Call to Order:  Mayor Jesse Dwyer called to order the Village Board Meeting at 7:38pm on July 25, 2022, for the Village of Greenwood Lake located at 18 Church Street in Greenwood Lake, NY, and opened with the Pledge of Allegiance.

 

Roll Call:

The following persons were present:

Announcements:  Mayor Dwyer welcomed Katheleen Holder as the new Village Clerk.

 

Correspondence: 

  • Letter from Warwick Town Clerk, Eileen Astorino, regarding A Public Hearing for Zoning law.
  • Letter from West Milford, NJ township regarding describing its new law relating to marijuana sales.

 

Visiting Officials’ Reports:  Warwick Town Councilman Floyd DeAngelo had nothing to report.

 

 

Reports of Boards and Department Heads:

 

DPW Deputy Commissioner, Bill Roe, reported that a fire hydrant was replaced and catch basins are currently being installed in the Lakelands area of the village.  DPW also removed a tree on Myrtle Avenue.   Patching, leaf pick up, mowing, and sweeping is also occurring village wide.  Paving on Lakelands will begin August 17, 2022.  Trustee Kelm asked if DPW could manage the flooding issues on the Brian Bennett softball field as it is unable to be used.  Mr. Roe stated that he will talk to the Town Supervisor to see if a plan can be made to remedy the situation.  Mayor Dwyer inquired if there were plans to water the grass at Ben Winstanley Park.  Mr. Roe informed the mayor that there was no manpower available to do the watering. Mayor Dwyer asked if he could follow up with Supervisor Sweeton.

 

Greenwood Lake Police Department, Sergeant Gayler, reported the following for June 2022:

  • 1,455 complaints were made
  • 7 arrests were made
  • 135 traffic/parking summonses were issued (Sergeant Galyor will provide a breakdown of Nav [boating] summonses at a later date)
  • 3 MVAs handled

Greenwood Lake PD will be hosting a Boaters’ Safety Course on July 27th and 28th as well as a class just for students in 9th to 12th grade on August 2nd and 3rd which free of charge.

 

Water Department, Phil Landru, absent.  Report to be covered by Trustee Howley.

 

COMMISSION REPORTS:

Trustee Clifford, absent.

Trustee Howley reported that there will be a meeting with Phil Landru (Water Department) and Delaware Engineering on Wednesday regarding potential new water sources.  The Police Department will be hiring a new part time officer, Michael Hirrel, and Greenwood Lake PD will be sending him to the Orange County Police Academy.

Trustee Kelm, no report.

Trustee Sellier reported that the Building Department received $9,987 in the month of June 2022.  The Planning Board met with two applicants in June 2022:  Greenwood Lake Garden Center and Freedom Marina (former Long Marina/Big E’s).

Clerk Holder stated that Village Hall is still collecting tax bills and the second late fee will be issued on August 1, 2022.

 

OLD BUSINESS

Lake Management: Mayor Dwyer stated that we have begun weed harvesting this week and we are on target to get hydro-raking done toward the end of the summer.

Municipal Water Project Update:  There is a meeting with Delaware Engineering on Wednesday, July 27, 2022, to discuss what the village will be doing with the $3 million grant along with the $2 million match.  The mayor stated that the village will now be working on a detailed and specific plan on how to spend the money.

17A Sidewalk: The project has been pushed back to August 1, 2022, due to hold ups within NYS DOT, etc. The grant deadline has also been extended.

Waterstone Road Sidewalk Extension Grant Awarded: This project has been approved as a Community Development Grant in the amount of $160,000. The village will put the project out to bid along with the 17A Sidewalk project.

Centennial Planning Committee: The committee will meet towards the end of August.

Road Paving Schedule: The project at Lakelands will commence the second week in August. Reclamation will begin a week prior to that. Every road in the subdivision will be finish will be paved. After Lakelands is paved, approximately one third of the entire village will have re-paved.

 

NEW BUSINESS            

Volunteer Initiative: Trustee Clifford and Clerk Holder have been working on a list of local volunteer opportunities which will be published on the village website.

FEMA Funding (Storm of 2021): The village along with DPW Commissioner Ben Astorino and Town of Warwick Engineer, Laura Barca, has been working with FEMA for the last eight months on recouping funds spent on losses incurred during the storm of 2021 which produced twelve inches of rain and washed away the berm on the DPW hill, causing debris to cover the playground and the road, and destroyed a fence at the batting cages.  We have received a total of $27,000 in reimbursements. The village also received $4,000 reimbursement for erosion repairs on the road leading to water tower. The village is still waiting for an additional $60 to $80 thousand dollars to repair the berm on the DPW storage site.

Skoufis Grant: Ambulance, Body Cameras, PD UTV: Mayor Dwyer has requested $150,000 for a new ambulance and $50,000 for body cameras and a UTV for the police department.  Letters awarding both grants have been received by the Greenwood Lake Ambulance Corps and Greenwood Lake Police Department.

Village of Florida IMA Leaf Pickup: The village has been looking for a solution to leaf pick up.  It was too costly to do through the garbage company; in the interim, DPW has been picking up bagged leaves which is not ideal. The Village of Greenwood Lake will now be entering into an Intermunicipal Agreement (IMA) with the Village of Florida.  A Village of Florida garbage truck and employee will pick up leaves once a week in the Village of Greenwood Lake at a lower cost than the garbage company was charging.

Winstanley Park NYS Grant: Mayor Dwyer and Mayor Sweeton are working on a grant to install a new park-like setting at Ben Winstanley Park including a fountain, chess tables, and benches, as well as a grant to complete the skate park.

Group Exercise: Saturdays June-August at the Beach 8:30am

Zumba: Saturdays June-August at the Beach 9:30am

Yoga: Sunday Mornings June-August at the Beach 8:30am

Concerts:  8/6, 8/13, 8/20, & 8/27 at the Beach

 

All events are listed on the village website which can now also be accessed by typing “gwlny.org”.  Concert cards are available at Village Hall and various businesses throughout the village.

APPROVAL OF MINUTES

Motion to approve minutes from the June 27, 2022, Board Meeting made by Trustee Kelm and seconded by Trustee Sellier. 4 Ayes- Mayor Dwyer, Trustee Kelm, Trustee Howley, and Trustee Sellier.  1 Absent – Trustee Clifford.

 

RESOLUTIONS

Resolution No. 6 of 2022/2023–Appointing Katheleen Holder as Village Clerk / Treasurer of the Village of Greenwood Lake effective July 9, 2022, department motioned by Trustee Kelm and seconded by Trustee Sellier. 4 Ayes- Mayor Dwyer, Trustee Kelm, Trustee Howley, and Trustee Sellier.  1 Absent – Trustee Clifford.

 

Resolution No. 7 of 2022/2023–Authorizes the Village Clerk Treasurer to take a BAN out not to exceed $56,000.00 at the current rate for new Ford Utility Truck for the water department motioned by Trustee Sellier and seconded by Trustee Howley. 4 Ayes- Mayor Dwyer, Trustee Kelm, Trustee Howley, and Trustee Sellier.  1 Absent – Trustee Clifford.

 

Resolution No. 8 of 2022/2023–Authorizes Village Clerk/Treasurer Katheleen Holder to apply for the Village credit card and be the authorized representative and remove Patricia Olsen as the authorized representative motioned by Trustee Howley and seconded by Trustee Sellier. 4 Ayes- Mayor Dwyer, Trustee Kelm, Trustee Howley, and Trustee Sellier.  1 Absent – Trustee Clifford.

 

Resolution No. 9 of 2022/2023–Authorizes the use of the ARPA covid funding program in the amount of $158,358.49 as lost revenue motioned by Trustee Sellier and seconded by Trustee Kelm. 4 Ayes- Mayor Dwyer, Trustee Kelm, Trustee Howley, and Trustee Sellier.  1 Absent – Trustee Clifford.

 

BUDGET AMENDMENTS AND TRANSFERS

None.

 

MAYOR’S COMMENTS

The next meeting will be on August 29, 2022; 6:30 pm workshop followed by a 7:30pm Board Meeting.  If there is nothing pressing, this will be the Village Board’s summer break meeting.  Mayor Dwyer will keep the board informed on any information he receives concerning the IMA with the Village of Florida.
