MAYOR DWYER STATED THE FIRST HOCKEY TOURNAMENT ON THE LAKE WAS A FEW WEEKS AGO AND THEY HAVE GRACIOUSLY DONATED THE PROCEEDS OF THAT EVENT TO THE GREENWOOD LAKE COALITION AGAINST DRUGS AND ALCOHOL. THEY GAVE $2,500.00 SO WE WANT TO THANK THE LEADERS OF THIS EVENT, MARK PALMEIRI THE OWNER OF THE HELM AND JOE ROMANO WHO IS A GOOD GUY FROM WEST MILFORD.

LETTER FROM ORANGE COUNTY DEPARTMENT OF FINANCE ON RECEIVING EXTRA SALES TAX REVENUE.   MAYOR DWYER READ THE LETTER AND SAID WE HAVE RECEIVED THE CHECK.   ORANGE COUNTY HAS BEEN PROMOTING TOURISM AND WE ARE RECEIVING A LITTLE BENEFIT OF THAT AS WELL.

TOWN COUNCILMAN FLOYD DEANGELO – REALLY DON’T HAVE MUCH TO ADD TONIGHT.

WE DID SOME CATCH BASIN REPAIR ON STERLING. WE DID SOME BRUSH CLEARING AND TREE CLEARING AT BEN WINSTANLEY PARK WHERE THE NEW CONCESSION STAND IS GOING. WE PATCHED POTHOLES AND IT IS A BAD YEAR WITH THOSE. WE ARE FILLING THEM WITH COLD PATCH FOR NOW. WE HAD SNOWSTORMS ON THE 2ND, 4TH 17TH AND 18TH SO WE WERE OUT PLOWING AND SALTING AND SANDING. AS ALWAYS ROAD SIGNS, VEHICLE MAINTENANCE AND REPAIRS, HAULING MATERIAL ON A CONTINUOUS BASIS. WE ALSO REPLACED A CURB BOX WITH THE WATER DEPARTMENT ON STELLAR DR.

 

MAYOR DWYER – HOW IS THE SALT SITUATION?

 

BEN – WE ARE FINE. WE HAVE JUST MET OUR REQUIREMENT WITH OUT CONTRACT OF 75%. WE HAVEN’T HAD A LOT OF SNOW, BUT WE HAVE HAD A LOT OF COLD AND THEREFORE ICE. WINTER IS STILL FAR FROM OVER.

 

POLICE            REPORTED BY CHIEF JOHN HANSEN.

 

FOR THE MONTH OF JANUARY 2018 THE POLICE DEPARTMENT HANDLED 1,083 COMPLAINTS, MADE 26 ARRESTS, ISSUED 95 TRAFFIC TICKETS, 7 PARKING TICKETS, INVESTIGATED 9 MOTOR VEHICLE ACCIDENTS, 1 VILLAGE CODE VIOLATION AND MADE 2 VILLAGE CODE ARRESTS.   WE ARE LOOKING TO DO TWO BOATER SAFETY COURSES BEFORE SPRING. WE ARE STARTING A LIST SO LET US KNOW IF YOU ARE INTERESTED.

IN JANUARY WE OPEN 114 CASES AND CLOSED 80. IT’S BEEN SLOW THE LAST COUPLE OF MONTHS.

TRUSTEE HOLDER – CELTIC DAY IS THIS SUNDAY AT THE AMERICAN LEGION FROM 1-6 WITH CHRIS TURPIN PIPES AND DRUMS AND THE SCHOOL OF DANCE WILL BE THERE.

 

THE TEEN CENTER IS GOING TO BE CLOSED THIS WEEK BECAUSE CHRIS IS NOT FEELING WELL.

 

LIBRARY – THURSDAY MARCH 13TH THEY ARE HAVING IRISH MUSIC. THEY ARE ASKING EVERYBODY TO ATTEND. THE SCHOOL BOARD MEETING IS TONIGHT,

 

TRUSTEE HOWLEY – WE ARE MAKING APPOINTMENTS TO MEET WITH THE PART TIME UNION . WE HAVE ANOTHER RESIGNATION.

 

WATER – WE HAVE BEEN ACTIVELY BORING TEST HOLES FOR THE NEW WELL. YESTERDAY THEY CAME UP WITH TWO GOOD LOCATIONS FOR THE NEW WELL.

 

DEPUTY MAYOR KELM – THIS SUNDAY IS THE FOOD PANTRY BOWLING FUNDRAISER. WE

 

HAVE 27 TEAMS PARTICIPATING. ALL THE MONEY THAT IS RAISED WILL BE SPLIT BETWEEN THE FOOD PANTRY AND THE HUDSON VALLEY HONOR FLIGHT.   JUNE 9TH IS THE STREET FAIR. TRUSTEE SELLIER – FOR THE MONTH OF JANUARY THE BUILDING DEPARTMENT TOOK IN $2,389,00 HIGHLIGHTED BY 40 SEPTIC LETTERS SENT OUT 1 ORDER TO REMEDY, 11 FIRE INSPECTION LETTERS AND 14 COS WERE ISSUED.

 

 

 

REMODEL AND ADD SECOND STORY. THE APPLICATION WAS APPROVED CERTAIN PAPERWORK. THE ZBA ALSO MET WITH DUNKIN DONUTS. THEY PRESENTED EXHIBITS SEEKING VARIANCES FOR SIGNAGE, LIGHTING AND AN ACCESS STRUCTURE. IT WAS CONTINUED TO THE FEBRUARY MEETING. I’M ACTIVELY LOOKING FOR CANDIDATES FOR ALTERNATES.

 

ATTORNEY BUCKHEIT REPORT – I ACCOMPANIED TRUSEE SELLIER TO THE PLANNING BOARD MEETING AND ATTENDED THE FRIEND IN NEED AT THE LEGION ON FEBRUARY 11TH. THE REST OF MY REPORT IS CONFIDENTIAL IN NATURE. I’M PLEASED TO REPORT THAT WE HAVE BEEN SUCCESSFUL IN RECOVERING FROM INSURANCE COMPANIES ON DAMAGES TO FIRE HYDRANTS AND GUARD RAILS IN THE VILLAGE.

IF YOU HAD AN OVERDUE WATER BILL IT IS NOW TOO LATE TO PAY IT THEY HAVE BEEN RELEVIED TO YOUR JUNE TAX BILL. NEW WATER BILLS WILL BE COMING OUT IN MID MARCH. WE ARE STARTING THE BUDGET PROCESS FOR NEXT YEAR. IF YOU HAVE ANY POTHOLE COMPLAINTS OR OTHER COMPLAINTS PLEASE CALL VILLAGE HALL AND WE WILL HAVE THEM TAKEN CARE OF.

 

OLD BUSINESS

 

NEW MUNICIPAL WELL – THE WELL WE ARE LOOKING AT IS BETWEEN THE BARK PARK AND THE BASKETBALL COURTS. WE ARE STILL DOING SOME MORE PROBES. WE TESTED THE OLD WELL BY THE WALKING PATH AND FOUND IT IS SAFE FOR WATER CONSUMPTION SO WE MAY GET THAT WELL BACK ON LINE BUT WE STILL NEED A NEW WELL.

 

AIRBNB – WE HAD PUBLIC HERAING EARLIER TONIGHT AND CONTINUED IT TO MARCH 19TH. THE FEES THAT WE ARE PROPOSING ARE AN INITIAL FEE OF $150.00 EVERY YEAR AFTER THERE WILL BE AN ANNUAL INSPECTION AND FEE OF $50.00. DURING THIS INSPECTION WE WILL LOOK AT THE HISTORY OF THE INDIVIDUAL PROPERTY TO SEE IF THERE HAVE BEEN ANY PARKING, NOISE, GARBAGE ISSUES, SEPTIC ISSUES, ETC AND DETERMINE IF THEY SHOULD RECOMMEND THAT THE PERMIT BE RENEWED OR NOT. IT WILL BE APPROVED OR DENIED AT A PUBLIC MEETING BY THE VILLAGE BOARD. IFA PERMIT IS REVOKED OR SUSPENDED YOU WILL HAVE TO GO THROUGH THE ENTIRE PROCESS AGAIN. FAILURE TO REGISTER, AND WE WILL BE SENDING OUT A LETTER TO EVERY WATER USER IN THE VILLAGE, TO LET THEM KNOW IF THEY ARE OPERATING AN AIRBNB OR OTHER SHORT TERM RENTAL. IF THEY DO NOT REGISTER AND WE FIND A VIOLATION THE FINE COULD BE UP TO $1000 PER DAY. WE WANT THE PENALTY TO BE SEVERE BECAUSE IT IS HARD FOR US TO IDENTIFY THEM AND WE WANT THE PENALTY TO BE A DETERRENT. FAILURE TO GET YOUR ANNUAL INSPECTION THE FNE IS UP TO $250.00 PER DAY WHICH IS THE SAME FINE AS A REGULAR YEARLY RENTAL.   WE ARE NOT GOING TO VOTE ON THAT TONIGHT. WE MAY VOTE ON THE LAW AND THE FEES NEXT YEAR. WE DON’T WANT THE FEES INCLUDED IN THE LAW SO THEY CAN BE CHANGED.

 

2018 LAKE MANAGEMENT – I RESEARCHED THE PERMITS AND HAVE RENEWED IT WITH THE DEC FOR SEDIMENT REMOVAL IN THE WEST CHANNEL. WE WILL GO OUT TO BID ONCE APPROVED.

 

2018/2019 BUDGET – TRUSTEE HOWLEY AND I WILL BE MEETING WITH THE CHIEF TO GO OVER THE BUDGET AND WILL HAVE A TENTATIVE ONE BY MARCH 20TH.

 

NEW BUSINESS

 

EMPOYEES AND EMPLOYMENT IN THE VILLAGE – WE HAVE HAD THREE DISPATCHERS RESIGN IN THE LAST MONTH DUE TO OTHER EMPLOYMENT OR FULL TIME EMPLOYMENT. WE ARE ACTIVELY SEEKING APPLICANTS. WE WANT LOCAL RESIDENTS TO HAVE THE OPPORTUNITY TO APPLY. IT’S A GREAT OPPORTUNITY AND YOU WORK WITH GREAT PEOPLE.

 

EMERGENCY ALERT SYSTEM – AT THE WORKSHOP WE DISCUSSED A DIFFERENT SYSTEM THAN WHAT WE CURRENTLY HAVE AND WE ARE LOOKING AT A NEW SYSTEM THAT COSTS APPROXIMATELY 41700 PER YEAR. IT WILL BE RELOADED WITH EVERYONES ADDRESS, PHONE NUMBER AND EMAIL. WE WILL SEND A NOTIFICATION IN CASE YOu WANT TO OPT OUT AND THIS WILL ENABLE US TO SEND OUT THE NOTICES TO CERTAIN GEOGRAPHICAL AREAS WITHIN THE VILLAGE.   YOU CAN PINPOINT LOCATIONS AND CALLS AND EMAILS.

 

VILLAGE OWNED FIREHOUSE – WE HAVE A CONSENSUS OF CONVERTING THE CURRENT FIREHOUSE TO A COMMUNITY TEEN CENTER. WE WILL BE LOSING SOME REVENUE THAT THE FIRE DEPARTMENT WAS PAYING US BUT WE FEEL IT IS A GOOD INVESTMENT INTO THE COMMUNITIES FUTURE. THE PROCESS IS SLOW. WE ANTICIPATE THE FIRE DEPT TO BE OUT IN MARCH OR APRIL. THE BUILDING NEEDS SOME FIXES AND HOPEFULLY THAT WILL BE DONE OVER THE SUMMER. IT IS VILLAGE OWNED PROPERTY AND IT IS OUR DECISION WHAT TO DO WITH IT.

 

2018 COUNTY FIRE PARADE IS GOING TO BE IN THE VILLAGE OF GREENWOOD LAKE. IT WILL BE A MASSIVE OPERATION IT IS ENORMOUS. EVERY FIRE DISTRICT IN THE COUNTY WILL BE THERE. TRAFFIC WILL BE A NIGHTMARE. THAT IS SEPTEMBER 22ND AT 2:00PM.
