VISITING ELECTED OFFICIALS

 

TOWN SUPERVISOR MICHAEL SWEETON – WE ARE STARTING OUR BUDGET PROCESS SO WE ARE WORKING HARD WITH THE VILLAGES TO SECURE FUNDING AND WILL HAVE BUDGET MEETINGS IN SEPTEMBER. THE VILLAGE BEACH IS HEADED FOR ANOTHER SUCCESSFUL SEASON. WE HAVE HAD A FEW GLITCHES AND MADE SOME PROGRESS AND IT WILL CONTINUE TO EVOLVE. WE STILL HAVE PARKING ISSUES BUT THE MAYOR AND I ARE WORKING ON THAT. I’D LIKE TO THANK THE MAYOR AND TRUSTEE HOLDER FOR TAKING CARE OF THE INSURANCE ISSUE SO THAT THE MIDDLE SCHOOL CAN PLAY GAMES ON WINSTANLEY FIELD. WE ARE WORKING ON THE PLANS FOR THE CONCESSION STAND AND BATHROOM FACILITIES THERE.

I WANT TO COMMEND YOU ON THE JOB AT THE NEW PARK AND BOAT LAUNCH. MY WIFE AND I HAD THE OPPORTUNITY TO PUT OUR KAYAKS IN AND LAUNCH AND I LOOK FORWARD TO IT.

 

MAYOR DWYER – THANK YOU FOR PARTNERING WITH US ON THAT.

 

TRUSTEE HOLDER – I HAVE GOTTEN A LOT OF COMPLIMENTS ON IT AS WELL FROM PEOPLE WHO DON’T LIVE IN GREENWOOD LAKE SAYING HOW GREAT IT LOOKS COMING INTO THE VILLAGE.

 

MAYOR DWYER – IF YOU REMEMBER WHAT IT USED TO LOOK LIKE, IT IS AMAZING NOW. THE COUNTY IS ALWAYS TALKING ABOUT SHARED SERVICES.

 

TOWN SUPERVISOR MIIKE SWEETON – IT WAS A COUNTY MANDATE AND THE EXECUTIVE CONVENED A PANEL AND THE CONSENSUS WAS WE WILL BE SUBMITTING THE COUNTYS PLAN TO PROVIDE NEW RADIOS TO THE COUNTY, TOWNS AND VILLAGES AS THE 2017 ITEM. WE WILL CONTINUE TO MEET AND A LOT OF IDEAS WERE SUBMITTED. WE WILL SUBMIT SOMETHING A LITTLE MORE SUBSTANTIAL FOR 2018. THIS YEAR IT WAS KIND OF RUSHED AND WE DID ASCERTAIN THAT THE MONEY THE STATE IS SAYING IF YOU SAVE, THEY WILL MATCH IT, AND THAT IS AVAILABLE IN 2018 AS WELL. WE ARE NOT JEOPARDIZING ANY OF THAT.

 

MAYOR DWYER – THE COUNTY IS GOING TO GIVE US RADIO’S?

 

TOWN SUPERVISOR SWEETON – THE MANDATE IS TO HAVE A UNIFIED FREQUENCY AND THEY ARE PROVIDING THE POLICE, FIRE AND EMS WITH NEW RADIOS THAT WILL BE ABLE TO COMMUNICATE ON THAT FREQUENCY. THAT WILL BE ROLLED OUT THE END OF THIS YEAR OR THE BEGINNING OF NEXT YEAR. THEY WILL SEND A LIST WITH THE AGENCIES AND THE NUMBER OF RADIOS. IT’S A SAVINGS TO ALL OF US SO WE DON’T HAVE TO PURCHASE THEM. THAT WILL QUALIFY AS A SHARED SERVICE. CENTRAL PURCHASING, COUNTY SERVICES, ETC WILL ALL BE CONSIDERED.

 

MAYOR DWYER – WE GET TO PUT THE BURDEN ON THE COUNTY.

 

TOWN SUPERVISOR SWEETON – THAT WAY EVERYONE SAVES A LITTLE MONEY. WE NEED TO KNOW WHAT THE SAVINGS WILL BE. THEY ARE GOING TO TRY TO MEET MONTHLY. YOU SHOULD BE CONTACTED.

 

DEPARTMENT HEAD REPORTS

 

DPW            REPORTED BY DEPUTY COMMISSIONER BEN ASTORINO

 

WE REPAIRED A COUPLE OF CATCH BASINS. WE PAVED SOME ROADS, POPLAR, LAKEWOOD, WOODBINE AND WOODLAND. THEY WERE RECLAIMED AND PAVED AND LOOK GREAT. WE DID SOME TREE WORK IN GREENWOOD PARK, AT THE DPW GARAGE AND AT THE BASKETBALL COURT. POTHOLES AS NEEDED, VEHICLE MAINTENANCE AND WE REPLACED QUITE A FEW ROAD SIGNS, STOP SIGNS. WE HAULED ITEM 4 TO THE STOCKPILE AND A WATER JOB ON STERLING AND PAINTED CROSSWALKS. HOPEFULLY WE WILL LINE STRIPE BEFORE SCHOOL BEGINS.

 

MAYOR DWYER – WE ARE GOING TO DO WINDERMERE AVENUE DOWN TO THE BEACH AND EDGEMERE TO EAST SHORE, STERLING AND TEN EYCK, MOUNTAIN LAKES LANE, THE START OF DUTCH HOLLOW AND THE TOWN WILL DO THE REST. WE ARE GOING TO DO HALF OF OLD TUXEDO AS WELL.

 

PATRICIA OLSEN – DIDN’T WE JUST DO THOSE LAST YEAR.

 

MAYOR DWYER – YES BUT THEY NEED TO BE DONE EVERY YEAR. I DON’T KNOW IF ITS POOR QUALITY PAINT OR THE AMOUNT OF TRAFFIC.

 

BEN ASTORINO – IT COULD ALSO BE THE GRIT.

 

PATRICIA OLSEN – YEARS AGO WE USED TO PARTNER WITH THE COUNTY TO DO THAT, DO THEY STILL DO IT?

POLICE            REPORTED BY SARGEANT NEIL RYAN

 

FOR THE MONTH OF JULY, THE POLICE DEPT HANDLED 1,264 CALLS. WE MADE 31 ARRESTS, , ISSUED 178 TRAFFIC TICKETS AND 14 PARKING TICKETS, HANDLED 11 MOTOR VEHICLE ACCIDENTS, 2 NAVIGATION COMPLAINTS AND ISSUED 4 NAVIGATION TICKETS.

TRUSTEE HOLDER

 

SCHOOL – WE HAVE A NEW INTERIM SUPERINTENDENT, I HAVE MET HIM. HE WILL STAY WITH US UNTIL DECEMBER. THEY HIRED A TEMP COMPANY TO HELP THEM FIND A NEW SUPERINTENDENT BY JANUARY. THEY ALSOHIRED A NEW MIDDLE SCHOOL PRINCIPAL, JEFFREY GLOCHICK, OR MR. G. FOR THE KIDS. I MET WITH HIM AND HE HAS BEEN SENDING OUT WEEKLY NEWSLETTERS TO ALL THE PARENTS IN THE SCHOOL DISTRICT. THERE IS AN OPEN SCHOOL BOARD SEAT AND THERE IS AN ELECTION ON SEPTEMBER 13TH FROM 11:00AM TO 9:00PM. THERE ARE THREE PEOPLE RUNNING, TJ OBRIEN, ALYSSA SALADINO, AND RON SUMMER. THE NEW VISIONING COMMITTEE HAS BEEN RENAMED A BETTER TOMORROW AND TODAY. SHE HAS PUT ON A SUBCOMITTEE WITH A SURVEY TO TRY AND GET WARWICK AND ALL THE OTHER SUBDIVISIONS ON IT AND ASKED US TO GET THE SURVEY OUT THROUGH SOCCER, AND THE VILLAGE, ETC.

 

TRSUTEE HOWLEY REPORT

 

WATER – THE VILLAGE WATER DEPARTMENT HAS HAD A VERY BUSY SUMMER. MUCH OF THE SUMMER WATER SYSTEM IN WAH-TA-WAH PARK HAS BEEN REPLACED WITH SCHEDULE 80 PVC AND THERE ARE A FEW REMAINING SECTIONS THAT NEED REPAIR OR REPLACEMENT BEFORE THE SCHEDULED BLACKTOP IN TH E FALL. THE DEPARTMENT WOULD LIKE TO THANK THE TOWN OF WARWICK DPW WITH THEIR ASSISTANCE IN A MULTITUDE OF REPAIRS OVER THE LAST FEW MONTHS. THE CAPITAL IMPROVEMENT PROJECT ON VAN ORDEN LANE HAS KEPT THE DEPARMENT BUSY WITH CONSULTATION AND COORDINATION OF THE NECESSARY WORK THAT HAS PROVIDED GOOD WATER SERVICE TO THE RESIDENTS ON THAT ROAD WHO HAVE BEEN RECEIVING COMPROMISED SERVICE DUE TO AN UNDERSIZED AND DETERIORATED PRE EXISTING WATER LINE.

 

WATER METERS ARE BEING READ THIS WEEK AND READINGS WILL BE SUBMITTED TO THE VILLAGE HALL FOR BILLING.

 

POLICE – WE ALWAYS SEEM TO BE DISCUSSING NEW PERSONNEL. OUR ONE FULL TIME DISPATCHER HAS LEFT TO BECOME A FULL TIME POLICE OFFICER IN CORNWALL WHICH NECESSITATED REPLACEMENT AND WE HAVE BERNADETTE CALABRO WHO IS A PART TIME DISPATCHER NOW TAKING HIS PLACE FULL TIME. WE WILL BE MAKING A RESOLUTION TO HIRE A NEW PART TIME POLICE OFFICER, KEEPING THE NUMBER AT 12, WHICH WE FEELIS A REASONABLE AMOUNT TO KEEP OUR BUDGET IN ORDER.

 

ATTORNEY BUCKHEIT REPORT – OCCASIONALLY PEOPLE BRING COMPLAINTS TO THE VILLAGE, AND OFTEN CALL TO SEE WHAT THE VILLAGE IS DOING ABOUT IT. WHENEVER WE GET A COMPLAINT WE MAKE AN INVESTIGATION AND THE TRUSTEES AND MAYOR ARE PART TIME AND WE OFTEN NEED ADVICE FROM OUTSIDE AGENCIES. WHILE WE TRY TO INVESTIGATE THESE MATTERS AS QUICKLY AS POSSIBLE, A REASONABLE AMOUNT OF TIME WOULD BE 30 DAYS. IF YOU CALL THE NEXT DAY FOR THE RESULTS, IT WILL OFTEN BE WE ARE LOOKING INTO IT. AT VILLAGE BOARD MEETINGS YOU HAVE HEARD ME REFER TO LEGAL NON CONFORMING PRE EXISTING CONDITIONS. I WOULD JUST LIKE TO REMIND RESIDENTS THAT THERE ARE ALSO ILLEGAL PRE EXISTING NON CONFORMING CONDITIONS. WHEN YOU BUY A HOUSE IF THERE IS AN ILLEGAL USE, SIMPLY GOING THROUGH THE SALE AND PASSING OF TITLE DOES NOT GRANT LEGAL STATUS ON AN IMPROVEMENT THAT WAS ILLEGAL. I CAUTION YOU, JUST BECAUSE IT IS ON YOUR INSPECTION REPORT DOES NOT MAKE IT LEGAL.   YOU SHOULD CHECK WITH THE BUILDING DEPARTMENT AND LOOK AT THE VILLAGE CODE TO MAKE SURE ITS IN COMPLIANCE.

 

VILLAGE CLERK PATRICIA OLSEN REPORT – PHIL IS READING METERS THIS WEEK AND THE BILLING PROCESS WILL BEGIN. THEY SHOULD BE OUT BY MID SEPTEMBER. THE SYSTEM IS MUCH MORE EFFICIENT THAN IT USED TO BE AND IS PICKING UP ON LEAKS ETC. WE ARE STILL COLLECTING VILLAGE TAX WITH THE MONTH OF SEPTEMBER HAVING A 7% PENALTY. WE WILL COLLECT UNTIL NOVEMBER 1ST AND IT WILL THEN BE SENT TO THE COUNTY. IF YOU HAVEN’T RECEIVED A BILL PLEASE CONTACT US. IF YOU HAVE ANY ROADWAY CONCERNS OR POTHOLE CONCERNS PLEASE LET US KNOW. SUMMER IS COMING TO AN END AND KATHELEEN DID A GREAT JOB WITH THE CONCERT SERIES.

 

MAYOR DWYER – I HAVE HAD SO MANY COMPLIMENTS ABOUT THIS YEAR’S LINE UP AND I KNOW FIRST HAND HOW HARD IT IS TO PULL ALL OF THAT TOGETHER, SO GREAT JOB.

 

OLD BUSINESS

 

AIR B&B – MAYOR DWYER STATED WE HAVE SAID WE WOULD BE LOOKING INTO THIS IN THE VILLAGE TO MONITOR IT AND REGULATE IT AND MAKE SURE OF THE SAFETY OF OUR VISITORS AND RESIDENTS. WE HAVE RESEARCHED IT, AND FOUND ABOVE ALL IT IS A VERY COMPLICATED ISSUE THAT NO ONE HAS BEEN ABLE TO RESOLVE. NEW YORK STATE, THE COUNTY, LAKE GEORGE, NO ONE HAS FIGURED IT OUT. WE ARE GOING TO HAVE TO COME UP WITH OUR OWN REGULATIONS. WE DON’T WANT TO OUTRIGHT BAN IT, BUT WE HAVE TO REGULATE IT TO MAKE SURE THEY ARE NOT VIOLATING THE RIGHTS OF THEIR NEIGHBORS, OUR RESOURCES, AND SAFETY MEASURES ARE IN PLACE FOR SHORT TERM RENTALS. HOPEFULLY BY THE NEXT MEETING WE WILL HAVE A PROPOSAL TO REVIEW FOR A SET OF REGULATIONS, WHICH WOULD THEN GO TO A PUBLIC HEARING AND WOULD THEN BE PUT IN OUR CODE. THERE NEEDS TO BE FEES INVOLVED. YOU NEED TO PAY ORANGE COUNTY BED TAX. YOU NEED TO FOLLOW BED AND BREAKFAST RULES THAT ARE ALREADY IN PLACE. YOU NEED TO HAVE PARKING REQUIREMENTS MET. THEY NEED TO MEET ALL RENTAL REQUIREMENTS AS WELL. WE WILL TRY AND HAVE A PROPOSED CODE BY THE 18TH. HOPEFULLY WE WILL HAVE MORE PUBLIC INPUT. WE LOOK TO NJ BECAUSE THEY HAVE BEEN DOING IT AT THE SHORE FOR YEARS. AIR B&B IS GROWING VERY RAPIDLY.

 

VAN ORDEN WATER LINE – MAYOR DWYER STATED THIS PROJECT IS COMPLETE. TAM ENTERPRISES DID A GREAT JOB AND THEY WERE IN AND OUT IN LESS THAN TWO WEEKS. EVERYTHING WENT SMOOTHLY.

 

GATEWAY PARK AND THE BOAT LAUNCH – MAYOR DWYER STATED THAT IS 98% COMPLETE. IT JUST NEEDS TREES AND A SIGN. THE TREES ARE GOING TO BE PLANTED IN SEPTEMBER. I WANT TO THANK THE TOWN SUPERVISOR AND THE COUNTY AND TONY ROMANISH, WHO WERE ALL INVOLVED. IT CAME OUT SPECTACULAR.

 

WINDERMERE AVENUE SIDEWALKS – WE MET WITH THE STATE AT VILLAGE HALL. THEY APPROVED THE PLANS, THEY MADE US JUMP THROUGH ALL THESE HURDLES AND THEN THEY STOPPED US AFTER WE STARTED. IT IS DELAYING THE PROJECT BY A FEW WEEKS. THEY WANT US TO CHANGE THE GRADE OF THE SIDEWALKS WHICH WOULD PUT A COST TO THE BUSINESSES, THEY NEED TO HAVE A HANDICAP ACCESS AND THE WE HAVE SUBMITTED FOR A WAIVER AND SHOULD KNOW WITHIN A WEEK OR SO IF THEY ARE GOING TO APPROVE IT. THEY LET US START AND THEN STOPPED US.

 

WATERSTONE ROAD SIDEWALK – WE GOT THIS GRANT APPROVAL ALMOST TWO YEARS AGO AND WERE EXCITED TO MOVE ON IT. TWO YEARS LATER WE FINALLY GOT CONTRACTS. BIDS SHOULD BE AVAILABLE FOR PICK UP BY LATE SEPTEMBER FOR THE SIDEWALK FROM THE BRISTOL BRIDGE TO THE GAZEBO NEAR COURT STREET. THIS WILL BE DONE BEFORE THE WINTER.

 

WETLAND HANDICAP WALKWAY –   MAYOR DWYER STATED THE BID PACKAGES ARE BEING COMPLETED AND SHOULD BE DONE BY THE END OF SEPTEMBER AND HOPEFULLY THE PROJECT WILL BE DONE BY THE END OF THE YEAR. WE HAD TO WAIT ON SOME DEC PERMITS.

 

NEW WELL – THAT PROJECT IS ALSO MOVING FORWARD. WE ARE EXPECTING THE BIDS TO BE AVAILABLE END OF SEPTEMBER AS WELL. IT’S A COMPLICATED PROJECT AND I IMAGINE IT SHOULD BE DONE MID NOVEMBER. WE DID DO A MINOR REHAB ON ONE WELL THIS SUMMER WHICH GAVE US MORE WATER. THE DEMAND IS GOING DOWN SO THE WELL IS NOT A RUSH AND COULD WAIT UNTIL SPRING IF NECESSARY SINCE SUMMER WATER IS GOING OFF SOON.

 

BUDGET CLOSOUT- MAYOR DWYER STATED WE GOT THE BUDGET REPORT BACK FROM THE ACCOUNTANT AND WE CLOSED OUT LAST YEARS BUDGET UNDER, BYABOUT $38,000 WHICH IS ADDED TO OUR FUND BALANCE. IT HAS A TOTAL OF $874,000 AND OUR WATER FUND HAS A FUND BALANCE OF $375,000+.

 

NEW BUSINESS

 

PROCUREMENT POLICY – MAYOR DWYER STATED A MONTH OR TWO AGO THE COMPTROLLERS OFFICE CAME IN AND DID A MINI AUDIT WHICH WE PASSED WITH FLYING COLORS. THEY DID SAY THAT THEY THOUGHT OUR PROCUREMENT POLICY WAS TOO STRICT, TOO TIGHT. THEY SUGGESTED WE ADJUST IT AND RAISE IT. MY PROPOSED CHANGE HAS BEEN GIVEN TO THE VILLAGE BOARD. WE HAVE AGREED WITH THESE NUMBERS SO I WANT TO SCHEDULE A PUBLIC HEARING BEFORE THE NEXT VILLAGE BOARD MEETING TO TAKE PUBLIC COMMENTS. IT IS STILL MORE STRICT THAN THE STATE. AS ELECTED OFFICIALS AND ADMINISTRATORS WE ARE ALL HELD TO A HIGH STANDARD OF SPENDING TAX DOLLARS WISELY. I WOULD LIKE TO GO OUT TO BID FOR CERTAIN THINGS BEFORE THE YEAR STARTS LIKE THE COUNTY DOES. SAY FOR TREE SERVICE FOR EXAMPLE. SAY FIR EXAMPLE WE NEED A FORD MECHANIC. WE CAN GO OUT TO BID FOR AN HOURLY RATE FOR ANY WORK NEEDED FOR THE YEAR. THAT WILL STREAMLINE THE PROCESS AND GIVE US A BETTER HOURLY RATE. MAYOR DWYER ASKED TOWN COUNCILMAN SWEETON IF THE TOWN DOES THAT.

 

MICHAEL SWEETON STATED FOR CERTAIN THINGS.

 

BRABENEC GRANT OPPORTUNITY – KARL BRABENEC IS OFFERING THE VILLAGE A GRANT OF $50,000 FOR SOMETHING THAT IS ROAD RELATED, THAT WILL LESSEN CONGESTION. WE ARE APPLYING FOR A SIDEWALK TO CONNECT THE NEW FIRE BUILDING TO THE LIQUOR STORE AT THE CORNER. FROM THERE WE ARE HOPING FOR A SIDEWALK TO CABLEVISION AND POSSIBLY A LIGHT. THIS WILL CONNECT THE DOWNTOWN. THIS HAS BEEN SUBMITTED VIA EMAIL.

 

ZONING BOARD OF APPEALS ALTERNATE – WE ARE ACCEPTING RESUMES AND APPLICATIONS FOR AN ALTERNATE. THE ZBA MEETS MONTHLY TO REVIEW APPLICATIONS AND COMPONENTS THAT INVOLVE OUR VILLAGE CODE. WE WOULD HOPE YOU WOULD HAVE SOME TYPE OF LOCAL CONSTRUCTION EXPERIENCE AND THAT YOU ARE FAMILIAR WITH OUR ZONING LAWS. YOU CAN SEND THEM TO PATRICIA@VILLAGEOFGREENWOOD LAKE.ORG. WE WANT A GOOD POOL OF PEOPLE. ALTERNATES VOTE WHEN NECESSARY. IT IS JUST ABOUT A VOLUNTEER JOB, VERY MINIMAL PAY.

SEPTEMBER 3RD IS SOUL CITY ONCERT RAINDATE.

 

SEPTEMBER 6TH IS THE FIRST DAY OF SCHOOL SO PLEASE DRIVE CAREFULLY. THERE WILL BE LOTS OF KIDS OUT WALKING TO THE BUS STOPS.

RESIDENT TINI FILIPOWSKI – I NOTICED THAT THE WEEDS IN THE WALKING PATH HAVE BEEN SPRAYED. WHY CANT THEY JUST BE TRIMMED INSTEAD. THAT WOULD BE BETTER FOR THE ENVIRONMENT

 

MAYOR DWYER – I DO THINK THERE IS A TENDENCY TO OVER USE WEED KILLER AND I DON’T LIKE IT. OUR MOWER HAS BEEN MISSING A TIRE FOR THE LAST MONTH. I THINK THEY TRIED TO MAKE IT A LITTLE CLEARER TO WALK.

 

TRUSTEE HOLDER – THERE IS A LOT OF POISON IVY BACK THERE AS WELL.

MAYOR DWYER – WE DID LOOK AT IT BUT THE COST TO TREAT THE LAKE WATER IS PROHBITIVE.

RESIDENT ROBIN DUNLOP – THE BOY SCOUTS WERE SUPPOSED TO BE DOING A PROJECT, WHAT HAPPENED TO THAT?

TRUSTEE HOWLEY – YOU COULD BE UPWARDS OF 8-9 MONTHS FROM INITIAL APPROVAL. THEY WANT IT TO BE HARD.

 

TRUSTEE HOLDER – THEY WANT IT TO WITHSTAND TIME. HE HAS TO HAVE IT FINISHED IN A YEAR BECAUSE HE IS TURNING 18.

A PUBLIC HEARING WILL BE HELD ON THE CODE CHANGE FOR THE PROCURMENT SECTION OF 2-2 VILLAGE CODE. THAT WILL BE SEPTEMBER 18TH AT 7:00PM, PRECEEDED BY A 6:30 WORKSHOP AND 7:30 MEETING.
