TOWN SUPERVISOR MIKE SWEETON – WE ARE WAITING ON A CLOSING FOR THE LAST PIECE OF PROPERTY OVER BY THE OLD PRISON.  WE HAVE A CONTRACT WITH A HEMP/CANNABIS DISTRIBUTOR.  WE ARE TRYING TO GET THE KUTZ CAMP POOLS OPEN BUT HAD A LITTLE SNAG, SO HOPEFULLY BY THE END OF THE MONTH.  YOU ARE DOING A GREAT JOB RUNNING THE BEACH.

WE’VE BEEN BUSY.  WE ARE LOOKING FOR PARTS FOR THE WATER FOUNTAIN.  WE’VE BEEN PAVING, SWEEPING, ETC. 

 

POLICE- MAYOR DWYER STATED THEY ARE BUSY AT AN INCIDENT AT THE MOMENT. 

 

WATER – REPORTED BY PHIL LANDRU

 

FOR THE MONTH OF JULY, THE DEPARTMENT HAS BEEN CONDUCTING ITS USUAL OPERATIONS.  COMING THROUGH THE HOLIDAY WEEKEND WHICH IS TYPICALLY THE HIGHEST WATER USAGE WEEKEND OF THE YEAR WITH RELATIVE EASE.  WE RAN INTO A PROBLEM WITH A CHEMICAL DELIVERY COMING IN WITH A VERY LOW STRENGH OF SOLUTION, CAUSING US TO HAVE TO USE HIIGHER DOSAGE RAES TO ACHIEVE OXIDATION AND REMOVAL OF IRON AN MANGANAESE.  OUR CHEMICAL SUPPLIER REPRESENTATIVE WAS HERE FFRIDAY TO TAKE A SAMPLE OF THEIR CHEMICAL BACK FOR TESTING AND WE ARE WAIAITNG TO HEAR THE RESULTS. 

 

IN OUR EFFORTS TO ELIMINATE EVERY POTENTIAL FACTOR THAT COULD LEND ITSELF TO LESS THAN IDEAL FINISHED IRON AND MANGANESE RESULTS IN OUR DAILY TESTING.  WE SERVICED AND BEBUILT THE TWO PRE -TREATMENT CHEMICAL FEED PUMPS THAT HANDLE THE OXIDATION AND REMOVAL OF THESE TWO MINERALS THAT EXIST IN OUR RAW WATER SOURCES.  WE ARE WAITING FOR THE LEAD AND COPPER RESULTS THAT WERE TAKEN LAT MONTH.  WE HAVE BEEN IN COMPLIANCE FOR THE LAST TWO ROUNDS OF TESTING AND HOPEFULLY WILL CONTINUE TO DO SO AND NO LONGER BE REQUIRED TO SAMPLE AND TEST EVERY SIX MONTHS. 

 

MAYOR DWYER STATED PHIL AND I CONTACTED THE COMPANY AND HAD THEM COME INTO TO TEST IT. 

 

MAYOR DWYER STATED WE ARE ALWAYS LOOKING FOR A NEW WELL SITE.   WHY HAVEN’T WE LOOKED AT USING THE LAKE?

 

PHIL STATED ITS HARD TO GET IT TO THE TREATMENT PLANT.  THE LAST TIME WE LOOKED IT WAS OVER $1 MILLION. 

 

TRUSTEE HOLDER REPORT – THE SCHOOL BOARD MEMBERS WERE SWORN IN LAST MONTH AND THEY ACCEPTED THE RESIDENATION OF THE MIDDLE SCHOOL PRINCIPAL.  THEY ARE PUTTING TOGETHER A COMMITTEE TO INTERVIEW NEW HIRES.  THE COMMITTEE WILL HAVE A PARENT, STUDENT, TEACHER AND THEN ADMINISTRATION MEMBERS ON IT THAT WILL MAKE RECOMMENDATIONS.    SOCCER REGISTRATION IS STILL OPEN BUT IT WILL BE CLOSING SOON.  CHECK THE WEBSITES FOR REGISTRATION INFORMATION.  THE GWL CHAMBER HAD A SOIREE AT THE TOWN BEACH THAT WAS VERY WELL ATTENDED.  THE BEACH WAS TRANSFORMED AND THE FOOD WAS AWESOME. 

 

TRUSTEE HOWLEY REPORT – THE POLICE DEPARTMENT DID A GREAT JOB ON JULY 4TH WITH THE PARADE AND FIREWORKS.  WE HAVE HAD A LITTLE MOVEMENT WITH PART TIME PERSONNEL SO WE WILL BE ADVERTISING FOR PART TIME HELP. 

 

I WANT TO THANK BILL ROE FOR HIS HELP AT THE BEACH.  EVERYTHING IS GOING SMOOTH.  PERSONNEL DOWN THERE ARE GREAT, NO COMPLAINTS.  PAT AND BETH AND REBECCA WHO HANDLED MAKING LAL OF THE PASSES. 

 

TRUSTEE SELLIER REPORT – THE BUILDING DEPARTMENT HAD A BUSY MONTH TAKING IN $9376.00, WITH A LOT OF BUILDING PERMITS AND CO’S BEING ISSUED.  WE ARE SEEING THEIR REVENUE GOING UP.  THE PLANNING BOARD MET WITH ONE APPLICANT, A CONTINUING APPLICATION AND THE APPLICANT DIDN’T SHOW UP SO IT IS STILL CONTINUING.  THE ZONING BOARD DIDN’T MEET.    THE COMMUNITY GARDEN ON POPLAR STREET IS CONTINUING WITH WORK TO STILL BE DONE. 

 

ATTORNEY BUCKHEIT REPORT – AS USUAL MY REPORT IS CONFIDENTIAL BUT I WILL ANSWER QUESTIONS.   I ATTENDED EVENTS ON BEHALF OF THE VILLAGE, INCLUDING CHAMBER SOIREE, WEST POINT FLAG FOOTBALL , KARL BRANBEN EVENT.

 

VILLAGE CLERL PAT OLSEN REPORT – WE ARE NOW IN THE SECOND MONTH OF TAX COLLECTION WITH 5% PENALTY NOW DUE.   IT WILL GO TO 6% IN AUGUST AND WE WILL BE DOING WATER BILLING IN SEPTEMBER.  WE ARE DOING WELL WITH OUR LEAF PICKUP WHICH IS CURRENTLY ON TUESDAYS AND PICKED UP BY DPW   ANY QUESTIONS PLEASE GIVE US A CALL.

WATER DEPT – MAYOR DWYER STATED WATER AND POLICE ARE THE TWO MOST VITAL SERVICES THAT WE PROVIDE TO OUR RESIDENTS.

 

2021 PAVING COMPLETED – WE PAVED MANY ROADS THIS YEAR, THE ORCHARD SECTION

 

AND WATERSTONE ROAD.  WE WILL CONTINUE THROUGH THE VILLAGE EVERY YEAR.

 

MORAHAN WATERFRONT PARK – WE APPRECIATE ALL THE HARD WORK TRUSTEE HOWLEY HAS DONE, COORDINATING WITH WARWICK FOR THE TAKEOVER AND THE PERSONNEL DOWN AT THE BEACH.  OF COURSE, WE ALSO APPRECIATE THE CLERKS OFFICE TAKING OVER MAKING THE PASSES, AND ANSWERING THE QUESTIONS.

 

RT 17A SPEED LIMIT – MAYOR DWYER STATED WE PETITIONED THE STATE TO CHANGE THE SPEED LIMIT GOING UP THE MOUNTAIN TOWARDS WARWICK TO 30 MPH UNTIL YOU REACH THE END OF THE VILLAGE LINE.  RIGHT NOW IT IS 55.  THEY SAID IT SHOULD BE CHANGED WITHIN TWO WEEKS.  THIS WAY EVERY ROAD IN THE VILLAGE IS AT MOST 30 MPH.  ITS NOW A RESIDENTIAL AREA AND THERE HAVE BEEN SEVERAL ACCIDENTS.

THEY HAVE TO GET A BUILDING PERMIT, A DEC PERMIT AND WE ARE WORKING ON THE PROCESS SO THAT YOU CAN GET THE PERMIT A LITTLE BIT EASIER. IT IS A CONSOLIDATED PERMIT WORKING WITH DEC ON THAT. 2021 RECYCLING BENCHMARKING AND OUTREACH. WE MENTIONED MONTHS AGO THAT WE THE RISING COST OF RECYCLING AND SANITATION WE LOOKED AT OPTIONS ON WHAT WE CAN DO TO BRING DOWN THE COST AND WE CAME UP WITH BENCHMARKING DATA ON THE RECYCLING AND THEN WE WILL HAVE A BETTER IDEA IF WE ARE DOING A BETTER JOB AT RECYCLING. THEN WE COULD DO A MORE EFFECTIVE RECYCLING AND REDUCE OUR WASTE IN THE VILLAGE OF GREENWOOD LAKE THEN WE COULD OVERALL GARBAGE COST GO DOWN. SO WE ARE GOING TO TAKE ON A VERY AGGRESSIVE RECYCLING CAMPAIGN IN THE VILLAGE OF GREENWOOD LAKE SO OUR COMMUNITY WILL HAVE MORE EFFECTIVE WAYS TO RECYCLE AND EFFECTIVE WAYS OF GARBAGE AND WILL UNTIMATELY REDUCE OUR COST AS A MUNICIPALITY. IN THE NEXT COUPLE OF WEEKS YOU WILL SEE NEWSPAPER ADS, FACEBOOK ADS AND RE-EDUCATION FOR PEOPLE ON HOW TO MORE EFFECTIVELY RECYCLE. I DON’T THINK WE HAVE DONE IT IN YEARS. I THINK THE FACT THE IT COST TOO MUCH MORE MONEY NOW A DAYS. WE IN THE VILLAGE RECYCLE AT A RATE OF 21% AND THE NATIONAL AVERAGE IS 34% SO I KNOW WE CAN DO MUCH BETTER AND WE NEED TO KNOW THE PROPER TECHNICS TO DO IT.

 

NEW BUSINESS

 

BENEMARKING AND MONITIORING OUR ENERGY CONSUMPTIONS IN THE BUILDINGS AND STREET LIGHTS. WE HAVE UPGRADED ALMOST 50% OF OUR STREET LIGHTS TO LED AND HAVE SAVED MONEY ON ENERGY COST. WE RECENTLY FOUND OUT THAT ONCE YOU REACH OVER THE 50% THRESHOLD FOR STREET LIGHT UPGRADES THERE ARE GRANT OPPORTUNITIES.  SO THE VILLAGE BOARD IS TAKING ON MANY OPPORTUNITIES ON SAVING FOR THE TAXPAYERS. WE WILL CONTINUE TO LOOK FOR OPPORTUNIITES TO ALWAYS IMPROVE.

 

2022 FIRWORKS PLAN-TRUSTEE HOWLEY AND I MET WITH LT. EIRAND TO GET A RECAP AND A PLAN AND EVENTS THAT WENT WRONG OR RIGHT. IT WAS INCREDICIBLE THE NUMBER OF PEOPLE WHO CAME HERE. IT WAS THE PERFECT STORM, IT WAS ON 4TH OF JULY WHICH BROUGHT EXTRA PEOPLE, MOST PEOPLE HAD THE NEXT DAY OFF. WEST MILFOR CANCELLED THEIR FIREWORKS, MONROE CANCELLED THEIRS WE WERE THE ONLY SHOW IN THE REGION WITH A SHOW ON JULY 4TH AND WE HAD RECORDS NUMBERS OF PEOPLE. SHOULDER TO SHOULDER ON THE ROAD. THE POLICE DID AN INCREDIBILE JOB WE HAD SUPPORT FROM THE TOWN OF WARWICK, OC SHERIFF AND WE DID EVERYTHING POSSIBLE WE COULD DO. BUT THE NUMBERS WHERE A LOT. WE HAVE COME UP WITH A PLAN AND NEW STRAGETIGES FOR NEXT YEAR THERE WILL BE NO PARKING IN THE PARK OR INTO OR AROUND GREENWOOD PARK OR WINDERMERE PARK AND WE WILL OFFER SHUTTLE SERVICE. FOOD SERVICE AT THE BEACH-WE HAVE VENDING MACHINES AND WE HAVE A FRUIT TRUCK AT THE PARK AND ARE OPENING UP TO FOOD VENDORS AND OPEN IT UP AND HELP THE VILLAGE KEEP THE PARK RESIDENTS ONLY. WE INCOURAGED THE TOWN TO MAKE IT A TOWN RESIDENT PARK ONLY AND IN ORDER TO DO THAT WE NEED TO GET THE REVENUE AND THE RESIDENTS WANT IT THAT WAY, BUT WE HAVE TO SUSTAIN THE PARK FINANCIALLY. SO WE ARE THINKING OF IDEAS AND WAYS TO KEEP IT RESIDENTS ONLY. SO WE WILL START WITH ONLY ONE FOOD VENDOR AT ONE TIME AND ROTATE.

 

EVENTS: 9/19 MID HUDSON ST. PATRICKS PARADE. I MET WITH TRUSTEE HOLDER AND SOME OTHERS TO GET IT PLANNED OUT. VERY EXCITED AND NERVOUS AT SAME TIME. I FOUND THAT WE HAVE VERY PATIENT PEOPLE IN GWL AND THEY ARE EXCITED TO TRY NEW FOR A LITTLE INCONVENIENCE. THE PARADE WILL BE AN INCONVENIENCE FOR A SHORT FEW HOURS AND ENJOY THE PARADE. OTHER EVENTS TRUSTEE HOLDER WORKED HARD TO GET THE BANDS AND SCHEDULE EVERYONE AND SOME GUYS AND A BROAD THE BIGGEST BAND OF THE YEAR WAS RAINED OUT AND RESCHEDULED TILL 8/13. EVERYTIME WE CANCEL A CONCERT DO TO RAIN WE SIT AROUND HOPING IT RAINS BECAUSE IT IS A VERY DIFFICULT TO CANCEL IT.

MAYOR DWYER NOTED THERE ARE NO BUDGET AMENDMENTS OR TRANSFERS THE NEXT MEETNG WILL BE AUGUST 16TH 7:30PM PRECEEDED BY 6:30PM WORKSHOP. WE WILL ANNOUNCE IF WE ARE GOING TO HAVE THE CONTINUATION OF THE PUBLIC HEARING WE WILL KEEP IT OPEN ON RETAIL SALES.
