LETTER FROM UNION AFRICAN METHODIST EPISCOPAL CHURCH – THEY ARE BASED IN WARWICK BUT HAVE MEMBERS IN OUR AREA AND ARE LOOKING TO USE OUR SENIOR CENTER FOR THEIR SERVICES ON SUNDAY MORNINGS TEMPORARILY I BELIEVE.  MAYOR DWYER STATED WE DO LEND OUT OUR SENIOR CENTER TO NON PROFIT ORGANIZATIONS OR OTHERS ON A CASE BY CASE BASIS.  THE BOARD DOESN’T HAVE ANY OBJECTION TO THE USE SUBJECT TO OUR ATTORNEY’S CONVERSATION WITH NYCOM JUST TO CHECK THE SEPARATION OF CHURCH AND STATE IDEA. 

 

LETTER FROM O&R – STATING THEY ARE GOING TO HAVE AN INITIATIVE TO TEACH RESIDENTS HOW TO RECOGNIZE THEIR EMPLOYEES.  THEY SHOULD HAVE A BADGE WITH THEIR NAME AND PHOTO ID ON IT.  IF YOU HAVE ANY QUESTIONS OR CONCERNS CONTACT THE POLICE DEPARTMENT.

TOWN COUNCILMAN FLOYD DEANGELO – GOOD EVENING.  NOTHING TO REPORT BUT I WAS GLAD TO SEE THE WORK GOING ON FOR THE PASSIVE BOAT LAUNCH. 

 

MAYOR DYWER – THERE REALLY IS NO PUBLIC LAUNCH ON THE LAKE SO IT WILL BE A GREAT ASSET. 

 

MICHAEL DUDLEY FROM THE CHAMBER OF COMMERCE – WE HAVE BEEN REGROUPING LATELY WITH A NEW CHAIRMAN AND HAVE A LOT OF INITIATIVE.  WE HAVE SOME GREAT EVENTS COMING UP AND WILL BE WORKING WITH THE VILLAGE ON A LOT OF IDEAS.  WE ARE ALSO WORKING ON NEW BYLAWS. 

 

RESIDENT NANCY DEANGELO – ONCE UPON A TIME THE CHAMBER WAS IN CHARGE OF A CALENDAR OF EVENTS AND NOBODY ELSE HAS TAKEN THAT OVER.  IT WAS PRETTY INCLUSIVE OF EVERYONE.

 

MICHAEL DUDLEY – THE VILLAGE HAS A CALENDAR ON THEIR WEBSITE.  TWO YEARS AGO I PERSONALLY REBUILT THE WEBSITE FOR THE CHAMBER AND THE CALENDAR IS THERE.  THERE IS NO REALLY GOOD CENTRAL LOCATION FOR ANYONE TO KNOW WHAT IS GOING ON IN THE VILLAGE.

MICHAEL DUDLEY – YES, WE HAD INTERIM ELECTIONS TO FILL CERTAIN SPOTS.  OUR MEMBERSHIP IS DOWN AND WE ARE TRYING TO GET EVERYONE INVOLVED.

THE AMBULANCE CORP HANDLED 52 CALLS FOR THE MONTH OF AUGUST, 358 YEAR TO DATE.  I WOULD LIKE TO THANK THE BOARD AND THE COMMUNITY FOR THE WAY THAT THEY PARTICIPATED FOR THE LIONS CHICKEN DINNER.  WE HAVE BEEN WORKING TOWARDS A CONCESSION STAND/ BATHROOM AT THE SOCCER FIELD WHICH WAS SHARON GEHLERS PRESIDENT PROJECT.  ADDITIONALLY, PASTOR BROOKS IS HERE FROM THE UAME CHURCH. 

 

MAYOR DWYER – WE ARE GOING TO PERMIT YOU TO USE THE SENIOR CENTER.

 

PASTOR BROOKS – I WANTED TO THANK YOU FOR PUTTING US ON YOUR AGENDA AND I JUST WANTED TO BE PRESENT IN CASE ANYONE HAD A QUESTION. 

 

MAYOR DWYER – WE DID DISCUSS IT IN OUR WORKSHOP AND I WILL HAVE SOME QUESTIONS FOR YOU, BUT WE CAN DO THAT AT ANOTHER TIME. 

 

DEPARTMENT HEAD REPORTS

 

BUILDING DEPARTMENT REPORTED BY DODY NICHOLAS

 

FOR THE MONTH OF AUGUST 2016 THE BUILDING DEPARTMENT COLLECTED $5,909.00. I ISSUED 24 ORDER TO REMEDIES, 22 BUILDING PERMITS, 12 CC/CO’S, 40 SEPTIC LETTERS WERE SENT, 10 EXPIRED PERMIT LETTERS WERE SENT, 26 RENTLA INSPECTION LETTERS WERE SENT, 8 FIRE INSPECTION LETTERS WERE SENT , 24 RENTAL INSPECTIONS WERE DONE, 4 COMMERCIAL FIRE INSPECTIONS WERE COMPLETED AND 9 MUNICIPAL SEARCHES WERE DONE.  IN ADDITION, I ATTENDED A PLANNING BOARD WORKSHIP AND A ZBA MEETING WITH 2 APPLICANTS.    I ALSSO SUBMITTED TWO REQUESTS TO THE BOARD ABOUT CLEANING UP TWO PROPERTIES.

 

MAYOR DWYER STATED WE AGREED TO CLEANING UP THE PROPERTIES AFTER JOHN DOES THE NECESSARY RESEARCH.

 

TRUSTEE SELLIER – MAYBE WE SHOULD CHECK FOR OTHER PROPERTIES THAT NEED TO BE CLEANED UP AT THE SAME TIME. 

 

DODY NICHOLAS – MOST OF THE OTHER PROPERTIES HAVE MANAGEMENT COMPANIES THAT COME OUT EVERY ONCE IN A WHILE, TO DO MAINTENANCE.  IT MAY NOT BE AS OFTEN AS WE LIKE, BUT THESE TWO ARE NOT BEING MAINTAINED AT ALL. 

 

MAYOR DWYER – THESE TWO PROPERTIES HAVE HAD CONSTANT VIOLATIONS AND NOTHING IS BEING DONE.  WE WILL HIRE SOMEONE TO CLEAN IT UP AND THEN CHARGE IT BACK TO THE TAXES AND WE ARE MADE WHOLE.  IN CERTAIN NEIGHBORHOODS IT DRAGS DOWN THE PROPERTY VALUES AND THE QUALITY OF LIFE.  WE HAVE DONE IT IN THE PAST AND WOULD LIKE TO CLEAN UP THESE TWO PROPERTIES. 

 

DPW      REPORTED BY DEPUTY COMMISSIONER BEN ASTORINO

 

WE REBUILT A COUPLE OF CATCH BASINS, IN WAH TA WAH AND RIGHT OUT HERE.  WE PICKED UP SOME BRUSH, MOWED BALLFIELDS, WE ARE PREPARING FOR THE WINTER SEASON, AND THE EQUIPMENT IS UP AND RUNNING.  WE REPAIRED SOME ROAD SIGNS AND STARTED DUMPING SOME CLEAN FILL ON THE PASSIVE BOAT LAUNCH.  WE REPLACED TWO HUNDRED FEET OF ROTTEN WATER LINE BETWEEN FOURTH AND SIXTH ROAD WHICH HAVE BEEN OUR TROUBLE AREAS RECENTLY.   WE SHOULD ALSO HAVE THE TOP PORTION PAVED ALONG WITH VAN ORDEN IN THE NEXT FEW WEEKS.

VILLAGE CLERK PAT OLSEN –  CAN YOU POST SOME SIGNS TO LET THESE PEOPLE KNOW WHEN THE ROADS ARE BEING PAVED?

 

BEN ASTORINO – WAH TA WAH SHOULD BE NO PROBLEM, AND VAN ORDEN THERE WILL BE NO CARS PARKED.

 

MAYOR DWYER – WE SHOULD POST SOME SIGNS ON VAN ORDEN.  WE REPLACED THE WATER LINE IN WAH TA WAH, BECAUSE WE WERE GOING TO BE PAVING ANYWAY SO IT WS THE PERFECT TIME.

FOR THE MONTH OF AUGUST 2016 THE POLICE DEPARTMENT HANDLED 1613 COMPLAINTS.  WE MADE 21 ARRESTS, ISSUED 141 TRAFFIC TICKETS, 3 PARKING TICKETS, INVESTIGATED 11 MOTOR VEHICLE ACCIDENTS, MADE 2 VILLAGE CODE ARRESTS, INVESTIGATED 20 NAVIGATION COMPLAINTS AND ISSUED 4 NAVIGATION TICKETS. 

 

MAYOR DWYER – DO YOU HAVE ANY IDEA WHAT THE VILLAGE CODE ARRESTS WERE FOR?

 

SERGEANT RYAN – MOST OF THE THEM ARE FOR LOOSE DOG OR A NOISE COMPLAINT.

 

MAYOR DWYER – ARE YOU FAMILIAR WITH THE BOATING ACCIDENT, DO YOU HAVE ANY DETAILS TO OFFER US?

 

SERGEANT RYAN – LAST NIGHT I SPOKE TO THE SENIOR INVESTIGATOR WITH THE NEW JERSEY STATE POLICE THAT IS HANDLING THE INVESTIGATION AND THEY HAVE A BOAT AND A PERSON OF INTEREST THAT THEY ARE BRINGING IN FOR QUESTIONING.

 

MAYOR DWYER – THERE IS A LARGE REWARD OUT THERE TOO.  HOPEFULLY THEY ARE BROUGHT TO JUSTICE.

FOR THE MONTH OF AUGUST, WE STARTED 145 NEW FILES AND CLOSED 122.  EVERYTHING IS GOING SMOOTHLY.  WE HAVE MORE PAINTINGS UP AND MORE COMING.  THE FILIPOWSKI’S GAVE US A PHOTO OF GREENWOOD LAKE IN 1963.  WE ARE MOVING AHEAD ON THE JCAP GRANT TO GET IT IN BEFORE THE DEADLINE. 

 

WATER REPORTED BY MAYOR DWYER

 

WE DID THE SLOW INTRODUCTION OF ORTHOPHOSPHATE TO COUNTERACT THE HIGHER LEVELS OF LEAD AND COPPER AND WE ALREADY GOT OUR FIRST ROUND OF RESULTS.  WE SAMPLED THOSE HOMES THAT HAD HIGHER LEVELS OF LEAD AND COPPER AND EACH OF THEM HAS BEEN BROUGHT DOWN.  WE WERE CONCERNED THAT WATER QUALITY MIGHT BE AFFECTED BUT WE HAVEN’T HAD ANY CALLS.  WE HAVE ANOTHER LETTER THAT IS GOING OUT SOON, NOTIFYING RESIDENTS THAT LEAD AND COPPER LEVELS WERE ELEVATED IN SOME WATER SAMPLES TAKEN FROM HOMES IN THE VILLAGE. 

 

COMMISSION REPORTS

 

TRUSTEE HOLDER REPORT – GOOD EVENING.  THE MIDDLE SCHOOL HAD A BACK TO SCHOOL BASH AT THE MIDDLE SCHOOL ON FRIDAY SEPTEMBER 16TH THAT WAS VERY WELL ATTENDED.  BACK TO SCHOOL NIGHT AT THE MIDDLE SCHOOL IS TOMORROW NIGHT FROM 6:30 TO 8:00PM AND ELEMENTARY SCHOOL ON THURSDAY FROM 6:30 – 8:00 AS WELL.  WE WILL BE STARTING WITH OPEN GYM NIGHTS ON MONDAYS FOR 6TH – 8TH GRADERS FROM 7:00 – 9:00 AND WEDNESDAYS FOR THE HIGH SCHOOL KIDS FROM 7:00-9:00.  ALL MODIFIED SPORTS HAVE STARTED.  I ATTENDED THE WARWICK BACK TO SCHOOL NIGHT FOR MY SON AND UNDERSTAND WHY HE IS TIRED NOW.  ALL OF THE HIGH SCHOOL FALL SPORTS HAVE STARTED.  CHESTER IS USING THE CHESTER COMMONS FIELDS BY THEIR DPW ON LARUE RD.  WARWICK VARSITY IS PLAYING OVER BY SANFORVILLE AND JV IS PLAYING BY THE MIDDLE SCHOOL.  MODIFIED SPORTS FOR MIDDLE SCHOOL STARTS NEXT WEEK.  EARLY DISMISSAL ON SEPTEMBER 22ND SO EVERYONE NEEDS TO MAKE ARRANGEMENTS. 

 

THE GREENWOOD LAKE LIBRARY FALL PROGRAM REGISTRATION IS UP.  PLEASE VISIT THEIR WEBSITE OR CALL THE DESK AT 477-8377.  THEY HAVE ADOBE PHOTOSHOP AND PREMIER ELEMENTS ON ALL THE PUBLIC COMPUTERS SO YOU CAN BRING IN YOUR PICTURES AND USE THEM.  THEY ARE STARTING STORYTIME AND MOMS AND TOTS. 

 

DEPUTY MAYOR KELM REPORT

 

THE SENIOR CENTER HAS MANY EVENTS AND TRIPS PLANNED FOR THE FALL.  IF YOU ARE 55 OR OLDER YOU ARE WELCOME TO ATTEND THE CENTER.  THEY ARE OPEN TUESDAY THROUGH FRIDAY EVERY WEEK FROM 10:30 AM TO 2:30 PM.  YOU CAN CALL DONNA AT 477-8482 FOR ANY SPECIFIC INFORMATION THAT YOU ARE LOOKING FOR.  

 

CHAMBER OF COMMERCE HAS BEEN BUSY WELCOMING SOME NEW BUSINESSES AND SOME BUSINESSES THAT HAVE RELOCATED.  THE ROOSTER CAFÉ HAS RELOCATED TO 92 WINDERMERE AVE AND SHOULD REOPEN OCTOBER 5TH.  OPHELIA’S FLORAL DESIGN IS NOW OPEN AND IS LOCATED AT 67 WINDERMERE AVE.  GREENWOOD LAKE TECH IS NOW OPEN AT 95 WINDERMERE AVENUE.  WE WOULD LIKE TO WELCOME YOU ALL. 

 

MAYOR DWYER STATED THERE IS ALSO AN ART GALLERY OPENING ON THE CORNER OF WINDERMERE AND CHURCH. 

 

MAYOR DWYER – I AM GLAD TO SEE STOREFRONTS FILLING UP IN GREENWOOD LAKE. 

 

TRUSTEE KELM CONTINUED THE CHAMBER HAS ALSO BEEN BUSY GETTING READY FOR HALLOWEEN.  THE VILLAGE TRICK OR TREATING IS OCTOBER 29TH FROM 2-4:00PM.  IT WILL BE FOLLOWED BY THE GREENWOOD LAKE FIRE DEPARTMENT HALLOWEEN PARADE AT 4:00PM.  LATER THAT EVENING THE CHAMBER WILL SPONSOR THE TERROR ON THE TRAIL USUALLY AROUND DARK.  GRACE LUTHERAN WILL ALSO BE HAVING A DINNER FROM 4:00 TO 6:30 THAT SAME NIGHT.  ALL ARE INVITED TO ATTEND.

IN THE MONTH OF AUGUST, THE PLANNING BOARD MET TO SIT THOUGH A PRESENTATION BY DUNKIN DONUTS TO USE THE SPACE THAT WAS THE OLD RADERS FLORIST.  THEY WOULD HAVE A DRIVE THROUGH AND HAD SOME STATS AS FAR AS TRAFFIC PATTERNS AND FLOWS.  THE BOARD HAD A NUMBER OF QUESTIONS FOR THEM, BUT IN THE END THE SITE WAS NOT APPROVED BY CORPORATE DUNKIN DONUTS SO THAT ENDS THAT.  I MAKE MENTION OF THIS BECAUSE A NUMBER OF NEW BUSINESSES HAVE OPENED BUT ALSO THE VILLAGE IS BECOMING A DESTINATION FOR BUSINESSES.  THIS WAS A GENTLEMAN WHO DIDN’T LIVE IN THE AREA, HE WAS A SMALL FRANCHISEE OWNER WHO KNEW THE OWNER OF THE BUILDING AND HAD A PLAN.  THE ZONING BOARD MET WITH ONE APPLICATION FOR A COVERED GARAGE AND THAT HAS BEEN CONTINUED TO THE NEXT MEETING.  THE COMPREHENSVE PLAN COMMITTEE DIDN’T MEET AND REALLY WE JUST NEED TO SCHEDULE A PRESENTATION TO THE VILLAGE BOARD AND THEN THE PUBLIC.

 

ATTORNEY BUCKHEIT REPORT

 

I CONTINUE TO ATTEND POLITICAL EVENTS FOR OUR ELECTED OFFICIALS ON BEHALF OF THE VILLAGE.  I ATTENDED ASSEMBLYMAN BRABENEC’S EVENT.  I ATTENDED THE LAKE COMMISSION MEETING WITH THE MAYOR AND WITH COLONEL JOHN GRAHAM WHO IS THE VILLAGE’S ENVIRONMENTAL SCIENTIST.  I CONTINUE TO HAVE MEETINGS WITH COLONEL GRAHAM TO DISCUSS STRATEGIES FOR RESEARCH BY WEST POINT CADETS ON SCIENTIFIC ISSUES REGARDING THE LAKE.

WANTED TO LET EVERYONE KNOW WATER BILLS WENT OUT ON FRIDAY.  THEY ARE DUE BY OCTOBER 21ST WITHOUT PENALTY.  WE HAD A HANDFUL OF HIGH READ, POSSIBLE LEAKS, THAT WE WILL WORK WITH WHEN THEY CALL IN.  WE ALSO HAD ABOUT TEN CUSTOMERS WHOSE METERS ARE NOT WORKING AND WILL BE SENDING OUT LETTERS TO THOSE TO GIVE US A CALL TO SCHEDULE A TIME WHEN OUR WATER OPERATOR CAN COME AND LOOK AT THEIR METERS TO SEE WHAT THE PROBLEM IS.  THE NEW WATER SYSTEM IS WORKING GREAT AND WATER BILLING IS BECOMING FAIRLY EASY AND QUICK.  IF YOU HAVE ANY OTHER PROBLEMS OR COMPLAINTS PLEASE CALL MY OFFICE AT 477-9215.

WATER SYSTEM/LEAD AND COPPER – MAYOR DWYER STATED WE WILL KEEP EVERYONE UPDATED ON THAT.  THE DPW MENTIONED THAT THEY REPLACED 200 FEET OF WATER LINE.  WE HAD ANOTHER BRIEF SCARE WITH OUR WELL SHORTING OUT, BUT IT WAS RESOLVED VERY QUICKLY.  WE REALLY NEED TO LOOK INTO THE INVESTMENT OF ANOTHER WELL.WE ARE WAITING FOR THE ANTICIPATED COST OF WHAT THAT WOULD BE AND WOULD OBVIOUSLY HAVE TO GO OUT TO BID FOR THAT AS WELL.  IF ONE WELL GOES DOWN RIGHT NOW WE CANNOT OPERATE. ESPECIALLY IN THE SUMMERTIME.  HOPEFULLY BY NEXT SUMMER WE WILL HAVE A THIRD WELL. 

 

WINDERMERE AVE SIDEWALKS – BID PACKAGES WILL BE AVAILABLE FOR PICK UP AT VILLAGE HALL AND WILL BE DUE BACK BY OCTOBER 17TH.  I ENCOURAGE LOCAL COMPANIES TO SUBMIT BIDS. IT IS NOT A COMPLICATED JOB BUT YOU MUST HAVE INSURANCE AND RECOMMENDATONS.

 

PASSIVE BOAT LAUNCH – MAYOR DWYER STATED AS I AM SURE EVERYONE WHO TRAVELS OUTSIDE OF THE VILLAGE HAS SEEN, WE HAVE BEGUN WORK AT THE PASSIVE BOAT LAUNCH.  WE HAVE BEEN TALKING ABOUT THIS FOR MONTHS.  WE HAVE CUT DOWN THE TREES, AND RECEIVED SOME FILL AND HAVE BEEN DOING A LOT OF THE WORK IN HOUSE WITH OUR DPW SAVING MONEY AND ALLOWING US TO INVEST THE GRANT INTO THE ITEMS THAT OUR DPW CANNOT DO LIKE DOCKS, LIGHTING, ETC.  WE WENT OUT TO BID TO CUT DOWN THE TREES, WHICH CAME IN LESS THAN $3000.00.  CLEARING WAS DONE BY DPW AND WE HAVE BACKFILLED ABOUT HALF OF THE PROPERTY RIGHT NOW.  YOU ARE GOING TO SEE A CLEAR PIECE OF PROPERTY OVER THE WINTER AND WE ARE GOING TO RENT OUT AN EXCAVATOR AND OPERATE IT IN HOUSE TO CLEAR OUT THE CHANNEL WHERE THE DOCK WILL BE.  LUCKILY THIS YEAR IS A DRAWDOWN AND PERMITS HAVE ALREADY BEEN ACQUIRED FOR THAT WORK.  WE ARE READY TO GO AND ARE HOPING TO OPEN THE BOAT LAUNCH NEXT SPRING.  IT WILL BE A PASSIVE BOAT LAUNCH AND GATEWAY PARK WITH BENCHES, LIGHTING, PARKING, NICE LAWN, PICNIC TABLES.  IT WILL BE A NICE SITE WHEN YOU FIRST PULL INTO GREENWOOD LAKE. 

 

GRANT FROM ASSEMBLEYMAN BRABANEC – MAYOR DWYER STATED WE RECEIVED A $5000 GRANT FOR THE CONSTRUCTION OF THE DOG PARK AND THE MONEY IS FINALLY COMING IN.  DEALING WITH THE STATE TO GET GRANT MONEY IS VERY CHALLENGING.  THIS WILL COVER THE COSTS AND THE EXPENSES THE VILLAGE ALREADY LAID OUT FOR THE PARK. 

 

LAKE MANAGEMENT – MAYOR DWYER STATED WE HAVE THE DRAWDOWN THIS YEAR WHICH WILL HOPEFULLY BRING THE LAKE DOWN FIVE FEET.  THIS IS CONTINGENT UPON PRECIPITATION.  IF WE DO NOT RECEIVE ADEQUATE PRECIPITATION THE LAKE COMMISSION WILL HAVE TO RAISE THE DAM.  FIVE YEARS AGO, WE HAD A DRAWDOWN AND VIRTUALLY NO PRECIPITATION OVER THE WINTER AND TOOK A LONG TIME FOR THE LAKE TO FILL UP.  THE DAWDOWN WILL COMMENCE IN THE MIDDLE OF OCTOBER, BUT THE LAKE IS ALREADY DOWN ABOUT A FOOT.  I WOULD ENCOURAGE BOAT OWNERS TO GET YOUR BOAT OUT BY THE END OF SEPTEMBER.  IF YOU WANT A PERMIT TO DO ANY WORK ON BULKHEADS, SEDIMENT REMOVAL, LAWN MAINTENANCE, ETC. YOU MUST GET TWO PERMITS.  A VILLAGE PERMIT AND A DEC PERMIT IS REQUIRED.  BOTH PERMITS CAN BE COMPLETED AT VILLAGE HALL WITH DODY NICHOLAS OUR BUILDING INSPECTOR.  SHE WILL GUIDE YOU THROUGH THE ENTIRE PROCESS.   CALL DODY TO SEE IF YOU NEED A PERMIT FIRST.  SHE WILL BE OUT LOOKING TO SEE IF YOU HAVE A PERMIT AS WELL AS THE DEC.

 

NEW BUSINESS

 

SEWERS – AT THE LAST MEETING I MENTIONED WE RECEIVED A CALL FROM THE DEC REGARDING GRANT FUNDING AVAILABLE FOR SEWERS.  I WENT UP TO ALBANY WITH OUR ENGINEER TO MEET WITH THEM AND WE ARE CONTINUING THE ANALYSIS WITH THE DEC, THE VILLAGE AND THE EFC WHICH IS THE FUNDING AGENCY.  THEY PROVIDE NO TO LOW INTEREST LOANS FOR MUNICIPALITIES  THE ELIGIBILITY DEPENDS ON SEVERAL FACTORS SUCH A MEDIAN INCOME AND POPULATION AND OUR ABILITY TO PAY BACK A LOAN.  WE ARE GONG TO SUBMIT A HARDSHIP APPLICATION TO SEE IF WE ARE ELIGIBLE.  WE WILL HAVE A FEASIBILITY STUDY DONE TO SEE WHAT IT WOULD COST HOMEOWNERS AND THE MUNICIPALITY.  IT WILL INCLUDE THE BENEFITS OF SEWERS, HOW IT IMPROVES THE LAKE AND A COMMUNITY AS A WHOLE.  WE WILL NOT BE SPENDING A LOT OF MONEY.  WE WILL KEEP EVERYONE APPRISED. 

 

GWL FILMING – MAYOR DWYER STATED I GOT A CALL TODAY FROM SOMEONE WHO WANTED TO FILM IN GREENWOOD LAKE.  IT WAS FROM A PRODUCTION COMPANY THAT IS FILMING A MAJOR MOTION PICTURE AND THEY WERE LOOKING FOR A HOUSE TO FILM FOR APPROXIMATELY THREE WEEKS.  I WILL POST A PICTURE OF THE HOME THEY ARE LOOKING FOR AND IF YOU LIVE IN A HOME LIKE THIS, LET US KNOW.  IF YOU WOULD LIKE SOMEONE TO TAKE YOUR HOUSE FOR A FEW WEEKS AND YOU WILL MAKE ABOUT 20,000.00

RESIDENT NANCY DEANGELO – I BROUGHT IT UP BEFORE BUT IF YOU ARE TALKING ABOUT THE SIDEWALKS ON WINDERMERE AVENUE IS THERE A LOOK THAT IS BEING BID UPON.  IS THERE A RENDERING?  IS IT JUST GOING TO BE CONCRETE SIDEWALKS OR WILL THERE BE SOME AESTHETIC APPEAL.  ARE YOU ALLOWING THE BIDDERS TO DECIDE WHAT THEY WANT TO SEE THERE? 

 

MAYOR DWYER – THE COST TO DO ANYTHING OTHER THAN STAMPED CONCRETE WOULD BE IMPOSSIBLE FOR US.  IT IS GOING TO BE A REGULAR CONCRETE SIDEWALK.  UNLESS YOU HAVE OTHER IDEAS.

 

NANCY DEANGELO – MY IDEA YEARS AGO WAS FOR BRICKS BUT THEY WERE NOT MAINTAINTED.  WE ONCE HAD PLAIN RAISED CONCRETE SIDEWALKS THAT WERE VERY BARREN LOOKING.  THE CHAMBER USED FUNDS TO BUY BRICKS AND INSERT THEM INTO THESE CUT OUTS ALONG WITH BEAUTIFUL PLANTS THAT NO ONE EVER MAINTAINED.  IF WE ARE GOING BACK TO GREY CONCRETE IT IS NOT VERY ATTRACTIVE. 

 

MAYOR DWYER – THERE ARE A COUPLE OF PROBLEMS HERE.  CHIPS, WHICH IS THE FUNDING AGENCY WHO WILL PAY FOR THIS WILL NOT PAY FOR BRICK PAVERS.  IF WE FORCE A BUSINESS OWNER OR PROPERTY OWNER TO DO THIS, IT WON’T BE UNIFORM.  

 

NANCY DEANGELO – RIGHT NOW PEOPLE ARE DOING ALL KINDS OF THINGS INCLUDING TILE.

 

MAYOR DWYER STATED IF YOU ARE TALKING ABOUT IN FRONT OF THE BUILDING THAT MY BUSINESS IS IN, THOSE ARE BRICK PAVERS, NOT TILES.  THAT IS THE ONE PERSON THAT IS DIFFERENT.  WE DON’T WANT IT TO LOOK LIKE A PATCHWORK.  THE BRICKS MAY HAVE LOOKED GOOD AT ONE TIME, BUT NOW THEY ARE OLD.  RIGHT NOW, I KNOW SOMEONE FELL ON A SIDEWALK A COUPLE OF TIMES THIS YEAR.  PEOPLE ARE ARGUING TO MAKE THE PROPERTY OWNERS FIX THE SIDEWALK BUT THE CODE IS KIND OF AMBIGUOUS AND LIABILITY IS SHARED WITH THE VILLAGE. 

 

NANCY DEANGELO – IS IS THE CONCRETE PART OR THE BRICK PART CAUSING PEOPLE TO FALL?

 

MAYOR DWYER – THE CONCRETE PART.  THERE ARE CERTAIN SECTIONS THAT ARE REALLY BAD AND WE HAVE A LIMITED OPPORTUNITY TO USE STATE FUNDING TO GET THIS DONE.  IF WE DECIDE TO KEEP THE BRICK PAVERS, THE VILLAGE WILL HAVE TO PAY FOR THEM.

TRUSTEE KELM – THEY ARE NOT AS GREAT AS YOU THINK.  WHEN WE DID OUR SIDEWALK WE HAD TO GET A WHOLE LOAD OF NEW BRICK BECAUSE THEY WERE ALL CRACKED. 

 

NANCY DEANGEO = I LAID THOSE BRICKS MYSELF AND IF YOU TURN THEM OVER THEY SHOULD BE GOOD, THEY NEED NEW SAND, AND NEED TO BE LEVELED AND TAKEN CARE OF.  I ASSUME YOU ARE GOING TO SAVE THE TREES.

TOWN COUNCILMAN FLOYD DEANGELO- ARE YOU PUTTING A SIDEWALK IN FROM THE LEGION TO THE CENTER OF TOWN?

 

MAYOR DWYER – WE’D LIKE TO.  WE APPLIED FOR A GRANT FOR $110,000 TO DO EXACTLY THAT. 

 

RESIDENT MIKE DUDLEY – IS THERE ANYTHING PLANNED FOR A POSSIBLE SIDEWALK ON WATERSTONE ROAD?

 

MAYOR DWYER – YOU ARE ONE OF THE GUYS THAT DOESN’T WATCH OUR BOARD MEETINGS.  WE GOT A GRANT TO PUT SIDEWALKS ON WATERSTONE ROAD AROUND THE BEND TO THE BRIDGE.  IT WILL BE DONE IN THE SPRING.
