Approval of the minutes from the February 21, 2023, meeting Resolutions:

  • Resolution #39: Authorizes the mayor to sign the 2023 IMA with Orange County in regards to stopping DWI’s from March 11, 2023 -January I 1, 2024
  • Resolution #40: Authorizes the adoption of Local Law #1 of2023 authorizing a property tax levy in excess of the limit established in General Municipal Law 3-C
  • Resolution #4I: Authorizes adoption of local law number 2 of 2023, amending chapter 100 Taxation of the code of the Village of Greenwood Lake, Inc. Enacting a Property Tax Exemption for Volunteer Firefighters and Ambulance Workers Pursuant to Section 466-a of the Real Property Tax Law.
  • Resolution #42: Authorizes the adoption of local law number 3 of 2023, in regards to code change of Chapter 120: Zoning, Article XII. Enforcement, Section I20-101 Penalties for Offense in regards to Stop Work Order.
  • Resolution #43: Establishes a fee in the amount of $1000.00 in order for a rescission in regards to a stop work order in pursuant of Village Code Section I20-101 subsection 120-93.
  • Resolution #44: Authorizes the Mayor to sign the IMA between the Village of Greenwood Lake and County of Orange in regards to the Orange County Department of Plannings recommended to reduction of their work load and the applicants that we send over to the county and planning department.

Mayor Jesse Dwyer called to order the Village Board Meeting at 7:32 pm on April 17, 2023, for the Village of Greenwood Lake located at 18 Church Street in Greenwood Lake, NY.

MAYOR’S REPORT

Village Election – March 21, 2023 – Mayor Dwyer spoke about election and how he is not seeking reelection. The election will be for mayor 2 year term, two trustees for a 2 year term, one trustee for a 1 year term and justice for a 4 year term.

Deputy Mayor Kelm – Deputy Mayor Kelm asked for the Village Board to join her and presented Mayor Dwyer with a plaque for his dedication and years of service. Twelve years and one month.

CORRESPONDENCE

Mayor Dwyer stated that we are going to have an expedited meeting. We wanted to make sure that the correspondence makes it into the minutes and is available for anyone who would like to review.  The correspondence is to follow:

VISITING OFFICIAL REPORTS: 

Town Supervisor Michael Sweeton – presented outgoing mayor Jesse Dwyer with a certificate and thanked him for his ten years of service but more importantly for their partnership. Together we did some amazing things for the village and the town itself.  You have been innovative and found great solutions that they did some amazing things for village and town itself.  Worked together to through the years and stated the village will miss him but that they would be in good hands.  Supervisor Sweeton looks forward to the next phase.

Mayor Dwyer thanked Supervisor Michael Sweeton for being an incredible partner and asset to Greenwood Lake.  That when he ran for supervisor, he stated that he would not only support the town but the villages as well.  Supervisor Sweeton has been a great a partner of Greenwood Lake as he served the entire town.

Town Councilman Floyd Deangelo thanked Jesse Dwyer as a resident for his service to the Village of Greenwood Lake and wished him the best of luck.

Town of Warwick Clerk Eileen Astorino wished Mayor Dwyer the best of luck in his next pursuit and looks forward to working with him.

Lake Commissioner Matthew Veth stated it was a pleasure working with Mayor Dwyer and that he has done a great job for the village.

REPORTS OF BOARDS AND DEPARTMENT HEADS

DPW: Ben Astorino

  • DPW worked on plows and sanding for the storms on February 24th  and February 26th, February 28th and March 12th
  • DPW Hauled material to the salt barn and it is completely full.
  • Worked with Phil from Water Department on Linden Avenue and fixed a curb box.
  • DPW is still out filling pot holes with cold mix.
  • Completed repairs on vehicles and all vehicles are up and ready to go.
  • Beach Stage – just have stairs to put on the stage and once that is done the stage will be completed.

Ben Astorino congratulated Mayor Dwyer and stated it was a pleasure working with him and will see him on the other side of the mountain.

POLICE DEPARTMENT: Police Chief Adam Eirand reported in the month of February 2023, the GWL PD handled: COMPLAINTS 1042, ARRESTS 12, TRAFFIC SUMMONSES 163, PARKING SUMMONSES 2, and MOTOR VEHICLE ACCIDENTS 2.

  • DASNY Grant – Commitment letter from Village needed to fund.
  • Greenwood Lake Little League – Opening day is Saturday, April 22 – As a reminder the parade will stop of at 0900 hrs. on Windermere by Chase bank and end at Lions field for their opening day ceremony.
  • Greenwood Lake Fire Department Centennial Parade/Celebration – May 13, 2023 – Expect morning congestion on Windermere Ave and Waterstone Road due to road closures.

Chief Eirand spoke to Mayor Dwyer and stated as your final term is about to come to an end with the Village of Greenwood Lake, I wanted to give you a sincere thank you.  It has always been a pleasure to work with you.  It is very clear that you love our village and that you take your role very seriously. You sacrificed more than people will ever know in your service to your community. You deeply care for your employees and do what you can to make it a better place.  You are leaving the Village of Greenwood Lake a better place than you found it. Words could never describe how grateful we are for your unequivocable support and leadership. On behalf of the Village of Greenwood Lake Police department we want to thank you and that we will always have your back. Congratulations.

Resident Pat Olsen asked when the Greenwood Lake PBA Easter Egg Hunt would be?

Chief Eirand responded April 8th at 10 am Ben Winstanley Park.

Mayor Dwyer thanked the Chief not only as a chief but as on officer who worked his way through the ranks for his kind words and support. The Village is in good hands with you as chief.

WATER DEPARTMENT- Phil Landru: For the month of February, he was going to forego his report.

Phil stated he would like to say a few words to Mayor Dwyer.  I wanted to thank you as it has been an honor to work for and with you not only as a mayor but a friend.

Mayor Dwyer stated that it is always funny because if I call Phil his blood pressure rises and if Phil calls me my blood pressure rises as it usually is not a good call.  Either there is a water main break or brown water.  Mayor Dwyer stated he looks forward to in 11 days that he can call and they can talk about golf or jujitsu.

Mayor Dwyer recognized Just DeAngelo and Building inspector Ed Mateo and thanked them for coming.

COMMISSION REPORTS

Trustees forgo their monthly reports.

Trustee Clifford thanked Mayor Dwyer for everything and was happy for the opportunity as trustee.

Mayor Dwyer stated that it was his pleasure and that Trustee Clifford has done a great job and was happy to give her the opportunity.

OLD BUSINESS

Public Hearings: There were three public hearings tonight prior to the meeting.

·       First one was on Tax Cap Override which is a formality.

·       Second one was First Responder Property Tax Relief Program that will provide local first responders both fire and EMS workers within our community to apply for a tax relief it they meet certain qualifications.  Such as residency requirements as well as LOSAP requirements which are standards that are set by NY state. We will provide this information to our first responders and guide them in the process to apply for property

·       Third public hearing was on Stop Work Order Code where there was a deficiency. Time to make the code much clearer and put some teeth in that aspect.

Pat Olsen: Previous Village Clerk stated that is was a pleasure to work with Mayor Dwyer and the village board for the 10 plus years.  That there was a great team up there and that they did a great job together. She knows that you will do a wonderful job in Warwick.

APPROVAL TO PAY ALL AUDITED BILLS:

Motion to approve all audited bills made by Trustee Kelm and seconded by Trustee Clifford. 4 Ayes- Trustee Sellier, Trustee Howley, Trustee Clifford and Trustee Kelm.

Mayor Dwyer stated the following:

  • As many of you know, earlier this year I chose not to run for a 6th term as Mayor and I am instead running to be the next Town of Warwick Supervisor. Therefore, this will be my last Village Board meeting serving as our Village’s Mayor.
  • I began my journey on this Village Board just over 13 years ago after being appointed as a Village Trustee. I quickly saw that our Village was not heading in a sustainable and inclusive direction so I decided to run for Mayor as a 27-year-old kid. With the support and belief from so many, I became the youngest Mayor elected in Village history. Since then, I have had the distinct honor to work with so many partners both within and outside of our local government. Not only have we accomplished so many great things for our Village, we created an inclusive government that represents all sectors within our community.
  • I just want to take a moment to highlight some of the many things we as a Board, our Administration and Staff, have accomplished as a team:
  • We’ve secured over $5 million in grant money that has supported:
  • Cleaning up our lake
  • Opening a stand-alone teen center and community center for the kids and local organizations in and around GWL
    • We created new parks and a passive boat launch on our north arm
    • Upgraded safety equipment in our police department and found grant money to help purchase a new ambulance for the Volunteer Ambulance Corp
    • Upgrading our municipal buildings and senior center into fully handicap accessible facilities
    • Upgrading, fixing and installing new sidewalks all throughout the village
    • And we’ve secured grant funding to tackle the challenges within municipal drinking water system to keep fees low and plan for the future
  • We’ve worked hard to keep taxes low and maintain the services and expectations our residents rely on.
  • We’ve run a transparent government that we can all be proud of.
  • I want to be clear – We are not here because of one person. It truly took a Village to move us into the next decade and bring us where we are today. I am so thankful to so many for everything they’ve done for our Village.
  • First and foremost I’d like to thank our Village Board, Village Clerk and Village Attorney John. We’ve worked so well as a team to run our local government. You’ve proven yourselves to be incredibly dedicated, knowledgeable and committed. And although I know that what we’ve done over the past decade can never be duplicated, this Board, our staff and a new Mayor will undoubtedly carry our Village toward continued success, innovation and prosperity. Matt – I know you will do well and I look forward to supporting you, and our village board, any way that I can. And to my Deputy Mayor Kelli – I’d like to share a quick story – Not friends.
  • Thanked Staff: Clerk Kathy, Deputy Clerk Holly, Eddie, John, Donna, Chief Adam Eirand, Building Inspector Ed Mateo, Danielle, our Court Clerks Kathy and Robin and of course Phil who has the toughest job out of all of us.
  • Past staff: Pat, Beth and Hansen you took me as a young mayor and gave me the knowledge and support you gave to me for 9 years we worked together.
  • Other partners: Floyd – attending every single meeting and keeping us in check as a Town Councilman and on the Lake Commission. Your commitment is second to none.
  • I’d like to thank the Warwick Town Board, in particular, Mike Sweeton for his partnership and support over the years. Mike has proven himself to be a true asset to Greenwood Lake as he ran the Town of Warwick and together
  • Thank you to Ben Astorino – DPW Commissioner. Truly cares about GWL and gives his all for the job. It’s been a pleasure working with you and your team over the years.
  • Thank all the business owners, organizations and volunteers who made GWL what it is today. The Mayor and the Village Board tend to get a lot of the spotlight both when things go well, and when they go bad. But the business owners, organizations and local volunteers really deserve all the credit for our success over this past decade. You’ve been amazing partners and we couldn’t have done it without you.
  • Lastly and most importantly, I want to thank my wife, Colleen. It’s not easy raising a family when you’re always in the spotlight. And as difficult as times would get, she was always by my side with both supportive and critical advice. I became a Village Trustee shortly after Emma was born and Joseph’s entire left has been spent with me being the mayor. I bet his teachers are waiting for the moment when he gets in trouble and can no longer pull the “My dad’s the Mayor” card.
  • Overall, it has been an incredible ten years. It has been an honor of a lifetime to serve the community where I grew up and where my wife and I are raising our kids today. Being Mayor has provided me the opportunity to shape our Village in ways a young kid could have only dreamed of. I wouldn’t change a thing over the past 10 years but I can say – I am very much looking forward to the next 9 months where I will not hold elected office before starting my next journey as our Town Supervisor.
