Mayor Matthew Buckley called to order the Village Board Meeting at 7:31 pm on July 17, 2023, for the Village of Greenwood Lake located at 18 Church Street in Greenwood Lake, NY.

 

The following persons were present:

  • Mayor Mathew Buckley
  • Deputy Mayor Kelli Kelm
  • Trustee Nancy Clifford
  • Trustee Chad Sellier
  • Attorney John Buckheit

The following person was absent:

  • Trustee Thomas Howley

 

MAYOR’S REPORT/ANNOUNCEMENTS

  • The Celebrate America parade, fireworks, and Centennial Ball Drop took place on Saturday, July 1, 2023. All were well-attended and successful.  Thank you to all involved.
  • The village has reached out to neighboring communities that might need assistance during the storm we are currently experiencing. There are supply drop-off sites at the American Legion and Elks.

CORRESPONDENCE

  • Letter from the Deputy Commissioner Orange County DPW regarding Recycling.  The county is asking that recyclables are not bagged in plastic and that plastic bags are not recyclable.  All recyclables should be deposited loosely into recycling containers.
  • Letter from the Church of Good Shepherd thanking the village for welcoming the bishop on our electronic sign.

VISITING OFFICIAL REPORTS: 

Floyd DeAngelo had no report.

REPORTS OF BOARDS AND DEPARTMENT HEADS

 

DPW: Bill Roe reported that the DPW has been busy clearing drains and managing flooding during the storm and also hauled away the weeds and material that the harvester collected.

 

POLICE DEPARTMENT: Sergeant Leanne Gayler reported the following for June 2023:

COMPLAINTS: 928

ARRESTS: 10

TRAFFIC SUMMONSES: 127

PARKING SUMMONSES: 2

MOTOR VEHICLE ACCIDENTS: 2

There will be a two-night Boating Safety course starting July 18, 2023, from 6-10pm.

 

COMMISSION REPORTS

Trustee Clifford: The Senior Center has been busy with yoga, Zumba, and a variety of games.  They will be going on a tour of the lake on August 25, 2023. The Chamber of Commerce will be hosting a mixer and ribbon cutting on August 10, 2023, at 6:30pm at the Trail’s End Café.  There will an art project created by local artists which will involve the community creating a mural with small blocks of wood that will be sold to anyone who would like to be involved.  The Centennial Ball Drop was a great success. 1st place was Rebecca Bonomo, 2nd place was Mickey Lee, and 3rd place was John Roland.  There was a Centennial concert at the beach on July 8th which was also a great night. Centennial merchandise will be sold at the Elvis concert.

Trustee Howley: not present.

Trustee Kelm: The Board of Education had their reorganizational meeting July 10, 2023, and a special meeting July 17, 2023, to approve the school physician agreement. The next meeting will be August 14, 2023, at 6pm at the Greenwood Lake Middle School.  The library’s summer reading program is underway; there is more info on their website.  Mayor Buckley added that the school district is working on an agreement with Chester Academy and Warwick Valley High School to allow students to travel to their future high school to play sports that are not available at the modified level at GWL Middle School.

Trustee Sellier: This report is for the month of June. The building department took in $7,619 in month of June. Fifty percent of that was attributed to buildings permits. Planning Board met in the month of June to discuss two applicants: the property at the Rainbow which was approved and 11 County Highway 5 which was referred to the ZBA for variances.  The ZBA meeting Thursday, July 20,2023, will be held at the Senior Center. The Benjamin’s Steakhouse and Hotel project will be discussed.

Attorney Report – John Buckheit confidential written report submitted.

Clerk’s Report- Katheleen Holder: We are continuing to collect taxes; another penalty will be assessed if bills are not paid by August 1, 2023. The clerk’s office is still accepting water payments. The next water bill be going out in September.


 

OLD BUSINESS

Lake Management: Solitude Lake Management will no longer be treating the lake; Black Lagoon Lake Management and Princeton Hydro are both submitting bids and NYS DEC will expedite new permits for lake treatment.

Benjamin’s Steakhouse:  will be on the ZBA agenda this Thursday.

Waterstone Sidewalk: As we are currently waiting on approval for a drain on Waterstone Road near the Ambulance building, we have asked the engineer to delete that part of the sidewalk from the current plan so that we may start the sidewalk and add that section later after approvals for the drain have been received from DOT.

Water Plant: We have correspondence from our water engineers concerning the pilot program for the green sand filter. The water filtration upgrade project will cost $5,000,000; $3,000,000 will be funded by grant money and the remainder will be bonded.


NEW BUSINESS

Building/Zoning Agendas and Minutes:  all minutes for both boards will be posted on the village website going forward.

Recycling: see correspondence- no plastic bags allowed and all containers rinsed.

MS4 Mapping Grant: the village applied for this grant in order to keep track of all of our storm drains.

Notary Changes: Village Hall will implement set hours for notary services.  The schedule will be published when it is finalized.  Building Department documents will be notarized at any time.

 

EVENTS:       

  • Farmers’ Market: Saturday mornings
  • ZBA Meeting: 7/20/23 at the Senior Center at 7:30pm
  • Planning Board Meeting: 8/3/23 at 7:30pm at Village Hall
  • Teen Nights at the Community Center:   2-5th grade Tuesdays 4-6pm; 6-8th graders Tuesdays 6-8pm

 

PRIVILIGE OF THE FLOOR

Tatyana Fedorenko, 2 Wilson Street, Greenwood Lake, NY, asked if the village is considering changing the street lights, she asks that we consider changing to bulbs that are less obtrusive to the night sky.  Mayor Buckley replied that the village will be changing all lights to LED/solar lights. Clerk Holder added that the new lights would be dimmer in residential areas.

 

Jose Matos, Orange County, NY, spoke in support of the NYS Citizens Audit resolution.

 

Manny Piazza, Warwick, NY, spoke in support of the NYS Citizens Audit resolution.

 

Andy Stole, Monroe, NY, spoke in support of the NYS Citizens Audit resolution.

 

Michelle Hieronymi, Monroe, NY, spoke in support of the NYS Citizens Audit resolution.

 

Attorney Buckheit responded that he has reviewed the resolution and advised that although he finds the resolution vague and broad, the village does support election reform. He recommends that Mayor Buckley write a letter to Governor Hochul in support of election reform.

 

Mayor Buckley commented that he would like the language in the resolution changed before the Village Board votes on it.

 

Frank Moore, Warwick, NY, spoke in support of the NYS Citizens Audit resolution.

 

APPROVAL TO PAY ALL AUDITED BILLS:

Motion made by Trustee Kelm and seconded by Trustee Clifford. 4 Ayes- Mayor Buckley, Trustee Sellier, Trustee Clifford, and Trustee Kelm. Absent: Trustee Howley.

 

APPROVAL OF MINUTES

Motion to approve minutes from the June 12, 2023, Board Meeting made by Trustee Sellier and seconded by Trustee Clifford. 4 Ayes- Mayor Buckley, Trustee Sellier, Trustee Clifford, and Trustee Kelm. Absent: Trustee Howley.

 

RESOLUTIONS:

Resolution #6:  Authorizes the use of the ARPA covid funding program in the amount of $158,358.49 as lost revenue. Motioned by Trustee Kelm and seconded by Trustee Clifford. 4 Ayes- Mayor Buckley, Trustee Sellier, Trustee Clifford, and Trustee Kelm. Absent: Trustee Howley.

Resolution #7: Authorizes the Village Board of Greenwood Lake to use speed bumps where they view appropriate. Motioned by Trustee Kelm and seconded by Trustee Clifford. 4 Ayes- Mayor Buckley, Trustee Sellier, Trustee Clifford, and Trustee Kelm. Absent: Trustee Howley.

Motioned to adjourn Village Board Meeting by Trustee Sellier at 8:59 pm and seconded by Trustee Clifford. 4 Ayes- Mayor Buckley, Trustee Sellier, Trustee Clifford, and Trustee Kelm. Absent: Trustee Howley.
