MAYOR DWYER STATED I ASKED THE EXECUTIVE BOARD FOR THE GARDEN CLUB TO START COMING TO THE BOARD MEETINGS TO LET US KNOW WHAT THEY ARE GOING TO DO.  I HAVE GIVEN THEM SOME REQUIREMENTS BEFORE THEY PRESENTED ANYTHING TO THE BOARD.  TRUSTEE SELLIER HAS BEEN COORDINATING THIS.

 

SIDEWALKS – MAYOR DWYER STATED THE NYS DOT BASICALLY SHUTS DOWN ALL PROJECTS AS OF THE MONTH OF DECEMBER SO THAT WILL NOT HAPPEN UNTIL THE SPRNG

 

THE COMMUNITY CENTER PROJECT WAS DENIED, MOSTLY BECAUSE IT IS NOT OPEN RIGHT NOW AND WILL NOT BE FOR THE FORSEEABLE FUTURE.  THEY SAID TO SUBMIT AGAIN NEXT YEAR.

 

WATER MASTER PLAN – THIS WAS PUT ON THE VILLAGE WEBSITE ON THE LANDING PAGE SIINCE THE LAST MEETING IN OCTOBER.  TONIGHT WE WILL BE ADOPTING A RESOLUTION NAMING THE VILLAGE BOARD AS LEAD AGENCY FOR SEQRA.  THIS IS JUST A FORMALITY THAT IS REQUIRED.  THERE HAVE BEEN NO ANNOUNCEMENTS FOR GRANT MONEY, AND WE DON’T EXPECT ANYTHING UNTIL AFTER THE NEW PRESIDENT IS SWORN IN.

 

NY EXECUTIVE ORDER 203 MAYOR DWYER ASKED TRUSTEE HOWLEY FOR AN UPDATE ON THIS.

 

TRUSTEE HOWLEY STATED LT EIRAND HAS PUT TOGETHER A COMPREHENSIE PLAN AND THEY WILL BE MEETING IN JANUARY VIA ZOOM.  WE HAVE UNTIL APRIL TO COME UP WITH A NEW PROPOSAL.

 

MAYOR DWYER STATED THIS ORDER IS THE GOVERNORS MANDATE THAT MUNICIPALITIES TAKE A LOOK AT THEIR POLICE DEPARTMENTS AND MAKE SURE THEY HAVE PLICIES IN PLACE TO PREVENT DISCRIMIATION.  WE’VE FORMED A COMMITTEE WHICH TRUSTEE HOWLEY IS A LIASON ON TO LOOK AT OUR POLICEIS.  THE LT HAS PROACTIVELY UPDATES HIS RULES AND REGULATIONS WHICH IS  CRITICAL.

 

INFORMATIONAL SIGN – MAYOR DWYER STATED WE ALL AGREED TO BUY A DIGITAL SIGN AND PUT IT IN BEN WINSTANLEY PARK.  I MET WITH SUPERVISOR SWEETON AND WE AGREED ON A LOCATION.  I HAD THEM DESIGN THE SIGN, MAYOR DWYER SHOWED A PICTURE OF THE PROPOSED SIGN.  I’VE ASKED THEM TO GIVE US A COUPLE OF DIFFERENT OPTIONS AS FAR AS SIZE GOES. 

 

TRUSTEE SELLIER ASKED HOW DO YOU UPDATE THE INFORMATION?

 

MAYOR DWYER STATED IT IS UPDATED REMOTELY SO BASICALLY FROM ANYWHERE IN REAL TIME.  I WOULD LIKE THE TOP PART TO BE SMALLER AND THE BOTTOM LARGER BUT WE WILL SEE WHAT THEY COME UP WITH HOPEFULLY BY THE NEXT MEETING. 

 

TRUSTEE SELLIER – WHERE AT THE PARK.  

 

MAYOR DWYER – OVER BY THE BATHROOMS. 

 

TRUSTEE HOLDER ASKED HOW MANY MESSAGES ARE YOU ALLOWED TO HAVE ON THE SIGN AT ONE TIME?

 

MAYOR DWER RESPONDED THAT PRICING WORKS BY PIXELS SO WE WILL GET THAT INFORMATION WHEN WE GET THE PRICING.    THE TOWN OF WARWICK WILL PAY FOR THE ELECTRICITY. 

 

NAVIGATION FUNDING STATE AID – MAYOR DWYER STATED WE IDENTIFIED THAT THERE WAS A MECHANISM IN THE CLERKS OFFICE THAT WHEN YOU REGISTER A BOAT THEY CHARGE A FEE AND THEN GIVE IT BACK TO THE MUNICIPALITIES.  THE STATE HAS NEVER GIVEN IT OUT.  WE HAD ASSEMBLYMAN BRABENIC DRAFT A LAW TO GIVE THIS MONEY BACK TO MUNICIPALITIES.  STATE SENATOR MIKE MARTUCCI HAS AGREED TO BE THE SENATE SPONSOR OF THIS BILL.  TWO WEEKS AGO I FOUND OUT THAT THIS IS GOING TO BE INCLUDED IN NYCOMS INITIATIVES.  DOLLAR FOR DOLLAR FUNDING FOR MUNICIPALITIES THAT HAVE NAVIGATION UNITS.  WE FEEL QUITE CONFIDENT THAT THIS IS GOING TO PASS.

THERE IS A LOT OF HURDLES BUT WE FEEL THAT THIS IS WORTH IT. 

 

MUNICIPAL BUILDING USE – MAYOR DWYER STATED VILLAGE HALL IS CLOSED TO THE PUBLIC, THE SENIOR CENTER AND THE COMMUNITY CENTER.  IF YOU WANT TO PAY A BILL OR DROP OFF A BUILDING PERMIT THERE IS A BOX IN THE POLICE DEPARTMENT LOBBY.  ORGANIZATIONS SUCH AS BOY SCOUTS, GIRL SCOUTS ETC THAT WERE USING THE COMMUNITY CENTER ARE NO LONGER.  EVERYTHING EXCEPT FOR COURT IS CLOSED. THERE ARE STILL HAVING TRAFFIC COURT.

 

ATTORNEY BUCKHEIT STATED ALL COURTS IN NEW YORK ARE CLOSED OTHER THAN THROUGH ZOOM SINCE ABOUT TEN DAYS AGO. 

 

MAYOR DWYER STATED ALL OF THE CLERKS AND OTHER EMPLOYEES ARE WORKING AND WILL ANSWER THE PHONES.  VILLAGE OFFICIALS ARE ALLOWED IN THE BUILDINGS. 

 

MAYOR DWYER STATED THE MID HUDSON ST PATRICKS DAY PARADE FOR THE NEXT THREE YEARS WILL BE IN THE VILLAGE OF GREENWOOD LAKE.  ASSUMING THERE IS ONE DUE TO COVID.  THE COMMITTEE WILL PAY THE VILLAGE $5000 PER YEAR WHICH WILL HELP PAY THE COSTS FOR POLICING AND PORT A POTTYS, ETC.  WE FEEL CONFIDENT WE CAN HOST A PARADE THIS SIZE.

 

TRUSTEE KELM – I THINK IT WILL BE AWESOME.

 

TRUSTEE HOLDER – IT WILL BRING PEOPLE IN WHICH IS ALWAYS GREAT. 

 

TRUSTEE SELLIER – AND YOU CAN BUILD ON IT EVERY YEAR.

 

THAT DATE IS MARCH 14TH WHICH IS THE SUNDAY BEFORE  ST PATRICKS DAY.  SO IF WE CAN LEGALLY HAVE IT WE WILL. 

 

MAYOR DWYER STATED THERE WILL BE OUTCLAUSES FOR BOTH.

 

TRUSTEE HOLDER STATED THE BACK UP DATE FOR THE PARADE WOULD BE SEPTEMBER 19TH

 

VILLAGE HISTORIAN – MAYOR DWYER STATED VICTOR LUDMERER WHO HAS SERVED AS THE VILLAGE HISTORIAN HAS RESIGNED.  HE WAS ALWAYS A WEALTH OF INFORMATION AND HAS CONTRIBUTED A LOT TO HISTORICAL PROJECTS.  WE WANT TO THANK HIM FOR HIS SERVICE.  THERE IS NOW AN OPEN POSITION HERE WHICH IS IMPORTANT.  IN THREE YEARS IT WILL BE OUR CENTENIAL AND WE SHOULD BE HAVING A SERIOUS PARTY FOR THIS EVENT AS A YEAR LONG CELEBRATION.  WE NEED TO START FORMING A PLAN AND WE NEED A NEW HISTORIAN.  VICTOR HAS RECOMMENDED A COUPLE OF PEOPLE.  MARILYN HAYDEN  AND EMILIE. COZZI.  I WILL HAVE A RECOMMENDATION FOR THE BOARD BY THE NEXT MEETING.  THEY WILL BE VERY IMPORTANT IN THIS COMMITTEE.  THE COMMITTEE NEEDS TO DO SOME FUNDRAISING FOR THIS EVENT.

 

VILAGE ENGINEERING – MAYOR DWYER STATED WE PREVIOUSLY HAD FUSCO ENGINEERING DOING ALL OF OUR ENGINEERING BUT THE BOARD FELT WE WANTED SOME DIVERSITY.  WE WENT OUT TO BID FOR OUR WATER DEPARTMENT NEEDS AND SELECTED DELAWARE ENGINEERING.  FUSCO IS DOING A GREAT JOB WITH OUR BUILDING DEPARTMENT.  I THINK WE NEED TO FIND ANOTHER FIRM FOR INFRASTRYCTURE AND LANDSCAPING AND SIDEWALKS, ETC.  I HAVE BEEN INTERVIEWING OTHER ENGINEERS.

 

TRUSTEE SELLIER – IS THIS GOING TO BE PIECEWORK OR ON A RETAINER?

 

MAYOR DWYER – ALL OF OUR ENGINEERS ARE HOURLY.  THEY ALL USUALLY HAVE SET PRICES FOR DIFFERENT THINGS.  WE COULD USE FIVE DIFFERENT ENGINEER FIRMS IF WE WANTED BUT I AM LOOKING FOR A FIRM THAT HAS A CERTIFIED PLANNER AS WELL AS ENGINEERS.  ONE THAT CAN DO PARK DESIGN, MAIN STREET DESIGN, ETC.

 

MAYOR DWYER STATED THERE IS A BUILDING PERMIT RENEWAL AS WELL. 

 

TRUSTEE KELM STATED I HAVE BEEN WORKING ON GETTING COSTS FOR STREET LAMPS ON WINDERMERE AVENUE.  I PICKED OUT NICE ONES THAT NEED TO BE CAST IRON IN ORDER TO HOLD UP THROUGH WINTERS.  I WILL EMAIL THE BOARD PICTURES AND SEND OUT ALL THE INFORMATION WHEN I RECEIVE IT ALL. 

 

MAYOR DWYER STATED WHEN WE DID THE SIDEWALKS GOING DOWN WINDERMERE AVE, WE PUT CONDUIT IN ALL THE NEW CONCRETE SO THAT WE COULD RUN ELECTRIC LINES, AND INSTALL FREE STANDING LAMPS.  KELLY HAS BEEN LOOKING INTO PRICES AND OPTIONS AVAILABLE SO THAT WHEN WE HAVE EXTRA MONEY WE CAN JUMP ON IT.  ONCE WE AGREE TO PRICES, LOCATIONS, DESIGNS, ETC WE WILL LET YOU KNOW. 

 

TRUSTEE SELLIER INTRODUCES CHAD PYLERI, PRESIDENT OF GROW LOCAL GREENWOOD LAKE, WHO DID A PRESENTATION ON THE UPCOMING COMMUNITY GARDEN ON POPLAR STREET.

FOR OCTOBER AND NOVEMBER WE MAD 3,307 COMPLAINTS,  WE MADE  41 ARRREST, ISSUED  256 TRAFFIC  TICKETS HANDLED 7 MVAS, 1 VILLAGE ORDINANCE ARREST AND 2 NAVIGATION COMPLAINTS. 

 

MAYORD DWYER STATED LT EIRAND IS LOOKING INTO GETTING THE ADDITIONAL INFORMATION THAT THE TOWN REQUESTED FOR NAVIGATION.  THE TOWN HAS COMMITTED TO ADDITIONAL NAVIGATION FUNDING FOR THE NEXT FEW YEARS.

I DON’T HAVE A FORMAL REPORT.  I HAVE BEEN BUSY COLLECTED WATER SAMPLES.  I’VE BEEEN HAVING PROGRAMMING ISSUES WITH THE FLOCULATER, AND A BROKEN CHAIN.  WE HAVE OUR ANNUAL INSPECTION ON WEDNESDAY.

TRUSTEE SELLIER REPORT – THE BUILDING DEPT TOOK IN 5600.00 WITH BUILDING PERMITS, ORDERS TO REMEDY INCLUDED.  THE PLANNING BD HAD TWO APPLICANTS IN NOVEMBER AND THEY DIDN’T HAVE A QUORUM.  WHEN PAT SENDS OUT A REMINDER TO MEMBERS, WE ARE ASKING FOR A RESPONSE WRITTEN AS A REPLY ALL SO THIS DOESN’T; HAPPEN AGAIN,  THE ZBA HAD TWO APPLICATIONS, ONE KLASTOW HAS BEEN ADJOUNED UNTIL COURT IS FINISHED AND THE OTHER MILLER WAS FOR AND 8 FOOT VARIANCE WHICH WAS GRANTED.  I WANT TO THANK THE BOARD FOR LISTENING TO THE GROW LOCAL REPORT.

                        RESOLUTION ADOPTED DECEMBER 21, 2020

SEQR Lead Agency, Classification and Determination of Significance

 

WHEREAS the Village of Greenwood Lake, Orange County, New York, has established the public benefit of the Water System Improvements Project. The Project consists of improvements to the existing potable water system and potential development a new source of water supply. The Project will include upgrades and building renovations at the water filtration plant, structural repairs and painting of water tanks, replacement of deteriorated water distribution pipe, valves and services, and evaluation of a potential spring water source that feeds Greenwood Lake; and

 

WHEREAS, by resolution dated August 17, 2020, the Village of Greenwood Lake Village Board declared its intention to act as Lead Agency for the conduct of the State Environmental Quality Review Act (SEQRA) process and to undertake a Coordinated Review of capital improvements to the water system (hereafter, the “Project”); and

 

WHEREAS, each involved agency was notified by letter of the Village’s intent to act as lead agency and provided with Part I of the Long Environmental Assessment Form (EAF); and

 

WHEREAS, no other agency has requested in writing to act as lead agency;

 

NOW THEREFORE, in consideration of the foregoing:

 

  1. The Village Board is the lead agency for the environmental review of the Project.

 

  1. The Project is a Type I action under SEQR per 6 NYCRR Part 617.4(b)(9).

 

  1. Review of Part 2 of the Long EAF results in the determination that the Project will not have a significant negative effect on the environment and therefore, a Negative Declaration is hereby adopted along with Parts 2 and 3 of the Long EAF as documented in the narrative attached hereto and part hereof.

 

  1. Filing of this Negative Declaration is hereby ordered in accordance with 6 NYCRR Part 617.11.

 

  1. This resolution will take effect immediately.
