MAYOR DWYER STATED ITS TIME TO ANNOUNCE THE CITIZEN OF THE YEAR. IN THE PAST WE HAVE HAD INDIVIDUALS, GROUPS AND ORGANIZATIONS. THIS YEAR I WOULD LIKE TO TALK ABOUT THE GREENWOOD LAKE COMMUNITY COALITION AND THE AMAZING WORK THEY HAVE DONE IN OUR COMMUNITY. IT HAS BEEN UNPARALELLED THE AMOUNT OF VOLUNTEERS IN A VERY SHORT TIME. THEY ARE AMAZING AND MOST GO WITHOUT RECOGNITION BUT TONIGHT I WOULD LIKE TO RECOGNIZE ONE OF THEM. THIS INDIVIDUAL HAS BEEN INTEGRAL IN THE WORK THE VILLAGE GOVERNMENT AND THE COMMUNITY HAS DONE TO PROMOTE HEALTH AND WELL BEING AMONG OUR YOUTH. THIS INDIVIDUAL IS ALWAYS READY TO VOLUNTEER, ALWAYS STEPS FORWARD AND DOES AN AMAZING JOB WHEN GIVEN A TASK TO DO. SHE HAS RAISED TWO AMAZING SONS HERE AND HAS A HUSBAND WHO IS A POLICE OFFICER IN OUR COMMUNITY, SHE HAS DEVOTED HER ENTIRE LIFE TO BENEFITTING GREENWOOD LAKE, MAKING SURE THAT OUR FUTURE GENERATIONS ARE SAFE, HEALTHY AND PROTECTED FROM DRUGS AND BAD ENVIRONMENTS. THIS YEAR THE CITIZEN OF THE YEAR AWARD GOES TO THERESA FINN.

MAYOR DWYER PRESENTED THERESA FINN WITH PLAQUE, AND FLOWERS.

WE DID HAVE SNOWSTORMS ON MARCH 10TH AND THE BLIZZARD ON MARCH 14THTH. WE HAVE BEEN CLEARING SNOW EVERY SINCE. WE WILL BE TRYING TO CLEAN UP SOME OF THE BIG PILES STILL AROUND. JUSTICE            REPORTED BY JUSTICE KEITH GARLEY

I WANT TO APOLOGIZE FOR MISSING THE LAST MEETING, I WAS HOME RECUPERATING FOM KNEE SURGERY. IN JANUARY WE OPNED 127 CASES AND CLOSED 151. IN FEBRUARY WE OPENED 115 AND CLOSED 146 SO WE ARE STAYING AHEAD OF THE CASE LOAD.

WATER            REPORTED BY PHILIPE LANDRU

THE VILLAGE HAS RECEIVED A PARTS AND MATERIAL QUOTE FOR THE SODA ASH SYSTEM THAT NEEDS TO BE INSTALLED TO BEGIN ADJUSTING THE PH OF OUR WATER TO MAKE IT LESS CORROSIVE ON THE COPPER PIPES IN THE VILLAGES INFRASTRUCTURE. EVERYTHING HAS BEEN ORDERED AND PROJECTED DELIVERY IS EXPECTED TO BE SOMEWHERE AROUND TWO WEEKS. A MEETING STILL HAS TO BE SCHEDULED WITH LEE BERGUS FROM THE HEALTH DEPARTMENT TO DISCUSS ALL THE NECESSARY DETAILS TO BE SUBMITTED FOR APPROVAL.   THE VILLAGE HAS ALSO BEEN REQUIRED BY THE HEALTH DEPARTMENT TO BEGIN EXTRA SAMPLING AND TESTING AT THE SYSTEM ENTRY POINT AND TWO REPRESENTATIVE LOCATIONS OUT IN THE DISTRIBUTION SYSTEM FOR WATER QUALITY PARAMETERS IN THEIR RELATION TO ITS CORROSIVENESS. THE RESULTS OF THIS ROUTINE MONITORING ARE USED TO MONITOR THE EFFECTIVENESS OF OUR CORROSION CONTROL PROGRAM AND FOR PREDICTING THE POTENTIAL FOR COPPER SOLUBILITY. A WATER UTILITY MARKOUT CAME IN TODAY FROM FUSCO ENGINEERING TO LOCATE AND MARK ALL EXISTING WELLS, WATER SUPPLY, FACILITY OVERFLOW, DRAINAGE WASTEWATER AND RECYCLING LINES IN ORDER TO BEST ROUTE THE NEW PROPOSED WELL LINE TO COME INTO THE FACILITY.   THE DEPARTMENT IS ALSO IN PREPARATION OF DEC ’S ANNUAL WATER WITHDRAWAL REPORT. THE REPORT IS ALMOST COMPLETE AND WILL BE SUBMITTED BEFORE THE MARCH 31ST DEADLINE.

MAYOR DWYER – WHEN I CALLED YOU THE NIGHT BEFORE THE STORM TO CHECK IN, CAN YOU EXPLAIN TO THE BOARD WHAT YOU HAD TO DO.

PHIL LANDRU – PRIOR TO THE STORM I WANTED TO CHECK TO MAKE SURE THAT ALL THE TANKS WERE FULL SO THERE WOULD BE WATER PRESSURE. WE HAVE 1.2 MILLION GALLONS UP ON THAT MOUNTAIN THAT GIVES US VOLUME AND PRESSURE. THE WATER SYSTEM RUNS ON NATURAL GAS SO AS LONG AS WE HAVE THAT, WE HAVE THE ABILITY TO MAKE WATER. IN LAKELANDS WE DON’T HAVE THE SAME ABILITY BECAUSE THE PUMP STATION THERE RUNS OFF ELECTRICITY. THERE IS 100,000 GALLONS UP THERE, BUT WE WOULDN’T HAVE THE ABILITY TO MAKE MORE IN CASE OF POWER OUTAGES. IT WOULD PROBABLY TAKE 4-7 DAYS TO USE UP THAT WATER. I MADE SURE THE TANK WAS COMPLETELY FULL

MAYOR DWYER – JUUST WANTED TO THANK YOU FOR STAYING ON TOP OF IT.

TOMORROW IS ELECTION DAY AND I WANT TO THANK EVERYONE OUT THERE FOR THEIR SUPPORT AND BELIEF IN ME FOR THE LAST SIX YEARS. ITS MY HONOR TO SERVE MY COMMUNITY AND WORK SIDE BY SIDE WITH EVERYONE UP HERE. WE MAY NOT ALWAYS AGREE BUT WE RESPECT EACH OTHER AND WORK EVERYTHING OUT.

TRUSTEE SELLIER REPORT

PLANNING BOARD – IN THE MONTH OF FEBRUARY THEY HELD A SPECIAL MEETING AND GRANTED SITE PLAN APPROVAL TO DEMOLISH AN EXISTING HOUSE AND CONSTRUCT A NEW SINGLE FAMILY HOME ON EDGEMERE AVE. THERE WAS NO ZONING BOARD MEETING IN FEBRUARY.

COMMUNITY 2000 VISION PLAN PROJECT – THE TOWN OF WARWICK HAS EMBARLED ON THIS PROJECT. THEY ORIGINALLY DID A PROJECT BACK IN 1993 AND THIS YEAR THEY ARE INCLUDING ALL THE VILLAGES. WE HAVE DECIDED TO JOIN ALONG WITH FLORIDA AND THE VILLAGE OF WARWICK. THERE IS A PROFESSIONAL PLANNING AND DESIGN COMPANY THAT WILL BE WORKING WITH THE VILLAGES AND TOWNS TO GATHER IDEAS, CONCERNS, ASPIRATIONS AND USE THE OUTPUT TO IMPROVE THE QUALITY OF LIFE FOR US ALL.

ATTORNEY BUCKHEIT REPORT

MY REPORT TO THE BOARD WAS QUITE LENGTHY BUT MOST OF IT IS CONFIDENTIAL. I HAVE DISTRIBUTED IT TO THE BOARD. I WOULD LIKE TO REMIND THE VILLAGE RESIDENTS THAT WE DO HAVE CODES THAT COVER RESTRAINING DOGS ON A LEASH. WE DO HAVE THE BARK PARK AS WELL. WE HAVE HAD TO WORK OUT SOME ISSUES IN COURT, LUCKILY WITHOUT HAVING TO PUT ANY DOGS DOWN BUT WE ALL NEED TO BE AWARE OF THE LAWS. I ATTENDED IRISH DAY WHERE THE WEST POINT PIPES AND DRUMS PLAYED AND THE IRISH STEP DANCERS. ITS ALWAYS NICE TO SEE WEST POINT SUPORTING OUR COMMUNITY. I ALSO WANT TO REMIND EVERYONE TO COME OUT AND VOTE IN TOMORROWS ELECTION.

VILLAGE CLERK’S REPORT

TOMORROW, ELECTION DAY IS AT THE SENIOR CENTER AT 132 WINDERMERE AVENUE BETWEEN 12:00 AND 9:00PM. MAYOR DWYER IS RUNNING FOR RE ELECTION FOR A TWO YEAR TERM, TRUSTEE KELM AND TRUSTEE HOWLEY ARE ALSO RUNNING FOR RE ELECTION AND THOSE ARE THE ONLY PEOPLE ON THE BALLOT. PLEASE GO OUT AND CAST YOUR VOTE. WATER BILLS WENT OUT LAST WEEK. IF YOU HAVEN’T RECEIVED IT WE CAN SEND YOU ANOTHER COPY JUST LET US KNOW. GIVE US A CALL IF YOU HAVE ANY QUESTIONS ON THE BILLS AS SOME PEOPLE DO HAVE HIGH USAGE AND THERE MAY BE AN ISSUE IN THEIR HOUSES. THEY ARE DUE AND PAYABLE BY APRIL 21ST WITHOUT PENALTY. YOU CAN PAY THE BILL ONLINE NOW. GO TO OUR WEBSITE AT VILLAGE OF GREENWOODLAKE.ORG AND IT WILL GIVE YOU STEP BY STEP INSTRUCTIONS. AS USUAL, IF YOU HAVE ANY OTHER QUESTIONS PLEASE GIVE US A CALL.

OLD BUSINESS

WATER SYSTEM/ LEAD AND COPPER – MAYOR DWYER STATED WE HAVE ALL THE NECESSARY TOOLS FOR THE SODA ASH TO BE INTRODUCED INTO THE SYSTEM TO REDUCE THE COPPER LEVELS. WE WILL BE MONITORING THATAND WORKING WITH THE DEPARTMENT OF HEALTH TO INSURE THAT HAPPENS.

LAKE MANAGEMENT – IT LOOKS LIKE THE LAKE HAS RISEN TO ITS NORMAL LEVEL AT THIS POINT WITH SNOW STILL ON THE GROUND, SO WE WON’T HAVE TO WORRY ABOUT NOT HAVING THE WATER IN THE SPRING LIKE FIVE YEARS AGO. THE VILLAGE BOARD HAS AUTHORIZED ME TO APPLY FOR A $100,000 INVASIVE SPECIES GRANT. THIS WILL BE TARGETED TOWARDS LILLY PADS AND WE WOULD BE USING THE AQUAMUG TO TARGET THEIR ROOTS.

NEW MUNICIPAL WELL – RIGHT NOW WE ARE MAPPING OUT ALL OF THE INFRASTRUCTURE, WATER, SEWER, ELECTRIC AND EVERYTHING ELSE AROUND THE PROPOSED WELL. AFTER THAT WE WILL MEET WITH THE DEPARTMENT OF HEALTH AND THE DEC TO PRESENT THE PLAN FOR THE WELL LOCATION AND TO GET FURTHER APPROVALS THAT ARE NEEDED. THE TARGET PRICE IS ANYWHERE BETWEEN $150,000 AND $200,000. WE ARE TRYING TO HONE THAT DOWN TO A MORE ACCURATE NUMBER. I AM HOPING FOR $180,000 WITH A $20,000 CONTINGENCY IF NECESSARY. WE ARE CURRENTLY WORKING ON THE WATER BUDGET TO FIGURE OUT HOW THAT WILL BE PAID FOR, BUT FORTUNATELY OUR FUND BALANCE IS SUCH THAT WE HAVE AVAILABLE RESOURCES AND WON’T HAVE TO INCREASE WATER FEES OR SURCHARGES. WE WILL DETERMINE HOW MUCH OF OUR FUND BALANCE WE WANT TO USE AND HOPEFULLY BY THE NEXT BUDGET MEETING WE WILL HAVE THAT FIGURE.

HOBOKEN FILM FESTIVAL – MAYOR DWYER STATED I MET WITH THE CHAMBER LAST WEEK TO PRESENT THE OPPORTUNITY OF THE RESTAURANT ROW. THIS COMPONENT WILL PROVIDE CHAMPAGNE, BEER, WINE, FOOD, DESERT. WE ARE OPENING IT PRIMARILY TO THE LOCAL BUSINESSES, THE HELM, MURPHYS, BREEZY, EMERALD, VESUVIUS PIZZA, JEAN CLAUDES, ETC. THESE BUSINESSES WILL HAVE FIRST CRACK AT IT. WE ARE HOPING THESE BUSINESSES WILL BE TOO BUSY BUT THIS IS AVAILABLE IF THEY ARE NOT. IF WE DON’T HAVE ENOUGH WE WILL OPEN IT UP TO COUNTY BUSINESSES. ANYONE WHO WANTS MORE INFORMATION ON THAT PLEASE EMAIL ME DIRECTLY AT MAYOR@VILLAGEOFGREENWOODLAKE.ORG.

BUDGET – MAYOR DWYER STATED WE HAD OUR FIRST BUDGET WORKSHOP LAST WEEK AND WENT OVER THE REQUESTED AND TENTATIVE BUDGET. WE ARE STILL WAITING ON A COUPLE OF THINGS SUCH AS THE WELL COSTS, ASSESSMENT CHANGES, ETC. OUR CURRENT LIMIT IS 1.1% BUT THE VILLAGE BOARD HAS COME UP WITH A .8 OR .9 PERCENT TAX LEVY LIMIT INCREASE AND WILL STILL INCLUDE ALL OF THE VITAL SERVICES THAT THE COMMUNITY RELIES ON AND THEN SOME. WE ARE STILL MEETING AND HONING THE BUDGET AND WE WILL HAVE A PUBLIC HEARING BEFORE ADOPTION. I WOULD LIKE TO MENTION THAT WE RECEIVED NOTIFICATION FOR THE NEW YORK STATE COMPTROLLERS OFFICE THAT ASSIGNS RANKING FOR FISCAL STRESS. EVERY MUNICIPALITY IS GIVEN A GRADE BASED ON CERTAIN CRITERIA. THE LOWER THE SCORE THE BETTER OFF THE MUNICIPALITY IS. WHEN THIS ADMINISTRATION TOOK OVER FOUR YEARS AGO, THE FISCAL STRESS WAS AT 24%. THE NEXT YEAR IT WAS AT 12.5% SO WE CUT IT IN HALF. THE NEXT YEAR IT WAS AT 6.3% SO WE CUT IT IN HALF AGAIN. THIS YEAR WE ARE THE ONLY VILLAGE IN THE ENTIRE COUNTY THAT HAS A FISCAL STRESS OF 0% ACCORDING TO THE NEW YORK STATE CONTROLLER. THAT IS UNHEARD OF IN FOUR YEARS. I CAN’T THANK THE VILLAGE BOARD ENOUGH, THE VILLAGE CLERK, DEPUTY CLERK, THE DEPARTMENT HEADS, THE POLICE CHIEF, ETC. ONE OF OUR GOALS COMING IN WAS TO INSURE THAT WE COULD PROVIDE THE COMMUNITY WITH THE SAME SERVICES AT BETTER COST. REIGNING IN SPENDING, NEGOTIATING CONTRACTS, SPENDING VILLAGE MONEY LIKE WE DO IN OUR OWN HOMES FOR THE RESIDENTS IN THIS VILLAGE. I AM VERY PROUD OF THIS. WE HAVE STAYED UNDER THE TAX CAP EVERY YEAR. WE HAVE GREAT PLANS FOR THE FUTURE WITH A HEALTHY FUND BALANCE.

CLEAN SWEEP – THIS IS AN EVENT THAT WILL BE APRIL 8TH. THE MEETING PLACE WILL BE AT THE ELKS AT 8:00AM. IF YOU WANT TO CLEAN YOUR OWN NEIGHBORHOOD, THE STREETS PLEASE DO. LET US KNOW AT VILLAGE HALL AND WE WILL SEND A CREW OUT TO PICK UP THE BAGS. IF YOU NEED VOLUNTEER HOURS, OR COMMUNITY SERVICE YOU CAN MEET US AT THE ELKS AND WE WILL DISPATCH YOU TO A LOCATION IN THE VILLAGE WITH GLOVES AND BAGS, WEAR OLD CLOTHES. YOU WILL PROVIDE A VALUABLE SERVICE TO THE COMMUNITY AND MEET SOME GREAT PEOPLE.

NEW BUSINESS

FIREWORKS – THEY ARE GOING TO BE JULY 8TH THIS YEAR. WE HAVE BEEN TALKING ABOUT POSSIBLY CHARGNG FOR PARKING, RESTRICTING PARKING IN OTHER AREAS, ETC. WE HAVEN’T COME TO ANY CONCLUSIONS AT THIS TIME. THE PEOPLE THAT LIVE IN THE AREA OF THE FIREWORKS, GREENWOOD PARK, WINDERMERE PARK, WINDERMERE AVENUE ARE OVERWHELMED WITH THE AMOUNT OF CARS. IT IS A HUGE SUCCESS BUT WE NEED TO PLAN A LITTLE BETTER.

MEETING WITH HEAT OF WEST MILFORD – MAYOR DWYER STATED I MET WITH HEAT, WHICH IS AN ECONOMIC COUNCIL IN THE TOWN OF WEST MILFORD. I WANTED TO OPEN UP THE CHANNELS OF COMMUNICATION BETWEEN THE TWO COMMUNITIES. THEY ARE DOING SOME GREAT THINGS OVER THERE AND I WANTED TO MAKE THEM AWARE OF THE GREAT THINGS THAT WE ARE DOING OVER HERE. WE WANT TO DETERMINE WAYS TO CROSS PROMOTE OUR EVENTS AND WORK TOGETHER. THE MEEETING WENT VERY WELL AND I AM VERY OPTIMISTIC.

MUSIC FESTIVAL – WE HAVE A MUSIC FESTIVAL COMING TO GREENWOOD LAKE, THIS IS THE YEAR OF THE FESTIVALS. THIS FESTIVAL IS GOING TO BE HELD APRIL 29TH AT THE GREENWOOD LAKE ELKS LODGE FROM 12:00 TO 8:00. IT IS A FREE DONATION ONLY EVENT. YOU DO NOT HAVE TO PAY TO GET IN BUT WE WIILL BE ACCEPTING TAX DEDUCTIBLE DONATIONS AT THE DOOR. THERE WILL BE ABOUT SIX BANDS PLAYING, ONE OF WHICH IS A GRAMMY NOMINATED NINE PIECE BAND AND IT WILL BE AN EXELLENT SHOW, WITH FOOD, CRAFT BEER AND A LOT OF FUN. THIS IS A FUNDRAISER FOR AN ORGANIZATION CALLED HONOR. HONOR IS A HOMELESS SHELTER IN MIDDLETOWN THAT SERVES GREENWOOD LAKE AND THEY DO A GREAT JOB. THEY ARE LOOKING FOR SPONSORS AS WELL AS DONATIONS.   YOU CAN CONTACT ME AT MAYOR@VILLAGEOFGREENWOODLAKE.ORG IF YOU ARE INTERESTED OR NEED MORE INFORMATION.

TRUSTEE KELM – ARE THERE FLYERS OUT?

MAYOR DWYER – I PUT ONE UP TODAY AT VILLAGE HALL.

TRUSTEE KELM – IF YOU CAN GET ME ONE I WILL BE GLAD TO PUT IT UP.

COMMUNITY 2000 – MAYOR DWYER STATED TRUSTEE SELLIER PRETTY MUCH COVERED THIS. IT IS A GREAT OPPORTUNITY FOR THE VILLAGE TO GET INVOLVED IN A TOWN WIDE EFFORT TO COLLABORATE AND COME UP WITH A LONG TERM VISION. WE STARTED IT IN THE VILLAGE WITH OUR COMPREHENSIVE PLAN AND IT WILL GIVE US A JUMP START IN THE TOWN WIDE PLAN.

FIRE DISTRICT BUILDING PERMIT – THE VILLAGE BOARD RECEIVED A LETTER WHICH IS ATTACHED TO EVERYONES AGENDA. THEY ARE ASKING FOR A WAIVER OF FEES. THE FEE WOULD BE $27,000.00. WHAT WE ARE PROPOSING IS A $15,000 FEE WHICH WOULD COVER ALL OF THE VILLAGES EXPENSES. IF WE END UP SPENDING MORE TIME THAN THE $15000 THEN THAT WILL JUST BE A SACRIFICE FOR THE GRETAER GOOD. IF WE DON’T SPEND AS MUCH, THEN IT’S A WASH. WE FELT THIS WAS THE BEST APPROACH. I HOPE THE FIRE DISTRICT WILL AGREE. WE WELCOME YOUR COMMENTS DURING THE PUBLIC PORTION OF THE MEETING.

PUBLIC HEARING ON CROSS CONNECTION – MAYOR DWYER STATED WE HAD THIS EARLIER TONIGHT WITH ONLY ONE MEMBER IN THE AUDIENCE. THIS IS A SYSTEM IN OUR WATER PLANT THAT PREVENTS A BACKFLOW OF ANY CHEMICALS OR UNTREATED WATER FROM GETTING INTO OUR DISTRIBUTION SYSTEM. WE HAVE HAD THIS MECHANISM IN OUR WATER TREATMENT PROCESS FOR A WHILE NOW. WHAT WE DID NOT HAVE IS A LAW THAT SAYS IT IS A REQUIREMENT AND THAT IS WHAT THE DEPARTMENT OF HEALTH RECOMMENDS. WE NEED TO ADOPT A LAW THAT SAYS THIS CROSS CONNECTION PLAN MUST STAY IN PLACE IN THE FUTURE.

EVENTS

TROOP 121 DINNER STILL HAS OPEN SEATS FOR THEIR DINNER AT THE GREENWOOD LAKE ELKS LODGE ON MARCH 25TH. ONE OF THE GREAT PROJECTS THAT ONE OF OUR SCOUTS ARE DOING IS RIGHT HERE ON VILLAGE PROPERTY. WE ENCOURAGE THE COMMUNITY TO COME OUT AND SUPPORT THE SCOUTS.

GRACE LUTHERAN CHURCH IS HAVING A SHREDDING COMPANY ON APRIL 22ND.

ALL OTHER EVENTS ARE LISTED ON THE AGENDA

PRIVILIGE OF THE FLOOR ON ANY GENERAL TOPIC.

RESIDENT JACK SIROIS – I WOULD LIKE TO TALK ABOUT THE $15,000 YOU WANT TO CHARGE THE FIRE DEPARTMENT FOR BUILDING PERMIT. WHAT DOES THAT COVER?

MAYOR DWYER – INSPECTIONS, THE BUILDING INSPECTOR WE HAVE TO SEND OUT, IF I WANT TO SEND THE VILLAGE ENGINEER OUT TO CHECK SOMETHING.

JACK SIROIS- BUT I HAVE AN ENGINEER.

MAYOR DWYER- YOU MAY HAVE AN ENGINEER BUT HE DOESN’T REPRESENT THE VILLAGE

OF GREENWOOD LAKE’S INTEREST.

JACK SIROIS – THE FIRE DISTRICT HIRED AN ENGINEER FOR THE OVERSIGHT OF THE PROJECT. AS FAR AS THE BUILDING INSPECTIONS FOR FOOTINGS, FOUNDATIONS, STRUCTURAL STEEL, I HAVE ALREADY TALKED TO AL FUSCO AND LARRY PHIPPS AND WHEN THOSE INSPECTIONS ARE REQUIRED I WILL TALK TO THEM SO THAT THEY CAN COME OUT AND DO THEIR INSPECTIONS. THE $15,000 FEE THAT YOU WANT US TO PAY IS SET ASIDE TO COVER THE BUILDING INSPECTOR OR ENGINEERING?

MAYOR DWYER – THE BUILDING DEPARTMENT SPECIFICALLY. IT ALSO COVERS ANY ENGINEERING I NEED DONE OR EXPERTS THAT THE VILLAGE BOARD MAY CALL IN. IT WOULD BE UNREASONABLE FOR US TO COME TO YOU AFTER IT HAS STARTED IF SOMETHING COMES UP DURING THE EXCAVATION THAT WE NEED AN EXPERT TO COME OUT AND VERIFY OR DOUBLE CHECK ANYTHING YOUR EXPERTS PROVIDE TO US. ITS MORE TO PROTECT US TO COVER THE COST THAT WE MAY INCUR IN A REASONABLE CIRCUMSTANCE.

JACK SIROUS – SO IF YOU DON’T YOU WILL GIVE IT BACK?

MAYOR DWYER – NO ABSOLUTELY NOT.

VILLAGE ATTORNEY JOHN BUCKHEIT – MANY TIMES NEIGHBORS COMPLAIN ABOUT CONSTRUCTION AND WE HAVE TO INVESTIGATE THE COMPLAINTS. THE MAYOR AND MYSELF HAVE GONE TO NUMEROUS BUILDING PROJECTS AND HAD TO BRING THE ENGINEER AND THE ATTORNEY AND BUILDING INSPECTOR TO LOOK AT SOMETHING. WE HAVE TO EXERCISE A SUPERVISORY ROLE IN ALL BUILDING PROJECTS.

JACK SIROIS – I WILL BE OVERSEEING THE PROJECT FOR THE FIRE DEPARTMENT AND USING MY EXPERTISE IN CONSTRUCTION OVER THE YEARS TO DO THE CONSTRUCTION.

ATTORNEY BUCKHEIT – WHEN SOMEONE MAKES A COMPLAINT TO THE VILLAGE WE HAVE TO INVESTIGATE.

MAYOR DWYER – ANOTHER POINT TO NOTE, MOST MUNICIPALITIES DO NOT WAIVE THE BUILDING DEPARMENT FEES FOR A FIRE DISTRICT TO BUILD A MAJOR PROJECT. THEY DIDN’T DO IT IN CORNWALL, THEY DIDN’T DO IT IN PINE ISLAND.

JAVK SIROUS – WE ARE JUST ASKING.

MAYOR DWYER – WE ARE TRYING TO BE SMART AND ACCOMODATING AND IT WOULD BE RIDICULOUS FOR US TO CHARGE YOU DOLLAR FOR DOLLAR WHAT THE NORMAL BUILDING PERMIT FEE WOULD BE. WE ARE NOT GOING TO SPEND $27,000 TO OVERSEE YOUR PROJECT SO WE ARE REQUESTING $15,000.00.

JACK SIROIS – I WILL HAVE THE CHECK FOR YOU TOMORROW MORNING. I WILL ALSO HAVE THE WORKMENS COMP FORMS AND ACTUALLY I WILL BRING THE CHECK ON THURSDAY. THE BUILDING INSPECTOR WILL BE IN THURSDAY?

VILLAGE CLERK PATRICIA OLSEN – YES.

JACK SIROIS – SO THEN HE WILL JUST ISSUE THE PERMIT.

MAYOR DWYER – YES.

NORMAN WESTPHAL – GOOD LUCK IN ELECTION TOMORROW.

MAYOR DWYER – I WANT TO ECHO WHAT TRUSTEE KELM HAS SAID. WE DO NOT ALWAYS AGREE AND I AM NOT PERFECT IN COMMUNICATION ALL OF THE TIME. THIS IS A PART TIME JOB AND I LOVE IT. IT IS WORTH ALL OF THE SACRIFICES I MAKE AND IT IS BENEFITTING THE COMMUNITY AND THEREFORE MY FAMILY. IT IS A LOT OF FUN. I SOMETIMES JOKE THAT NO ONE IS RUNNING AGAINST US AT LEAST OFFICIALLY AND I JOKE AND SAY MAYBE NOBODY WANTS THE JOB. I LOVE THIS JOB AND I THINK ALL OF THE TRUSTEES DO AS WELL. YOU DON’T GET PAID ENOUGH TO DO IT OTHERWISE. THESE ARE ALL PEOPLE THAT CARE ABOUT THEIR COMMUNITY AND I HAVE SUCH FUN AND A GREAT EXPERIENCE WORKING WITH THIS TEAM. THE COMMUNITY IS AWESOME AND THANKS FOR GIVING ME THIS OPPORTUNITY. PLEASE GO OUT AND VOTE TOMORROW.
