MAYOR DWYER STATED THIS IS THE TIME OF YEAR WHERE WE DECLARE THE CITIZEN OF THE YEAR. OVER THE YEARS THAT I HAVE BEEN MAYOR, AND TRUSTEE BEFORE THAT,AND I HAVE BEEN FORTUNATE TO WORK ALONGSIDE GREAT CITIZENS OF THE COMMUNITY. THOSE THAT ARE SELFLESSAND ALWAYS STAND READY TO HELP. IN SOME CASES, THESE CITIZENS COME IN THE FORM OF PARENTS, OFFICERS, TROOP LEADERS AND BUSINESS OWNERS. THE VILLAGE BOARD HAS AGREED THAT THIS BUSINESS OWNER HAS GONE ABOVE AND BEYOND IN THE YEARS THEY HAVE HAD A BUSINESS IN OUR COMMUNITY. THE FINK FAMILY, OWNERS OF TRUE VALUE, HAVE PROVEN THEMSELVES A VITAL PART OF OUR COMMUNITY. THEIR BUSINESS IS KNOWN FOR ITS GREAT SERVICE AND RELIABLE STAFF. THEY HELP OUT WITH THE SCOUTS, THE ELKS, THE LEGION, THE LIONS AND COUNTLESS OTHERS. EVERY EAGLE SCOUT PROJECT THAT I KNOW OF FROM THE LAST FIVE YEARS HAS BEEN BUILT WITH DONATED SUPPLIES FROM TRUE VALUE. WIITHOUT QUESTION, BERNIE AND HIS FAMILY HAVE PROVEN TO SUPPORT GREENWOOD LAKE, SO THEREFORE BE IT KNOWN THAT I DO HEREBY DECLARE BERNIE FINK AND FAMILY AS THE CITIZENS OF THE YEAR.

 

MAYOR DWYER PRESENTED THE FAMILY WITH A PLAQUE DECLARING THEM CITIZEN’S OF THE YEAR.

 

TRUSTEE SELLIER ALSO PRESENTED THEM WITH THE BANNER FOR THE DOG PARK.

 

MAYOR DWYER STATED WE HAVE RECEIVED A LETTER FROM COMMUNITY DEVELOPMENT BLOCK GRANT SAYING WE ARE RECEIVING $35,000 GRANT FOR THE SENIOR CENTER, $40,000 FOR THE ELKS TO UPGRADE BATHROOMS TO HANDICAP ACCESSIBLE.

TOWN COUNCILMAN FLOYD DEANGELO – AS A VILLAGE RESIDENT I WOULD LIKE TO THANK YOU FOR THE SIDEWALK CONSTRUCTION IN THE VILLAGE. I HOPE YOU WILL CONTINUE THAT. I WANT TO WISH EVERYONE A MERRY CHRISTMAS AND A HAPPY AND PROSPEROUS NEW YEAR.

POLICE – REPORTED BY CHIEF HANSEN

 

FOR THE MONTH OF NOVEMBER, THE POLICE DEPARTMENT HANDLED 913 COMPLAINTS. WE MADE 18 ARRESTS, ISSUED 56 TRAFFIC TICKETS, 3 PARKING TICKETS, INVESTIGATED 9 MOTOR VEHICLE ACCIDENTS AND 1 NAVIGATION COMPLAINT.

 

MAYOR DWYER STATED IT LOOKS LIKE THE LAKE IS STARTING TO FREEZE. WE WANT TO POINT OUT THAT NO ICE IS SAFE ICE. WE WANT TO PROMOTE RECREATION, BUT RIGHT NOW IT IS NOT SAFE.

FOR THE MONTH OF NOVEMBER, THE COURT OPENED 80 CASES AND CLOSED 104. WE ARE STILL WAITING ON OUR JUSTICE GRANT WE APPLIED FOR. WE SHOULD HEAR IN ANOTHER MONTH OR SO. HAPPY HOLIDAYS TO EVERYONE.

SCHOOL – THEY STARTED A NEW THING ON HALF DAYS CALLED EXPLORATION. THE STUDENTS CAN USE THE ESCAPE ROOM. I WANT TO THANK THEM FOR HELPING US OUT WITH THE WATER MAIN BREAK BY PUTTING IT ON THEIR SIGNS FOR ALL TO SEE.

 

LIBRARY – THEY ARE NOW OFFERING ACCESS TO THE NEW YORK TIMES ON YOUR LIBRARY CARD.

 

RECREATION – THE GWL SOCCER CLUB WILL BE HOLDING ITS ANNUAL INDOOR TOURNAMENT JANUARY 6TH AND 7TH AT THE GREENWOOD LAKE MIDDLE SCHOOL. COME DOWN AND SUPPORT THE TEAMS.

 

MERRY CHRISTMAS AND A HAPPY AND HEALTHY NEW YEAR.

 

TRUSTEE HOWLEY REPORT

 

WATER – WE HAD A MINOR WATER MAIN BREAK TODAY THAT SHOULD BE WRAPPED UP. ON BEHALF OF THE VILLAGE BOARD, I WANT TO THANK EVERYONE FOR THEIR EFFORTS TO CONSERVE WATER WHILE WE WERE HAVING THE HUGE WATER MAIN BREAK AT LIONS FIELD A FEW WEEKS AGO. IT COULD HAVE BEEN A CATASTROPHE BUT THERE WAS VERY LITTLE DISRUPTION TO PEOPLE. WE ARE UP AND RUNNING NOW.

 

DEPUTY MAYOR KELM

 

SENIORS – THEY HAD A TRICKY TRAY AND TOOK A TRIP TO MOUNT AIRY LODGE IN NOVEMBER. ON DEC 13TH WAS THEIR CHRISTMAS PARTY AT THE ELKS WITH LIVE MUSIC. EVERY WEDNESDAY THERE IS LUNCH FOR THE SENIORS AT NOON SPONSORED BY THE ORANGE COUNTY OFFICE OF THE AGING. EVERY TUESDAY AND THURSDAY THERE IS YOGA AND ZUMBA.

 

FUNDRAISERS – OVER THE PAST COUPLE OF WEEKS THERE HAVE BEEN TWO FUNDRAISERS FOR A FAMILY IN NEED. ONE AT THE LEGION AND THE IRISH WHISPER DID A SANTACON FOR THE SAME FAMILY. I’D LIKE TO THANK MAUREEN AND JOE ANTHONY FOR SETTING THIS UP. I WOULD ALSO LIKE TO THANK THE IRISH WHISPER, MURPHYS, DOC’S, THE HELM, EMERALD POINT, THE RAINBOW AND THE ELKS AND GREENWOOD LAKE TAXI. IT WAS A GREAT EVENT.

BUILDING – IN NOVEMBER THE BUILDING DEPARTMENT TOOK IN ABOUT $4500.00 THEY HAD 12 ABSTRACT FEES, 1 FIRE INSPECTION, 2 RENTAL INSPECTIONS, 13 BUILDING PERMITS, 1 FINE FOR BUILDING WITHOUT A PERMIT, 2 COURT FINES, 2 PERMIT RENEWALS, 2 RENTAL REGISTRATIONS, 1 SEPTIC REPAIR.

 

PLANNING BOARD – THEY MET IN NOVEMBER WITH TWO APPLICANTS. THE FIRST ONE WAS A 2 STORY ADDITION, WHICH WAS GRANTED. THE SECOND WAS ALSO GRANTED.

 

THE ZBA DID NOT MEET. AS PRESIDENT OF THE BARK PARK I WANT TO THANK BERNIE FINK FOR BUILDING OUT THE BARK PARK AND HELPING TO MAINTAIN IT.

MAYOR DWYER – THE GARBAGE COMPANY HAS STOPPED PICKING UP LEAF BAGS AS OF DECEMBER 1ST. IF YOU STILL HAVE SOME PLEASE CALL VILLAGE HALL AND WE WILL ASK THE DPW TO COME AROUND AND PICK THEM UP.

 

OLD BUSINESS

 

WINDERMERE AVE SIDEWALKS – MAYOR DWYER STATED THEY ARE MAKING GREAT PROGRESS. WE HAVE STOPPED FOR THE WINTER AND WILL PICK UP IN THE SPRING. WE WILL GO AS FAR AS WE CAN WITH THE FUNDING AVAILABLE AND IT COULD TAKE THREE OR FOUR YEARS TO COMPLETE.

 

WATERSTONE ROAD SIDEWALKS – THIS PROJECT IS ALMOST COMPLETE. THEY ARE INSTALLING HAND RAILS RIGHT NOW. THEY HAVE TO PUT WHITE STRIPE IN FRONT OF CROSSWALKS AND THEN WE WILL DO A WALK THROUGH.   THIS PROJECT WAS PAID FOR THROUGH A STATE GRANT FROM SENATOR JOHN BONACIC. WE WILL BRING HIM DOWN IN THE SPRING.   THE DOUBLE YELLOW LINE WILL ALSO BE FIXED EVENTUALLY.

 

NEW WELL – WE ARE MAKING GREAT PROGRESS. WITH THE MAJOR WATER LEAK THAT WE HAD WAS BROUGHT TO THE ATTENTION OF THE DEC AND THEY ISSUED A WELL BORING PERMIT TO ALLOW US TO DETERMINE WHERE WE WILL DRAW THE WELL FROM AND WHAT DEPTH. WE STARTED THE FIRST BORING TODAY AND WE HAVE TO DO TWO. ONCE THEY ARE DONE WE CAN GET A BETTER PRICE ESTIMATE. WE WILL KEEP EVERYONE POSTED ON THAT.

 

WE DID HAVE A MAJOR WATER MAIN BREAK JUST BELOW OUR WATER TOWERS ON DPW PROPERTY. WE BROUGHT IN LEAK DETECTION COMPANIES AND IT TOOK A TOTAL OF THREE DIFFERENT COMPANIES TO FIND THE LEAK WHICH WAS BURIED UNDER 50 FEET OF BRUSH, LEAVES, AND DIRT UNDER WHERE THERE WAS A PROPOSED SOCCER FIELD YEARS AGO. THE 80-YEAR-OLD CAST IRON WATER MAIN BURST. WE WERE LOSING AN ENORMOUS AMOUNT OF WATER. WE HAD TO MAKE A DECISION TO EITHER EXCAVATE 50 FEET WHICH WOULD BE A TREMENDOUS COST. WE DECIDED NOT TO DO THAT AND WE RAN 600 FEET OF NEW WATER MAIN TO GO AROUND IT. A LOT OF VALVES DIDN’T WORK TO ISOLATE IT. WE INSTALLED THE NEW LINE AND SHORT OF MINOR WATER RESTRICTIONS, NO WATER QUALITY WAS AFFECTED. THE COMPANY THAT CAME IN HASN’T PRESENTED US WITH A BILL YET, TAM ENTERPRISES. THEY DO HAVE THE COUNTY BID SO WE DIDN’T HAVE TO GO OUT TO BID, AND THEY ESTIMATED BETWEEN $200,000 AND 250,000. IT WAS AN EMERGENCY SITUATION AND THEY WERE ABLE TO DO THE WORK. WE HAD AN EMERGENCY BOARD MEETING AND AWARDED THEM THE CONTRACT. THEY DID A WONDERFUL JOB AND HAD THE RESOURCES NECESSARY TO COMPLETE THE JOB.   IF YOU LOOK AT OUR INFRASTRUCTURE, IT IS BASICALLY CAST-IRON PIPE THAT HAS BEEN UNDERGOUND FOR OVER 80 YEARS. ITS SEEN A LOT OF GROWTH OVER THE YEARS AND IT IS REALLY ONLY A MATTER OF TIME. WE HAVE PUT EFC FUNDING UNDER OUR NEW BUSINESS. THEY OFFER 0 OR LOW PERCENTAGE LOANS.   WITH THE NEXT MONTH HOEPFULLY WE WILL HAVE A NEW WELL.

 

AIRBNB – MAYOR DWYER STATED ATTORNEY BUCKHEIT PUT TOGETHER A DRAFT OF A PROPOSED LAW THAT ADDRESSES EVERYTHING WE HAVE DISCUSSED AT BOARD MEETINGS AND IN EMAILS. ITS BEEN DISTRIBUTED TO THE BOARD MEMBERS WHO WILL REVIEW IT IN CONSULTATION WITH OUR BUIDING INSPECTOR AND THEN IF THERE IS ANYTHING MISSED IT WILL BE BROUGHT TO OUR ATTENTION AND WE WILL MAKE SURE IT IS ADDRESSED AND BE READY TO DISCUSS IT AT THE NEXT BOARD MEETIBG. WE WILL THEN TAKE PUBLIC COMMENTS AND SCHEDULE A PUBLIC HEARING. AT THAT TIME IF WE ARE HAPPY WITH IT AFTER THE PUBLIC HEARING WE CAN VOTE ON IT. WE WILL BE SHARING IT WITH THE TOWN BOARD, THE PLANNING BOARD, COUNTY PLANNING DEPARTMENT, ETC. IT WLL BE AVAILABLE ONLINE. WHEN WE GO INTO PRIVILEGE OF THE FLOORD IF YOUHAVE SOMETHING NEW TO ADD TO THE CONVERSATION BY ALL MEANS SPEAK UP, BUT IF YOU JUST WANT TO REITERATE SOMETHING ALREADY SAID, PLEASE DO NOT DO SO TONIGHT, THE BOARD HASN’T EVEN HAD A CHANCE TO LOOK AT THE DRAFT, THEY JUST RECEIVED IT TONIGHT.

WE ALL KNOW THIS CAN HAPPEN AND WE WANT TO BE AS PROACTIVE AS POSSIBLE WITHIN BUDGET CONSTRAINTS. WE NEED A LONG-TERM PLAN TO UPGRADE.
