ANNOUNCEMENT – THE FOURTH OF JULY PARADE AND FIREWORKS WILL BE ON JUNE 8TH. THE PARADE WILL BE AT 11:00AM STARTING ON WATERSTONE ROAD AT THE AMBULANCE BUILDING AND ENDS AT CHASE BANK. THE PARKING SITUATION WILL BE THE SAME AS THE FILM FESTIVAL. WE WILL BLOCK OFF PARKING ON ONE SIDE OF THE ROAD ON MANY OF THE STREETS NEAR THE BEACH SO THAT FIRST RESPONDERS CAN GET THROUGH IF NECESSARY AND VEHICLES AND PEDESTRIANS CAN BOTH GO THROUGH. IF YOU PARK AT ANY OF THE SPOTS YOUR VEHICLE MAY BE TOWED AND WILL BE GUARANTEED A TICKET. PLEASE FOLLOW THE RULES THAT NIGHT SO THAT WE HAVE A SAFE AND ENJOYABLE PARADE AND FIREWORKS SHOW.

LETTER FROM THE NYS COMPTROLLER’S OFFICE – WE HAD A MEMBER OF THE COMPTROLLERS OFFICE SITTING AT VILLAGE HALL FOR OVER TWO WEEKS GOING THROUGH ALL OF OUR BOOKS AND DEBT AND CASH BALANCES AND INVESTMENTS TO DETERMINE WHETHER OR NOT WE WOULD REQUIRE A FULL AUDIT. IF THEY FELT THAT CERTAIN THINGS HAD ISSUES, SAY CONTRACTS THEY WOULD THEN DO A FULL AUDIT ON YOUR CONTRACTS. THEY FELT THERE WAS NO NEED TO DO ANY FURTHER AUDIT. THERE WERE TWO THINGS THAT THEY SUGGESTED WE DO. ONE WAS TO GET SOME TRAINING ON IT SECURITY, SINCE WE ARE DOING ONLINE BANKING AND COMMUNICATION, THEY FELT WE MIGHT NEED BETTER PROTECTION. THEY ALSO FELT THAT OUR PROCUREMENT POLICY WAS TOO STRONG AND RESTRICTIVE. IT MAKES IT MORE CHALLENGING AND ADDS COSTS WHEN YOU HAVE TO GO OUT TO BID ON A $500 PRINTER. WE WILL LOOK AT BOTH OF THOSE THINGS. I AM VERY THANKFUL TO OUR CLERKS AND DEPARTMENT HEADS FOR INSURING THAT EVERYTHING IS RUNNING WELL.

TOWN CLERK EILEEN ASTORINO – JUST WANT TO LET EVERYONE KNOW THAT THE BEACH WILL NOW BE OPEN SEVEN DAYS A WEEK STARTING THIS SATURDAY. YOU CAN GET PASSES AT THE BEACH OR AT THE CLERKS OFFICE. FISHING PERMITS ARE AVAILABLE FOR RESIDENTS FOR $10.00 PER SEASON AND NONRESIDENTS ARE $10 PER DAY.

 

GWL CHAMBER OF COMMERCE PRESIDENT TONY TRIMARCO – WE ARE DOING A MIDDLE SCHOOL SCHOLARSHIP AT GRADUATION THIS WEEK. WE HAVE BED RACES COMING UP IN SEPTEMBER AND WE WILL START PUTTING OUT MORE INFORMATION ON THAT THROUGHOUT THE SUMMER.

WE’VE BEEN DOING SOME ROAD SWEEPING, CLEANING OUT BASINS, TREE WORK ON ELMSTREET AND BY THE BASKETBALL COURTS. WE TOOK DOWN FOUR TREES DOWN BY THE BUS GARAGE. AS USUAL WE FILL POTHOLES, FIX ROAD SIGNS AS NEEDED. WE HELPED PHIL OUT WITH SOME WATER JOBS ON LAKEWOOD AND MYRTLE. WE HAULED STONE TO THE STOCKPILE. WE ARE GETTING OUR PAVING PLAN IN PLACE AND IT IS LOOKING LIKE THE END OF JUNE ON THE OTHER SIDE OF THE MOUNTAIN AND WILL BE STARTING HERE THE SECOND WEEK IN JULY OR THEREABOUTS

 

MAYOR DWYER – WE WERE FINALLY ABLE TO GET THE QUOTE WE WERE WAITING FOR TO PAVE WAH TA WAH PARK AND ORANGE AND ROCKLAND WILL BE RE PAVING AT THEIR EXPENSE.

FOR THE MONTH OF MAY, THE POLICE DEPARTMENT HANDLED 1,279 COMPLAINTS, MADE 31 ARRESTS ISSUED 163 TRAFFIC TICKETS, ISSUED 7 PARKING TICKETS, INVESTIGATED 12 MOTOR VEHICLE ACCIDENTS, 1 VILLAGE CODE VIOLATIONS, HANDLED 13 NAVIGATION COMPLAINTS AND ISSUED 2 NAVIGATION TICKETS. WE ARE SPONSORING, ALONG WITH THE GREENWOOD LAKE COALITION, A NATIONAL NIGHT OUT ON TUESDAY AUGUST 1ST. WE HAD A GREAT TURNOUT LAST YEAR AND HOPE TO HAVE EVEN MORE PEOPLE THIS YEAR.

TRUSTEE HOLDER- THE GREENWOOD LAKE LIBRARY SUMMER READING PROGRAM SIGNUPS WILL BE THIS THURSDAY FROM 9-12 AND 6-8 AND SATURDAY JUNE 23RD FROM 9-1 AND JUNE 24TH FROM 12 – 2:00PM. THE THEME IS BUILDING A BETTER WORLD.

 

SCHOOL BOARD – THEY HAVE BEEN VERY BUSY WITH PRE-K PETTIONS, DR. ACKERMAN HAS RESIGNED AND IS TAKING THE JOB IN CHAPPAQUA SO THEY ARE LOOKING FOR AN INTERIM SUPERTINTENDENT. THE MIDDLE SCHOOL PRINICIPAL HAS RESIGNED AND IS TAKING A JOB IN MAHOPAC SO THEY ARE LOOKING FOR A PRINCIPAL AS WELL. THERE ARE TWO NEW BOARD MEMBERS, MARY LALLY AND KEVIN TUHYAND WE WISH THEM WELL.

 

RECREATION – THE GWL SOCCER CLUB WILL CONTINUE TO TAKE LATE REGISTRATIONS FOR KINDER KICKERS AND THE REC PROGRAM. YOU CAN CONTACT MYSELF OR COLLEEN HALINAN.

 

TRUSTEE HOLDER CONTINUED, I JUST WANT TO SAY HOW NICE IT WAS TO SEE HOW MANY PEOPLE SHOWED UP FOR THE MEMORIAL DAY CEREMONIES. THE POLICE AND FIRE AND THE PUBLIC. LUCKILY THE AMBULANCE CORP WAS RIGHT THERE WHEN A COUPLE OF THE SCOUTS FAINTED.

 

DEPUTY MAYOR KELM – THE STREET FAIR WAS VERY SUCCESSFUL THIS YEAR WITH OVER 70 VENDORS. THERE WERE A LOT OF NEW ONES AND PEOPLE SEEMED TO HAVE A LOT OF FUN. I WANT TO THANK MY HUSBAND FOR ALL OF HIS HARD WORK, AND THANK THE COMMUNITY FOR SUPPORTING THE CHAMBER IN THIS EVENT. I WANT TO MAKE SURE THAT EVERYONE IS AWARE THAT SCHOOL IS OVER THIS WEEK. PLEASE USE CAUTION WHILE YOU ARE DRIVING. THERE ARE KIDS ON SKATEBOARDS AND SCOOTERS AND BIKES THAT ARE NOT ALWAYS PAYING ATTENTION TO THE CARS ON THE ROAD. I WANT TO CONGRATULATE ALL THE GRADUATES FROM GREENWOOD LAKE, CHESTER AND WARWICK ON THEIR GRADUATIONS AND WISH THEM ALL WELL.

IF YOU HAVEN’R RECEIVED ONE AND SHOULD, GIVE US A CALL OR GO TO TAXLOOKUP.NET. YOU CAN ALSO PAY IT ONLINE AT TAXLOOKUP.NET. WE ARE ALSO LOOKING TO RECEIVE OUTSTANDING DELINQUENT WATER BILLS AND I BELIEVE YOU WILL RECEIVE A KNOCK ON YOUR DOOR IF WE HAVEN’T RECEIVED PAYMENT. OLD BUSINESS

 

WATER SYSTEM/ LEAD AND COPPER – SAMPLE RESULTS CAME IN TODAY AND LEAD AND COPPER LEVELS CONTINUE TO GO DOWN. THE COPPER LEVELS ARE THE ONLY ONES WE ARE CLOSELY MONITORING RIGHT NOW AND THEY CONTINUE TO GO DOWN. WE STILL HAVE 12 SAMPLES LEFT TO COME IN. WE HAD A FULL INSPECTIION OF THE WATER TANKS THAT ARE LOCATED BEHIND THE DPW, THE STORAGE TANKS WHERE WATER COMES FROM THE TREATMENT PLANT. WE HAD A COMPANY COME IN AND REMOVE ANY SEDIMENT THAT WAS AT THE BOTTOM OF THESE TANKS, AND THERE WASN’T MUCH AT ALL. WE FOUND SOME ISSUES THAT WE NEED TO TAKE CARE OF BUT NOTHING MAJOR OR IMMEDIATE. WE ARE CURRENTLY IN THE PERMITTING PROCESS OF INSTALLING A NEW WELL FOR OUR WATER DISTRIBUTION SYSTEM. THE GALLONS PER MINUTE THAT WE ARE PULLING FROM OUR TWO WELLS IS NOT MEETING THE SUMMER DEMAND. WE ARE GOING TO HAVE TO DO A PRETTY QUICK WELL RESTORATION PROJECT ON ONE OF THE WELLS WHICH IS GOING TO COST AROUND $17,000.00. WE DID NOT BUDGET FOR THAT SO WE WILL BE BANNING IT AND BUDGET FOR IT NEXT YEAR.

 

LAKE MANAGEMENT – WE DID THE SONAR AS PART OF OUR LAKE MANAGEMENT PLAN EARLIER THIS MONTH AND THE LAKE LOOKS GREAT. THE STUDIES WE DID LAST YEAR SHOWS THAT OUR LAKE IS VERY HEALTHY AND VIBRANT. THE DEC IS GOING TO DO A STUDY ON THE FISH IN GREENWOOD LAKE. THERE WAS A DISEASE THAT KILLED OFF A LOT OF THE BASS A FEW YEARS AGO AND THEY FEEL THAT THEY MAY HAVE NOT COME BACK AND THEY MAY NEED TO DO SOME STOCKING. THERE MAY BE AN APPLICATION OF AQUATHOL K WHICH TARGETS WEEDS AFTER THEY HAVE GROWN. WE WILL USE THAT IF NECESSARY LATER THIS SUMMER.

 

COMMUNITY 2000 – THERE WAS A PROJECT IN THE TOWN OF WARWICK AND VILLAGE OF WARWICK AND THEY WOULD LIKE TO INCLUDE FLORIDA AND GREENWOOD LAKE NOW AS WELL. WE JOINED AND WILL BRING COMMUNITY MEMBERS TO THE COMMITTEE. ANYONE THAT IS INTERESTED JUST SEND ME AN EMAIL. WE WANT SOMEONE TO ADVOCATE OUT IDEALS.

 

BOAT LAUNCH – MAYOR DWYER STATED WE WERE HAVING A TOUGH TIME WITH RAIN SO WE DECIDED TO GO WITH SOD WHICH IS FULLY COVERED BY A GRANT. THAT PROJECT SHOULD BE COMPLETED WITHIN TWO WEEKS AND WE WILL HAVE A GRAND OPENING FOR FREE TO THE PUBLIC PASSIVE BOAT LAUNCH FOR KAYAKS, CANOES OR ANYTHING ELSE THAT YOU CAN CARRY TO THE PARK. WE WILL INVITE EVERYONE.

 

NEW BUSINESS

 

ZOMBIE PROPERTIES – MAYOR DWYER THIS IS SOMETHING THAT IS PLAGUING EVERY COMMUNITY. THESE ARE PROPERTIES THAT ARE BEING FORECLOSED ON OR HAVE BEEN ABANDONED AND THE BANKS OR PROPERTY MANAGEMENT COMPANIES ARE NOT MAINTAINING THEM PROPERLY. WE ARE UNDERTAKING A MAJOR PROJECT HERE TO EITHER GET THE LAWN MOWED, FIX THE HOUSE UP. WORK WITH THE BANKS TO SELL THEM OR DO WHAT EVER WE CAN TO REDUCE THE NUMBER OF THESE PROPERTIES. BANKS MOVE VERY SLOWLY TO GET THESE PROPERTIES OFF THEIR BOOKS. THE BUILDING INSPECTOR AND SECRETARY ARE TRYING TO IDENTIFY ALL OF THESE PROPERTIES AND WE ARE GOING TO GO AFTER THEM.

WE HAVE TRIED SEVERAL DIFFERENT TACTICS AND NOT ENOUGH PEOPLE WERE INVOLVED TO ACTUALLY MAKE A DIFFERENCE.

VAN ORDEN WATER MAIN – WE ARE HAVING A PROBLEM ON VAN ORDEN LANE WHERE THE PIPES ARE BASICALLY SWISS CHEESE.   IT’S A CHALLENGING AREA ON LEDGE ROCK SO WE ARE GOING TO GO IN AND ADDRESS THAT ISSUE.

MAYBE TWO YEARS AGO SOMEONE WANTED TO PUT A BED AND BREAKFAST ON EAST SHORE ROAD AND IT WAS TURNED DOWN BECAUSE IT WAS IN A RESIDENTIAL ZONE. THIS IS A PROBLEM THROUGHOUT ORANGE COUNTY AS IT HAS BECOME A DESTINATATION. IN BLOOMING GROVE THERE ARE OVER A HUNDRED PROPERTIES LISTED AND THEY ARE ADVERTISING AND THEY ARE DRAFTING LEGISLATION TO TRY AND CONTROL IT. IN A SPAN OF THREE YEARS IT HAS GOTTEN REALLY CRAZY. WHY WOULD ANYONE COME IN AND BUY A HOTEL FROM A BUSINESS PERSPECTIVE, THEY COULD JUST BUY A FEW HOMES AND RENT THEM OUT. I HAVE SENT LETTERS TO TOWN OF WARWICK AS WELL, AND I COUNTED 35 ON THE LAKE.

LISA MULCAHY – SUSAN HARVOMIL WOULD BE A GOOD POINT PERSON. JOHN BIERIN WHO OWNS THE CALDWELL HOUSE IS THE NATIONAL PRESIDENT OF THE BED AND BREAKFAST ASSOCIATION AND HE IS THE ONE LEADING THE EFFORT IN BLOOMING GROVE TO GET LEGISLATION PASSED IN ORANGE COUNTY. HE HAS STARTED A NATIONAL CONVERSATION ABOUT THIS ISSUE. IT HURTS OUR BUSINESSES AND WE WANT TO LEVEL THE PLAYING FIELD. AT LEAST ONCE A WEEKEND I GET A CALL FROM SOMEONE WHO HAD MADE A RESERVATION AT AN AIR B &B AND THEN THERE WERE SEPTIC ISSUES OR PLUMBING ISSUES, OR SOME PROBLEM AND THEY NEEDED IMMEDIATE ACCOMODATIONS SOMEWHERE ELSE.

 

MAYOR DWYER – I JUST THINK IT NEEDS TO BE CONTROLLED. IN THE BEGINNING THERE WERE ONLY A COUPLE BUT NOW THERE ARE QUITE A FEW AND ITS GETTING OUT OG HAND WITH NO CONTROLS ON IT. WE DID DO SOME RESEARCH BUT NOTHING AS OF YET HAS BEEN DONE. THERE ARE MORE COMPLAINTS NOW FROM NEIGHBORS, WHERE THERE MIGHT BE A PILE OF GARBAGE LEFT OUT OVER THE WEEKEND, ETC. WE ARE INITIATING A NEW PROJECT.

RESIDENT MANNY TIRADO – I WANT TO TALK ABOUT THE FILM FESTIVAL. I KNOW WE HAD SOME BAD WEATHER AND THAT COULD’VE LED TO A LOW TURNOUT, BUT IM WONDERING WHAT WE CAN DO TO PROMOTE IT AND MARKET IT TO GET MORE ATTENDANCE.

 

MAYOR DWYER – I DID MEET WITH KEN IMMEDIATELY AFTER THE FESTIVAL, TO REVIEW THE CONTRACT AND MANY OTHER THINGS. WE ARE GOING TO GO INTO EXECUTIVE SESSION TONIGHT TO DISCUSS THE CONTRACT. I STILL BELIIEVE IN THE EVENT AND CONCEPTUALLY I THINK ITS AN AMAZING THING. I THINK WE, THE VILLAGE AND THE BUSINESSES, DID EVERYTHING THAT WE ABSOLUTELY COULD HAVE AND DID IT GREAT. IT WAS NOT WHAT I EXPECTED, I EXPECTED SO MUCH MORE. IT WAS THE FIRST YEAR, AT THE BEACH, WITH A TENT AND SHUTTLE BUSSES. MAYBE SOME PEOPLE DIDN’T WANT TO DO THAT. THE MARKETING WAS FLAWED AND SHOULD HAVE BEEN DONE MUCH BETTER. THOSE ARE THINGS THAT WE ARE GOING TO WORK ON. THE CHAMBER, VILLAGE, TOWN, VOLUNTEERS, BUSINESSES ALL STEPPED UP AND DID OUR PART. I DO THINK SOME THINGS SHOULD HAVE BEEN DONE DIFFERENTLY.

AUTHORIZES THE MAYOR TO SIGN THE AGREEMENT BETWEEN THE COUNTY OF ORANGE AND THE VILLAGE OF GREENWOOD LAKE TO ACCEPT FUNDING FROM THE OFFICE OF THE AGING FOR THE SENIOR DINDING CONGREGATE AND HOME DELIVERED MEAL PROGRAM.

 

WHEREAS, THE VILLAGE OF GREENWOOD LAKE MAYOR IS DULY AUTHORIZED TO ENTER INTO CONTRACTS AND AGREEMENTS WHICH BENEFIT THE CITIZENS OF THE VILLAGE OF GREENWOOD LAKE. AND

 

WHEREAS, THE VILLAGE OF GREENWOOD LAKE BELIEVES THAT ENTERING INTO AN AGREEMNT WITH THE COUNTY OF ORANGE, ENTITLED “SENIOR DINING CONGREGATE AND HOME DELIVERED MEAL PPROGRAM AGREEMENT” WILL BENEFIT THE CITIZENS OF THE VILLAGE OF GREENWOOD LAKE BY HELPING TO PROVIDE AFFORDABLE MEALS TO ITS SENIOR RESIDENTS FOR THE CALENDAR YAR OF 2017/2018, AND NOW, THERFORE, BE IT RESOLVED AS FOLLOWS” THE   TRUSTEES OF THE VILLAGE OF GREENWOOD LAKE DO HEREBY AUTHORIZE THE MAYOR OF VILLAGE OF GREENWOOD LAKE TO SIGN AN AGREEMENT WIT THE COUNTY OF ORANGE.
