AND WILL NOW BE SEPTEMBER 15TH FROM 12-9 AT THE SENIOR CENTER.  SOCIAL DISTANCING AND MASKS WILL BE REQUIRED.  TWO TRUSTEE SEATS ARE UP FOR RE-ELECTION.  THE BALLOTS THAT WERE PRODUCED IN MARCH WILL BE THE BALLOTS WE USE.    THE VILLAGE HALL ADA GRANT AND THE REMODELING OF THE OFFICE WAS LONG OVERDUE AND WE ARE CLOSE TO OPENING IN THE NEXT WEEK OR TWO.  THERE WILL BE SOCIAL DISTANCING GUIDELINES.    WE ARE STILL COLLECTING TAXES WITH A 6% PENALTY RIGHT NOW.  IT WILL GO UP TO 7% AFTER SEPTEMBER 1ST.   THE DROP BOX IS STILL AVAILABLE AT THE POLICE STATION, OR WE CAN MEET YOU OUTSIDE IF YOU GIVE US A CALL.  WATER METER READINGS WILL BE DONE NEXT WEEK FOR THE SEPTEMBER WATER BILLING. 

 

OLD BUSINESS

 

COMMUNITY DEVELOPMENT BLOCK GRANT PROJECTS

MAYOR DWYER STATED THE SENIOR CENTER PROJECT JUST BEGAN TODAY AND IT SHOULD LAST ABOUT TWO TO THREE WEEKS.  IT WILL MAKE THE STRUCTURE HANDICAP ACCESSIBLE AS WELL AS FIX SOME STRUCTURAL ISSUES WITH A SIDE WALL. 

 

VILAGE HALL HAS JUST BEEN COMPLETED AND IT CAME OUT VERY NICE. 

 

RT17 SIDEWALKS WILL BE INSTALLED FROM THE GARDEN CENTER TO THE CABLE BUILDING WHICH SHOULD START AROUND SEPTEMBER 1ST.  WE ARE JUST AWAITING SOME DOT APPROVALS BECAUSE THAT IS A STATE HIGHWAY. 

 

COMMUNITY CENTER – MAYOR DWYER STATED WE HAVE BEEN USING THIS AS A STORM SHELTER, WHICH HAS WI FI, ETC.  WE WOULD LIKE TO HAVE A HANDICAP ACCESSIBLE BATHROOM AND DOOR WAY AS WELL PUT IN THERE.   WE HAVE APPLIED BUT NOT HEARD BACK YET. 

 

VILLAGE WATER MASTER PLAN – MAYOR DWYER STATED WE DECIDED WITHIN THE LAST YEAR TO DO THIS.  WE CHOSE THE ENGINEERING FIRM AND SELECTED DELAWARE ENGINEERING TO DO A STUDY ON WATER RATES AND THEY PRESENTED US TODAY WITH A PLAN AT OUR WORKSHOP.  IT IS A VERY THOROUGH PLAN AND WE HAVE A GOOD IDEA WITH HOW TO PROCEED WITH A VERY VITAL FUNCTION OF THE VILLAG BOARD.  WE WILL PUT FORTH THE DRAFT PLAN TO THE COMMUNITY WITHIN THE NEXT MONTH OR SO.  WE WILL PUT IN ONLINE SO IT IS ACCESSIBLE TO EVERYONE.  THE DRAFT PLAN WILL BE ONLINE FOR FEEDBACK.  THEN WE WILL START LOOKING FOR GRANTS TO DO THESE PROJECTS.  PROACTIVE WORK IS A LOT CHEAPER THAN TRYING TO FIX CATASTROPHIC PROBLEMS. 

 

MUNICIPAL WELL – MAYOR DWYER STATED THE WELL IS COMPLETED.  IT TOOK A LONG TIME.  WE GOT THE BEST RESULT POSSIBLE.  THE WELL IS PRODUCING GOOD QUALITY WATER. 

 

2020 STREET PAVING

 

MAYOR DWYER STATED WE ARE STARTING PAVING NEXT WEEK HOPEFULLY, IT IS WEATHER DEPENDENT OF COURSE.  YOU WILL SEE SIGNS POSTED.  THE LONG-TERM PAVING PLAN HAS BEEN AGGRESSIVE.  WE NO LONGER USE THE TAR AND CHIP PROCESS.  IT’S A LTTLE MORE EXPENSIVE BUT FORTUNATELY ORANGE AND ROCKLAND HAS GIVEN US MONEY TO PAVE THE ROADS THAT THEY PUT NEW GAS LINES IN LAST YEAR. 

 

NEW BUSINESS

 

SUMMER CONCERT SERIES – THERE IS NOW A FRIENDLY POLICE OFFICER CHECKING TO MAKE SURE YOU ARE A RESIDENT THIS YEAR DUE TO COVID AND LIMITED CAPACITY AT THE BEACH.  WE WANT TO MAKE SURE VILLAGE AND TOWN RESIDENTS THAT PAY TAXES FOR THAT PARK ARE ALLOWED ACCESS FIRST.  ALL FUTURE CONCERTS THIS YEAR WILL ONLY BE OPEN TO TOWN RESIDENTS ONLY.  THAT WILL GO FOR EVERY EVENT THIS YEAR.   THAT INCLUDES IRISH NIGHT.

 

TRUSTEE HOLDER STATED WE HAVE SCALED BACK IRISH NIGHT THIS YEAR.  WE ARE NOT HAVING RAFFLES OR CONCESSIONS OR THE PIPES AND DRUMS BECAUSE OF THE NUMBERS.  WE STILL WANTED TO CELEBRATE IRISH CULTURE SO WE ARE HAVING A BAND. 

 

REMAINING EVENTS IN 2020- MAYOR DWYER STATED THE STREET FAIR, THE FIREWORKS AND THE 5K ARE GOING TO BE CANCELED.  WE HAVE NEGOTIATED WITH THE FIREWORKS COMPANY IF WE BOOK THEM NOW FOR NEXT YEAR IT WILL BE FOR SATURDAY JULY3RD.  WE ARE MAKING THE COMMITMENT WITH THEM SO WE ARE GETTING A HIGH PRIORITY DATE.  OUR PARKS AND BUSINESSES OUR LIMITED WITH THEIR CAPACITY AND A MAJOR EVENT SUCH AS THIS WOULD BRING IN A LOT OF PEOPLE TO OUR COMMUNITY AND THIS YEAR IT IS NOT FEASIBLE. 

 

VILLAGE ASSESSOR – OUR TAX ASSESSOR IS RETIRING AND WE HAD TO MAKE THE DECISION TO EITHER MAINTAIN A LOCAL TAX ASSESSOR OR GO WITH THE TOWN ASSESSMENT WHICH WOULD HAVE THE EFFECT OF DELAYNG EXEMPTIONS FOR SENIORS AND VETERANS, DELAYING REASSESSMENT FOR NEW CONSTRUCTION, ETC.  WE FELT THAT AT $7000 A YEAR, IT BENEFITS US TO HAVE OUR OWN ASSESSOR.   WE INTERVIEWED DEBBIE FROM THE TOWN OF WARWICK AND SHE WILL DO THIS AT THE SAME COST.  I WOULD LIKE TO THANK RICK HUBNER FOR HIS MANY YEARS AS OUR ASSESSOR.

2019/2020 BUDGET CLOSE OUT – MAYOR DWYER STATED I JUST WANT TO LET THE BOARD KNOW AND THE PUBLIC HOW THE BUDGET CLOSED OUT LAST YEAR.  OUR BUDGET ENDS IN MAY EVERY YEAR.  WE WERE ABOUT 75% THROUGH OUR BUDGET YEAR WHEN COVID 19 HIT WHCICH MEANT OUR COURTS SHUT DOWN, OUR SALES TAX REVENUE WENT DOWN AND A FEW OTHER REVENUE SOURCES SIGNIFICANTLY DROPPED.  WE MADE THE DECISION TO FREEZE SPENDING, ALTHOUGH WE DID PAY OUR MONTHLY BILLS.  WE ENDED UP IN A YEAR WHEN MOST MUNICIPALITIES WOULD HAVE GONE OVER BUDGET OR HAD TO USE ALL OF THEIR FUND BALANCE, WE ENDED UP UNDER BUDGET BY 66,000.00.  WE DESIGNED A BUDGET THAT PROTECTS TAXPAYERS.  OUR SALES TAX REVENUE FROM THE COUNTY DECLINED BY $12000.  OUR FRANCHISE FEES DECLINED BY OVER $8600, OUR FINES AND FORFEITED BAILS DECLINED BY OVER $49,000.00 AND MISC OTHER REVENUES DECLINED.  THIS WILL BE ANOTHER TOUGH YEAR BUT WE HAVE PLANNED ACCORDINGLY. 

 

MAYOR DWYER STATED THE GOVERNOR ANNOUNCED TODAY GUIDANCE FOR GYMS TO REOPEN.  THE MUNICIPALITIES HAVE TO INSPECT THE GYMS, MAKE SURE THEY HAVE THE PROPER PPE AND ARE OPERATING UNDER HIS GUIDELINES.  WE HAVE TO GIVE THEM THE ABILITY TO OPEN INDOORS.  I HAVE RECOMMENDED THAT TO THE BOARD WITH A MAXIMUM CAPACITY OF 33% WHICH IS THE MAXIMUM ALLOWED.    THE BOARD HAS AGREED AND THIS WOULD BECOME EFFECTIVE AUGUST 24TH

 

CONCERTS – MAYOR DWYER STATED THE REMAINING CONCERTS ARE:

AUGUST 15TH, AUGUST 29TH, SEPTEMBER 5TH, SEPTEMBER 12TH

 

PRIVELEGE OF THE FLOOR ON ANY GENERAL TOPIC. 

 

RESIDENT CHAD PYLERI- I WAS INTERESTED IN THE POST CARD THAT YOU SENT OUT ABOUT THE ENERGY COMPANY.

 

MAYOR DWYER – THE LAST REPORT I GOT BACK WAS THAT 55 PEOPLE RESPONDED AND ABOUT 25 MAILED THEM IN.  FROM PHONE CALLS AND ONLINE SUBMISSIONS, 3 SAID NO, AND 52 SAID YES, THEY WOULD BE ON BOARD WITH THE MUNICIPAL ENERGY SAVINGS PROGRAM.  IT SEEMS OVERWHELMING THAT THE PEOPLE THAT RESPONDED ARE FOR IT, BUT THAT IS A SMALL NUMBER OF RESPONSES.  THE COMPANY PAID FOR THE MAILING.  UNLESS YOU MAIL SOMETHING TO SOMEONES HOUSE THEY CAN SAY THEY DIDN’T GET IT.  I AM NOT FULLY CONVINCED AT THIS TIME.  I AM WAITING TO HEAR WHAT THE WINTER RATES WILL BE.  WE WANT STABILITY AND WE USUALLY LOCK IN A RATE WHICH CREATES STABILITY.  O & R’S FLUCTUATES REGULARLY.  WE WILL TAKE A LOOK AT THE SURVEY AND THE RATES AND DECIDE IF WE WANT TO MOVE FORWARD WITH THIS.  THEY WOULD ENROLL THE ENTIRE VILLAGE INTO THIS PROGRAM.  IT IS TO ME SLIGHTLY BEYOND WHAT A GOVERNMENT ENTITY USUALLY DOES.

MAYOR DWYER – NO, WE ONLY HAVE AUTHORITY OVER THE VILLAGE OF GREENWOOD LAKE.    YOU CAN DISENROLL FROM THIS PROGRAM.  IF YOU ARE ALREADY ENROLLED WITH AN ALTERNATE SUPPLIER YOU WILL NOT BE CHANGED.  YOU WOULD RECEIVE A POSTCARD BEFORE YOU WOULD BE ENROLLED TELLING YOU HOW TO OPT OUT.    IF ENROLLED YOU WILL STILL GET A BILL FROM ORANGE AND ROCKLAND.    THIS COMPANY HAS ONLY BEEN APPROVED FOR ELECTRIC AND THEY HAVE STATE LEGISLATURE APPROVAL TO DO THIS.  ITS UNCHARTERED TERRITORY IN NEW YORK STATE.  IT WILL COME DOWN TO HOW MUCH OF A SAVINGS IT WILL BE.  THERE IS REALLY NO BENEFIT TO THE VILLAGE.

VILLAGE OF GREENWOOD LAKE

GOVERNING BODY FAIR HOUSING RESOLUTION

 

 

 

The Village of Greenwood Lake supports Title VIII of the Civil Rights Act of 1968 (Federal Fair Housing Law) and the New York State Human Rights Law.  It is the policy of the Village of Greenwood Lake to implement programs to ensure equal opportunity in housing for all person regardless of race, color, religion, ancestry, sex (including pregnancy), national origin, nationality, familial status, marital or domestic partnership status, affectional or sexual orientation, atypical hereditary cellular or blood trait, genetic information, liability for military service, mental or physical disability, perceived disability, AIDS/HIV status and Lawful Income or Source of Lawful Rent Payment (Section 8).  The Village of Greenwood Lake further objects to discrimination in the sale, rental, leasing, financing of housing or lands to be used for construction of housing, or in the provision of brokerage services because of race, color, religion, ancestry, sex, national origin, handicap or disability as prohibited by Title VIII of the Civil Rights Act of 1968 (Federal Fair Housing Law) and the New York State Human Rights Law.  Therefore, the Municipal Council of the Village of Greenwood Lake do hereby approve the following resolution.

 

BE IT RESOLVED, that within available resources, the Village of Greenwood Lake will assist all persons who feel they have been discriminated against under one of the aforementioned categories, to seek equity under federal and state laws by filing a complaint with the New York State Human Rights Law and the U.S. Department of Housing and Urban Development, as appropriate.

 

BE IT FURTHER RESOLVED, that the Village of Greenwood Lake shall publicize this resolution and through this publicity shall cause owners of real estate, developers, and builders to become aware of their respective responsibilities and rights under the Federal Fair Housing Law, the New York State Human Rights Law, and any local laws or ordinances.

 

BE IT FUTHER RESOLVED, that the municipality will at a minimum include, but not limited to: (1) the printing and publicizing of this resolution, a fair housing public notice and other applicable fair housing information through local media, community contacts and placement on the Municipal website and in other social media; (2) distribution of posters, flyers, and any other means which will bring to the attention of those affected, the knowledge of their respective responsibilities and rights concerning equal opportunity in housing.

AUTHORIZES THE VILLAGE TO DECLARE LEAD AGENCY UNDER SEQRA FOR THE VILLAGE OF GREENWOOD LAKE WATER SYSTEM.

 

WHEREAS THE VILLAGE OF GREENWOOD LAKE, LOCATED IN THE TOWN OF WARWICK, ORANGE COUNTY, NY (HERINAFTER REFERRED TO AS THE VILLAGE) HAS ESTABLISHED THE PUBLIC BENEFIT TO THE VILLAGE RESIDENTS OF THE WATER SYSTEM IMPROVEMENTS PROJECT (HERINAFTER THE PROJECT); AND  

 

WHEREAS THE PROPOSED PROJECT IS NEEDED TO ENSURE THE CONTINUED SUPPLY OF QUALITY DRINKING WATER THROUGH THE VILLAGE WATER SYSTEM, THROUGH REHAVILITATION AND NEW CONSTRUCTION AT THE EXISTING WATER TREATMENT PLANT, REPAIRS AND PAINTING OF EXISTING WATER TANKS, REPLACEMENT OF DETERIORATING WATER DRISTRIBUTION PIPE, VALVES ANDSERVICES; AND

 

WHEREAS THE PROJECT WIL INCLUDE EVALUATTION AND, IF FEASIBLE, DEVELOPMENT OF AN ADDITIONAL WATER SOURCE UTILITZING SPRING WATER.

 

WHEREAS THESE ACTIONS OF UPGRADING AND REHABILITATING EXISTING INFRASTRUCTURE, AS WELL AS POTENTIAL FOR DEVELOPMENT OF A NEW WATER SOURCE, MUST BE REVIEWED AS A TYPE I ACTION UNDER THE STATE ENVIRONMENTAL ACT AND STATE REVOLVING LOAN FUND; AND

 

WHEREAS PART 1 OF THE LONG ENVIRONMENTAL ASSESSMENT FORM HAS EEN COMPLETED BY THE VILLAGE ENGINEERING CONSULTANT, DELAWARE ENGINEERING,

 

NOW, THEREFORE, BE IT RESOLVED THAT THE GREENWOOD LAKE VILLAGE BOARD INTENDS TO ACT AS LEAD AGENCY IN THE COORDINATED REVIEW OF THE PROJECT AND SHALL DISTRIBUTE THE ATTACHED NOTICE OF INTENT PART 1 OF THE EAF, AND PROJECT DESCRIPTION AND LOCATION MAP TO ALL POTENTIALLY INVOLVED AND NTERESTED AGENCIES.

TO APPOINT JASON DWYER TO THE POSITION OF FULL TIME POLICE OFFICER AS HE HAS THE HIGHEST SCORE ON THE ELIGIBLE LIST BASED ON THE FOLLOWING LETTER RECEIVED FROM LT ADAM EIRAND:

 

DEAR MAYOR DWYER AND THE VILLAGE OF GRENWOOD LAKE BOARD OF TRUSTEES

 

PLEASE ACCEPT THIS LETTER OF RECOMMENDATION IN REFERENCE TO THE FULL TIME APPOINTMENT OF JASON DWYER TO THE VILLAGE OF GREENWOOD LAKE POLICE DEPARTMENT.  JASON WAS RAISED IN THE VILLAGE OF GREENWOOD LAKE AND GRADUATED FROM TUXEDO HIGH SCHOOL IN 1999.  HE THEN PROCEEDED ON TO THE UNITED STATES COAST GUARD WHERE HE COMPLETED HIS HONORABLE AND DISTINGUISHED TWENTY YEAR CAREER.  AFTER JASON’S RETIRMENT FROM SERVICE, HE MOVED BACK TO THE VILLAGE, WAS HIRED WITH OUR POLICE DEPARTMENT IN NOVEMBER OF 2019 AS A PART TIME POLICE OFFICER AND HAS SINCE SUCCESSFULLY COMPLETED THE ROCKLAND COUNTY POLICE ACADEMY.  WITHIN THE VILLAGE, JASON RANKED THE HIGHEST SCORE ON THE WRITTEN ORANGE COUNTY CIVIL SERVICE POLICE EXAM.  JASON BRINGS AN ABUNDANCE OF KNOWLEDGE, EXPERIENCE AND PROFESSIONALISM TO OUR POLICE DEPARTMENT AND COMMUNITY.  HIS INTEGRITY, DEDICATION AND ENTHUSIASM IS SECOND TO NONE.  AS A FULL TIME POLICE OFFICER, JASON WILL BE A GREAT INVESTMENT TO OUR DEPARTMENT AND COMMUNITY.  THANK YOU ALL FOR YOUR CONTINUED SUPPORT AND CONSIDERATION OF JASON TO A FULL-TIME POLICE OFFICER APPOINTMENT.
