FOR THE MONTH OF JULY, WE STARTED 78 NEW CASES AND CLOSED 95.  WE ARE STAYING ABOVE OUR CASE LOAD AND THINGS ARE GOING VERY WELL.  WE HAVE A PROGRAM WHERE LOCAL ARTISTS ARE DISPLAYING THEIR ARTWORK ON THE WALL.

MAYOR DWYER ASKED WHO IS THE ARTIST?

KEITH GARLEY RESPONDED, RIGHT NOW IT IS SUSAN BARESEL AND BONNIE MCGOWAN.  THERE IS MORE COMING.  I WANT TO KEEP IT ABOUT GREENWOOD LAKE.

JUSTICE WALSH – EVERYTHING IS GOING WELL.

WATER REPORTED BY PHIL LANDRU

WE ARE LOOKING TO DIG A NEW WELL.  THE TWO WELLS THAT WE HAVE ARE JUST NOT PRODUCING THE SAME AMOUNT OF WATER THAT THEY HAVE IN THE PAST.  WELL D USED TO GIVE 350 GALLONS PER MINUTE AND NOW WE ARE ONLY GETTING ABOUT 230 GALLONS PER MINUTE.

LEAD AND COPPER –   WE WEREN’T ABLE TO FLUSH WITH THE WATER SHORTAGE SO I HAD TO LET THE AGENCIES KNOW.  THEY ARE ALLOWING US TIME TO DOSE VERY LIGHTLY AND THEY WANT TO SEE OUR LEVELS OF PHOSPHORUS AND LEAD.  WE WILL BE READING METERS NEXT WEEK AND WE HAVE A BROKEN HYDRANT OUT BY THE AMERICAN LEGION.

MAYOR DWYER – WHEN DO WE WANT TO FLUSH?

PHIL LANDRU – I WOULD THINK SEPTEMBER OR OCTOBER WHEN THE VOLUME USED DAILY GOES DOWN A LITTLE MORE.  THAT WAY THE SUMMER WATER SYSTEM WILL BE DOWN AS WELL.  THE HEALTH DEPARTMENT ANTICIPATED US HAVING EPISODES AND IT ISN’T HAPPENING WHICH IS GOOD.  I NEED TO GET LEAD AND COPPER SAMPLING SOON AS WELL.

JUSTICE GARLEY – I FORGOT TO METNION THAT WE ARE WORKING ON THE JCAP, THE JUSTICE COURT ANNUAL GRANT.

COMISSION REPORTS

TRUSTEE HOLDER –  SUMMER IS MOSTLY ABOUT THE CONCERT SERIES.  WE HAD A LOT OF RAIN AND MANY OF THE CONCERTS HAD TO COME INDOORS TO THE ELKS WHOM I WANT TO THANK.  ONE CONCERT ALSO HAD TO GO TO THE AMERICAN LEGION SO THANKS TO THEM AS WELL.  THERE ARE A FEW LEFT.  THIS WEEKEND IS IRISH NIGHT AT THE BEACH WITH CELTIC CROSS AND THE FINAL WEEKEND IS THE CARL RICHARDS BAND THE THE RICHARD REITER SWING BAND.  ROCK UNDERGROUND IS HAVING THEIR END OF THE YEAR CONCERT ON THURSDAY A THE BEACH AT 6:00.

SCHOOL BOARD – THE TWO NEW SCHOOL BOARD MEMBERS HAVE NOW BEEN INSTALLED, MICHAEL BUCKLEY AND SUSAN SELSER.  I DID NOT ATTEND THE LAST MEETING AND THE NEXT ONE IS IN SEPTEMBER.

LIBRARY – JOIN THEIR FACEBOOK PAGE, THEY POST DAILY ABOUT EVENTS THAT ARE GOING ON, AUTHORS INFORMATION AS WELL.

MAYOR DWYER – DID THE SCHOOL RELEASE THE SURVEY DATA THEY COLLECTED.

TRUSTEE HOLDER – THEY DID THAT ALREADY.  THEY HAD FOCUS GROUP WHICH ARE NOT WELL ATTENDED AS WELL.  THEY DID SAY THE FEEDBACK THEY HAVE RECEIVED.  THEY DISCUSSED WHY THEY THOUGHT MEASURES FAILED AND WHAT COULD BE DONE AND WHAT THE FOCUS SHOULD BE ON.

DEPUTY MAYOR KELM –   I HAVE NO REPORT.

ATTORNEY BUCKHEIT – I HAVE BEEN ATTENDING MEETINGS WITH KEN DELVECHIO OF THE HOBOKEN FILM FESTIVAL WHICH ALLOWED US TO NEGOTIATE A CONTRACT WITH TERMS FAVORABLE TO THE VILLAGE.  THE MAYOR AND I HAVE ALSO HAD MEETINGS WITH COLONEL JOHN GRAHAN WHICH HELPED IMPLEMENT THE WATER TESTING ON THE LAKE AND THE DEVEOPMENT OF NEW STRATEGIES TO HAVE THE STATE ADDRESS SEDIMENT MARSHING OUT OF THE HARRIMAN STATE PARK.   MY REPORT HAS BEEN PASSED OUT TO MEMBERS OF THE BOARD AND I AM PREPARED TO ANSWER ANY QUESTIONS.

CLERKS REPORT             REPORTED BY VILLAGE CLERK PATRICIA OLSEN

WE ARE STILL COLLECTING TAXES.  WE ARE GOING INTO SEPTEMBER VERY QUICKLY.  IF YOU NEED A COPY OF YOUR BILL IT IS ALWAYS AVAILABLE.  WE WILL BE READING WATER METERS NEXT WEEK SO THE BILLING WILL GO OUT MID SEPTEMBER  IF YOU STILL HAVE AN OPEN WATER BILL FROM MARCH WE WOULD APPRECIATE PAYMENT.  IF YOU HAVE ANY COMPLAINTS ABOUT BRUSH, POTHOLES, ETC PLEASE CALL OUR OFFICE AT 477-9215.

OLD BUSINESS

WATER SYSTEM/LEAD AND COPPER – MAYOR DWYER STATED AS OUR WATER CONSULTANT ALREADY POINTED OUT SOME OF THE MEASURES WE ARE TAKING.  WE WERE APPROVED TO REINTRODUCE LEGALLY ORTHO PHOSPHATE INTO OUR TREATMENT PROCESS.  THE DEC AND THE DEPARTMENT OF HEALTH ARE ON BOARD WITH OUR DECISION TO MOVE FORWARD WITH THAT TO REMEDY THE LEAD AND COPPER ISSUE.  WE ARE SLOWLY REINTRODUCING THAT SO AS TO NOT DISRUPT THE WATER SYSTEM.  WE HAVEN’T HAD ANY CHANGE IN OUR WATER QUALITY.  WE HAVE SEEN OVER THE LAST TWO YEARS CHANGES THAT WERE NOT GOOD.  IT WILL TAKE AT LEAST FOUR TO SIX MONTHS TO HAVE ANY REAL RESULTS.

WAH TA WAH PARK NATURAL GAS – MAYORD DWYER STATED WE HAVE BEEN TALKING ABOUT THIS FOR ABOUT 8 YEARS.  ALL OF THE RESIDENTS ABOVE FIRST ROAD IN WAH TA WAH PARK ARE WITHOUT NATURAL GAS.  THEY HAVE TO USE PROPANE.  WE HAVE BEEN WORKING WITH THEIR HOMEOWNERS ASSOCIATION TO TRY AND GET THIS FOR THEM.  WE HAVE BEEN WAITING TO PAVE THOSE ROADS BECAUSE WE DIDN’T WANT ORANGE AND ROCKLAND TO RIP THEM UP TO INSTALL THE GAS LINES.  SOME OF THE ADDITIONAL HOMES WILL BE GETTING NATURAL GAS THIS YEAR.

WATERSTONE ROAD SIDEWALKS – MAYOR DWYER STATED WE ARE PASSING A RESOLUTION TONIGHT HOPEFULLY TO HAVE THIS BUILT IN THE SPRING.  WE NEED TO GET THE MONEY IN OUR BANK ACCOUNT BEFORE WE CAN SPEND A DIME.

PASSIVE BOAT LAUNCH – MAYOR DWYER STATED WE HAVE DECIDED TO TAKE OUR TIME N THIS.  WE DON’T WANT TO OPEN IT THIS FALL DUE TO THE DRAW DOWN SO WE WILL BE HOPING TO DO THIS IN THE SPRING.  WE ARE GOING TO CUT THE TREES DOWN, WE HAD THE PROPERTY SURVEYED. AND WE WILL BE CLEANING IT UP.

LAKE MANAGEMENT –  MAYOR DWYER STATED THROUGH A CONVERSATION THAT COUNCILMAN DEANGELO HAD WITH THE SENATORS OFFICE, HE RECOMMENDED THAT THE VILLAGE WRITE A LETTER TO REQUEST SOME MONEY TO REPLACE CATCHBASINS.  WE WROTE A LETTER ASKING FOR $10,000 TO REPLACE THE RETROFITTED CATCH BASINS THAT SURROUND THE LAKE.   THEY ARE BASICALLY FILTERS INSIDE THE CATCH BASINS THAT FILTER OUT SEDIMENT, PHOSPHORUS AND STORMWATER RUN OFF POLLUTANTS.  THEY HAVE BEEN CLEANED SO MANY TIMES THEY NEED TO BE REPLACED.  WE WILL FOLLOW UP TO SEE IF WE GET THE FUNDS FOR THIS.

AS ATTORNEY BUCKHEIT STATED WE HAVE BEEN WORKING WITH COLONEL GRAHAM FROM WESTPOINT ON SOME LAKE ISSUES.  HE IS HEADING UP OUR RESEARCH AS THE VILLAGE BIOLOGIST.  HE HAS BROUGHT IN INTERNS, A LOCAL RESIDENT AS WELL AS HIS DAUGHTER.  THE LOCAL RESIDENT GRADUATED FROM MARITIME ACADEMY WITH A DEGREE IN BIOLOGY AND HIS DAUGHTER IS CURRENTLY A BIOLOGY STUDENT.  THEY TOOK SAMPLES ALL AROUND THE VILLAGE AND ARE ANALYZING THAT DATA IN THE LAB PROVIDED BY WEST POINT TO WORK WITH OUR GOALS.  THEY ARE UNPAID VOLUNTEERS AND WE ARE LOOKING FORWARD TO GETTING THE ANALYSIS FROM THEM REGARDING ANY PROBLEMS OR SOLUTIONS THEY FIND.  THE VILLAGE BOARD WANTS TO KNOW IF THERE ARE ANY ADVERSE EFFECTS OF THE HERBICIDES WE HAVE BEEN USING.  WE ARE TAKING EVERY MEASURE POSSIBLE TO INSURE WE ARE MONITORING THE HEALTH AND QUALITY OF OUR LAKE, NOT JUST THE APPEARANCE OF THE LAKE.  I APPRECIATE JOHN BRING COLONEL GRAHAM BACK HERE.

NEW BUSINESS

HOBOKEN FILM FESTIVAL – MAYOR DWYER STATED WE ARE THE NEW HOME OF THE HOBOKEN INTERNATIONAL FILM FESTIVAL FOR THE NEXT THREE YEARS.  THIS IS GOING TO BRING REVENUE TO OUR BUSINESSES, PUBLICITY AND ATTENTION TO OUR COMMUNITY, TOURISM, NAME RECOGNITION, ACTORS AND ACTRESSES, PRODUCERS, ETC.  THESE PEOPLE WILL BE COMING INTO OUR COMMUNITY AND SEEING WHAT A GEM IT IS.  ITS GOING TO BE A LEARNING PROCESS FOR US TO HOST THIS FESTIVAL.  WE FEEL IT WILL BE LESS OF A NEGATIVE IMPACT THAN THE FIREWORKS, BECAUSE THAT BRINGS IN TEN THOUSAND PEOPLE OVER A FOUR HOUR EVENT.  THIS WILL BE HOPEFULLY TEN THOUSAND PEOPLE OR MORE SPREAD OUT OVER SEVEN DAYS.  OUR BUSINESSES SHOULD SEE THE BENEFIT OF OVERNIGHT STAYS, RESTAURANT RESERVATIONS, ETC.  I HAVE ALREADY GOTTEN CALLS FROM PEOPLE THAT WANT TO START BUSINESSES SUCH AS BIKE RENTALS, ETC.  I TRULY AM EXCITED AND THINK THIS COULD BE THE BEST THING TO HAPPEN TO US IN OVER THIRTY YEARS.  WE ARE LOOKING FOR PUBLIC PARTICIPATION.  WE ARE PUTTING TOGETHER A COMMITTEE OF VOLUNTEERS, LOOKING SPECIFICALLY FOR STUDENTS INTERESTED IN FILM.  WE WANT TO GIVE THEM A LEG UP AND GET THEM INVOLVED WITH THE FILM FESTIVAL.  IT CAN BE AS SMALL AS VOLUNTEERING DURING THE FESTIVAL, OR ACTING IN ONE OF THE SCENES BEING FILMED AROUND HERE.  IF ANYONE KNOWS ANY ASPIRING STUDENTS OF THE ARTS, PLEASE LET ME KNOW.  PRIORITY WILL GO TO GREENWOOD LAKE RESIDENTS.  WE HAVE NEARLY A YEAR BUT THE PLANNING PROCESS HAS ALREADY BEGUN.  I HAVE BEEN GETTING CALLS AND EMAILS THAT HAVE BEEN CONSTRUCTIVE.  IT IS GOING TO HAPPEN AND WE WOULD LIKE YOUR IDEAS ON HOW TO MAKE IT THE BEST EVENT EVER.

THEATRE ON THE LAKE – MAYOR DWYER STATED THIS IS ALSO EXCITING.  WE ARE REVIVING THEATRE ON THE LAKE.  WE HAVE OUR FIRST PRODUCTION SEPTEMBER 9TH AND 10TH OF THE SAME SHOW THAT WAS FORMERLY ON BROADWAY.  ITS CALLED THE 25TH ANNUAL PUTNAM COUNTY SPELLING BEE.  IT IS A COMEDY THAT WILL BE PERFORMED BY PROFESSIONAL ACTORS AT THE THOMAS P MORAHAN WATERFRONT PARK.  THERE IS A $5 ADMISSION IF YOU SHOW UP AT THE DOOR.  IF YOU ARE A VILLAGE RESIDENT, YOU CAN GO TO VILLAGE HALL TO RECEIVE A FREE TICKET.  THEY ARE LIMITED SO GO SOON.  YOU CAN ONLY PICK UP ONE TICKET PER PERSON AND YOU MUST BE A VILLAGE RESIDENT AS THE VILLAGE HAS PAID FOR THESE TICKETS.

2015/2016 BUDGET CLOSEOUT – MAYOR DWYER STATED OUR ACCOUNTANTS WERE IN TO CLOSE OUR OUR BUDGET YEAR AND WE DID EXTREMELY WELL.  THE VILLAGE CLERK AND I WILL BE GOING THROUGH THE ENTIRE BUDGET LINE BY LINE FAR IN ADVANCE OF OUR BUDGET WORKSHOP TO SEE WHERE WE DID WELL, AND WHERE WE DIDN’T.  OVERALL WE WERE $221,000UNDER BUDGET.  WE ADDED TO OUR FUND BALANCE.  OUR CURRENT FUND BALANCE IS $741,000.  THREE YEARS AGO BEFORE I TOOK OFFICE AS MAYOR WE HAD LESS THAN $300,000.  WE HAVE MORE THAN DOUBLED THAT AMOUNT.  OUR WATER FUND BALANCE IS AT $571,000 AND BEFORE THIS ADMINISTRATION TOOK OVER WE WERE IN THE NEGATIVE.  WE HAVE AN EXTREMELY HEALTHY BUDGET AND FUND BALANCE.  THE VAST MAJORITY OF THE SAVINGS HAS COME FROM NEGOTIATIONS WITH OUR POLICE DEPARTMENT, REDUCING STAFF THROUGH ATTRITION, NOT LAYOFFS, SPENDING TAX PAYER DOLLARS AS EFFICIENTLY AS POSSIBLE.  WE HAVE PROVIDED THE SAME IF NOT MORE SERVICES THAN EVER BEFORE.  WE ARE ABLE TO ADD PROGRAMS LIKE A TEEN CENTER, INCREASE MONEY FOR THE SENIOR CENTER, ROADWORK, A HAPPY LAW ENFORCEMENT DEPARTMENT, AND PROVIDE THE SERVICES THAT OUR RESIDENTS EXPECT.  I THANK THE VILLAGE BOARD FOR YOUR COOPERATION AND EFFORTS, I THANK THE VILLAGE CLERK AND DEPUTY CLERK, PAT AND BETH, FOR ALL THE HARD WORK THEY HAVE DONE.  I THANK ATTORNEY BUCKHEIT, FOR GETTING MONEY FROM ALL THE ELECTED OFFICIALS.  WE HAVE BEEN ABLE TO GET AN ENORMOUS AMOUNT OF GRANT FUNDING FROM ALL DIFFERENT LEVELS OF GOVERNMENT.  HAVING THE FILM FESTIVAL HERE PROVIDES US ACCESS TO TOURISM MONEY THROUGHOUT THE STATE.  THE ARTS ARE ALIVE HERE WITH THE CONCERT SERIES, THEATRE ON THE LAKE, FILM FESTIVAL WE ARE A BEACON OF SUCCESS.  I THINK IT WILL ONLY GET BETTER IN GRANT OPPORTUNITIES FOR US.   I AM EXTREMELY PLEASED WITH WHERE OUR BUDGET IS GOING AND HAS GONE.  I WANT TO THANK THE PUBLIC AS WELL, PEOPLE LIKE MANNY WHO VOLUNTEER THEIR TIME, CAROL FLOOD FOR ATTENDING EVERY SINGLE BUDGET MEETING.  WE RELY ON ADVICE FROM THE PUBLIC AS WELL.  THANK YOU ALL.

PART TIME POLICE HIRES – MAOR DWYER STATED ONE OF OUR PLANS FOR THE VILLAGE IS TO HIRE PART TIME POLICE OFFICERS IN ORDER TO KEEP THE OVERTIME DOWN FOR THE FULL TIME POLICE OFFICERS.  WE HAVE LOST FOUR PART TIME OFFICERS THIS YEAR BUT WE ARE HIRING THREE NEW ONES.  YOU MAY SEE NEW FACES, HOPEFULLY SMILING.

SEWERS – MAYOR DWYER STATED I RECEIVED A GOOD PHONE CALL FROM THE DEC ABOUT A WEEK AGO THAT WE WERE RANKED HIGH ON THE LIST FOR EFC, AND WE WERE THE TALK OF ALBANY IN THAT THEY ARE LOOKING AT US TO BE THE NEXT RECIPIENT OF GRANT FUNDS AND LOW TO ZERO PERCENT LOANS FOR SEWERS IN OUR COMMUNITY.  I THEN CALLED THE VILLAGE ENGINEER WHO HAS BEEN SPEARHEADING THE EFFORT TO KEEP US ON THE LIST AND HE SAID WE NEED TO GO UP TO ALBANY AND SEE WHAT OPTIONS ARE AVAILABLE TO US.   IT’S A LONG ROAD AHEAD, I JUST WANT THE PUBLIC AND THE BOARD TO KNOW THAT WE ARE STARTING THE FEASIBILTY OF SEWERS.  IT IS A VERY COSTLY ENDEAVOR, AROUND $70,000,000.00.  I WILL NOT, NOR WILL THE BOARD SUPPORT ANY CREATION OR INSTALLATION OF SEWERS IF WE ARE NOT RECEIVING AN ADEQUATE AMOUN OF GRANT FUNDING TO OFFSET THE COST.  WE CANNOT JUSTIFY HAVING ANYONE PAY $2000 OR MORE PER YEAR TO HAVE SEWERS.  WE ARE CHECKING TO SEE WHAT FUNDING IS AVAILABLE AND WHAT THAT WOULD MEAN FOR THE AVERAGE USER.  I HOPE TO HAVE THAT INFORMATION WITHIN THE NEXT MONTH.  WE ARE GOING TO ALBANY TO MEET WITH THE DEC AND THE EFC.  WE ARE MEETING WITH THEM SEPTEMBER 1ST, THE ENGINEER, MYSELF AND THEIR TEAM TO TRY AND GET SOME OF THOSE ANSWERS.  I WANT TO PRESENT A STEP BY STEP PROCESS TO GET SEWERS.  I WANT TO BE CLEAR AND I WANT TO MAKE EVERYONE CLEAR ABOUT THE PROCESS.  USUALLY YOUR PROPERTY VALUE GOES UP IMMEDIATELY WHEN YOU INSTALL SEWERS, YOUR DOWNTOWN CAN EXPAND WITH MORE DIVERSE BUSINESSES.  THE HEALTH AND QUALITY AND WELLBEING OF OUR LAKE WOULD BE TRANSFORMED ALMOST OVERNIGHT.  THERE WOULD NO LONGER BE THE REGULAR STORM WATER RUNOFF THAT WE HAVE ALL THE TIME GOING INTO THE LAKE. THE BENEFITS ARE ENORMOUS, BUT WE NEED TO SEE A COST BENEFIT ANALYSIS.  IF WE CAN’T DO IT IN THIS ADMINISTRATION, WE CAN LAY THE GROUNDWORK FOR THE FUTURE.  WE WILL KEEP YOU POSTED.  I AM OPTIMISTIC.  THEY CALLED US WHICH IS A HUGE STEP IN THE RIGHT DIRECTION.

MOUNTAIN LAKES LANE SIDEWALK – MAYOR DWYER STATED I RECEIVED AN EMAIL FROM THE FEDERAL GOVERNMENT ABOUT A MONTH AGO THAT THEY HAVE UNALLOCATED FUNDING LEFT OVER FROM HURRICANE SANDY AND IRENE AND THEY ARE LOOKING TO REALLOCATE THOSE FUNDS.  I NOTICED AN ALMOST ACCIDENT THERE, AND WE ARE LOOKING TO PUT A PASSIVE BOAT LAUNCH THERE SO WE NEED A SIDEWALK.  THE AREA IS UNKEMPT AND NEEDS TO BE IMPROVED.  IT WOULD IMPROVE WALKABILITY, ATTENTION AS WELL AS THE APPEARANCE.  WE APPLIED FOR A GRANT OF 140,000 OF UNAPPROPRIATED FUNDS.  IT IS A COMPETITIVE PROCESS AND WE PUT TOGETHER A PROPOSAL.  HOPEFULLY WE GET A POSITIVE RESPONSE.

SKATEPARK – MAYOR DWYER STATED WE ARE IN A FEASIBILITY STUDY OF SKATE PARKS.  I MET WITH A GROUP IN NYACK AND HAV BEEN WORKING WITH TRUSTEE HOLDER ON THE POSSIBILITY OF DOING THIS AND IF IT IS SOMETHING WE CAN AFFORD.  THIS WOULD HAVE TO COME FROM GRANT FUNDING AND FUNDRAISNG.  THE VILLAGE OF NYACK RAISED $200,000 FOR THEIR SKATEPARK.  I KNOW THERE ARE PEOPLE THAT REALLY WANT THIS.

TRUSTEE HOLDER – WE HAVE CREATED A FACEBOOK PAGE AND PEOPLE ARE STEPPING FORWARD TO VOLUNTEER.

RESIDENTIAL FIREWORKS –  WE RECEIVED A REQUEST FROM A RESIDENT ABOUT HAVING A FIREWORKS SHOW.  WE HAVE DISCUSSED THIS AND FEEL THAT THE RESIDENT NEEDS A PERMIT, IT MUST BE DONE BY A REPUTABLE, LICENSED CONTRACTOR AND THEY MUST INSURE THE VILLAGE AT AN AMOUNT THAT IS ADEQUATE.  WE FEEL THIS WOULD BE OKAY IF IT IS A PROFESSIONAL COMPANY AND FOR A CELEBRATORY PURPOSE.  IT IS A CASE BY CASE BASIS WHERE THE VILLAGE BOARD HAS THE AUTHORITY TO APPROVE OR DENY THE PERMIT BASED ON CERTAIN CRITERIA.  ATTORNEY BUCKHEIT ADVISES ME THAT THIS DOES NOT SET THE PRECEDENCE FOR ANYONE WITH A LICENSE TO DO A SHOW.

EVENTS:

THURSDAY THE 25TH IS ROCK UNDERGROUND AT THE CONCERT SERIES AT 6:00PM.  IT IS A GROUP OF LOCAL CHILDREN.  I SAW THEM AT NATIONAL NIGHT OUT AND THEY WERE REALLY GOOD.

SATURDAY NIGHT IS IRISH NIGHT SPONSORED BY THE GAELIC CULTURAL SOCIETY WITH THE BAND CELTIC CROSS.

SEPTEMBER 2ND IS THE CARL RICHARDS BAND.

SEPTEMBER 3RD IS THE RICHARD REITER SWING BAND.

SEPTEMBER 9TH AND 10TH IS THEATRE ON THE LAKE AT 8:00PM.

SEPTEMBER 10TH IS PADDLE PALOOZA AT 8:30 AM AT THE BEACH.

TOMORROW IS THE SENIOR PICNIC AT THE TOWN PARK.

MAYOR DWYER STATED WE DID PURCHASE A MOVIE SCREEN, PROJECTOR AND SOUND SYSTEM SO THAT WE CAN SHOW MOVIES AT THE BEACH.  ONE MORE COMPONENT TO ADD TO THE QUALITY OF LIFE OF OUR RESIDENTS.

TRUSTEE HOLDER – THE NEXT TWO SATURDAYS ARE ZUMBA AT THE BEACH.

PRIVILIGE OF THE FLOOR ON ANY GENERAL TOPIC.

RESIDENT NORMAN WESTPHAL – SINCE THE HOBOKEN FILM FESIIVAL IS COMING NEXT YEAR FOR THREE YEARS, HOPEFULLY WE WILL HAVE ABOUT 5000 TO 10000 PEOPLE COMING.  WE HAVE THE PARK NOW WITH THE WALKING TRAILS AND MAYBE YOU SHOULD HAVE A WATER FOUNTAIN SO THAT WHEN PEOPLE ARE WALKING AROUND THEY HAVE A PLACE TO GET A DRINK OF WATER.

MAYOR DWYER –  THE LIONS CLUB HAS THEIR 300 CLUB CHICKEN BARBECUE ON SEPTEMBER 11TH AND THE MONEY THEY ARE RAISING IS GOING TO HOPEFULLY FUND A CONCESSION STAND AT THE BEN WINSTANLEY MEMORIAL PARK.  THERE WILL BE A WATER FOUNTAIN THERE.

NORMAN WESTPHAL – I WAS THINKING NEXT TO THE SENIOR CENTER.

MAYOR DWYER STATED WE DON’T WANT THE KIDS TO HAVE TO WALK ACROSS THE STREET SO IT WOULD BE IN WINSTANLEY PARK. IF ANYONE WANT TO PURCHASE TICKETS, ITS $30.00  YOU CAN EMAIL ME OR CALL VILLAGE HALL AND THEY WILL SET ASIDE TICKETS FOR YOU.  WE ARE IN A TIME CRUNCH BECAUSE WE LOST A MEMBER OF THE LIONS, ELKS, AMERICAN LEGION AUXILIARY, A GOOD FRIEND AND A MENTOR AT TIMES, SHARON GEHLER.  SHE WAS THE CHAIRPERSON FOR THIS EVENT AND WE ARE IN DESPPERATE NEED OF SUPPORT FROM THE COMMUNITY.  TICKETS ARE $30.00 AND GIVE TWO PEOPLE ENTRANCE TO THE ELKS LODGE AT 2:00PM.  IT ALSO PUTS YOU IN A RAFFLE TO IN UP TO $1000.00.

NORMAN WESTPHAL – SINCE THIS IS A SEVEN DAY EVENT, A LOT OF PEOPLE WILL BE WALKING AROUND AND IT WOULD BE NICE TO HAVE SOMETHING THERE FOR THEM.

MAYOR DWYER –  THE INTERESTING THING IS THIS IS IN MAY, SO IT WILL START OUT OUR SUMMER SEASON.  IT WILL BRING PEOPLE IN TO THE VILLAGE AND HOPEFULLY THEY WILL COME BACK OVER THE SUMMER.

RESIDENT MANNY TIRADO – I THINK THE HOBOKEN FILM FESTIVAL IS GREAT.  I ASSUME YOU HAVE GONE OVER THE IDEA OF LIABILITY WITH THEM, AND ARE THEY POSTING A BOND OR ANYTHING.

MAYOR DWYER – THE VILLAGE WILL BE COVERING THE INSURANCE THE SAME WAY AS MIDDLETOWN DID.  I SPOKE WITH MAYOR DISTEFANO BEFORE ENTERING INTO ANY AGREEMENT TO IDENTIFY ANY PITFALLS AND THAT WASN’T ONE OF THEM.

MANNY TIRADO – IS THERE ANYWAY WE CAN PROVIDE SOME TICKETS TO SENIORS.

MAYOR DWYER – THERE WILL BE SENOR DISCOUNTS.

MANNY TIRADO – WE DROPPED THE BALL IN 1970 WITH THE SEWERS. WE SHOULD HAVE DONE IT THEN.  WE REALLY NEED IT.  I DON’T THINK WE WILL HAVE ANOTHER OPPORTUNITY TO REALLY PURSUE THIS SO WE NEED TO DO IT NOW.

MAYOR DWYER – WE LOST A MAJOR OPPORTUNITY IN TH 70’S.  THE VILLAGE OF WARWICK AND FLORIDA BOTH HAVE SEWERS AND WE DON’T AND WE SURROUND A LAKE.

TOWN COUNCILMANFLOYD DEANGELO – AS FAR AS THE LIONS PROJECT, THAT IS A CONCESSION STAND WITH BATHROOMS.

MAYOR DWYER – YES AND WITH A WATER FOUNTAIN.

FLOYD DEANGELELO – YESTERDAY I WAS IN THE LAKE, AND ERIC HASTINGS WHO IS THE TOWN APPOINTEE TO THE COMMISSION, HE WAS AT MY HOUSE AND HE POINTED OUT THAT I HAD WATER CHESTNUTS GROWING BY MY DOCK.  THEY ARE VERY EASY TO PULL OUT BUT THEY ARE HEAVILY INVASIVE.  THEY ARE VERY ATTRACTIVE, BUT IF ANYONE SEES THEM PULL THEM OUT.

ATTORNEY BUCKHEIT – IF WE COULD GET SME PHOTOS WE COULD PUT THEM ON THE VILLAGE WEBSITE SO THAT PEOPLE WOULD KNOW WHAT THEY LOOK LIKE.

TOWN COUNCILMAN FLOYD DEANGELO – I FIND THE PROLIFERATION OF LILY PADS ALARMING.

MAYOR DWYER – I AGREE.

RESIDENT CAROLE FLOOD – DID YOU HAVE ANY LUCK WITH CHIPS MONEY FOR SIDEWALKS ON WINDERMERE AVENUE?

MAYOR DWYER – WE ARE HAVING COMPANIES COME IN AND DO A BID.  WE ARE WAITING UNTIL THE KIDS GO BACK TO SCHOOL.  BY THE NEXT MEETING WE’LL HAVE A BETTER HANDLE ON IT.

CAROLE FLOOD – WHY DO WE HAVE TO PAY THE FILM FESTIVAL INSTEAD OF US.

MAYOR DWYER – ITS SIMILAR TO FIREWORKS.  IT COSTS A LOT OF MONEY TO RUN.  THEY PAY THE AWARD RECIPIENTS, THEY PAY TO MARKET IT AND PROMOTE IT, AND WE GET THE BENEFIT OF INCREASED TOURISM.  THE VILLAGE DIRECTLY WILL NOT RECEIVE ANY COMPENSATION.  WE NEGOTIATED THAT WE CAN SELL CONCESSIONS AND KEEP 100% OF IT.  THAT WILL PROBABLY TRANSLATE INTO $5000.00.

CAROLE FLOOD – WILL YOU GET A PERCENTAGE OF THE TICKET SALES?

MAYOR DWYER – NO.  I SPOKE TO A LOT OF DIFFERENT FILM FESTIVALS AND THAT IS NOT HOW IT WORKS.

CAROLE FLOOD – SINCE IT IS AT THE TOWN OF WARWICK PARK WILL THEY BE CONTRIBUTING TO IT.

MAYOR DWYER – I DID MENTION IT TO THE SUPERVISOR AND COUNCILMAN.  I PLAN ON GOING TO A MEETING TO REQUEST IT.  THE CHAMBER OF COMMERCE WILL BE CONTRIBUTING.  WE HAVE BEEN ABLE TO SECURE $20,000 SO FAR, WITHOUT THE NUMBER THE COUNTY WILL GIVE.  MY GOAL IS TO NOT SPEND ANY MONEY TOWARDS THIS AND THE BUSINESSES WILL BENEFIT ENORMOUSLY.  I’M HOPING THEY WILL CONTRIBUTE, BUT IT IS TOUGH FOR LOCAL RESTAURANTS AND BUSINESSES TO CONTRIBUTE.  WE WILL BE WORKING VERY HARD TO ENSURE THAT THIS COSTS OUR TAXPAYERS AS LITTLE AS POSSIBLE.

ATTORNEY BUCKHEIT – I THINK YOU SHOULD CLARIFY THE SPONSORSHIPS WHICH OFFSET THE MONEY THE VILLAGE WOULD HAVE TO PAY.

MAYOR DWYER – ANY SPONSORSHIPS THAT THE VILLAGE DIRECTLY GETS OFFSETS THE SPONSORHIP FEE.  THE COST WE ARE OBLIGATED TO PAY; THE MONEY WE ARE GETTING FROM THE CHAMBER OF COMMERCE REDUCES THAT AMOUNT.  IF I GET MURPHY’S TO DONATED $5,000 THEN WE DON’T HAVE TO PAY IT AND THEY GET THE BENEFIT OF THE SPONSORSHIP.  IF I GET ATTORNY BUCKHEITS LAW FIRM TO DONATE $1000.00 THAT COMES OUT OF THE MONEY WE HAVE TO PAY.  ANY SPONSORSHIP WE GET REDUCES OUR RESPONSIBILTY, OF WHICH WE HAVE ALREADY RECEIVED $20,000.

NORMAN WESTPHAL – WE DON’T HAVE ANY HOTELS OR MOTELS TO ACCOMMODATE THAT AMOUNT OF PEOPLE.

MAYOR DWYER – WE MAY NOT HAVE ENOUGH, BUT WHAT WE DO HAVE WILL BE FULL.  THERE MAY BE OVERFLOW.  A FILM FESTIVAL IS A CIVILIZED GROUP.  IT IS NOT AN INEXPENSIVE THING.  THEY HAVE A GALA, AN AWARDS CEREMONY, ETC.

MANNY TIRADO – I IMAGINE THEY WILL HAVE THEIR OWN PRIVATE SECURITY>

MAYOR DYWER – THEY DIDN’T HAVE ANY IN MIDDLETOWN.  OUR CHIEF MET WITH THE CITY OF MIDDLETOWN POLICE CHIEF AND HE SEEMS TO THINK IT WILL BE EASIER TO MANAGE THAT THE FIREWORKS.  I BRING UP THE FIREWORKS BECAUSE IT BRINGS 10,000 TO 20,000 PEOPLE INTO THE VILLAGE.  IT WENT OFF PERFECTLY, WE HAD A LITTLE TRAFFIC YES.  I THINK WE CAN HANDLE A SEVEN DAY EVENT IN THE OFF SEASON.  WE WILL BE ABLE TO STAFF ADEDQUATELY.

TRUSTEE HOLDER – THE SHERIFFS OFFICE SAID THEY WOULD HELP US OUT IF WE NEEDED IT.

RESIDENT TINNIE FILIPOWSKI – WHEN ARE WE GETTING YELLOW STRIPPING ON EDGEMERE?

MAYOR DWYER – I HAVE BEEN CALLING THE DPW FOR A LONG TIME AND ASKING WHY THEY DON’T HAVE THE EQUIPMENT TO STRIPE ROADS.  WE HAVE TO WAIT FOR THE ENTIRE TOWN TO GET DONE SO THE COMPANY COMES IN ON STATE BID AND DOES ALL THE ROADS.

VILLAGE CLERK PAT OLSEN – MAYBE WE SHOULD LOOK BACK INTO THE OLD WAY WE USED TO DO IT.

TINIE FILIPOWSKI – WHAT ABOUT THE PROBLEMS WITH THE WATER.

MAYOR DWYER =- WHAT SPECIFICALLY ARE YOU ASKING?

TINIE FILIPOWSKI – ITS NOT THE BEST TASTING WATER.

MAYOR DWYER – MY WATER TASTES FINE, ALTHOUGH YOU DO HAVE A HIGH TASTE OF CHLORINE.  WE CANNOT DO MUCH ABOUT THAT, BECAUSE WE HAVE TO TEST WATER AT THE FURTHEST DISTRIBUTION POINT, AND IN ORDER FOR THERE TO BE CHLORINE THERE, IT HAS TO BE AT A HIGHER LEVEL EVERYWHERE ELSE.  WE RE ADDING A MINIMUM DOSAGE OF ORTHOPHOSPHATE RIGHT NOW.  WHEN WE REMOVED THAT CHEMICAL A COUPLE OF YEARS AGO, IT ALLOWED MANGANESE AND SEDIMENT TO COME THROUGH AND DISCOLOR YOUR WATER.  THE DISCOLORATION SHOULD BE SOLVED BY THIS AS WELL AS THE LEAD AND COPPER ISSUES.

TINIE FILIPOWSKI – SEWERS HAVE BEEN DISCUSSED FOR SO MANY YEARS.  IN ORDER TO KEEP THE LAKE CLEAN EVEN IF WE GET SEWERS, NEW JERSEY WOULD HAVE TO HAVE THEM AS WELL.

.MAYOR DWYER – THEY DO HAVE SEWERS IN SOME PARTS OF WEST MILFORD, BUT NOT ON THE LAKE.  THEY HAVE A HOMEOWNERS ASSOCIATION THAT IS HOOKED UP.  IT IS DEFINITELY A PROBLEM.  WE CAN ONLY TRY TO GET SEWERS, THEN WORK WITH THE TOWN TO SEE IF THEY WANT TO HOOK UP PLACES LIKE FURNACE BROOK, INDIAN PARK, FOREST PARK, ETC.  THE BULK OF THE PROBLEM AND RUN OFF IS IN OUR AREA.  NEW JERSEY DEFINITELY HAS MAJOR PROBLEMS AS WELL SUCH AS BELCHERS CREEK.  THE MAIN POPULATION IS IN THE VILLAGE.  I AM TRULY EXCITED ABOUT THE PROSPECT OF SEWERS.

TINIE FILIPOWSKI – I WANT TO TALK ABOUT THE FIREWORKS SHOWS THAT GO ON AT PRIVATE PROPERTY.  DO THEY HAVE PERMITS FOR THIS?

MAYOR DWYER – THEY SHOULD.  IT IS ILLEGAL TO DISCHARGE FIREWORKS WITHOUT A PERMIT.  THIS WILL OPEN UP THE DOOR FOR A BETTER, LEGAL SYSTEM WHERE PEOPLE ARE HIRING COMPANIES.  THERE REALLY IS NO WAY TO STOP THEN ON THE FOURTH OF JULY. IF WE LET A RESIDENT DO IT AND GET FIFTY COMPLAINTS THEN IT WASN’T WORTH IT.  WE WILL JUST HAVE TO SEE.

TINIE FILIPOWSKI – IS THERE ONLY ONE POLICE OFFICER ON DUTY OVERNIGHT?

MAYOR DWYER – WE ARE CONTRACTUALLY OBLIGATED TO HAVE TWO POLICE OFFICERS ON OVER NIGHT.  WE DO NOT WANT ONE OFFICER TO GET CAUGHT OFF GUARD BY THENSELVES.

TINIE FILIPOWSKI – I THINK YOU GUYS ARE DOING AN AWESOME JOB.

MAYOR DWYER – I WOULD HAVE LIKED TO ACKNOWLEDGE THE CHAIR OF THE GREENWOOD LAKE CHAMBER OF COMMERCE, TONY CHURMARCO,  DO YOU HAVE ANY COMMENTS OR REMARKS.

TONY CHURMARCO – NO.
