MAYOR DWYER STATED WE HAD OUR WINTER CARNIVAL THIS PAST WEEKEND. IT WAS THE FIRST ONE RUN BY THE CHAMBER OF COMMERCE AND THE VILLAGE OF GREENWOOD LAKE. IT WAS AN ENORMOUS SUCCESS, WITH ONLY MINOR ISSUES THAT ARE TO BE EXPECTED. THE CHAMBER SPENT A LOT OF TIME ON THIS AND I CAN’T THANK THEM ENOUGH. CHRIS CAREY AND HIS GROUP OF VOLUNTEERS, THE POLICE DEPARTMENT, THE VILLAGE, THE PARKS DEPARTMENT ALL HELPED TO MAKE IT A TREMENDOUS SUCCESS AND A LOT OF FUN. THEY RAISED A LOT OF MONEY THAT I’M SURE THEY WILL PUT BACK INTO THE COMMUNITY. WELL DONE,

 

MAYOR DWYER STATED TONIGHT WE GET TO PROMOTE ONE OF OUR OWN, LEANNE MALARA, NOW GAYLER, AND SHE HAS IMPACTED THE COMMUNITY AND IS A CONSTANT FACE OF THE TEEN CENTER AND COORDINATES MANY EVENTS AND TONIGHT SHE IS BEING PROMOTED TO DETECTIVE YOUTH OFFICER IN THE VILLAGE OF GREENWOOD LAKE. CONGRATULATIONS.

 

CHIEF HANSEN STATED CONGRATULATIONS. SHE HAS ALWAYS BEEN AN ASSET TO THE DEPARMENT AND IS WILLING TO GO ABOVE AND BEYOND WHEN CALLED UPON. THIS IS WELL DESERVED AND ON BEHALF OF THE POLICE DEPARTMENT I CAN’T SAY ENOUGH ABOUT HER WORK.

 

PRESENTATION BY VINCE CAPELLO ON THE FRIENDLY VISITOR PROGRAM IN WARWICK WHICH IS A PROGRAM THAT IS FREE OF CHARGE, AND VOLUNTEERS HELP YOU OUT IN A VARIETY OF WAYS. SHOPPING, CLERICAL WORK, DRIVING TO DIFFERENT PLACES, DOCTORS VISITS, ETC.

 

VOLUNTEERS ARE NEEDED AND YOU CAN CALL TOWN HALL TO REGISTER OR TO RECEIVE SERVICES.

 

MAYOR DWYER STATED NEXT WE HAVE AN APPOINTMENT TO THE GREENWOOD LAKE COMMISSION TO REPLACE MICKY LEES WHO HAS TAKEN ON A NEW POSITION IN WORK AND CANNOT DONATE HER TIME TO THE MEETINGS.   WE ARE GOING TO BE APPOINTING RETIRED COLONEL JOHN GRAHAM. HE HAS A PHD AND GREW UP IN GREENWOOD LAKE, WENT TO WEST POINT, HE HAS SERVED MULTIPLE TOURS IN AFGHANISTAN AND IRAQ AND IS A SCIENTIST AT WEST POINT HAS LEADERSHIP SKILLS MATCHED BY FEW AND WILL MAKE AN EXCELLENT ADDITION TO THE COMMISSION. LAST YEAR HE DID SOME STUDIES ON OUR LAKE AND WE ARE PROUD TO WELCOME HIM.

 

BUILDING INSPECTOR APPOINTMENT – MAYOR DWYER STATED WE HAVE BEEN REQUESTING RESUMES FOR APPROX SIX MONTHS AND WE FEEL WE HAVE FOUND A GOOD CANDIDATE IN ED MATEO. HE IS STARTING TODAY WORKING WITH FUSCO ENGINEERING AND THEN TRANSITIONING OVER. WE LOOK FORWARD TO WORKING WITH HIM.

LETTER FROM ORANGE COUNTY – REGARDING INCREASE IN SALES TAX REVENUE OF AN EXTRA $36,000.

 

DEPARTMENT HEAD REPORTS

 

POLICE            REPORTED BY CHIEF HANSEN

 

FOR THE MONTH OF JANUARY, THE POLICE DEPARTMENT HANDLED 1720 COMPLAINTS. WE MADE 16 ARRESTS, ISSUED 90 TRAFFIC TICKETS, 4 PARKING TICKETS AND INVESTIGATED 5 MOTOR VEHICLE ACCIDENTS. ID LIKE TO THANK THE FIRE DEPARTMENT FOR HELPING US WITH THE POLAR PLUNGE. THEY DID CUT THE HOLE IN THE ICE FOR US AND AMBULANCE ASSISTED US AS WELL.

 

WATER DEPT            REPORTED BY PHIL LANDRU

 

THE DEPARTMENT WOULD LIKE TO REPORT THAT THINGS ARE CONTINUING TO OPERATE SMOOTHLY AFTER A SHORT DEFICIT PERIOD OF WATER LOSS DUE TO A FEW FROZEN AND BURST PIPES AND METERS IN RESIDENTIAL SERVICES. AFTER A WEEK OF SEARCHING AND A FEW CALLS THE LOCATIONS WERE DISCOVERDD AND REPAIRED. IF ANYONE SEES ANY RUNNING WATER PLEASE CALL IT IN. THE TREATMEMT FACILITY IS NOW BACK TO FILLING OUR STOAGE TANKS UNDER MORE TYPICAL WINTER USAGE.

 

ASIDE FROM DAILY, WEEKLY AND MONTHLY SAMPLING, TESTING AND REPORTING THINGS HAVE BEEN PRETTY UNEVENTFUL AS THE DEPARTMENT IS PROUD TO REPORT THAT THERE HAVE BEEN NO MAJOR HEALTH DEPARTMENT VIOLATIONS THIS PAST YEAR AND WOULD LIKE TO THANK THE TOWN OF WARWICK DPW FOR THEIR CONTINUED ASSISTANCE WITH THE NUMEROUS DIG AND REPAIR JOBS THAT HAVE COME UP OVER THE PAST FEW WEEKS.

TRUSTEE HOLDER REPORT – SCHOOL BOARD IS HAVING A WORKSHOP TO GO OVER THE SECURITY BUDGET FOR 2019/2020 ON FEBRUARY 27TH,

 

LIBRARY – THEY ARE HAVING FREE TAX PREPARATION SERVICES. THEY WILL HELP YOU FILE ONLINE. ON MARCH 21ST THEY HAVE IRISH MUSIC, DEFENSIVE DRIVING ON APRIL 6TH.

 

THE GREENWOOD LAKE THEATRE IS HAVING A PRODUCTION OF A STREETCAR NAMED DESIRE FROM APRIL 20TH TO APRIL 28TH, TICKETS CAN BE PURCHASED ONLINE. LITTLE LEAGUE REGISTRATION IS CLOSING. IF YOU HAVEN’T REGISTERED YOUR CHILD PLEASE DO SO IMMEDIATELY. IRISH CELTIC DAY IS FEBRUARY 24TH., MARCH 2ND IS ST PATRICKS DAY DANCE AND THE CELT OF THE YEAR AWARD.

 

TRUSTEE HOWLEY REPORT- MANY THANKS TO THE POLICE DEPARTMENT FOR THEIR WORK DURING THE WINTER CARNIVAL. A LOT OF TICKET WRITING, TRAFFIC CONTROL. DPW IS NOT HERE BUT THEY ARE PREPARING FOR YET ANOTHER WINTER STORM. THEY HAVE BEEN OUT WITH EVERY SNOW/ICE EVENT AND THEY HAVE BEEN DOING A GREAT JOB.

 

DEPUTY MAYOR KELM REPORT – SOFTBALL REGISTRATION IS ONGOING AT VILLAGE HALL FROM 8-4 MONDAY THROUGH FRIDAY. I’D LIKE TO THANK EVERYONE ON THE WINTER CARNIVAL COMMITTEE. IT WAS SO NICE TO HAVE THE CHAMBER AND VILLAGE WORK SO WELL TOGETHER TO ACHIEVE SUCH A WONDERFUL SUCCESS. THE COMMITTEE WORKED HARD AND EVERYONE DID THEIR FAIR SHARE. THE ANNUAL FOOD PANTRY FUNDRAISER IS MARCH 3RD AND THE MONEY RAISED GOES HALF TOWARD THE FOOD PANTRY AND HALF TOWARDS THE HUDSON VALLEY HONOR FLIGHT. TRUSTEE SELLIER REPORT –THE BUILDING DEPARTMENT TOOK IN 3,079.00 HIGHLIGHTED BY NINE BUILDING PERMITS. THE PLANNING BOARD HAD A SINGLE APPLICANT TRYING TO BUILD A GARAGE PARTLY IN THE VILLAGE RIGHT OF WAY SO THEY WOULD NEED AN EASEMENT FROM THE BOARD IF THEY WANT TO PROCEED.

 

MAYOR DWYER STATED WE HAVE ASKED THEM TO GO TO THE ZONING BOARD TO SEE IF THEY CAN GET THE OTHER VARIANCES NEEDED FIRST AND THEN COME TO US IF THEY DO.

 

TRUSTEE SELLIER CONTINUED, THE ZBA MET WITH A SINGLE APPLICANT THAT WAS FOR A SEASONAL FOOD TRUCK PARK AT THE CORNER OF 17A AND TENEYCK. THEY WERE SEEKING PARKING VARIANCES AND THE NUMBER OF TRUCKS, THEY WERE APPROVED BUT NOW HAVE TO GO BACK TO THE PLANNING BOARD. I THINK IT WOULD BE A NICE ADDITION TO THE VILLAGE.

 

MAYOR DWYER – THE OWNER OF THAT PROPERTY ALSO OWNS THE FORMER BOOKSTORE AND SEEMS TO BE VERY BUSINESS SAVVY.

 

ATTORNEY BUCKHEIT REPORT – THE MAJORITY OF MY REPORT DEALS WITH LITIGATION. IT WAS A PLEASURE WORKING WITH EVERYONE ON THE WINTER CARNIVAL, I OBTAINED PERMITS NECESSARY FOR THE EVENT AND INTERACTED WITH THE BOARD OF HEALTH ON BEHALF OF VENDORS.

 

VILLAGE CLERK REPORT BY PATRICIA OLSEN

 

I WANT TO TELL EVERYONE THAT OVERDUE WATER BILLS WILL BE RELEVIED FRIDAY AND CANNOT BE PAID AFTER THAT DATE. THEY WILL BE ON YOUR JUNE VILLAGE TAX BILL. THE WATER DEPARTMENT WILL BE READING METERS NEXT WEEK FOR THE NEW BILLING CYCLE AND YOU CAN EXPECT TO RECEIVE A WATER BILL MID MARCH. TUESDAY MARCH 19TH WILL BE THE VILLAGE ELECTION AT THE SENIOR CENTER FROM 12:00 TO 9:00PM. WE HAVE FOUR INCUMBENTS RUNNING, MAYOR DWYER, TRUSTEE HOWLEY, TRUSTEE KELM AND JUSTICE GARLEY SO PLEASE COME OUT AND VOTE. IF YOU HAVE ANY COMPLAINTS PLEASE GIVE MY OFFICE A CALL.

 

OLD BUSINESS

 

STREET LIGHT CONVERSION – MAYOR DWYER STATED CLERK OLSEN HAS BEEN PESTERING THEM FOR QUITE A WHILE AND THEY HAVE NOW INSTALLED 23 LED STREET LIGHTS IN THE VILLAGE AT NO COST TO US. FROM CABLEVISION TO THE LIGHT ON WINDERMERE AVENUE HAVE NOW BEEN CHANGED. GENERALLY, THEY WILL UPDATE 2% A YEAR.

 

DOCK BUBBLERS – THE VILLAGE HALL HAS BEEN DISCUSSING DOCK BUBBLERS AND THE POSSIBILITY OF REGULATING THEM. WE ARE NOT LOOKING TO OUTLAW THEM, BUT WE WANT TO BALANCE THE FACT THAT PEOPLE SHOULD BE ABLE TO USE THE LAKE SAFELY, AND PEOPLE SHOULD ALSO BE ABLE TO INSURE THE SAFETY OF THEIR DOCKS AND PROPERTY AND THESE TWO THINGS NEED TO BE BALANCED. WE WILL BE POSTING IDEAS FOR THE REGULATING OF BUBBLERS. THIS IS A PIECE OF EQUIPMENT THAT GENERATES WATER MOVEMENT AROUND A PIECE OF PROPERTY TO KEEP IT FROM FREEZING. IT DOES EXTEND BEYOND THOUGH AND MAKES RELATIVELY UNSAFE ICE FOR QUITE A DISTANCE. 2019/2020 BUDGET – WE ARE MEETING ON MARCH 18TH AT 5:00 IN THE COURTROOM TO DISCUSS THE BUDGET. ON APRIL 15TH AT 5:00PM WE WILL HAVE A PUBLIC HEARING ON THE BUDGET WHICH WILL ALSO BE HERE.

RECYCLING ISSUE – MAYOR DWYER STATED WE WERE NOTIFIED LAST WEEK THAT THERE IS GOING TO BE AN ADDITIONAL COST FOR RECYCLING TO THE VILLAGE OF $75,000.00. WE HAVE BEEN DOING SINGLE STREAM RECYCLING WHICH IS GREAT BUT UNFORTUNATELY SINGLE STREAM RECYCLING IS THE ISSUE.   WE MAY HAVE TO GO BACK TO DUAL STREAM RECYCLING. WE HAVE UNTIL MAY31ST TO DECIDE HOW WE WANT TO PROCEED AND WILL CONTINUE TO LOOK INTO ALTERNATIVES.

 

POLICE HIRING AND PROMOTION – MAYOR DWYER STATED WE ARE GOING TO BE HIRING SOMEONE WHO IS CURRENTLY A PART TIME POLICE OFFICER DANIEL JONES, AS A FULL TIME POLICE OFFICER/DETECTIVE EFFECTIVE MARCH 1ST. OFFICER DUNLOP HAS TRANSFERRED OUT AND WE ARE CONTRACTUALLY OBLIGATED TO HAVE A CERTAIN NUMBER OF OFFICERS. ONE OF HIS PRIMARY JOBS WILL BE IN NARCOTICS.

 

MS4 STORMWATER MANAGEMENT – WE HAVE SOME BROCHURES STATING THE REQUIREMENTS OF RESIDENTS HERE AND AT VILLAGE HALL. THINGS SUCH AS EFFECTIVE PLANTING, DRAINAGE, ETC TO KEEP PHOSPHOROUS FROM GETTING INTO THE LAKE. THERE IS ALSO INFORMATION ON THE WEBSITE SUCH AS  DON’T BLOW LEAVES INTO THE LAKE.

 

WARWICK HEAT SMART PILOT PROGRAM – THIS GROUP GOT A GRANT FROM NYSERDA AND THEY WANT TO USE THE TOWN OF WARWICK AS A PILOT PROGRAM TO ASSIST RESIDENTS WITH THEIR HEATING AND COOLING. THEY WILL WORK WITH US TO EDUCATE THE PUBLIC AND PROVIDE RESOURCES FOR FREE ENERGY AUDITS AND GIVE YOU AN ASSESSMENT TO IMPROVE IT. IF YOU QUALIFY, THEY WILL HELP YOU GET GRANTS FOR FUNDING.

AT THE MEETING OF THE VILLAGE BOARD OF THE VILLAGE OF GREENWOOD LAKE HELD AT 47 WATERSTONE ROAD ON FEBRUARY 19TH, 2019 MAYOR DWYER OFFERED THE FOLLOWING RESOLUTION BE IT RESOLVED THAT THE VILLAGE BOARD DOES HEREBY ELECT TO PROVIDE THE PENSION BENEFIT OF SECTION 384 E OF THE RETIREMENT AND SOCIAL SECURITY LAW FOR ANY MEMBER OF ITS POLICE DEPARTMENT WHO DULY ELECTS SECTION 384D OF THE RETIRMENET AND SOCIAL SECURITY LAW AS PRESENTLY OR HEREAFTER AMENDED. BE IT FURTHER RESOLVED THAT THE EFFECTIVE DATE OF SUCH SHALL BE THE 1ST DAY OF MARCH 2019. THE EFFECTIVE DATE OF THE BENEFIT CANNOT BE PRIOR TO THE DATE THIS RESOLUTUION IS FILED WITH THE COMPTROLLER.
