TOWN COUNCILMAN FLOYD DEANGELO – SUPERVISOR SWEETON WANTED ME TO THANK THE VILLAGE POLICE DEPARTMENT FOR HELPING OUT AND PATROLLING THOMAS MORAHAN PARK.

 

MAYOR DWYER STATED YOU ARE REFERRING TO THE FACT THAT THE VILLAGE OF WARWICK CLOSED STANLEY DENNING PARK BECAUSE PEOPLE WERE NOT WEARING MASKS AND FOLLOWING THE RULES.  I ASKED LT EIRAND TO HAVE THE POLICE DEPARTMENT PATROL THE BEACH SO WE DIDN’T HAVE TO SUGGEST CLOSING THERE AS WELL.

DPW REPORTED BY DEPUTY SUPERVISOR BILL ROE – THE MAIN THING THIS MONTH WAS PAVING.  WE ARE GETTING READY FOR WINTER, GETTING SANDING READY TO GO.  WE REPAIRED SEVERAL CURB BOXES, INCLUDING A LEAK IN WAH  TA WAH.  NOW WE ARE JUST CONDUCTING BUSINESS AS USUAL, PICKING UP BRUSH, PATCHING POT HOLES, ETC. 

 

MAYOR DWYER STATED I SAW THE STREET SWEEPER OUT TODAY WHICH IS GOOD.

 

BILL ROE STATED IT IS OUT ALMOST EVERY DAY. 

 

CHAD SELLIER STATED I WOULD LIKE TO THANK YOU FOR THE BERM PUT UP OUTSIDE THE BARK PARK.  HOPEFULLY THAT WILL HELP WITH THE DRAINAGE SITUATION. 

 

TRUSTEE HOLDER STATED AND I WOULD LIKE TO THANK YOU FOR THE EXTRA GARBAGE PAILS AT BEN WINSTANLEY PARK.  THERE ARE GAMES EVERY WEEKEND NOW. 

 

POLICE           REPORTED BY LT ADAM EIRAND

 

FOR THE MONTH OF SEPTEMBER 2020, THE POLICE DEPARTMENT HANDLED 1,722 COMPLAINTS, MADE 10 ARRESTS, ISSUED 72 PARKING/TRAFFIC TICKETS, INVESTIGATED 4 MOTOR VEHICLE ACCIDENTS, MADE ONE VILLAGE ORDINANCE ARREST AND INVESTIGATED 4 NAVIGATIO

N COMPLAINTS.  WE HAVE BEEEN TRYING TO KEEP AN EYE ON THE FACEBOOK PAGES THAT REFER TO THE VILLAGE BECAUSE WE HAVE NOTICED PEOPLE COMPLAINING ABOUT SPECIFIC AREAS SO WE SET UP SOME TRAFFIC DETAILS.  THERE WERE A LOT OF COMPLAINTS ABOUT THE STERLING AND WATERSTONE ROAD STOP SIGNS, EDGEMERE AVE AND WINDERMERE AVE FOR SPEED AND VINE FOR STOP SIGNS.  WE ARE ALSO LOOKING AT COMPLETING A VILLAGE POLICE DEPARTMENT FACEBOOK PAGE SO PEOPLE CAN POST THINGS THERE.  ANY WAY WE CAN SERVE THE PUBLIC BETTER, THAT’S WHAT WE ARE LOOKING TO DO.

 

MAYOR DWYER STATED TOM HOWLEY POINTED OUT THAT PEOPLE ARE GOING TO COMPLAIN ABOUT PEOPLE RUNNING STOP SIGNS AND WHEN YOU START WRITING TICKETS A MAJORITY OF THEM ARE GOING TO BE TO THE RESIDENTS THAT LIVE IN THE AREA.  ITS UNFORTUNATE.

 

TRUSTEE CHAD SELLIER STATED I SEE YOU OVER ON STERLING/WATERSTONE AND I’M GLAD TO SEE IT.

 

MAYOR DWYER STATED WE ARE GONG TO HAVE STOP LINES PRINTED ON THE ROAD AS WELL IN A LOT OF AREAS. 

 

LT EIRAND STATED MOST OF THE TICKETS WRITTEN THIS MONTH WERE FOR THAT AREA. 

IT IS A BAD SECTION. 

 

WATER            REPORTED BY PHIL LANDRU

 

FOR THE MONTH OF SEPTEMBER, THE DEPARTMENT HAS BEEN BUSY WITH ITS DAILY, WEEKLY AND MONTHLY SAMPLING, TESTING AND REPORTING, ALONG WITH ALL THE VILLAGES NECESSARY UTILITY MARK OUT REQUIREMENTS.  WE HAVE BEEN TAKING THE METER READING EQUIPMEMT OUT FOR SUCCESSIVE READINGS IN AN ATTEMPT TO RESOLVE AND AVOID EXCESSIVE HIGH READINGS AND BILLS FOR RESIDENTS, ALONG WITH PREVENTING UNNCESSARY WATER USAGE AND LOSS FOR THE VILLAGE AS WELL. 

 

SUMMER WATER WILL PROBABLY REMAIN IN SERVICES AS LONG A WEATHER PERMITS.  ONCE NIGHTTIME TEMPS FALL DOWN INTO THE LOW TWENTIES ALL SUMMER SYSTEMS WILL BE SHUT DOWN, DRAINED AND WINTERIZED.  I WOULD LIKE TO THANK THE TOWN DPW FOR THEIR ASSISTANCE WITH THE USUAL MONTHLY SERVICE REPAIRS.  I HAVE BEEN WORKING WITH DELAWARE ENGINEERING ON THE MASTER WATER INFRASTRUCTURE PLAN FOR THE VILLAGE, REVISING AND ADDING POINTS OF INTEREST AND CONCERN AND WILL CONTINUE TO DO SO AS MORE DETAIL AS THE PLAN IS FINALIZED AND CONTINUES TO MOVE FORWARD.    WAS ALAN HERE EARLIER?

 

MAYOR DWYER STATED YES, AND WE TENTATIVELY PENCILED IN A DATE IN JANUARY TO START GOING OVER WHAT WE ARE GOING TO DO GOING FORWARD AND THAT WILL INCLUDE YOU.   DID YOU TALK TO THAT GUY ABOUT REHABBING THE WELL?

 

PHIL STATED YES AND I WILL REACH OUT TO HIM AGAIN.  THEY ARE TALKING ABOUT ACID WASHING, WHICH WE DON’T NORMALLY DO.  PRIMARILY WE USE CO2.

 

COMMISSION REPORTS

 

TRUSTEE HOLDER REPORT – THE SCHOOL BOARD SAYS EVERYTHING HAS BEEN GOING WELL.  THEY HAVE HAD FOUR CASES OF COVID SO FAR.  THE EIGHTH GRADE HAS BEEN QUARANTINING FOR TWO WEEKS AND THEY COME OFF TOMORROW.  THEY ARE DOING THE BEST THEY CAN.

 

RECREATION – THERE IS NO SPORTS IN SECTION 9, WHICH IS US, MONROE, WARWICK, ETC.  THEY ARE TALKING ABOUT STARTING IN JANUARY.  SOCCER IS GOING ON USING US SOCCER CLUB RULES WHICH DO NOT REQUIRE MASKS BY PLAYERS. 

 

TRUSTEE HOWLEY REPORT – IN THE POLICE DEPARTMENT THE PERSONNEL LEVEL IS GOOD, BUT WE ARE ALWAYS LOOKING TO INTERVIEW MORE PART TIMERS.  THE LT WAS TALKING ABOUT STOP SIGN ENFORCEMENT AND I WOULD LIKE TO GET TOGETHER WITH HIM TO SURVEY SOME OF THE HOT SPOTS AND GET THOSE STOP LINES INSTALLED.

 

MAYOR DWYER STATED WE ARE GOING TO GO IN TO EXECUTIVE SESSION TONIGHT TO DISCUSS FULL TIME POLICE PERSONNEL, IS THERE ANYTHING TO DISCUSS AS FAR AS DISPATCH IS CONCERNED.

 

LT EIRAND STATED THERE IS AN ONGOING ISSUE WITH PART TIME DISPATCHERS.  THEY ARE USUALLY YOUNG AND LOOKING FOR A WAY INTO THE POLICE DEPARTMENT OR GETTING HIRED FULL TIME SOMEWHERE ELSE.  IT HAS BEEN A REVOLVING DOOR.  THEY ARE HIRED WITH THE ABILITY TO WORK MULTIPLE SHIFTS EVERY WEEK, AND THEN GET HIRED FULL TIME ELSEWHERE AND CAN ONLY GIVE US ONE OR TWO A MONTH.  WE ARE TRAINING THEM, UNIFORMING THEM, ETC.  ONE OF THE THINGS I THINK MIGHT MAKE SENSE IS HIRING ONE MORE FULL TIME DISPATCHER.  WE HAVE THREE OR FOUR DISPATCHERS RIGHT NOW THAT ARE ON FULL TIME LISTS SO WE COULD BE IN TROUBLE DOWN THE LINE.  I THINK WE ARE WASTING MORE MONEY.

 

MAYOR DWYER – YOU THINK TWO FULL TIME DISPATCHERS IS WHERE WE NEED TO BE. 

 

LT EIRAND THE PROBLEM IS FILLING THE A LINE, WHICH IS MIDNIGHT SHIFTS ON A REGULAR BASIS. 

 

VILLAGE CLERK PAT OLSEN ASKED DO WE HAVE PART TIMERS ON THE LIST?

 

LT EIRAND STATED THERE MIGHT NOT BE A VALID LIST RIGHT NOW.  I DON’T KNOW IF ANYONE IS ON IT.   I WILL PUT SOME FIGURES TOGETHER FOR YOU.  I’LL FIND OUT IF THERE IS A LIST. 

 

MAYOR DWYER STATED ITS AN IMPORTANT JOB IN THE POLICE DEPARTMENT. 

 

TRUSTEE SELLIER REPORT – THE BUILDING DEPARTMENT REPORT WASN’T COMPLETED, THE PLANNING BOARD DIDN’T MEET AND THE ZBA MEETING WAS POSTPONED TIL NEXT MONTH,

 

ATTORNEY BUCKHEIT STATED THE ENTIRETY OF MY REPORT IS CONFIDENTIAL THIS MONTH.

 

VILLAGE CLERK OLSEN REPORT – WE ARE CURRENTLY COLLECTING WATER BILLS WHICH ARE DUE BY THE 24TH, PENALTY WILL APPLY ON THE 25TH.  WE STILL HAVE THE DROP BOX AT THE POLICE STATION AND WE ARE OPEN FROM 8 – 4 EVERYDAY.  THIS IS THE LAST MONTH TO COLLECT VILLAGE TAX.  AFTER THE 31ST IT WILL GO TO THE COUNTY.  I WANT TO THANK PHIL LANDRU BECAUSE I KEEP SENDING HIM OUT FOR READINGS TO THE SAME FEW HOMES THAT SEEM TO HAVE LEAKS 

 

MAYOR DWYER – EARLY VOTING STARTS OCTOBER 24TH AT WARWICK TOWN HALL WHICH IS AT 132 KINGS HIGHWAY IN WARWICK AT SCATTERED DATES AND TIMES.  GENERAL ELECTTION DAY THE VOTING WILL BE AT THE AMERICAN LEGION FROM 6:00AM TO 9:00PM. 

 

OLD BUSINESS

 

COMMUNITY DEVELOPMENT PROJECTS – MAYOR DWYER STATED WE ARE GOING TO BE CHECKING TWO OFF OUR LIST TONIGHT.  THE SENIOR CENTER AND THE VILLAGE HALL PROJECTS ARE 100% COMPLETE.  WE ARE STILL WAITING FOR THE DOT TO GIVE US THE GO AHEAD FOR THE 17A SIDEWALK AND HOPEFULLY THAT PROJECT WILL BE GOING SOON.  THE COMMUNITY CENTER GRANT APPLICATION HAS NOT BEEN APPROVED OR DENIED AS OF YET.

2020 STREET PAVING – BETWEEN LAST MONTHS MEETING AND TONIGHT WE PAVED 6 ROADS WITH NEW ASPHALT PAVING.  WARD PAVING DID A GREAT JOB.  THEY HAD THE STATE BID FOR PAVING THIS YEAR. 

 

INFORMATION SIGN – MAYOR DWYER STATED AT LAST MONTHS BOARD MEETING WE AGREED TO ELIMINATE THE MESSAGE BOARD AT THE SENIOR CENTER AND GO WITH A TECHNOLOGICALLY SAVVY BOARD AT BEN WINSTANLEY PARK.  WE ARE WAITING FOR APPROVAL FROM THE TOWN BOARD TO PUT THE SIGN ON THEIR PROPERTY.  THEY HAVE A MEETING THIS WEEK AND WILL BE DISCUSSING THIS ISSUE THEN.  HOPEFULLY WE CAN HAVE A NICE SIGN INSTALLED RIGHT AFTER THAT WHICH IS INFORMATIVE AS WELL. 

 

NEW BUSINESS

 

NY STATE BUDGET – I JUST WANTED TO LET EVERYONE KNOW THAT GOVERNOR CUOMO HAS BEEN TALKING ABOUT LIMITING SOME OF THE FUNDING OPPORTUNITIES THAT WE GET EACH YEAR, SUCH AS CHIPS WHICH IS FOR PAVING, SIDEWALK, ROAD REPAIR AND HE IS LOOKING AT REDUCING THAT BECAUSE OF POSSIBLE SALES TAX LOSS. 

 

NAVIGATION FUNDING STATE AID — LT EIRAND HAS DISCOVERED THAT THERE IS A FEE CHARGED ON BOATER REGISTRATIONS THAT IS SUPPOSED TO GO BACK TO MUNICIPALITIES THAT HAVE NAVIGATION UNITS SUCH AS THE VILLAGE OF GREENWOOD LAKE.  THE STATE DOES HAVE A MECHANISM TO OVERTAX THE REGISTRATIONS, BUT NO MECHANISM TO PAY THAT OUT TO THE MUNICIPALITIES THAT ARE PROVIDING NAVIGAITON SERVICES.  I WANT TO THANK LT EIRAND FOR DISCOVERING THIS.

 

SENIOR CENTER OPERATIONS – MAYOR DWYER STATED I WANTED TO BRING A LETTER THAT DONNA GARLEY GAVE ME FROM THE HEALTH DEPARTMENT THAT STATES THEY ARE NOT ALLOWING US TO OPEN UP SENIOR CENTERS AND THEY ARE DISCOURAGING ANY ACTIVITIES FOR SENIORS AT THIS TIME BECAUSE OF COVID.   THIS IS THE ORANGE COUNTY HEALTH DEPARTMENT SAYING WE CANNOT OPEN.  I UNDERSTAND THE SENIORS COUNT ON SERVICES OFFERED THERE, BUT THERE IS NOTHING WE CAN DO ABOUT IT. 

 

COMMUNITY CENTER USE – MAYOR DWYER STATED THE SAME GOES FOR THE COMMUNITY CENTER BEING CLOSED.  AS IT STANDS NOW, ORGANIZATIONS NEED TO MEET AND WE ARE GOING TO ALLOW ORGANIZATIONS TO USE THE SECOND STORY WHICH IS JUST A MEETING ROOM.  TRUSTEE HOLDER WILL BE DOING THE SCHEDULING TO BE USED ONLY BY NOT FOR PROFIT ORGANIZATIONS FOR MEETINGS ONLY.  YOU WILL NOT BE ALLOWED TO USE THE BOTTOM FLOOR OF THIS BUILDING. 

 

HALLOWEEN ACTIVITIES – MAYOR DWYER STATED I WANT TO MAKE IT CLEAR THAT UNLESS THE GOVERNOR PROHIBITS TRICK OR TREATING, WE WILL ALLOW IT IN OUR COMMUNITY.  PLEASE BE RESPONSIBLE AND RESPECTFUL.  I HOPE PEOPLE DECORATE THEIR HOMES AND MAKE THINGS SEEM AS NORMAL AS POSSIBLE.  THERE WILL BE AN 8:00PM CURFEW ON OCTOBER 30TH AND 31ST

 

RESIDENT WATER BILL COMPLAINTS – AS USUAL WE HAVE A FEW PEOPLE THAT HAD LEAKS AND HAVE USED A LOT OF WATER THIS PERIOD, IF THEY PROVE TO US, THEY HAVE FIXED IT AND YOU ARE NOT A FREQUENT LEAKER, WE WILL WAIVE HALF OF THE WTER USAGE.  IF YOU HAVE A LARGE INCREASE IN YOUR WATER BILL, WITHOUT ACTUALLY USING A LOT OF WATER, GIVE VILLAGE HALL A CALL AND THEY WILL WALK YOU THROUGH THE PROCEDURE.
