MAYOR DWYER OPENED THE VILLAGE BOARD MEETING WITH THE PLEDGE OF ALLEGIANCE TO THE FLAG.

 

MAYOR DWYER STATED THE PURPOSE OF THIS

 

PUBLIC HEARING IS FOR THE 2022  FINAL $  VILLAGE BUDGET.  WE CAN MAKE CHANGES UP UNTIL MAY 1ST.  IF WE DECIDE WE WANT CHANGES WE WILL HAVE TO HAVE ANOTHER MEETING TO ADOPT IT.  THERE IS ONE INTERESTING THING ABOUT THIS YEARS BUDGET AND THAT IS THE FEDERAL AID AND HOW TO INCORPORATE IT.  WE HAVE DETERMINED THE FEDERAL AID WE WILL BE GETTING IS APPROXIMATELY $380,000.00 OVER TWO YEARS, HALF THIS YEAR AND HALF NEXT YEAR.  MY MAIN QUESTION TO NYCOM WAS CAN I FACTOR THIS INTO MY BUDGET?  I’M CNFIDENT AFTER SPEAKNG TO SENATOR MARTUCCI AND SENATOR SCHUMER IN A CONFERENCE CALL WITH OTHER MAYORS THAT WE CAN DO THIS.  IN TWO YEARS THIS MONEY WILL DISAPPEAR SO WE CAN’T RELY ON IT FOREVER.  WE HAVE USED IT INSTEAD OF RELYING ON FUND BALANCE.  WE SHOULD BE WELL BELOW BUDGET THIS YEAR AND HOPEFULLY WON’T BE USING FUND BALANCE THIS YEAR EITHER.  WE ARE IN A GOOD POSITION CLOSING THE YEAR.  IF WE DON’T GET IT, WE WOULD HAVE TO USE THE FUND BALANCE INSTEAD, AND CUT SOME SPENDING. 

 

TRUSTEE SELLIER ASKED WHERE DO I SEE THAT IN THE BUDGET?

 

MAYOR DWYER STATED ITS NEAR THE END.  IF WE DIDN’T GET ANY STIMULUS MONEY I WOULD HAVE HAD TO CUT NEARLY 282,000.000 OR USED THAT MUCH FROM FUND BALANCE TO BALANCE THE BUDGET.     THIS KEEPS US UNDER THE TAX CAP AND USING ONLY A VERY MINOR AMOUNT FROM FUND BALANCE. 

 

ATTORNEY BUCKHEIT ASKED WHAT DO YOU THINK WILL BE THE EFFECT ON SALES TAX REVENUE WITH THE OPENING OF LEGOLAND?

 

MAYOR DWYER I ANTICIPATE IT ADDING QUITE A BIT TO OUR SALES TAX REVENUE.  WE ORIGINALLY BUDGETED LESS BUT WE’VE INCREASED IT BY $50,000.00.

 

MAYOR DWYER STATED I WOULD LIKE TO SAY THAT THE POLICE DEPARTMENT STAYED UNDER A 2% INCREASE WHICH IS GREAT.   WE HAVE INCREASED NAVIGATION FUNDING AS THE TOWN OF WARWICK HAS INCREASED SPENDING FOR US.  COVID HAS CONTRIBUTED TO THE LAKE BEING MUCH BUSIER.

TRUSTEE SELLIER STATED IT LOOKS LIKE $4.2 MILLION FOR THE GENERAL FUND?

 

MAYOR DWYER THAT’S CORRECT. 

 

MAYOR DWYER STATED THE WATER DEPARTMENT BUDGET IS STAYING THE SAME FOR NEXT YEAR. 

 

TRUSTEE SELLIER ASKED ABOUT THE LINE ITEM IN THE POLICE BUDGET FOR TESTING AND VACCINATIONS?

 

MAYOR DWYER STATED ITS ALWAYS BEEN THERE AND THEY NEVER USE IT, BUT I’M TOLD THE STATE REQUIRES IT TO BE THERE AND HAVE THOSE SERVICES OFFERED. 

 

TRUSTEE HOLDER ARRIVED LATE. 

 

MAYOR DWYER CAUGHT HER UP ON USING THE FEDERAL STIMULUS MONEY.  IT’S ALMOST ILL ADVISED TO EXPECT IT, BUT FROM CONVERSATIONS I’VE HADE WITH MARTUCCI AND SCHUMER I AM PRETTY CONFIDENT WE ARE GOING TO GET IT.  IT WILL ONLY BE FOR TWO YEARS AND WE NEED TO KEEP THAT IN MIND.  I WANT TO BUDGET IT, BECAUSE WHEN YOU FILE WITH THE COMPTROLLER IT SHOULD BE COMPLETE.  IF WE DON’T GET IT WE WILL PUT A FREEZE ON OUR SPENDING AND LIMIT THE AMOUNT OF MONEY WE HAVE TO USE FROM OUR FUND BALANCE. 

 

TRUSTEE HOLDER ASKED WHEN WILL WE KNOW FOR SURE IF WE ARE GETTING IT?

 

MAYOR DWYER STATED PROBABLY BY JULY.    ITS SUPPOSED TO BE USED FOR INFRASTRUCTURE, AND LOSS REVENUE.  DPW COSTS, GARBAGE COSTS, ALL WENT UP THIS YEAR.  SALES TAX SHOULD ALSO GO UP, COURTS SHOULD STAY OPEN AND GENERATE MORE REVENUE.    THE POLICE TICKETS SHOULD BE UP AS WELL.  THE BUILDING DEPART,EMT VIOLATIONS ARE GOING UP NOW, WHERE WE REALLY WEREN’T BOTHERING WITH IT DURING COVID.    SOFTWARE IN THE BUILDING DEPARTMENT NEEDS TO BE UPGRADED. 

 

ATTORNEY BUCKHEIT STATED IT NEEDS TO BE UPGRADED.  EVERYTHING BASICALLY NEEDS TO BE DONE BY HAND RIGHT NOW BECAUSE THE PROGRAM WILL CITE THE WRONG CODE. 

 

MAYOR DWYER STATED THE GARBAGE CONTRACT WAS TOUGH.  WE WEREN’T FORCED TO MAKE ANY DRASTIC CHANGES, OR GO TO DUAL STREAM RECYCLING.THE ONLY DIFFERENCE IS OUR DPW WILL BE PICKING UP LEAVES AND BRUSH AND CHRISTMAS TREES INSTEAD OF THE GARBAGE COMPANY.  THEY DO THAT NOW DURING THE WINTER.  THAT SAVED US ABOUT $15000.00.
