PROMOTION OF DET. SGT ADAM EIRAND TO LIEUTENANT – MAYOR DWYER ASKED ADAM EIRAND TO COME UP FRONT. MAYOR DWYER STATED THERE IS NO ONE THAT HAD DONE A BETTER JOB THAN YOU AS A POLICE OFFICER, WORKING HERE EVERYDAY AND PROVIDING ABOVE AND BEYOND. THERE ARE MANY SITUATIONS YOU ARE PUT IN AS A POLICE OFFICER.   I KNOW IF THERE’S A SITUATION WHERE YOU ARE CALLED UPON TO HAVE A SMILE AND A SNSE OF HUMOR – ADAM IS YOUR GUY. WHEN YOU NEED A TOUGH GUY THAT CAN DIFFUSE A SITUATION, HE IS ALSO YOUR GUY. I KNOW THE COWORKERS IN HIS DEPARTMENT TRUST THEIR LIVES TO HIM EVERY DAY. FOR THE MONTH OF MAY, THE POLICE DEPARTMENT INVESTIGATED 1,695 COMPLAINTS, MADE 18 ARRESTS, ISSUED 148 TRAFFIC TICKETS, 4 PARKING TICKETS, INVESTIGATED 10 MVA’S, 1 VILLAGE CODE VIOLATION AND INVESTIGATED 19 NAVIGATION COMPLAINTS.

 

MAYOR DWYER STATED NAVIGATION IS OUT IN FULL FORCE.

 

COMMISSION REPORTS

 

TRUSTEE HOLDER REPORT – AT THE SCHOOL BOARD MEETING 4 TEACHERS WERE GIVEN TENURE. TWO OF THEM WERE EIGHTH GRADE TEACHERS AND THEY GAVE DONNA GARLEY A PLAQUE THANKING HER FOR HER YEARS OF SERVICE AS THE CROSSING GUARD. I’D LIKE TO WISH ALL THE HIGH SCHOOL SENIORS AND THE EIGHTH GRADERS GOOD LUCK WITH THEIR GRADUATIONS NEXT WEEK.

 

RECREATION – I’D LIKE TO THANK ED ENGLISH AND THE GIRL SCOUTS ONCE AGAIN FOR ALL OF THE BEAUTIFUL PLANTERS. THEY DID A WONDERFUL JOB ONCE AGAIN. GOOD LUCK TO THE LITTLE LEAGUE ALL STARS WHICH START PLAYING NEXT WEEK.

 

THE PROGRAMS DOWN AT THE BEACH TIMES HAVE CHANGED. THE GROUP EXERCISE HAS BEEN MOVED TO 8:30 AND ZUMBA HAS BEEN MOVED TO 9:30.

 

CHAMBER OF COMMERCE HAD THE STREET FAIR WITH OVER 108 VENDORS. THEY DID A GREAT JOB AND THEIR JUNE MIXER IS ON JUNE 25TH AT DOCS

 

TRUSTEE HOWLEY REPORT – IN THE POLICE DEPARTMENT AS YOU CAN SEE, WE HAD A NICE PROMOTION AND WHILE WE ARE ON THE SMALL SIDE, THERE IS STILL MOVEMENT. I THINK ADAM WILL BE A GREAT LEADER FOR THE DEPARTMENT. WE ARE LOOKING FOR MORE PART TIME POLICE OFFICERS ALWAYS. THEY ARE AN INTEGRAL PART OF THE DEPARTMENT BUT THERE IS ALWAYS A LOT OF TURNOVER.   I ALSO HAVE A MEMO FROM CHIEF HANSEN REGARDING SPEEDING ON SIDE STREETS. SEVEN DETAILS WERE CONDUCTED ON SIDE STREETS OFF WINDERMERE AVE. 36 TRAFFIC STOPS WERE COMPLETED, 6 SPEEDING SUMMONSES WERE ISSUED, THE REST WERE UNLICENSED OPERATION. BOTH THE MAYOR AND THE CHIEF ADVISED THE POLICE DEPARTMENT TO BE COGNIZANT OF THE COMPLAINTS. EVERYONE READS FACEBOOK, AND I JUST WANT TO SAY THAT IF YOU HAVE A COMPLAINT, HASHING IT OUT ON FACEBOOK IS NOT ALWAYS THE WAY TO GO. MAKE A PHONE CALL TO THE VILLAGE HALL, OR THE MAYOR OR THE POLICE DEPARTMENT. TWENTY SIX OUT OF 32 STOPS WERE LOCAL RESIDENTS.

 

TRUSTEE KELM REPORT – THE ANNUAL 5K AND KIDS RUN IS SCHEDULED FOR AUGUST 3RD. THERE IS A FACEBOOKPAGE AND SHOULD BE A LINK ON THE VILLAGE WEBSITE BY THE END OF THE WEEK ON HOW TO SIGN UP.

 

LIBRARY – THEY HAVE A LOT OF EXCITING PROGRAMS. WWW.GWLLIBRARY.ORG TO REGISTER FOR PROGRAMS. I HAVE BEEN WORKING WITH THE LIBRARY DIRECTOR AND WE ARE GOING TO HAVE SOME COMMUNITY WORKSHOPS. THE FIRST ONE WE ARE GOING TO DO IS MEET THE DIFFERENT DEPARTMENTS IN THE VILLAGE. I WOULD LIKE TO THANK JANE SANTARPIA WHO IS RETIRING AFTER 30 SOME YEARS ON THE BOARD. THE LIBRARY RECEIVED A BIG DONATION OF MEMORABILIA. THERE ARE A LOT OF PICTURES OF PEOPLE THAT AREN’T LABELED AND THEY ARE LOOKING FOR OLD TIME LAKERS TO STOP BY AND HELP THEM OUT.

 

SWIM LESSON SIGN UPS WERE LAST FRIDAY. THE FIRST SESSION IS ALREADY CLOSED. THERE IS ROOM IN THE AUGUST SESSION AND WE ADDED A SECOND TODDLER SESSION. THE COST IS $50 FOR EACH CHILD AND $45.00 FOR EACH ADDITIONAL CHILD PER FAMILY.   IF YOU HAVE ANY QUESTIONS YOU CAN CALL VILLAGE HALL AND TALK TO PAT OR BETH OR LEAVE A MESSAGE FOR ME.

 

SENIORS – THEY HAVE BEEN VERY BUSY. THEY HAVE TAKEN 3 BOAT TRIPS AROUND THE LAKE. THEY ARE GOING TO THE RIVERVIEW INN. TUESDAYS AND THURSDAYS THERE IS YOGA AND WEDNESDAYS AND FRIDAYS THERE IS ZUMBA. THEY DO LUNCH EVERY WEDNESDAY AT NOON. THE LIBRARY HAS BEEN COMING IN TO HELP THE SENIORS WITH COMPUTER SKILLS.

 

TRUSTEE SELLIER REPORT

 

IN THE MONTH OF MAY THE BUILDING DEPARTMENT TOOK IN $5100.00, 24 BUILDING PERMITS WERE ISSUED, 42 SEPTIC LETTERS WERE SENT, RENTAL INSPECTIONS LETTERS.

 

PLANNING BD. HAD TWO APPLICANTS. THE FIRST WAS SEEKING TO ERECT A GARAGE AND A PORCH. THEY WERE REFERRED TO THE ZBA. THE SECOND APPLICANT WAS FOR THE FOOD TRUCK PARK, SOME REVISIONS WERE MADE AND THEY WERE APPROVED. THEY ARE NOW IN OPERATION WITH ONE TRUCK ON THE CORNER OF 17A AND TEN EYCK

 

ZONING BOARD HAD THREE APPLICATIONS IN MAY. THE FIRST WAS THE GARAGE AND PORCH REFERRED FROM PLANNING. THEY NEEDED VARIANCES THAT WERE GRANTED. THE NEXT WAS A DECK ON HAZEN STREET. THEY NEEDEDVAREA VARIANCE WHICH WAS GRANTED. THE THIRD WAS ON EDGEMERE AVENUE APPLYING FOR TWO ACCESSORY STRUCTURES. THAT APPLICANT COULDN’T BE HEARD DUE TO AN OPEN DEC VIOLATION AND A RECOMMENDATION THAT THE BOARD NEEDED TO READ UP ON THE STEEP SLOPE REGULATIONS, AS THEY WOULD APPLY HERE.

RECYCLING/GARBAGE CONTRACT – MAYOR DWYER STATED ATTORNEY BUCKHEIT AND I MET WITH A SPECIAL COUNSEL THAT SPECIALIZES IN PROCUEREMENT AND WENT THROUGHT THE BIDDING PROCESS THAT WE HAD GONE THROUGH AND THE BEST COURSE OF ACTION IS TO REJECT THE BID AND REBID ONE MORE TIME. WE WILL BE PASSING A RESOLUTION TO REJECT THE BIDS.

 

LAKE MANAGEMENT – WE DID A TREATMENT WITH AQUATHOL K EARLIER THIS MONTH. WE WILL PROBABLY BE TREATING THE LAKE ONCE OR TWICE MORE DURING THE SUMMER AND WE WILL NOTIFY THE PUBLIC VIA THE WEBSITE, FACEBOOK, ETC. IN ADDITION, WE HAVE TWO HYDRORAKING PROJECTS, ONE BY DEFEO’S AND ONE IN THE LAGOON OFF OF WOODLANDS AVENUE.

 

SIDEWALKS – FOR BETTER OR WORSE, ONE OF THE PROPERTY OWNERS HAD A GOOD SUGGESTION, SO WE ARE LOOKING TO EXPAND THE SIDEWALK, DOT IS PUTTING A CROSSWALK FROM BLACK BEAR TO THE GARDEN CENTER. THAT IS LIKE THE DRAGSTRIP, AND HOPEFULLY A CROSSWALK WILL DETER PEOPLE FROM PICKING UP SPEED UNTIL THEY GET OUT OF THE VILLAGE. I EXPECT TO HAVE THE EASEMENT DRAWN UP AND THE CONTRACTOR IS READY TO GO,

 

SENIOR CENTER PROJECT – WE HAVE $80000 TO FUND THE ENTRYWAY AND MAKE IT HANDICAP ACCESSIBLE.

 

NEW BUSINESS

 

ORANGE AND ROCKLAND MAIN REPLACEMEMT AGREEMENT –THEY ARE TRYING TO REPLACE ALL OF THE GAS LINES IN THE VILLAGE OVER THE NEXT FIFTEEN YEARS.   IN ORDER TO DO THAT THEY NEED TO DIG TRENCHES DOWN THE ROADS AND THAT CAUSES PROBLEMS. THEY ARE GOING TO CONTRIBUTE TO REPAVING THE ENTIRE ROADS. I HAVE A CONTRACT THAT I RECEIVED TODAY. WE WILL REVIEW IT BUT IT’S A HOME RUN FOR US BECAUSE ALL OF OUR ROADS WILL END UP BEING REPAVED, RECLAIMED, LEVELS WILL DROP AND IT WILL BE A GOOD THING FOR EVERYONE. IF YOUR ROAD IS ONE OF THESE: MAPLE, MYRTLE, MURRAY BY WINDERMERE AVE, LAUREL, GROVE, CHURCH AND MOST LIKELY HUMPHREY WILL BE DONE WITHIN A YEAR. YOU MAY HAVE TO PUT UP WITH PATCHED ROAD UNTIL THEN,

 

LINE STRIPING – THE VILLAGE BOARD DISCUSSED THE STRIPERS COMING IN TO DO MOUNTAIN LAKES LANE, WATERSTONE, TEN EYCK, STERLING AND EDGEMERE. IN THE PAST WE HAVE THE BLUE LINE NEAR THE POLICE STATION, TO SUPPORT THE POLICE, BUT IN FRONT OF THE AMBULANCE CORP WE WILL HAVE A GREEN LINE, AND BY THE FIRE DEPT WE WILL HAVE A RED LINE. THAT WAY WE ARE SUPPORTING ALL OF THE FIRST RESPONDERS.

 

PAVING – WE WILL BE PAVING SEVERAL STREETS IN JULY, WE USE THE STATE BID CONTRACTOR, BUT THEY PROBABLY WON’T BE HERE TIL LATE JULY.

 

ILLEGAL DISCHARGE FROM A RESIDENCE – THROUGH ON-SITE INSPECTIONS I CAME INTO CONTACT WITH WHAT SMELLED LIKE SEPTIC IN A CATCH BASIN, AND THROUGH DYE TESTING AND COOPERATION WITH THE BUILDIBG DEPARTMENT AND THE HEALTH DEPARTMENT A RESIDENCE ON JERSEY AVENUE WAS DETERMINED TO BE THE SOURCE OF THE DISCHARGE. THE STRICTEST COURSE OF ACTION WE COULD TAKE WAS TO SHUT THE WATER OFF. THE COURT SYSTEM DOESN’T WORK THAT FAST, AND WE COULDN’T WAIT SO WE HAVE SENT THEM NOTICE THAT WATER WILL BE SHUT OFF AS OF THURSDAY. THE RESIDENTS HAVE BEEN MADE AWARE OF THE SITUATION AND NO EFFORT HAS BEEN MADE BY THE RESIDENTS TO REMEDY THE SITUATION. THEY ARE PROCEEDING THROUGH THE COURT SYSTEM.

 

GREENWOOD LAKE POLICE CHIEF POSITION – MAYOR DWYER STATED WE PROMOTED ADAM EIRAND TO LEIUTENANT. WE HAD THE OPPORTUNITY TO MAKE INVESTMENTS WITHIN OUR POLICE DEPARTMENT WHICH WILL ALLOW US TO HIRE TWO NEW OFFICERS. THE CHIEF WILL GO PART TIME, HE HAS OFFICIALLY RETIRED AS FULL TIME. HE WILL BE SHARING THE WORK OF POLICE CHIEF WITH ADAM EIRAND WHO WILL BE MADE CHIEF WHEN HE IS READY. THIS IS A UNIQUE OPPORTUNITY FOR US TO ENSURE THIS MUNICIPALITY IS FINANCIALLY READY FOR A NEW CHIEF. WE ARE ABLE TO CHOOSE OUR POTENTIAL NEXT CHIEF OF POLICE.   WE ARE IN THE HIRING PROCESS RIGHT NOW. ADAM HAS ALL OF OUR RESPECT AND APPRECIATION, AS DOES CHIEF HANSEN. HE HAS BEEN A WONDERFUL CHIEF, FROM THE COMMUNITY ASPECT. OUR POLICE DEPARTMENT RUNS VERY WELL AND IS VERY COST EFFECTIVE. WE HAVE THE LOWEST TAX RATE FOR ANY MUNICIPALITY THAT PROVIDES POLICING IN ORANGE COUNTY. WE AREN’T CUTTING SERVICES. WE DID GO TO MORE PART TIME POLICE FOR STAFFING. THIS SITUATION SHOULD WORK OUT GREAT FOR US. I HAVE NO TIME FRAME FOR WHEN THE CHIEF WILL FULLY RETIRE, WE WANT TO MAKE SURE THE TRANSITION IS SMOOTH

WHEREAS, THE VILLAGE OF GREENWOOD LAKE INC. HAD SOLICITED BIDS WITH REGARDS TO A GARBAGE/RECYCLING CONTRACT AND WHEREAS THE VILLAGE OF GREENWOOD LAKE, INC, BID SPECIFIATIONS DID NOT REQUIRE EACH BIDDER TO SIGN A CERTIFICATION IN ACCORDANCE WITH THE IRAN DIVESTMENT ACT AND THE BID SPECIFICATIONS DID NOT REQUIRE EACH BIDDER TO SIGN A NON COLLUSION BIDDING CERTIFICATION AND A PREVAILING WAGE RATE SCHEDULE, IN ACCORDANCE WITH THE NY STATE DEPARTMENT OF LABOR WAS NOT OBTAINED, THE VIILLAGE REGECTS ALL BIDS.

MAYOR DWYER STATED WE ARE GONG INTO EXECUTIVE SESSION TO DISCUSS CONTRACT NEGOTIATIONS WITH THE PBA AND THE FEDERATION.

MOTION TO CLOSE THE EXECUTIVE SESSION AND REOPEN THE VILLAGE BOARD MEETING.

MOTION TO AUTHORIZE MAYOR DWYER TO CONTINUE NEGOTIATIONS AND SIGN THE AGREEMENT WITH THE FEDERATION OF POLICE UNION WHEN READY FOR 6/1/19 TO 5/31/2022.
