LETTER FROM THE GREENWOOD LAKE FIRE DISTRICT – IN REGARDS TO DISPATCHING AND IT READS:

 

I AM WRITING IN REGARDS OF DISPATCHING AT THE GREENWOOD LAKE POLICE DEPT AND ORANGE COUNTY 911. ONCE EFFECTIVE, BOTH AGENCIES WILL BE DISPATCHING FIRE CALLS. WHICH EVER AGENCY RECEIVED THE CALL FIRST, THAT AGENCY WILL DISPATCH THE GREENWOOD LAKE FIRE DEPARTMENT TO THE INCIDENT. GREENWOOD LAKE POLICE DEPT WILL STILL HANDLE TIMES, RUN SHEETS, AND FAXING OVER THE RUN SHEET TO THE FIREHOUSE. I WILL NOTIFY YOUR AGENCY OF THE EFFECTIVE DATE OF CHANGE OVER. WE ARE HOPING SPRING ARRIVES SOON. WE HAVE BEEN OUT AND ABOUT. WE CLEANED OUT A DITCH ON RUMSEY ROAD, WE CLEANED OUT A CATCH BASIN AND WILL BE OUT VACUUMING THEM AS SOON AS WEATHER PERMITS. WE HAVE A FULL BARN OF SALT AND SAND MIX. WE HAD A FEW TREES COME DOWN DURING THE LAST COUPLE OF STORMS THAT WE CLEANED UP. WE PATCHED POT HOLES WITH COLD PATCH. WE HAD STORMS ON THE 2ND, 7TH 8TH, 14TH, AND WEDNESDAY LOKS LIKE ANOTHER ONE. EQUIPMENT IS HOLDING UP OKAY. WE REPLACED A FEW MAILBOXES. WITH ALL THIS HEAVY SNOW WHEN YOU MOVE IT, ITS VERY HEAVY AND KNOCKS THINGS OVER, MORE SO THAN THE PLOWS. THERE IS SOME STORM DAMAGE OUT THERE, AND WE WILL REPAIR IT IN THE SPRING.

 

MAYOR DWYER – THEY HAVE BEEN BIG STORMS AND THE DPW HAS DONE A GREAT JOB.

 

BEN ASTORNINO – WHEN THE SNOW FALLS THAT QUICKLY ITS IMPOSSIBLE TO KEEP UP WITH IT.

FOR THE MONTH OF FEBRUARY, WE HANDLED 1585 COMPLAINTS, MADE 17 ARRESTS, ISSUED 93 TRAFFIC TICKETS, 6 PARKING TICKETS AND INVESTIGATED 7 MOTOR VEHICLE ACCIDENTS.

LAST MONTH WE OPENED UP   91 CASES AND CLOSED 156 CASES. WE ORDERED SOME NEW FURNITURE THAT HAS ARRIVED.   WE HAVE EXTRA CHAIRS AVAILABLE IF ANYONE WANTS THEM.

 

WATER            REPORTED BY:            PHIL LANDRU

 

WE HAVE HAD A QUIET MONTH. WATER METERS HAVE ALL BEEN READ AND SUBMITTED FOR BILLING. WE HAVE BEEN BUSY KEEPING THE VILLAGE IN COMPLIANCE WITH OUR DAILY, WEEKLY AND MONTHLY SAMPLING, TESTING AND REPORTING. WE ARE WORKING ON OUR WATER WITHDRAWAL REPORT TO BE SUBMITTED TO THE DEC BY THE END OF THIS MONTH. WE WILL TAKE ANOTHER ROUND OF LEAD & COPER SAMPLES BEFORE JUNE 30TH.

 

WE REPLACED A FAULTY LEVEL TRANSMITTER AT THE PLANT AND SINCE THE RECENT WELL TREATMENTS, THE PLANT HAS BEEN EASILY KEEPING OUR STORAGE TANKS FULL AT 215 GALLONS PER MINUTE. THE WELLS ARE CURRENTLY MEETING DEMANDS WITH RELATIVE EASE. BASED ON THE SUCCESSFUL RESULTS OF THE TREATMENTS ALONG WITH A VISIBLY HIGH-WATER TABLE IN THE WETLANDS, I,M ACTUALLY FELLING A BIT MORE OPTIMISTIC THAT WE MAY BE IN BETTER SHAPE THAN ANTICIPATED AS THE SUMMER DEMAND FOR WATER INCREASES.

 

WE MET TODAY WITH THE ENGINEERS AND LEE BURGESS AND COUNTY HEALTH DEPARTMENT WHICH WAS A PRE-APPROVAL MEETING TO DISCUSS THE LOCATION AND ALL THE NECESSARTY COMPONENTS OF DRILLING A NEW WELL. EVERYTHING SEEMS TO BE IN ORDER TO GO AHEAD AND BEGIN DRILLING AS SOON AS POSSIBLE. THE HEALTH DEPARTMENT IS WELL AWARE OF OUR EXISTING WELLS AND THEIR DECLINING PRODUVTION ISSUES AND IS IN FULL COOPERATION WITH EXPLORING ANY ANGND ALL OPTIONS IN THE EVENT OF A SUPPLY DEFICIT SITUATION. THE HYDROLOGIST THAT HAS DONE THE TEST BORINGS TO PICK THE MOST IDEAL LOCATION FOR THE NEW WELL SEEMS TO BE THRILLED WITH THE DEESIGNATED LOCATION AND FEES AS THOUGH THE NEW WELL WILL GIVE US AN ABUNDANT SUPPPLY OF MUCH NEEDED WATER. THE VILLAGE SYSTEM IS LONG OVERDUE FOR A THOROUGH HYDRANT FLUSH.

 

MAYOR DWYER STATED I DISCUSSED WITH THE BOARD THE CASON WELL BEING PART OF AN EMERGENCY BACK UP, WITH TAPPING INTO THE WEST SIDE WATER DISTRICT. I DON’T REALLY FEEL COMFORTABLE WITH THAT.

 

PHIL – THEY HAVE THE ABILITY TO DRAW A LOT OF WATER, BUT NOT STORE IT.   THE WATER TABLE IN THE WETLANDS RIGHT NOW IS WAY UP SO WE ARE DOING FINE.

 

MAYOR DWYER – WHAT ARE WE MAKING NOW?

 

PHIL – WE ARE AT 215 GALLONS PER MINUTE, BUT WE CAN DO 280.000 GALLONS PER DAY.

 

AMBULANCE CORP – NANCY DEANGELO REPORTED THAT THE AMBULANCE CORP HANDLED 32 CALLS IN THE MONTH OF FEBRUARY, 79 SO FAR THIS YEAR. MOTOR VEHICLE ACCIDENTS, FALLS ON ICE, ASSAULT, DIFFICULTY BREATHING, 1 UNATTENDED DEATH, 3 OD’S, 1 TRANSPORT, 1 STROKE, 5 GENERAL ILLNESSES.

MAYOR DWYER STATED WE HAVE BOB SCHINDLER WITH US TONIGHT FROM THE COMPANY SOLITUDE MANAGEMENT WHICH DOES OUR HERBICIDE APPLCATION IN THE VILLAGE. WE HAVE BEEN DOING THIS FOR A LITTLE OVER THREE YEARS NOW. WE SET BENCHMARK DATA TO MAKE SURE THERE WAS NO ADVERSE EFFECT ON THE LAKE. I ASKED THEM TO COME TONIGHT TO DISCUSS RESULTS OF THE TESTING AND WHAT WE PLAN ON DOING FOR THE FUTURE. WE HAD SOME CHANGES WITH THE DEC.

 

BOB SCHINDLER – I’M WITH SOLITUDE MANAGEMENT AND PREVIOUSLY WITH ALLIED BIOLOGICAL WHICH HAS BEEN MANAGING THE LAKE FOR QUITE A FEW YEARS. WE ARE TRYING TO MANAGE THE LAKE IN THE NORTHERN END TO KEEP THE MILFOIL UNDER CONTROL, MAINTAIN SUITABLE WATER QUALITY FOR RECRETAIONAL PURPOSES AS WELL. EURASIAN MILFOIL IS PRESENT THROUGHOUT GREENWOOD LAKE AND WITH THE MANAGEMENT WE’VE DONE THE DENSITY IS GETTING LESS AND LESS. IT SPREADS BY FRAGMENTATION SO BOATING, SWIMMING ACTIVITY HELPS TO SPREAD IT. MY PRESENTATION WILL HIGHLIGHT WHAT WE HAVE DONE EACH YEAR

 

  1. SCHNDLER ATTEMPTED TO GET A COMPUTER PROGRAM UP.

 

MAYOR DWYER STATED WHAT THE PRESENTATION SHOWS IS A CLEAR REDUCTION, YEAR AFTER YEAR OF GROWTH AND INCREASED OXYGEN LEVELS IN THE LAKE. WHAT SEEMS TO BE HAPPENING IS THE LOWS ARE GETTING LOWER AND THE HIGHS ARE GETTING HIGHER. ONE OF THE CONCERNS I HAD WAS WOULD THE DECOMPOSTION OF PLANTS WORSEN THE WATER QUALITY, BUT IT SEEMS TO BE GETTING BETTTER. IT SEEMS THE HEALTH QUALITY OF THE LAKE IS GETTING BETTER. WE CAN TELL BY LOOKING IN THE LAKE THERE ARE LESS WEEDS. THE STATISTICAL DATA SHOWS THAT.

 

  1. SCHINDLER – IN 2014 WE DID A STUDY ON THE LAKE AND WE FOUND DIFFERENT SPECIES OF PLANTS AND SOME ARE INVASIVE. WE HAVEN’T DONE A DETAILED SURVEY SINCE 2014, BUT WHENEVER WE ARE ON THE WATER WE DO A STUDY OF WHAT PLANTS ARE PRESENT. IN 2014 WE THREW A SURVEY RAKE INTO THE WATER TO SEE WHAT WAS DOWN THERE. WE DO A PRESEASON SURVEY AND THEN A PEAK SEASON SURVEY. IN 2014 WE USED AN HERBICIDE CALLED AQUATHOL K WHICH IS STILL BEING USED THROUGH THIS YEAR. WE TARGET SPECIFIC AREAS OF THE LAKE FOR MANAGEMENT. WE ALSO USED SONAR WHICH IS APPLIED EVERYWHERE AND IS USED SPECIFICALLY FOR MILFOIL. ITS A VERY LOW DOSE HERBICIDE BUT YOU GET MULTIPLE YEAR RESULTS FROM THAT. WE DO SPOT TREATMENT AS WELL. SINCE 2014 THE PERMITTING HAS CHANGED AND THEY MAKE US MAINTAIN BELOW 50 PVB IN TERMS OF NOTIFYING LAKE RESIDENTS. WE HAVE TO NOTIFY EVERYONE OF WHAT WE ARE DOING AND CAN ONLY USE A SPECIFIC AMOUNT OF HERBICIDE. WE DON’T WANT TO USE SONAR THIS YEAR, WE WANT TO TARGET SPECIFIC AREAS. LAST YEAR THERE WASN’T’ AS MUCH MILFOIL. BASED ON LAST YEARS RESULTS WE HAVE A GOOD HANDLE ON IT AND WANT TO SWITCH TO AQUATHOL K.   I THINK WE NEED TO DO A MORE THOROUGH STUDY IN THE NEXT YEAR OR TWO TO KNOW WHATS IN THE LAKE. THIS WILL LET US KNOW IF WE CAN FOCUS ON OTHER THINGS, SUCH AS HYDRORAKING, ETC. WE NEED TO START LOOKING AT OTHER TOOLS IN THE BOX FOR FUTURE HEALTH OF THE LAKE. WE’VE DISCUSSED HYDRORAKING, WHICH IS MECHANICAL REMOVAL OF ACCUMULATED ORGANIC MATERIAL OR MUCK. WE ARE NOT MAKING THE LAKE DEEPER, JUST TRYING TO GET BACK TO THE ORIGINAL HARD BOTTOM.   GETTING THE ORGANICS OUT IS GREAT FOR THE LAKE IN TERMS OF REDUCING ALGAE GROWTH. THERE ARE SOME BACTERIAL ENHANCEMENT PROGRAMS AS WELL. EVEN AERATION SHOULDN’T BE OFF THE TABLE IN SOME OF THESE LITTLE CHANNELS. IF WE CAN START TO USE OVERWHELMING HERBICIDES AS WE START TO GET SOME OF THE PLANTS UNDER CONTROL.     WE HAVE ALTERNATED HERBICIDES EVERY OTHER YEAR. ONE OF THE COVES HAS A LOT OF DUCKWEED THAT FLOATS ON THE SURFACE AND THAT CAN BE PROBLEMATIC SO WE ARE MONITORING THAT AND PROPOSING TO ADD HERBICIDE IN THE CHANNEL TO KEEP IT FROM SPREADING OUT FARTHER. THE CLIPPER HAS A FIVE-DAY MORATORIUM ON IRRIGATION SO WE WOULD HAVE TO MONITOR HOW FAR IT COULD DRIFT IN FIVE DAYS. WE CAN ACTUALLY PUT UP A TURBIDITY CURTAIN BECAUSE THE CHANNEL IS NARROW. THE OTHER THREAT WE HAVE IS WATER CHESTNUT WHICH CREATES NUTS THE SIZE OF A GOLF BALL WITH VERY SHARP SPIKES.   THEY WILL PUNCTURE YOUR SHOE THEY ARE SO SHARP AND GO INTO YOUR FOOT. WE KNOW THERE IS SOME IN THE FAR NORTH END IN THE SHALLOW WETLAND AREA. WE HAVE APPLIED FOR PERMITS FOR THE REGULAR HERBICIDES AND WE ARE SENDING A SEPARATE PERMIT FOR SPRAY FOR WATER CHESTNUTS IN THAT AREA. THE DEC MAY NOT GRANT IT BECAUSE OF THE WETLANDS. WE ARE HOPING THEY WILL ALLOW US TO MANAGE IT SO THAT IT DOESN’T SPREAD DOWNWARD INTO THE OPEN WATER AREAS OF THE LAKE. IF YOU SEE A WATER CHESTNUT PLANT YOU CAN PULL THE WHOLE ROOT OUT OF THE WATER. EASH PLANT CAN PRODUCE SIX ROSETTES A YEAR AND THEY ARE VIABLE FOR SIXTEEN YEARS.   WE ARE HERE MORE THAN THREE TIMES A YEAR CHECKING ON THE LAKE, THREE TO FOUR TIMES ON A BOAT. THE PH OF THE WATER HAS BEEN BETWEEN 6.5 AND HAS ONLY CLIMBED TO 7.75 WHICH IS FAVORABLE. IT FLUCTUATES AND THE HIGHER THE PH, THE MORE NUISANCE ALGAE GROWTH THE WATER WILL SUPPORT. WHEN WE SEE SPIKES IN PH, THAT’S AN INDICATOR THERE IS A LOT OF ALGAE IN THE WATER. THERE IS VERY LITTLE FLUCTUATION SO THAT’S GREAT. FOR 2018, WE WILL PERMIT WHAT WE CAN FOR MILFOIL ERADICATION, IT WILL NOT BE AN AGGRESSIVE PROGRAM THIS YEAR. THE SONAR WE APPPLIED LAST YEAR SHOULDVE WORKED SO WE WILL JUST BE APPLYING DEPENDING ON WHAT WE SEE THIS YEAR. THE GOAL OF A LAKE MANAGEMENT PROGRAM CANNOT BE TO GET RID OF ALL THE WEEDS. IT IS TO GET RID OF THE INVASIVE SPECIES.

 

MAYOR DWYER – YOU DID THE WEED SURVEY FOR THE LAKE COMMISSION STUDY. MAYBE WE CAN GET THEM TO DO ANOTHER ONE.

 

  1. SCHINDLER – WE ARE HOPING TO USE DRONE STUDIES OF THE LAKE THIS YEAR AS WELL TO ACCESS THE OVERALL PICTURE OF THE LAKE.   WATER CLARITY VARIES FROM TWO TO FOUR FEET. MUCH CLEARER IN THE SPRING.   ALGAE BLOOMS ARE NOT NECESSARILY HARMFUL, IT IS ONLY HARMFUL IS THERE IS A SPECIFIC PLANT CAUSING IT. IT HAS TO BE TESTED FOR TOXINS AND IT IS ACTUALLY PRETTY RARE.

 

MAYOR DWYER – ANY QUESTIONS?

 

RESIDENT NANCY DEANGELO – WHAT PART DO THE BOATS THAT GO FROM LAKE TO LAKE PLAY IN CAUSING INVASIVE SPECIES OR IS THERE SOME OTHER REASON.

 

MR SCHINDLER – TRANSFERRING OF BOATS IS PROBABLY THE NUMBER ONE CAUSE OF INVASIVE SPECIES, WATER FOWL ARE PROBABLY SECOND. THERE ARE NOT A LOT OF LAKES THAT HAVE BOAT WASH STATIONS, OR THAT RESTRICT MOVEMENT OF BOATS.   IT WOULD BE TOUGH HERE, BECAUSE THERE ARE SO MANY BOAT LAUNCHES, ETC.   AT LAKE GEORGE YOU HAVE TO GET YOUR BOAT CLEANED AND THEY TAG YOUR BOAT SO THAT ONLY THOSE WITH THE TAGS CAN LAUNCH THEIR BOAT.

 

NANCY DEANGELO – THAT WOULDN’T AFFECT PEOPLE THAT KEEP THEIR BOAT ON THE WATER.

 

  1. SCHNDLER – NO.   THAT IS SOMETHING YOU COULD LOOK AT, BUT IT WOULD NEED TO BE DONE ALL OVER THE LAKE.  WE CLEAN OFF OUR BOATS WHENEVER WE LEAVE THE LAKE, WE HAVE GOTTEN RID OF ALL CARPET ON OUR BOATS AS WELL.

TRUSTEE HOLDER REPORT – SCHOOL DISTRICT – THERE ARE FOUR OPEN SEATS ON THE SCHOOL BOARD. YOU CAN PICK UP NOMINATING PETITION AT THE OFFICE OF THE DISTRICT CLERK AT THE MIDDLE SCHOOL MONDAY THROUGH FRIDAY FROM 8-4. THEY MUST BE IN APRIL 16TH . ELECTION WILL BE MAY 15TH FROM 11-9 AT THE GREENWOOD LAKE ELEMENTARY SCHOOL. THE NEXT BOARD MEETING IS WEDNESDAY MARCH 21ST AT THE ELEMENTARY SCHOOL. THERE WILL BE A DISCUSSION ABOUT SCHOOL SECURITY AND TOWN SUPERVISOR MICHAEL SWEETON WILL BE THERE AS WELL AS THE GREENWOOD LAKE POLICE DEPARTMENT.

 

LIBRARY – THE YOUTH STUDY CENTER IS OPEN FOR KIDS AFTER SCHOOL. IT’S A FUN, SAFE PLACE FOR KIDS TO COME AFTER SCHOOL AND DO THEIR HOMEWORK OR WATCH A MOVIE OR READ A BOOK. THEY ARE HAVING BINGO APRIL 3RD.

 

RECREATION – THERE IS A SOCCER CAMP THIS SUMMER AT BEN WINSTANLEY PARK FROM JULY 30TH TO AUGUST 3RD AND IT IS OPEN TO ANYONE FROM 6 – 15 YRS OLD. YOU CAN GO TO GWLSOCCERCLUB.COM TO REGISTER. APRIL 7TH THE GREENWOOD LAKE LITTLE LEAGUE IS HAVING AN ELIMINATION DINNER DANCE AT THE ELKS CLUB. APRIL 8TH IS OPENING DAY OF TRAVEL SOCCER. APRIL 21ST IS OPENING DAY OF BASEBALL. ON APRIL 21 THERE IS A DINNER DANCE WITH RAFFLES, ETC.

WE ARE GOING TO GO INTO EXECUTIVE SESSION TONIGHT TO DISCUSS PART TIME POLICE CONTRACTS.   WE WILL BE SITTING DOWN WITH THE FIRE DISTRICT AS WELL TO DISCUSS THE DISPATCHING ISSUE,

 

DEPUTY MAYOR KELM REPORT – ON FEBRUARY 25TH WE HAD THE ANNUAL BOWLING FUNDRAISER WHICH RAISED $5200.00. I’M HAPPY TO SAY HALF WILL GO TO THE FOOD PANTRY AND HALF WILL GO TO THE HUDSON VALLEY HONOR FLIGHT. I’D LIKE TO THANK EVERYONE WHO COMES OUT TO SUPPORT THIS YEAR AFTER YEAR AND A SPECIAL THANK YOU TO MAUREEN AND JOE ANTHONY FOR PUTTING THIS TOGETHER YEAR AFTER YEAR.

CLERK REPORT – WATER BILLS ARE COMING OUT AND THE ELECTION IS TOMORROW AT THE SENIOR CENTER FROM 12 – 9 FOR TWO TRUSTEE SEATS. TRUSTEE HOLDER AND SELLIER ARE RUNNING UNOPPOSED.

NEW MUNICIPAL WELL – PHIL LANDRU MADE A PRESENTATION ON BEHALF OF THE WATER DEPT. WE HAVE FOUND THE IDEAL LOCATION AND PERMITS ARE MOVING ALONG AND WE HOPE TO HAVE THE NEW WELL IN PLACE BY AUGUST. IT IS RIGHT BY THE BASKETBALL COURTS AND WE CAN TAP RIGHT INTO THE OTHER PIPING. THE ADDITIONAL PROBING HAS FOUND A MUCH BETTER SPOT

 

AIR B&B – WE HAVE HAD A PUBLIC HEARING AND WILL MOVE TO VOTE ON A RESOLUTION A LITTLE LATER.

 

PART TIME POLICE CONTRACT – TRUSTEE HOWLEY MENTIONED THAT WE ARE GOING INTO EXECUTIVE SESSION TO DISCUSS THIS MATTER.

 

SCHOOL SECURITY – MAYOR DWYER STATED TRUSTEE HOLDER DID MENTION THAT THERE IS A MEETING AND THE VILLAGE BOARD IS UNANIMOUSLY RECOMMENDING ARMED SECURITY GUARDS AT THE ELEMENTARY SCHOOL, MIDDLE SCHOOL, WARWICK HIGH SCHOOL AND CHESTER ACADEMY. TRUSTEE HOLDER WILL BE REPRESENTING THE BOARD AT THAT MEETING

 

NEW BUSINESS

 

SOLAR AT CONTINENTAL ROAD – AN INTERESTING PROPOSITION WE HAVE BEEN DISCUSSING IS THE PROPERTY WE OWN ON CONTINENTAL ROAD THAT USED TO BE OUR LEAF DUMP. WE ARE TRYING TO COME UP WITH VARIOUS WAYS TO INCREASE OUR REVENUE. HEALTH INSURANCE COSTS ARE RISING AND SO ARE ALL OF OUR OTHER COSTS. WE CAN ASK A SOLAR COMPANY TO COME IN AND SEE ABOUT PUTTING PANELS ON THIS PROPERTY. THERE IS AN APPALACHIAN TRAIL CORRIDORR THORUGH THE MIDDLE OF THE PROPERTY.

 

DISPATCHING SERVICES – MAYOR DWYER STATED THE LETTER FROM THE FIRE DISTRICT CONCERNING DISPATCHING IS CONCERNING TO US FOR MANY REASONS. UNTIL WE SIT DOWN WITH THE FIRE DISTRICT AND SEE WHERE THEY ARE HEADED WE WON’T KNOW WHAT TO DO.

 

HUD GRANT – ITS THAT TIME OF YEAR AGAIN WHEN WE USUALLY APPLY TO COMMUNITY DEVELOPMENT FOR A HUD GRANT FOR THE FOLLOWING YEAR. WE ARE THINKING ABOUT REDEVELOPING THE VILLAGE HALL ENTRYWAY TO MAKE IT MORE HANDICAP ACCESSIBLE. THERE IS A DOUBLE DOOR SYSTEM WITH A VESTIBULE THAT IS REALLY DIFFICULT TO NAVIGATE IF YOU ARE HANDICAPPED SO WE ARE GOING TO APPLY FOR A FRIENDLIER HANDICAP ACCESSIBLITY FOR VILLAGE HALL. WE WOULD ALSO DO THE BATHROOMS AS WELL.
