THE PARADE KICKS OFF AT 2: OO PM AND THE ROUTE IS TEN EYCK AVE TO WATERSTONE ROAD TO LINDEN AVE TO WILLOW AVE TO WINDERMERE AVE AND THEN DOWN TO THE THOMAS P MORAHAN WATERFRONT PARK.   IT WILL GO UNTIL AROUND 5-5:30. WE WILL PUT IT ON VILLAGE WEBSITE AS WELL. TRAFFIC IS BEING DETOURED FROM JERSEY AVENUE THROUGH VICTORY ACRES. I WANT TO THANK THE FIRE DEPARTMENT FOR DOING SO WELL PUTTING OUT THE INFORMATION AND THEY WILL BE ON THE RADIO WITH ME THIS FRIDAY.   BE PREPARED AND PLAN ACCORDINGLY. BURBIO COMMUNITY CALENDAR-   I HAVE ALWAYS HEARD THAT THERE IS A DISCONNECT BETWEEN DIFFERENT ORGANIZATIONS SUCH AS SCHOOL, LIBRARY, ETC. THE TOWN OF WARWICK, PARTNERING WITH THE THREE VILLAGES HAS JOINED THE BURBIO SYSTEM TO SHARE THEIR EVENTS IN ONE CENTRAL LOCATION SO THAT ANYONE CAN SEE WHATS GOING ON AT ANY TIME.   YOU CAN ACTUALLY GET ALERTS TO CERTAIN EVENTS ON THERE. ITS FREE FOR USERS. THE INFORMATION TO REGISTER WILL BE GOING OUT IN THE NEXT WEEK OR SO.

WE’VE BEEN VACUUMING OUT BASINS VILLAGE WIDE, CLEANED SOME SWALES IN WAH TAH WAH PARK, MOWED RUMSEY ROAD, PATCHED POTHOLES VILLAGE WIDE. WE HAVE DONE SOME WORK IN WINSTANLEY PARK, WITH TOPSOIL AND SEEDING. WE DID GET THE WATER LINE REPAIRED AS WELL. THE MECHANIC IS WORKING ON PLOWS. WE DID A CURB BOX REPAIR WITH THE WATER DEPARTMENT, HAULED SOME STONE. WE WILL SWEEP THE PARADE ROUTE THURSDAY MORNING.

THE POLICE DEPARTMENT IN THE MONTH OF AUGUST HANDLED 1847 COMPLAINTS, MADE 26 ARRESTS, ISSUED 130 TRAFFIC TICKETS, 7 PARKING TICKETS AND INVESTIGATED 10 MOTOR VEHICLE ACIDENTS, HANDLED 7 NAVIGATION COMPLAINTS AND ISSUED 4 NAVIGATION TICKETS.

 

WATER            REPORTED BY PHIL LANDRU

 

FOR THE MONTH OF AUGUST, THE DEPARTMENT WOULD LIK TO REPORT THAT WITH SUMMER DRAWING TO A CLOSE, OUR TWO EXISTING WELLS HAVE PROVIDED JUST ENOUGH WATER TO KEEP OUR STORAGE TANKS FULL. WITHOUT THE TREATMENTS AND REHABILITATON PROVIDED BY SUBSURFACE TECHNOLOGIES THIS WOULD NOT HAVE BEEN POSSIBLE.

 

THE NEW WELL, WELL F, HAS BEEN SUCCESFSULLY DRILLED AND PUMP TESTED. THE NEXT PHASE WILL BE DOING THE NECESSARY EXCAVATION TO GET PIPE AND ELECTRIC OVER TO THE PLANT IN ORDER TO BEGIN USING THE MUCH-NEEDED WATER THE NEW WELL WILL PROVIDE. WE HAVE ALSO BEEN BUSY GETTING OUR SECOND FILTER READY FOR USE. FILTER UNIT 1 HAS BEEN OFFLINE DUE TO A FAULTY FLOW METER. WE HAD TO DRAIN AND DISASSEMBLE SOME HEAVY PIPE AND FITTINGS IN ORDER TO THOROUGHLY CLEAN THE INSIDE OF THE FLOW METER. I IS NOW READING PROPERLY AGAIN AND AFTER A GOOOD ACID WASH AND DISINFECTION OF ALL THE FILTER MEDIA. IT IS FINALLY OPERATIONAL AND BACK ONLINE.

 

THE DEPARTMENT WOULD ALSO LIKE TO THANK THE TOWN OF WARWICK FOR THEIR CONTINUED ASSISTANCE AND COOPERATION WITH THE SERVICE LINE REPARIS THAT REQUIRE EXCAVATION. AUGUST’S ROUND OF METER READING WAS COMPLETED IN A TIMELY FASHION. THE NEW REMOTE SYSTEMS WORKING EXCELLENT AND IS A TREMENDOUS IMPROVEMENT OVER THE PREVIOUS SYSTEM.

TRUSTEE HOLDER REPORT – THE SCHOOL DISTRICT IS NOW HAVING TWO MEETINGS A MONTH. THE FIRST WILL BE PRESENTATIONS TO THE BOARD. THEY DISCUSSED THE SUMMER ACADEMY AND THE NEW SECURITY AT THE SCHOOLS.

 

RECREATION – THEY ARE DEDICATING THE BATHROOMS THIS SATURDAY AT 11:00 TO SHARON GEHLER WHO STARTED IT AS HER PRESIDENTS PROJECT. ALL ARE INVITED.  

THREE LAKES COMMITTEE – THEY BROKE US UP INTO COMMITTEES AND I WILL BE HEADING THE GREENWOOD LAKE COMMITTEE. IT CONSISTS OF GLENMERE LAKE IN FLORIDA, WICKHAM LAKE IN WARWICK AND GREENWOOD LAKE.   WE ARE TRYING TO HAVE THREE EVENTS, ONE AT EACH LAKE IN JULY, AUGUST AND SEPTEMBER.

 

OCTOBER 13TH THERE IS A SOFTBALL TOURNAMENT FOR MEN AND WOMEN AND THE DEADLINE TO REGISTER IS OCTOBER 1ST. THERE WILL ALSO BE CHILDRENS TEAMS. PLEASE CONTACT CHRIS CASSE at 274-0755.

 

LIBRARY FINISHED RENOVATION IN THE YOUTH ROOM. THEY ARE ALSO LOOKING TO GET THE AIR CONDITIONING FIXED. CHECK OUT THEIR WEBSITE AND FACEBOOK PAGE FOR PROGRAMMING AND REGISTRATION INFORMATION.

 

PADDLEPALOOZA HAPPENED TWO WEEKS AGO AND THEY HAD A GREAT TURNOUT. UNFORTUNATELY, RAIN MOVED IN AND THE BOAT PARADE HAD TO BE POSTPONED TIL THIS PAST WEEKEND THEY DIDN’T HAVE AS MANY BOATS PARTICIPATE BECAUSE OF THE SWITCH, BUT THANKS TO THE CHAMBER AND JOE ANTHONY FOR RUNNING THE EVENT AND FOR LETTING THE BAND PLAY AT THE WHISPER THAT NIGHT, BECAUSE WE HAD TO PAY THE BAND NO MATTER WHAT.

 

TRUSTEE HOWLEY REPORT- WE HAVE HIRED FOUR MORE PART TIME POLICE OFFICERS AND WE ARE GOING INTO WINTER WITH A GOOD STAFF. WE ALSO HAVE TWO NEW OFFICERS ASSIGNED TO THE ELEMENTARY SCHOOL EXCLUSIVELY.

 

TRUSTEE SELLIER REPORT – THE BUILDING DEPARTMENT IN THE MONTH OF AUGUST TOOK IN $4500. HIGHLIGHTED BY 26 BUILDING PERITS, 17 RENTAL INSPECTIONS AND 11 RENTAL INSPECTON LETTERS SENT OUT.

 

THE PLANNING BOARD MET IN AUGUST WITH THREE APPLICANTS. ONE APPLICANT WAS THERE TO UPDATE THE ZBA FINDINGS. DUNKIN DONUTS HAS RECEIVED ALL THE APPROVALS NECESSARY FROM THE PLANNING BOARD AND THEY HAVE RECEIVED VARIANCES FROM THE ZBA. THEY CAN NOW MOVE FORWARD WITH THE BUILDING INSPECTOR AND APPLYING FOR PERMITS. I WILL STAY CONNECTED TO THAT PROCESS AND CONTINUE TO KEEP THE BOARD AND THE PUBLIC INFORMED ON THE PROGRESS WITH THAT PROJECT. THE ZBA MET WITH ONE APPLICATION, SKYLAR FARMS ON 17A LOOKING FOR A VARIANCE FOR AN INCREASE IN SQUARE FOOTAGE ON SIX EXISTING BUILDINGS AND THE VARIANCE WAS GRANTED. THEY ARE UPGRADING THOSE STRUCTURES AND CAN MOVE FORWARD.

THE WATER BILLS WENT OUT ON FRIDAY THE 14TH. IF YOU HAVEN’T RECEIVED IT YET PLEASE GIVE US A CALL AND WE CAN PRINT YOU OUT ANOTHER COPY. SOME PEOPLE ARE STILL DELINQUENT FROM THE MARCH BILLING. IF YOU HAVE A PROBLEM MAKING PAYMENTS PLEASE GIVE US A CALL AND WE WILL WORK WITH YOU. OLD BUSINESS

 

MAYOR DWYER STATED PHIL GAVE US AN UPDATE ON THE NEW WELL. WE ARE WAITING FOR SOME DRIER WEATHER TO DO SOME WELL TESTING FOR THE DEC. WE NEED SIX DAYS WITHOUT RAIN WHICH WE HAVEN’T HAD IN MONTHS.

 

SHORT TERM RENTAL UPDATE – I WANT TO THANK THE TOWN OF WARWICK FOR PASSING MIRROR LANGUAGE AND A MIRRORED LAW FOR THE TOWN OF WARWICK. THEIR LEGISLATION DOESN’T AFFECT US, BUT IT DOES AFFECT THE AREA AROUND US ON THE LAKE. WE HAVE HAD A TOTAL OF 12 APLICATIONS, 7 WERE APPROVED AND FIVE WERE DENIED. WE HAVE PROSECUTED ONCE CASE SO FAR OF SOMEONE OPERATING WITHOUT A PERMIT AND IT WAS A VERY GOOD TURN OUT.   THE PROPERTY WAS OPERATING WITHOUT A PERMIT AND WITHOUT A CO BECAUSE THEY HADN’T PAID THEIR ESCROW. WE HAVE SINCE GOTTEN THE ESCROW MONEY OWED TO US. WE ARE CURRENTLY PROCESSING AN ADDITIONAL RENTAL WITHOUT A PERMIT THAT BUILT THREE ADDITIONAL ROOMS, HASN’T GOTTEN INSPECTIONS EITHER. THE SYSTEM SEEMS TO BE OPERATING WELL AND WE WILL CONTINUE TO KEEP THE PUBLIC UPDATED.

 

FIRE HOUSE /COMMUNITY CENTER – WE HAVE BEEN WORKING ALL SUMMER TO CONVERT THE FIREHOUSE INTO A COMMUNITY CENTER AND WE ARE JUST ABOUT COMPLETE TO OPEN OCTOBER 3RD FOR TEEN CENTER NIGHT. WE WILL BE OPENING IT UP TO LOCAL ORGANIZATIONS AND NOT FOR PROFITS. I DEFINE LOCAL AS WITHIN OUR SCHOOL DISTRICT. YOU HAVE TO APPLY TO THE VILLAGE BOARD THROUGH THE VILLAGE CLERKS OFFICE AND YOU NEED TO SUBMIT PAPERWORK.   THERE IS NO FEE AT THIS TIME. EVERY WEDNESDAY IT WILL BE THE TEEN CENTER, FROM 4 -6 FOR YOUNGER KIDS AND 6-8 FOR TEENS. WE STILL NEED VOLUNTEERS. ROAD PAVING – THE STATE BID CONTRACTORS ARE SO BACKED UP, WE HOPE TO GET SOME PAVING DONE THIS YEAR, BUT IF NOT, WE WILL HAVE TO WAIT UNTIL NEXT YEAR.

CDBG 201 CONVERSION FOR SIDEWALKS – WE ARE LOOKING TO REALLOCATE SOME FUNDING WE GOT TO SIDEWALKS TO CONNECT THE NEW FIREHOUSE TO BLACK BEAR SPIRITS. WE DID RECEIEVE $75000 FROM KARL BRABENECS OFFICE TO DO SO. WE FEEL AS A BOARD, THE NEXT STEP WILL BE TO CONNECT TO CABLEVISION.

MOUTAIN LAKES SIDEWALKS – WE ARE GOING TO BID AND THEY WILL BE AVAILABLE ON MONDAY AT THE CLERKS OFFICE. BID OPENING WILL BE ON THE 12TH AND THE PROJECT COULD START AS EARLY AS THE NOVEMBE 1ST.

 

COMMUNITY DEVELOPMENT FOR 2018 WAS SENIOR CENTER PROJECT AND THE ELKS BATHROOM WHICH IS GOING THORUGH THE NORMAL REVIEW PROCESS. WE HOPE TO DO THAT WORK BEFORE THE WINTER, BUT WE WILL HAVE TO SEE.

 

POLICE STAFFING – WE HIRED FOUR NEW POLICE OFFICERS AND WE ARE AT A GOOD LEVEL. WE HIRED SOME QUALIFIED CANDIDATES.

 

CONTRACT WITH GREENWOOD LAKE UNION FREE SCHOOL DISTRICT – WE MENTIONED THAT WE WERE WORKING ON A CONTRACT TO PROVIDE POLICE OFFICERS TO COVER THE ELEMENTARY SCHOOL. WE HAVE COME TO AN AGREEMENT TO PROVIDE THIS SERVICE AT A RATE OF $28.00 PER HOUR. I WILL BE ASKING THE BOARD TO ALLOW ME TO SIGN THAT CONTRACT

 

FIRE DISTRICT – THEY ARE NO LONGER USING THE GREENWOOD LAKE POLICE DEPARTMENT FOR THEIR DISPATCHING SERVICES. THAT IS SOMETHING WE HAVE BEEN DOING FOR A VERY LONG TIME. THERE IS A LOSS OF REVENUE OF ABOUT $25,000 WHICH THE VILLAGE IS GOING TO HAVE TO EAT IN THIS BUDGET YEAR AS A RESULT OF THEIR PULLOUT. DISPATCHING FOR THE FIRE DISTRICT WILL BE DONE FROM THE CUONTY AND WARWICK. FROM OUR STANDPOINT, WE NEEDED TO KNOW THIS BEFORE OUR BUDGET YEAR.

 

BUILDING INSPECTOR – OUR BUILDING INSPECTOR IS MOVING ON. HE HAS ACCEPTED A POSITION WITH THE UNITED STATES POST OFFICE AND WE WILL BE CONTINUING WITH FUSCO ENGINEERING FOR THE TIME BEING, BUT WE WILL BE PUTTING IN AN AD FOR A PERMANENT BUILDING INSPECTOR IN THE VILLAGE. I WILL KEEP EVERYONE INFORMED.
