MAYOR DWYER STATED AS A RESULT OF THE RESIGNATION OF ACTING JUSTICE MARTIN STANTON DUE TO WORK AND FAMILY OBLIGATIONS,  WE WILL BE APPOINTING DANIEL WALSH TO THE POSITION OF ACTING JUSTICE. 

 

MAYOR DWYER STATED HE IS A PRACTICING ATTORNEY IN WHITE PLAINS AND LIVES IN WARWICK, NY

 

MAYOR DWYER OFFICIALLY APPOINTED MR. WALSH WHO THEN SIGNED THE OATH OF OFFICE BOOK.

I AM TRYING TO GET THE EXACT COST TO REPLACE THE FILTERS IN THE CATCH BASINS WHICH THE TOWN AGREED TO PAY HALF OF.  WE ALSO HAVE THE QUALITY OF LIFE BUILDING BACK IN SERVICE.  IT’S A NICE HALL, WITH ALL NEW APPLIANCES AND IT CAN BE RENTED OUT FOR $125.00, LESS A $100 REFUNDABLE DEPOSIT.  THERE IS ALSO A LARGE PAVILLION THERE THAT CAN BE USED IN NICE WEATHER.     

 

MAYOR DWYER STATED WE HAVE RETROFITTED CATCH BASINS THROUGHOUT THE VILLAGE THAT FILTER SEDIMENT FROM GOING DIRECTLY INTO THE LAKE.  THEY ARE OLD AND OUTDATED AND HAVE BEEN CLEANED MANY TIMES.  THE TOWN WILL BE SPLITTING THE COST WITH THE VILLAGE, WHICH RUNS ABOUT $300 A PIECE AND WE HAVE 38 OF THEM.  THE LAKE COMMISSION OWES US SOME MONEY, ABOUT $14,000.00 AND WHEN THEY PAY US THAT MONEY THAT WOULD BE A GOOD PLACE TO SPEND IT. 

 

COUNCILMAN DEANGELO – I TALKED TO COUNTY EXECUTIVE STEVE NEUHAUS AND HE KNOWS HE OWES YOU SOME MONEY AND THEY ARE WORKING ON IT AND HE THANKS YOU FOR BEING PATIENT.

FOR THE MONTH OF APRIL THE BUILDING DEPARTMENT TOOK IN $3,273.00.  I SENT OUT 14 ORDER TO REMEDY VIOLATIONS, ISSUED 17 BUILDING PERMITS, ISSUED 14 CC/CO’S, SENT OUT 49 SEPTIC LETTERS, 21 EXPIRED PERMIT LETTERS, 10 FIR INSPECTION LETTERS, DID 37 RENTAL INSPECTIONS, 6 COMMERCIAL FIRE INSPECTIONS AND 3 MUNICIPAL SEARCHES.  IN ADDITION I APEARED IN COURT WITH TWO CASES AND ATTENDED A PLANNING BOARD MEETING.  WE HAVE A COUPLE OF NEW BUSINESSES COMING TO TOWN.  O’NEILL’S SHOULD BE OPENING SOON AND THEY ARE A BREAKFAST, LUNCH AND DINNER RESTAURANT.  WE HAVE A MEXICAN RESTAURANT OPENING IN ANOTHER WEEK.  WE HAVE BAIT AND TACKLE SHOP GOING INTO THE OLD NEWSPAPER BUILDING.  THE WILLOW POINT MARINA IS OPENING A SNACK SHOP.

AS YOU MENTIONED WE HAVE BEEN AROUND ONCE THIS SPRING CLEANING OUT ALL OF THE CATCH BASINS.  IT IS DEFINITELY TIME TO REPLACE THOSE FILTERS.  WE CLEANED OUT A DRAINAGE SWALE  AND A TERRA CLEAN UP IN WAH TA WAH.  POT HOLES HAVE BEEN FILLED THROUGHOUT THE VILLAGE.  WE ARE REPAIRING VEHICLES AND JUST GOT WORD THAT THE AXLE IS REPAIRED ON ONE AND WILL BE PICKED UP TOMORROW.  ROAD SIGNS AS NEEDED.  WE HAULED ITEM 4 AND SAND TO THE STOCKPILE.  WE DID DO SOME WORK WITH THE WATER DEPARTMENT UP IN WAH TA WAH, A CURB BOX ON STERLING AND A WATER TAP ON VINE.  WE ARE MOWING AND MAINTAINING PARK ON WINDERMERE AVE. 

 

TRUSTEE HOLDER – CAN WE GET THE WATER CANNON GOING IN THERE BECAUSE THE SOCCER CLUB SPENT LIKE $500 TO SEED THAT FIELD AND IT IS STARTING TO COME UP PRETTY GOOD.

FOR THE MONTH OF APRIL 2016 WE HAD 1267 COMPLAINTS, MADE 31 ARRESTS, ISSUED 108 TRAFFIC TICKETS, 3 PARKING TICKETS, and INVESTIGATED 6 MOTOR VEHICLE ACCIDENTS, 1 VILLAGE CODE VIOLATION, 1 VILLAGE CODE ARREST AND 3 NAVIGATION COMPLAINTS. 

 

MAYOR DWYER ASKED HOW DID THE BICYCLE RODEO GO. 

 

OFFICER MALARA – IT WENT WELL.  WE HAD A GREAT TURN OUT AND THE WEATHER WAS NICE AND A FEW HAPPY KIDS LEFT WITH BRAND NEW BICYCLES.  I WAS VERY HAPPY WITH THE EVENT.

 

MAYOR DWYER – YOU JUST WORKED ON GETTTING A PILL DISPOSAL DROP, DID YOU WANT TO MENTION ANYTHING WITH THAT?

 

OFFICER MALARA – I JUST SUBMITTED AN APPLICATION TO GET A PERMANENT PILL BOX DROP FOR THE POLICE STATION.  IT IS AN ITIATIVE THROUGH THE DRUG TASK FORCE AND CVS PHARMACY.  IT WOULD BE FREE OF CHARGE AND IF THEY APPROVE THE APPLICATION WE SHOULD RECEIVE THE DROP BOX WITHIN 30 DAYS.  I WILL BE IN CHARGE OF MONITORING IT.  WE WILL ANNOUNCE IT WHEN IT IS AVAILABLE.

FOR THE MONTH OF APRIL 2016 WE CLOSED OUT 122 CASES WITH 81 DEFENDENTS AND OPENED UP 132 NEW CASES WITH 93 DEFENDANTS.  ACTIVITY IS STARTING TO PICK UP A LITTLE.  I AM LOOKING FORWARD TO WORKING WITH THE NEW ACTING JUSTICE. 

 

MAYOR DWYER STATED PHIL LANDRU WAS VERY BUSY WITH A WATER LEAK TODAY SO HE COULDN’T BE HERE TONIGHT.  HE IS STARTING TO FLUSH HYDRANTS TOMORROW AND WE TOUCH BASE DAILY SOMETIMES MORE THAN ONCE.  HE IS WORKING HARD FIXING LEAKS, ESPECIALLY UP IN WAH TA WAH WHERE THE SUMMER WATER HAS BEEN TURNED ON. 

 

AMBULANCE CORP         REPORTED BY NANCY BRENNER DEANGELO

 

THE AMBULANCE CORP HANDLED 46 CALLS FOR THE MONTH AND 160 SO FAR YEAR- TO -DATE.  THAT INCLUDED 8 MVA’S, 5 FALLS, 11 GENERAL ILLNESS, 6 DIFFICULTY BREATHING AND 3 CHEST PAIN, 2 DIABETIC EMERGENCIES, 1 SEIZURE, 1 UNATTENDED DEATH, 2  TRANSPORTS AND 4 STAND BY’S FOR OTHER AMBULANCE DISTRICTS.  OUR STATISTICS DON’T CORRESPOND WITH THE POLICE BECAUSE WE ARE COVERING A BIGGER AREA.

VACATION BIBLE SCHOOL AT GRACE LUTHERAN CHURCH HAS SIGN UP THIS SUNDAY MAY 22ND FROM 10:30 TO 11:30 AT THE CHURCH.  THE COST IS $10 PER CHILD.  THIS YEARS THEME IS BARNYARD ROUNDUP AND IS FOR 4 YEARS OLD THROUGH THE END OF 6TH GRADE. 

 

SCHOOL – BUDGET VOTE AND ELECTION ARE TOMORROW FROM 11:00AM TO 9:00PM AT THE ELEMENTARY SCHOOL LIBRARY.   THERE IS A BOARD OF EDUCATION MEETING AS WELL STARTING AT 7:30.  JUNE 22ND IS THE MIDDLE SCHOOL GRADUATION AND JUNE 23RD IS CHESTER HIGH SCHOOL GRADUATION AND JUNE 25TH IS TE WARWICK HIGH SCHOOL GRADUATION. 

 

RECREATION – I HAVE BEEN WORKING ON THE CONCERT SERIES FOR THE LAST MONTH AND IT WILL BE GOING TO THE PRINTERS THIS WEEK.  THE PICTURE ON THE FRONT THIS YEAR WAS TAKEN BY KATHY TURNER, AND IS A SUNSET PICTURE DOWN AT THE LAKE.  WE HAVE A GREAT MIX OF DIFFERENT GENRES OF MUSIC AND WE HOPE TO SEE EVERYONE DOWN THERE OVER THE SUMMER.

SUNDAY JUNE 5TH IS THE LEARN TO ROW REGATTA THAT IS SPONSORED BY THE EAST ARM ROWING CLUB.  THE SIX WEEK PROGRAM WHERE PEOPLE LEARN HOW TO ROW ANDTHEN RACE AT THE END. 

 

SENIOR CENTER – THEY HAVE A LOT OF TRIPS PLANNED SO GIVE DONNA A CALL AT 477-8482 FOR MORE INFORMATION.

LEAD AND COPPER ISSUES – MAYOR DWYER STATED AT THE LAST MEETING I WAS WAITING  TO HEAR BACK FROM THE D.E.C .ON OUR APPLICATION TO REINTRODUCE ORTHOPOLYPHOSPHATE INTO OUR WATER TREATMENT PROCESS.  BEFORE I TOOK OFFICE AS MAYOR, THE PREVIOUS ADMINISTRATION HAD BEEN DISCHARGING WATER ILLEGALLY AND USING AN ILLEGAL CHEMICAL TO TREAT OUR WATER, NO PERMITS WERE SOUGHT.  WE WANTED TO INSURE THAT WE WERE FULLY COMPLIANT WITH ALL PERMITS FOR WATER TREATMENT.  WE ARE 100% COMPLIANT AND WE HAVE RECEIVED PERMISSION TO USE ORTHOPOLYPHOSPHATE FOR THE FIRST TIME IN THE VILLAGE OF GREENWOOD LAKE LEGALLY.  IT COATS INTERNAL PLUMBING AND INSURES THAT THE WATER DOES NOT CORRODE YOUR PLUMBING.  WE FEEL THIS IS THE BEST COURSE OF ACTION.  I ANTICIPATE OUR LEAD AND COPPER LEVELS WILL FALL BELOW AN ACTION LEVEL.  I WANT TO THANK THE DEC FOR USING THEIR JUDGEMENT AND DISCRETION AND ALLOWING US TO USE THIS CHEMICAL IN THE ZONE THAT WE ARE LOCATED ON.  WE HAVE RECEIVED SPECIAL PERMISSION.  THE BOARD IS COMMITTED TO DOING EVERYTHING BY THE BOOK AND WITH PERMITS.

 

WINDERMERE AVE SIDEWALK – MAYOR DWYER STATED WE HAVE DONE SOME RESEARCH ON THIS AND HAVE FOUND THAT WE CAN USE CHIPS MONEY  TO REPAIR SIDEWALKS.  WE WILL BE TRYING TO REPAIR THE WORST SECTIONS FIRST.  WE ARE NOT GOING TO REPLACE THE ENTIRE STRETCH OF WINDERMERE AVENUE, IT WILL BE MORE OVER THE NEXT DECADE OR SO. 

 

IDA GRANT SUBMISSION, PASSIVE BOAT LAUNCH – WE SUBMITTED AN APPLICATION FOR FUNDING TO DO THIS AND I ATTENDED A COMMITTEE MEETING LAST WEEK AND WE RECEIVED A GRANT FOR $52,000 TO INSTALL THIS PASSIVE LAUNCH ON THE NORTH ARM.  WE WILL BE LOOKING FOR COMPETITIVE BIDS.  CONTRACTORS WILL BE SUBMITTING INVOICES DIRECTLY TO THE IDA SO IT COULD BE A QUICK PROCESS AND I AM HOPING IT WILL BECOMPLETE BY THE EARLY FALL. 

 

CDBG GRANT AND WALKING TRAIL EXPANSION – MAYOR DWYER STATED THIS WILL BE PULLED OFF THE AGENDA AFTER THIS MEETING,  TRUSTEE HOLDER AND I MET WITH THIS COMMITTEE AT THE WALKING TRAIL AND SHOWED THEM WHAT WE WANTED TO DO.  THEY WERE RECEPTIVE AND WE FEEL PRETTY CONFIDENT THAT WE WILL BE APPROVED FOR THIS GRANT. THIS WOULD GIVE US ABOUT A ¼ MILE OF RAISED WALKWAY THROUGH THE WETLANDS AND WILL ATTACH THE WALKING TRAIL TO THE BARK PARK

 

LAKE MANAGEMENT – WE ARE WAITING FOR FINAL APPROVAL FOR HERBICIDE APPLICATION FROM THE DEC.  WE ARE GOING TO DO SPOT TREATMENTS ONLY BECAUSE WE USED SONAR LAST YEAR AND THAT IS A TWO YEAR APPLICATION.  WE HAVE A WEED HARVESTER THAT IS ON ITS LAST LEGS.  THE DPW IS TRYING TO GET IT UP AND RUNNING SO THAT WE CAN GET ANOTHER YEAR OUT OF IT.

DOWNTOWN REVITALIZATION INTITIATIVE GRANT

 

 

MAYOR DWYER STATED I JUST WANTED TO MENTION THAT I ATTENDED A MEETING FOR THIS LAST WEEK IN MIDDLETOWN.  IT IS FOR A STATEWIDE INITIATIVE WHERE THE GOVERNOR HAS SET ASIDE 100 MILLION DOLLARS FOR TEN DIFFERENT COMMUNITITES ACROSS THE STATE.  IT IS A VERY COMPETITIVE GRANT, AND I HAVE ASKED THE BOARD FOR PERMISSION TO APPLY FOR A 10 MILLION DOLLAR GRANT TO REVITALIZE THE DOWNTOWN.  I NEED TO CREATE A NARRATIVE OF WHO WE ARE, WHY IT WOULD BENEFIT US, WHY IT WOULD BENEFIT THE STATE, WHO IT WOULD SERVE.
